China's medical products regulator said on Thursday that it had approved two more COVID-19 vaccines for public use, raising the number of domestically produced vaccines that can be used in China to four. The two newly cleared vaccines are made by CanSino Biologics Inc (CanSinoBIO) and Wuhan Institute of Biological Products, an affiliate of China National Pharmaceutical Group (Sinopharm). They join a vaccine from Sinovac Biotech approved earlier this month, and another from Sinopharm's Beijing unit approved last year.
ALBUQUERQUE, N.M. — “Better Call Saul,” the prequel spinoff to the hugely successful series “Breaking Bad,” will begin production in New Mexico on its sixth and final season beginning in March. White Turtle Casting officials told the Albuquerque Journal that production will begin in the second week of March and the agency is looking for stand-ins for the series. Pre-production is currently underway, and the crew is being quarantined and tested for the upcoming start, the Journal reported Wednesday. Production originally was set for March 2020, but it was moved because of the pandemic. There will be 13 episodes in the final season, although no air date has been confirmed. “Better Call Saul” has been shot in New Mexico since 2015. SARAJEVO, Bosnia — A Bosnian court on Thursday sentenced a man to six years in prison on charges that he fought for the Islamic State group in Syria. Jasmin Keserovic, a Bosniak who has spent nearly seven years in Syria, was also charged with inciting others to take part in terrorist activities. Bosniaks are one of the three main ethnicities living in the Balkan state. The others are Bosnian Serbs and Bosnian Croats. Bosniaks are primarily Muslims. Judges said that by publicly calling on Muslims to kill Christian soldiers and civilians alike, the defendant “demonstrated specific ruthlessness.” Hudges rejected defence claims that Keserovic was in Syria for charity work to help the local population amid the war. He was part of a group of seven Bosniak men flown back to Bosnia from Syria on a U.S. Air Force flight in December 2019 along with 18 women and children. In 2014, Bosnia became the first country in Europe to introduce prison terms for its citizens who fought abroad. Fighters who have since returned to the country were tried and, in most cases, sentenced to prison. The Associated Press
Coinbase, the biggest U.S. cryptocurrency exchange, moved a step closer to listing on the Nasdaq with a filing on Thursday to go public, revealing that it had swung into profit last year as bitcoin surged. Approval from the U.S. Securities and Exchange Commission for a listing would represent a landmark victory for cryptocurrency advocates, vying for mainstream endorsement for a sector which has struggled to win the trust of mainstream investors, regulators and the general public. It would pave the way for the highest-profile share listing of a company whose business is primarily focused around the trading of cryptocurrencies, and could also be seen as a tacit regulatory approval of assets traded on its platform.
(Jacob Barker/CBC - image credit) The executive director of the Downtown Mission says a new emergency shelter for those who have tested positive for COVID-19 is opening up to the city's most vulnerable. Rev. Ron Dunn said on CBC Radio's Windsor Morning that people will begin moving to the Windsor International Aquatic and Training Centre on Thursday. "My staff are going to be staffing it mainly and so many of them are going to be reporting there this morning," he told host Tony Doucette. Clients are expected to start moving in Thursday afternoon. The opening of the shelter was prompted by large COVID-19 outbreaks among people experiencing homelessness in Windsor-Essex. As of Wednesday, there are 81 cases among clients and staff at the Downtown Mission, and 34 related to an outbreak at the Salvation Army shelter. The city's existing isolation and recovery shelter had become full amid the outbreaks, creating a scramble to accomodate those affected. Windsor's International Aquatic and Training Centre is being transformed into an emergency shelter. When the city announced that a second space would be opening up to respond to the crisis, officials initially said Wednesday would be the target date but as of that afternoon, it had still not opened and the city gave no indication of why the opening was delayed or when it may be opened. The Mission's two main locations were shut down officially by order of the health unit earlier this week, though the organization had already taken that step and moved into the former Windsor Public Library site on Ouellette Avenue. Dunn said on Windsor Morning that screening measures and other protocols were in place prior to the outbreak and the Mission was in contact with city officials and the health unit on outbreak plans. Nonetheless, Dunn said he felt it was inevitable that someone at the shelter would contract COVID-19. Dr. Wajid Ahmed, medical officer of health for the region, has previously noted the vulnerabilities within the homeless population to COVID-19, and challenges in preventing transmission.
ATHENS, Greece — Greece's prime minister on Thursday promised sweeping changes to the country's laws and labour regulations to combat sexual abuse and misconduct in the wake of an assault allegation made by Olympic sailing champion Sofia Bekatorou that has prompted more cases and triggered a nationwide debate. Speaking in parliament, conservative Prime Minister Kyriakos Mitsotakis said the government will introduce tougher sentencing guidelines, propose changes to statute-of-limitation rules for cases involving minors, and create a dedicated government agency to deal with abuse claims in workplaces and organized youth activities. Multiple cases of alleged sexual misconduct and abuse have been made public since former Olympian Bekatorou alleged she was sexually assaulted by a national sailing federation official in 1998. The people coming forward with accusations include other athletes, current and former university students, and stage actors. Mitsotakis said reports that unaccompanied minors were vulnerable to abuse at migrant camps on Greek islands also motivated him to take action. “There were children at the camps...and in Greek cities that were being exploited for sex for 5 and 10 euros ($6-12),” the prime minister told lawmakers. He noted that children and teenagers travelling alone no longer live at the island camps or are held in police cells for protection but have supervised, separate living quarters. The reports include a 51-page document from the Francois-Xavier Bagnoud Center for Health and Human Rights at Harvard University in 2017 that said, citing camp informants, there were serious indications of child abuse at Greek migrant camps. Separately Thursday, a former director of Greece’s National Theatre appeared before a public prosecutor to respond to child abuse allegations. The 56-year-old suspect, who denies any wrongdoing, was arrested Saturday and remains in police custody. Opposition parties have demanded that Mitsotakis replace his culture minister over the alleged scandal. (Ben Nelms/CBC - image credit) THE LATEST: On Thursday, Dr. Bonnie Henry reported 395 new cases of COVID-19 in B.C. and 10 new deaths. There are now 4,489 active cases in the province. A total of 228 people are in hospital, including 62 in intensive care. To date, 1,348 people have died of COVID-19 in B.C. out of 78,673 confirmed cases. 239,833 doses of the COVID-19 vaccine have been administered, including 68,157 second doses. In her Thursday update, Provincial Health Officer Dr. Bonnie Henry said there had been a slight uptick in the seven-day rolling average province-wide and an increase in the virus reproduction rate to above the level of one. "This means potential for rapid growth if we are not careful," she said, saying it is too early to ease restrictions. On the topic of variants, Henry said there have been 116 cases of COVID-19 variants of concern found in B.C., of which nine cases are active. She said 95 cases were of the variant originally detected in the U.K. and 21 of the variant first detected in South Africa. Henry said two cases of the variant originally discovered in Nigeria are no longer considered a variant of concern, although monitoring continues. A new outbreak has been declared at the Revera Sunwood Retirement Residence in Maple Ridge, and the outbreak at Burnaby Hospital is now over. Health Minister Adrian Dix praised the vaccination efforts at long term care homes, which has helped abate the spread of the virus in the vulnerable population of residents. "We have seen the impact of that and it is heartening and has made a huge difference," he said. Earlier, B.C. health officials say that managing the mass vaccination program for COVID-19 is shaping up to be a "monumental task," and they're trying to balance speed with careful planning. In a written statement on Wednesday, Henry and Dix said that "countless" people are working to get everyone who wants the vaccine immunized as quickly and safely as possible. "Vaccinating our entire population is a monumental task that must account for the diversity of our geography and our population," they said. "We must consider how to safely deliver vaccine to rural and remote communities, how to connect with seniors and Elders everywhere, and how to ensure the process to get immunized is as simple as possible." Earlier this week, Henry announced that B.C. is expanding the workforce available to the vaccination program by allowing more health professionals to provide the shot. The chief of Nipissing First Nation, west of North Bay, said that he and his community breathed a collective sigh of relief as the COVID-19 vaccine rollout got underway on the territory. Chief Scott McLeod said the vaccination program has given members peace of mind and has led to cautious optimism that this may be the beginning of the end for the COVID-19 global pandemic. About a dozen elders who live in the territory’s seniors’ complex in Garden Village were vaccinated Feb. 8, while another 22 people, including front-line health-care workers, received their shots the next day at the community’s Lawrence Commanda Health Centre in Garden Village. It is not entirely clear exactly when those people will receive their second dose of the vaccine. But it is expected that more vaccines will arrive at the territory in early March. Just over 900 members live in the Nipissing First Nation community. The health centre has received at least 732 requests from members who want the shot. The Garden Valley gymnasium, part of the First Nation’s administration facility, is expected to be used as a vaccination centre in mid-March. Nurses in the territory have already held a mock mass immunization clinic in preparation for when the vaccine rollout expands to the rest of the community members. McLeod said the initial vaccination program ran very well, for the most part. “There were just a couple of hiccups with some of the elders because of a reluctance to the vaccine but it was not a fear of the vaccine. One or two of the elders were a little squeamish about needles,” the chief said. “Other than that, everything in the first round went very smoothly. It was good to see the elders and the people who work with them get vaccinated.” McLeod said that he sympathizes with elders who live at the seniors’ complex because they haven’t been able to visit with family and friends as often as they would normally, due to COVID protocols. He said that the global pandemic has been hard on all of us but his heart really goes out to elders who may be having a hard time with loneliness and isolation, right now. There has been some reluctance among Indigenous people across Canada about the COVID vaccination. Some feared that First Nations people were given priority to the vaccine so that they could to be used as test subjects to see if it worked and its side effects. Most Indigenous leaders, including McLeod, are encouraging their people to get the shots but say they understand the apprehensions given the ongoing mistreatment of Indigenous people in the Canadian health-care system. McLeod said it is easy to sit back and judge how governments have done in terms of helping Indigenous people deal with the pandemic across the country. He thinks health officials have done the best job they can under extremely trying and unprecedented circumstances. McLeod said that the First Nation is currently COVID-free but they did have a situation about a month ago in which an employee of the cannabis store, that operates on the territory, came down with the coronavirus. He said that worker and others employed at the store all self-isolated for two weeks. The chief said the store itself also closed for several days. He added that it has since reopened and the worker has recovered. The chief also said that he worries about people in his territory who may be struggling with mental health and addiction issues during COVID. He said, however, that was a concern long before the coronavirus hit. The chief encouraged any of his members who may be struggling psychologically to contact the local health centre. Three New Jersey State Troopers rescued a 14-year-old boy who was stuck waist deep in frigid water in a marsh in Alloway Township, Salem County. On Sunday, February 21, at approximately 11:28 p.m., Sergeant Carl Scowcroft, Trooper Matthew Hess, and Trooper Thomas Rheault were dispatched to the report of a 14-year-old boy who ran away from his residence and got stuck in a marsh near Sawmill Road. When troopers arrived to the area, they entered the water and discovered the trapped boy, who was breathing slowly and was unresponsive. Due to the frigid temperature of the water, Sgt. Scowcroft made a determination that he needed to take immediate action to save the boy’s life, so he quickly made his way through the mud as Troopers Hess and Rheault kept their flashlights trained on the victim. Sgt. Scowcroft pulled the boy out of the marsh and began to carry him towards the shoreline. At the time of the rescue, the victim exhibited signs of hypothermia. A short time later, members of the Alloway Township Fire Rescue arrived and entered the water to assist. Troopers Rheault and Hess then secured the boy to a backboard and carried him up the embankment. Alloway Township EMS evaluated the victim and transported him to Salem Memorial Hospital where he was expected to make a full recovery. Check out this video clip of the rescue. OTTAWA — A new estimate suggests the move to a hybrid Parliament could save as much as $6.2 million a year. The system — which sees some MPs and senators participate in person and most others logged in remotely — has been in place since April due to the COVID-19 pandemic. While the nuances of how MPs and senators participate have changed since then, the parliamentary budget officer's report suggests the primary driver of savings is reduced travel. The report notes that a decrease in travel also has the effect of reducing greenhouse-gas emissions by about 2,972 metric tons of CO2 equivalent. The budget watchdog says the financial savings offset the increased costs of running a hybrid model, which include the required technology and a major increase in interpreters' services. The provision of those services has been a sore spot in recent weeks as some parties say not enough resources have been allotted to ensure enough interpreters are available and can work safely. GEORGIAN BAY — With dwindling numbers for volunteer firefighters the Georgian Bay Fire Service is looking to strengthen its roster. Unique circumstances across the township present unique challenges for the department of 42 volunteers, said deputy fire chief Chad Dowell. The demographic of the community is largely comprised of seasonal and senior residents. Volunteering for the department requires a significant time commitment and for recruits to be able-bodied. “We are always needing volunteers as people come and go as their lives change,” Dowell said. “It’s hard to keep a volunteer firefighter here.” The department’s three stations average 200 calls per year — including medical assists — to a community spread across 619 individual islands in 164 inland lakes that translates to nearly 3,000 kilometres of shoreline responsibility. “When you have such a vast municipality, we have lots of area to cover so there’s a lot of drive time,” Dowell explained. The department’s mandate is for 60 volunteer firefighters but Dowell welcomes as many as are interested. Because half of the Township’s properties are water access only, both land and marine training are provided at no cost and volunteers finish with Firefighter I and II certification. Volunteer firefighters also receive compensation and work on an on-call basis. Dowell anticipates a training program will go ahead this fall, adjusted to adhere to COVID safety measures. Due to the pandemic, other departments in Muskoka have put recruiting on hold, he said, but his priority is the safety of the community. “We respond to everything, whether it’s a fire in a home, a fire in a vehicle, a car accident, or a water rescue,” Dowell said. “We have to respond to calls whether there is COVID or not, so we need to look at that when it comes to recruitment as well.” Interested in becoming a volunteer firefighter in Georgian Bay? Before COVID-19, visits to Greece's paper-strewn labour offices were a ordeal of queues and case files, often for basic matters that in less than a year have moved online as the pandemic upended old administrative routines. "Essentially overnight, two thirds of the visits were no longer necessary," said Spiros Protopsaltis, head of OAED, the Organization of Employment and Unemployment Insurance. Crammed with thousands of folders and blue OAED registration cards spilling out onto desks and floor space, the corridors of the building where he spoke still offer a daunting vision of the challenge to overhauling public services in Greece.
Many people dream of their retirement day, and finally find time to pick up new hobbies or travel but for Dr. Robert Lidkea, it is the last thing on his mind. Lidkea was born in North Bay and came to Fort Frances after he graduated from university. He said he would have stayed in North Bay but there were no openings for an optometrist and he was forced to find a job elsewhere. Lidkea came to Fort Frances in 1952 to become part of the Fort Frances Clinic. At the time the clinic only had two M. D’s, a dentist, an optometrist who was looking to retire and a pharmacy. In 1952 Lidkea was the youngest practicing optometrist in Ontario and now in 2021, he is the oldest optometrist at 90. He graduated as a registered optometrist in 1952 from the College of Optometrists in Toronto and in 1957, he returned for his post graduate studies and earned his doctor of optometry. Lidkea said jokingly he continues to work because he needs the money, but in reality he said he could not stay home all day. Lidkea said he officially retired on Jan.1 and went back to work on Jan. 21. “I just enjoy doing what I’m doing, that’s all,” Lidkea said. “I’m happy to come to work.” It may only be for one day a week, but Lidkea said he always looks forward to it. Lidkea was president of the Ontario Association of Optometrists from 1975 to 1976. He was accepted as a fellow in the American Academy of Optometrists in 1983 and was awarded an honorary degree from the University of Waterloo in 1987. Lidkea said when he first began practicing, an eye exam was $3. “It’s quite a long stretch since then,” Lidkea said. “A lot of knowledge and a lot of changes, knowledge and training, everything’s changed.” Lidkea said he has been learning all his life as the training never stops. “When I graduated there was not even such a thing as calculator so it’s been a very long learning process but it’s not all at once, it’s been very gradual,” Lidkea said. He adds that is has been helpful working with his son Bruce who has been able to coach him through all the new technology. Bruce is now the primary practitioner. Lidkea has also been an active member in the community, through clubs and volunteer work. He has been a member of the Kiwanis Club of Fort Frances since he came in 1952 and has 60 years of perfect attendance. He became president of the club in 1961 and was elected Lt. Governor in 1973. He has now been the secretary for many years. Lidkea was also elected to town council for two terms and has served on many local boards. In 2004, Lidkea was honoured with the Ontario Association of Optometrists 2004 Milenium Award for Public Service. The award recognizes a member of the Ontario Association of Optometrists who has performed extraordinary public service in either a professional or non-professional capacity. In 2007, Lidkea received the Fort Frances Citizen of the Year award. Lidkea said his favourite part of the job is interacting with people in the community, adding that in some families, he has cared for five generations. “It’s been an interesting life,” Lidkea said. “My wife and I have been blessed with good health and we’re getting by quite well.” Lidkea said he gets to see his two sons quite often and has coffee with his friends every morning at 10 a.m. sharp. NICOSIA, Cyprus — Cyprus will reopen high schools, gyms, pools, dance academies and art galleries on March 1 in a further, incremental easing of the country’s second nationwide COVID-19 lockdown, the government said Thursday. Health Minister Constantinos Ioannou said easing the six-week-old lockdown should proceed “slowly, cautiously and in a controlled manner.” He warned that the situation could easily get out of hand again as the country’s infection rate remains slightly above safety limits set by the European Union’s disease prevention agency. According to Ioannou, the number of infections now stands at 164.3 per 100,000 people. Middle school students are scheduled to return to classrooms March 8, Ioannou said, signalling the reopening of all schools after weeks of online instruction. Primary schools are already holding in-person classes. But the minister made it clear that twice-daily excursions requiring SMS approval and a 9:00pm-5:00am curfew will remain in effect. “We'll do without certain things for the next two or three months, some measures will carry on until there's (sufficient) vaccination coverage which is estimated to happen by June," Ioannou said. A ban on public gatherings also continues to apply despite growing public fatigue that culminated with thousands demonstrating last weekend in the capital to protest the restrictions, alleged police heavy-handedness and corruption. Police didn’t intervene in that protest, but used a water cannon, pepper spray and stun grenades to disperse a much smaller group of left-wing demonstrators a week earlier. One young woman required surgery for an eye injury following a blast from the water canon. The force’s actions triggered a public outcry and prompted a probe to determine whether riot police used disproportionate force. On Wednesday, Amnesty International urged Cypriot authorities to lift what it called “an unlawful and disproportionate blanket ban” on demonstrations. Amnesty International Greece and Cyprus official Kondylia Gogou said police made “unnecessary and excessive use of force" during the earlier protest. Le président de la Fédération des clubs de motoneigistes du Québec (FCMQ), Réal Camiré, rejette du revers de la main, les critiques exprimées par les dirigeants de trois clubs du Saguenay-Lac-Saint-Jean au sujet de la mise en application du nouveau modèle de financement Objectif 2020. En entrevue avec Le Quotidien, M. Camiré a expliqué que la décision d’établir un nouveau modèle destiné à mieux répartir les revenus des droits d’accès entre les clubs de la province a été prise au congrès de 2018 et que, depuis, beaucoup de travail de consultation et d’information a été réalisé pour son peaufinement. « Il y a 10 clubs sur 13 qui ont embarqué sur une base volontaire, dans votre région. Tout a été expliqué lors de réunions régionales annuelles. On a donné tous les détails, les paramètres, le paiement par kilomètre. Ils ont présenté ça à leur conseil d’administration et ç’a été accepté », déclare-t-il. Les directions de clubs riches savaient au départ qu’il y aurait des fluctuations à la baisse dans les flux de trésorerie et que les surplus engendrés dans le passé seraient beaucoup moindres parce que l’intention est de mieux répartir la richesse, explique-t-il. M. Camiré ajoute qu’il existe du mécontentement en raison des faibles précipitations de neige dans certains secteurs de la région, touchant deux ou trois clubs, sauf que les autres clubs voient leurs finances stabilisées et améliorées. En ce qui a trait à la mécanique des paiements du surfaçage et le 200 $ du kilomètre reconnu, M. Camiré affirme que les opérations se déroulent rondement, les clubs n’ayant qu’à produire leur rapport mensuellement pour recevoir un paiement rapide. Les revenus des droits d’accès sont distribués en trois versements avant les Fêtes jusqu’à la mi-décembre, par versements électroniques, ce qui évite aux clubs d’avoir à mobiliser des bénévoles pour cueillir les fonds comme ça se faisait dans le passé. Un des aspects que n’ont pas fait ressortir les clubs récalcitrants, selon lui, est que dans le nouveau modèle, la FCMQ accorde désormais du financement aux clubs pour le remplacement des surfaceuses (90 %), la réparation des ponts et ponceaux jusqu’à 100 %, les réparations pour deux surfaceuses entre 75 % et 100 %, etc. Selon lui, lorsqu’il faut parler du nouveau modèle, il est important de mettre dans la balance tous les avantages et critères. Le président de la FCMQ se dit prêt à écouter les dirigeants de clubs qui ont des critiques à formuler, mais il n’est pas question de faire marche arrière. « Est-ce que deux ou trois clubs qui ne sont pas satisfaits vont faire revirer la situation lorsque 33 clubs sont satisfaits? Il y a des situations particulières au Saguenay-Lac-Saint-Jean. » Parmi ces situations qui ne font pas partie du nouveau modèle, M. Camiré fait référence aux compensations aux agriculteurs accordés pour les droits de passage par les instances municipales de Saguenay jusqu’à 100 000 $. Pas question de soutenir les clubs qui voudraient maintenir des relais à même leurs fonds. En ce qui a trait aux prétentions d’un club qui se plaint beaucoup au Saguenay, M. Camiré soutient qu’après vérification, il y aura une différence de 20 000 $ sur les revenus dans le nouveau modèle. Ceux qui prétendent qu’il en coûte 120 $ de l’heure pour le fonctionnement d’une surfaceuse doivent être questionnés afin de déterminer si, dans le calcul, on inclut les frais de fonctionnement de garages, selon lui, alors que certains clubs n’en disposent pas. Selon lui, le 70 $ du kilomètre couvre le taux horaire d’un opérateur à 20 $ et le 50 $ pour les frais de fonctionnement de la surfaceuse. CAPE TOWN, South Africa — Caster Semenya is going to the European Court of Human Rights to challenge “discriminatory” rules that prohibit her from competing in certain track events because of her high natural testosterone, her lawyers said Thursday. The two-time Olympic champion in the 800 metres has already lost two legal appeals against World Athletics' regulations that force her to medically lower her natural testosterone level if she wants to run in women's races from 400 metres to one mile. The South African's lawyers said there's been a “violation of her rights” and wants the human rights court to examine the rules. Semenya has one of a number of conditions known as differences of sex development. Although she has never publicly released details of her condition, World Athletics has controversially referred to her as “biologically male” in previous legal proceedings, a description that angered Semenya. Semenya has the typical male XY chromosome pattern and levels of testosterone that are much higher then the typical female range, World Athletics says. The track and field body says that gives her and other athletes like her an unfair advantage over other female runners. The 30-year-old Semenya was legally identified as female at birth and has identified as female her whole life. She says her testosterone is merely a genetic gift. The regulations have been fiercely criticized, mainly because of the “treatment” options World Athletics gives to allow affected athletes to compete. They have one of three options to lower their testosterone levels: Taking daily contraceptive pills, using hormone-blocking injections, or having surgery. “The regulations require these women to undergo humiliating and invasive physical examinations followed by harmful and experimental medical procedures if they wish to compete internationally in women’s events between 400m and one mile, the exact range in which Ms. Semenya specializes,” Semenya's lawyers said. World Athletics, which was then known as the IAAF, announced in 2018 it would introduce the rules. Semenya challenged them and lost at the Court of Arbitration for Sport in 2019. She also lost a second appeal to the Swiss Federal Tribunal last year. That second case will be central to her appeal to the European Court of Human Rights. “Caster asks the Court to find that Switzerland has failed in its positive obligations to protect her against the violation of her rights under the European Convention on Human Rights," her lawyers said. They said the track body's rules were “discriminatory attempts to restrict the ability of certain women to participate in female athletics competitions.” Because of her refusal to lower her natural testosterone, Semenya has been barred from running in the 800 since 2019, when she was the dominant runner in the world over two laps. She is currently not allowed to run her favourite race — the race she has won two Olympic golds and three world titles in — at any major event. Semenya is not the only athlete affected. Two other Olympic medallists from Africa, Francine Niyonsaba of Burundi and Margaret Wambui of Kenya, have said they are also bound by the rules. They also said they would refuse to undergo medical intervention to reduce their testosterone levels. “I hope the European court will put an end to the longstanding human rights violations by World Athletics against women athletes," Semenya said in a statement. "All we ask is to be allowed to run free, for once and for all." Semenya, Niyonsaba and Wambui finished 1-2-3 in the 800 metres at the 2016 Rio de Janeiro Olympics, strengthening World Athletics' argument that their medical conditions gave them an athletic advantage over other women. It's unclear if the human rights court would be able to hear Semenya's case before the delayed Tokyo Olympics, which might be Semenya's last. The games are set to open on July 23. LONDON — Britain announced further sanctions Thursday against members of Myanmar’s military for their part in the coup that ousted the country’s elected government. Foreign Secretary Dominic Raab said six more top generals face sanctions for serious human rights violations, in addition to 19 others previously listed by the U.K. The new round of sanctions targets Myanmar’s State Administration Council, which was set up following the coup to exercise state functions. The measures immediately ban the generals, including Commander-in-Chief Min Aung Hlaing, from travelling to Britain and will prevent U.K. businesses and institutions from dealing with their funds or economic resources in Britain. The British government added that it will ensure U.K. businesses do not trade with Myanmar’s military-owned companies. The government has said it was ending aid programs that sent money to the Myanmar government but that aid would still reach “the poorest and most vulnerable in Myanmar.” The U.K. is the ex-colonial ruler of Burma, as Myanmar was formerly known. The Myanmar military seized power on Feb. 1 and detained national leader Aung San Suu Kyi and other pro-democracy figures. The Associated Press
Queen’s Park is set to appoint a third party to investigate allegations of anti-Black racism and systemic discrimination at the Peel Children’s Aid Society (CAS). The office of Jill Dunlop, Associate Minister of Children and Women's Issues, confirmed to The Pointer that the wheels are in motion to facilitate an operational review. “In October last year, the ministry became aware of a report regarding anti-Black racism towards staff at Peel CAS,” Hannah Anderson, director of communications for Dunlop’s office, told The Pointer. “The report raised concerns about the society’s leadership and workplace culture. Since receiving a copy of the report, the ministry has been working closely with the society to understand their plans to address these concerns.” The move comes after a report last year written for the union, CUPE 4914, described a culture of fear within the organization, where Black staff, who described their marginalization, raised concerns over the impacts of systemic discrimination within Peel CAS. It is an organization responsible for providing care to some of Peel’s most vulnerable residents, in a region that is overwhelmingly non-white. Recent findings of widespread anti-Black racism were particularly disturbing for an organization that in 2019 was duty-bound to look after a large number of Black children – 39 out of 189 children in care at Peel CAS were Black, according to data provided by the organization in December. That was 21 percent of all children in the organization’s care a little over a year ago. The fear of widespread discrimination running through an organization that has to work with schools, police and, ultimately, families in the community, to ensure potentially traumatic decisions are made with the utmost of care and consideration, in a framework grounded in equity and safety, has now led to the Province’s intervention. In the union report, staff describe a divide between management and leadership. The CUPE 4914 document references nepotism within the organization and says Black staff see senior leadership as “untrustworthy” when handling their concerns. The report articulates management “has no picture of what is happening to or being experienced by Black staff.” After positioning itself as a leader and making anti-oppression a primary goal, some think the current leadership is dining out on past success, when a former employee led a range of progressive initiatives. “As much as Peel is part of a very diverse environment and culture and the agency has done a lot of work in previous years to support diversity, equity and inclusion, a lot of that stopped,” one staff member told The Pointer last year. Employees asked to not be identified. “We did the great work, we became great leaders and we stopped the things that made us leaders.” When Peel CAS was contacted by The Pointer last year about the concerns raised by staff and the union report, it did not respond to questions about the Province's One Vision One Voice initiative, which addresses the over-representation of Black children in Ontario's child-welfare system and the range of discriminatory attitudes within institutions such as education and policing that often lead to over-reporting on Black children. The lack of concern around these potentially destructive biases raised questions about whether the agency is aware of best practices in the sector to minimize the potentially harmful impact of systemic, institutionalized stereotypes and other attitudes entrenched within referring organizations. A failure to root out referrals based on racial prejudice lands hardest on Black frontline staff, employees told The Pointer in December. Unable to decline work from a manager, they find themselves aligned with police or principals in a situation they may not think merits child-protection services. Without open communication between managers and frontline workers — a professional environment where everyone feels they can speak their mind — staff can find themselves stuck. “We [Peel CAS] are not actively challenging the school board and the police, we are kind of just going along with them,” one staff member said. “We’re going along with the nonsense, so we are part of the problem. We pretend we are good for the community and then we don’t understand why the community can’t stand us. But we are aligned with the same processes that oppress them.” It can have a serious impact on people’s mental health. “You need your management to be behind you because, at the end of the day, we’re not decision making staff,” one of the employees added. “We need people in decision making positions who can help us. I cannot just push back against the principal without my supervisor’s support. Half the time, it’s me stuck between the school board and my supervisor.” To begin to solve the problem, staff and the authors of the CUPE 4914 report asked for clear policies to be put in place. The alarming union report was produced after a series of conversations facilitated by Breakthrough Counselling and Wellness, which focused on the experiences of Black staff. Concerns raised by staff during those meetings were aggregated and compiled, alongside recommendations and analysis to complete the report. The recommendations in the CUPE 4914 report were wide-ranging and included an audit of the organization by a third party, a review that would go beyond the interviews undertaken by Breakthrough Counselling and Wellness. At the end of 2020, senior leaders at Peel CAS said they would use the report as “a guide” but staff and union representatives feared they would commission their own favourable report that risked erasing the blunt assessments captured in the disturbing CUPE 4914 document. Unable to come to a solution together, and with little trust on either side, the Ministry of Children, Community and Social Services will now step in. The government will appoint a third party to review Peel CAS for workplace issues, policies and practices that may contribute to systemic racism within the organization. It will also assess if Peel CAS remains in compliance with its legislated duties to children in the region. The Province’s move has been acknowledged and welcomed by Peel CAS’ directors, who appear to have read the findings in CUPE 4914’s report differently. “We became aware of staff experiences related to systemic racism and anti-Black racism in our workplace and have recognized that we are not immune from systemic bias and racism,” Juliet Jackson, president of the board of directors, wrote in a statement. She did not allude to the serious concerns about senior leadership raised by staff and echoed by the Province. Rav Bains, CEO of Peel CAS, who has authority over senior leadership and staff, has not released a public statement. When the union work around issues of systemic discrimination was launched, Bains and senior staff at Peel CAS said they were also launching their own review, and claimed their move was done independently and proactively. Speaking to The Pointer late last year in response to the CUPE 4914 report’s revelations about the organization he runs, Bains admitted failings and claimed steps had been taken to address them. But he could not name any. He acknowledged systemic issues that needed to be addressed without offering a detailed understanding or explicit plans to address the situation. Staff told The Pointer late last year that a number of progressive actions by former employee Kike Ojo-Thompson, who spearheaded a range of effective initiatives to eradicate systemic barriers, were sidelined by Bains shortly after she left the organization in 2015. In December, some members of CUPE 4914 expressed concern Peel CAS was trying to also sideline their report by commissioning a more favourable investigation of their own. “Unfortunately, Peel CAS statements regarding their commitment to tackle anti-Black racism are performative, corporate, unilateral and reflect their consistent top-down approach,” the union said at the time. “It's self serving at best and there is a large discrepancy between the information Peel CAS relays to the media/public about their commitments and action plans and how they try to suppress, silence and control the Black voices internally.” Bains disagreed. He did not directly answer a question about a specific recommendation in the union report (to review senior staff performance with an equity lens) and if it would be followed, but said a new report would “not replace anything”. Chima Nsitem, Peel CAS director of diversity, equity and inclusion, said the report senior staff planned “is going to be used as a guide”. In a 55-minute interview with The Pointer in December, confronted with the findings of the union report and experiences of staff, Bains and Nsitem admitted shortcomings but also deflected many questions: they acknowledged the organization has work to do, but said they’re not alone on this front. Achievements were lauded alongside an acceptance that work is incomplete. “Bullying, racism, anti-Black racism have no place in our organization,” Bains said in December. “Does that mean we don’t have more work to do? Like every institution, there’s more work to do, including the media, including all the other systems. So we’ve said that up front.” The union report highlighted concerns raised by staff that leadership consistently deny any problems around systemic racism or other forms of discrimination within the organization. “We don’t want to give you the impression of either being defensive or somehow we’ve got a perfect system or that we have everything buttoned down,” Bains said. “I think that would be a mistake for us. There’s always work to be done.” He did not lay out what this work would be or provide any details of a specific strategy to address the issues raised in the union report. Under Bains’ leadership, a watchdog group (the Board Diversity Monitoring Committee) was disbanded and allyship sessions, designed to help non-Black staff to understand their role in fighting anti-Black racism, were discontinued. Bains defended dissolving the committee and suspending the allyship programs, which Peel CAS has promised to bring back. He said they were “thoughtful” and “gentle” decisions, designed to “integrate diversity and equity into everything we do”. The union has been steadfast in its assessment of Bains and his leadership, describing his claims of being an ally as “performative”. Now, the Province is stepping in. But concerns have already been expressed about who will do the third-party review under the guidance of the ministry. A spokesperson for Peel CAS did not respond to specific questions, including who requested the external review, if a vendor had been selected or how long they expect the process to take. “It is important that the review be allowed to run its course,” the spokesperson said. Information provided by Queen’s Park suggests a deadlock between union and senior leadership led the government to step in. “As the society and the union have been unable to reach an agreement on the path forward, the ministry is now proceeding with an operational review,” Anderson explained. “We want to work with both parties and have them actively engaging in the process. This is key to meaningful, sustainable change. Ensuring all voices are heard is critical to an open and transparent process.” No timeline is yet available for the work. A final decision on which organization will complete the review has not been made. One organization already armed with experience in this area is Agree Incorporated, the group that completed a review of York CAS at the end of 2020. The review, announced after significant public backlash over reports detailing widespread problems within York CAS, came to several damning conclusions. “Based on its findings, Agree Inc. recommended that a new leadership direction and approach must be put in place quickly, and that actions must be taken to create engagement toward a better workplace culture that is respectful, healthy and collaborative,” the report said. The review of York CAS was conducted over roughly three months. The process was announced by the ministry on July 31 and then a vendor was selected, with Agree Inc. publishing its findings on November 13 last year. “We welcome the review and are confident that the results will lay the foundation for ongoing organizational improvement and development,” Jackson wrote on behalf of the Peel CAS board. “We recognize the need to work together to chart a path forward and believe that an independent process that is transparent and open is a critical element to that undertaking.” The Province confirmed a timeline will be published when a private-sector organization has been selected to conduct the investigation of Peel CAS. (Submitted by No Stone Left Alone - image credit) An Edmonton woman is being recognized for a campaign she created to try to ensure poppies are placed on veterans' headstones every November. Maureen Bianchini Purvis, 61, is among the 98 recipients of the Meritorious Service Decorations announced Thursday by The Office of the Secretary to the Governor General. The medals are awarded to individuals who have performed a deed or an activity in a highly professional manner, or at a very high standard that brings benefit or honour to Canada. "I'm very grateful and a little bit in shock to be honest with you," Bianchini Purvis said Wednesday. "It's been 10 years since our charity began here in Edmonton and to reach this award, it's just sort of unbelievable." Her charity called No Stone Left Alone, aims to honour the sacrifice and service of Canada's military by educating students and placing poppies on the headstones of veterans. It's inspired by her late mother who served with the Canadian Women's Army Corps in the Second World War. "She passed away when I was a young girl. So she had asked me, you know, to not forget her," Bianchini Purvis said. "I was a 12-year-old girl and so that first November, I took the poppy I wore at school and I went out and I placed it at her headstone and I continued to do that for years." Maureen Bianchini Purvis lays a poppy at her late mother's headstone, a tradition that has turned into a campaign involving tens of thousands of students all across Canada. The idea for the project came to her when she started sharing her poppy tradition with her daughters. "My children were young girls and we would go out to the cemetery and every time they said, 'mom, how come they don't all don't get one?,' and that sort of sparked a flame in me," Bianchini Purvis said. "We started at that one ceremony and then it just completely keeps going, it's like the most fabulous snowball in the country," she said. "Honest to God, it warms your heart." "We take the students from their classroom during the week of remembrance and we meet them at the cemeteries where all our fallen veterans are laid to rest," she explained. "The students, along with a serving soldier, will place a poppy at the headstone of any particular veteran." Last year's participation was lower than previous years due to the pandemic, but there were still 1,510 students that placed 28,722 poppies on headstones in 60 communities across Canada, including every single veterans' grave in Edmonton. In 2019 more than 12,000 students participated in the program, placing nearly 65,000 poppies. Bianchini Purvis said she's thrilled about receiving the Meritorious Service Medal. She said her mom will be in her thoughts when she receives the award at a ceremony to be held at a later date at Rideau Hall in Ottawa. "When I started this, I did it in her honour obviously and somewhere hopefully she's looking down and she's very proud of me." Maureen Bianchini Purvis says inspiration for the project came from her late mother Lillian Mary Bianchini (Nee Hidson), who served with the Canadian Women's Army Corps in the Second World War. Bianchini Purvis wasn't the only recipient in Central Alberta on Thursday. The list also includes Brian Leavitt and Eric Rajah from Lacombe for founding A Better World Canada — a charitable organization that tackles poverty in some of the world's most disadvantaged regions.
PARIS — A rare painting by Dutch impressionist master Vincent van Gogh of a street scene in the Parisian neighbourhood of Montmartre will be publicly displayed for the first time before its auction next month. Sotheby's auction house said the work, painted in 1887, has remained in the same family collection for more than 100 years — out of the public eye. It will be exhibited next month in Amsterdam, Hong Kong and Paris ahead of an auction scheduled on March 25 in the French capital. “It’s an important painting in the oeuvre of Vincent van Gogh because it dates from the period in which he’s living in Paris with his brother, Theo," Etienne Hellman, senior director of Impressionist and Modern Art at Sotheby's, told the Associated Press. Van Gogh moved to Paris in 1886 and lived in Montmartre. He left the capital in 1888 for southern France, where he lived until his death in 1890. “Before this, his paintings are much darker... In Paris he discovers colour,” Hellman said. “Colour blows up into the painting." “Street Scene in Montmartre” depicts a windmill named the Pepper Mill, seen from the street under a bright sky, with a man, a women and a little girl walking in front of wooden palisades that surrounded the place. “Paris marks this period where... the major impressionists influence his work,” Hellman said. Sotheby’s said the painting has been published in seven catalogues before but has never been exhibited. Claudia Mercier, auctioneer of Mirabaud Mercier house, said “it is also an important painting because there are very, very few of them remaining in private hands... especially from that period, most are in museums now.” Sotheby's has estimated the painting’s value between 5 and 8 million euros (between $6.1 and $9.8 million). It which did not reveal the identity of the owner. It will be on display in Amsterdam on March 1-3, Hong-King on March 9-12 and Paris on March 16-23. The Pepper Mill was destroyed during the construction of an avenue in 1911, but two similar windmills are still present today on the Montmartre hill.
