WASHINGTON — Outgoing Attorney General William Barr's decision to appoint a special counsel to investigate the handling of the Russia probe ensures his successor won't have an easy transition.The move, which Barr detailed to The Associated Press on Tuesday, could lead to heated confirmation hearings for President-elect Joe Biden's nominee, who hasn't been announced. Senate Republicans will likely use that forum to extract a pledge from the pick to commit to an independent investigation.The pressure on the new attorney general is unlikely to ease once they take office. With the special counsel continuing to work during the early days of the Biden administration, it may be tough for the Justice Department's new leadership to launch investigations of President Donald Trump and his associates without seeming to be swayed by political considerations.Barr elevated U.S. Attorney John Durham to special counsel as Trump continues to propel his claims that the Russia investigation that shadowed his presidency was a “witch hunt.” It's the latest example of efforts by Trump officials to use the final days of his administration to essentially box Biden in by enacting new rules, regulations and orders designed to cement the president's legacy.But the manoeuvring over the special counsel is especially significant because it saddles Democrats with an investigation that they've derided as tainted. Now there's little the new administration can do about it.“From a political perspective, the move is so elegantly lethal that it would make Machiavelli green with envy,” Jonathan Turley, a professor of public interest law at George Washington University, wrote in an op-ed for USA Today.A special counsel can only be dismissed for cause. And as was the case during Robert Mueller's Russia investigation, such probes can sometimes stray from their origins.The Biden transition did not respond to a request for comment on the special counsel appointment.But Barr's decision could influence whom the president-elect puts forth as a nominee for attorney general. One leading candidate, Sally Yates, was already viewed skeptically by some Trump-aligned Republicans for her role in the early days of the Russia investigation. Her nomination could face even greater challenges because she's connected to some of the work that Durham is examining.As deputy attorney general, Yates signed off on the first two applications to the Foreign Intelligence Surveillance Court to monitor communications of ex-Trump campaign adviser Carter Page, a process that has been among the focuses of the Durham investigation.A Justice Department inspector general report found significant flaws and omissions in the four applications to the court, though it also found no evidence that Yates or any other senior Justice Department officials were aware of the problems.Some Democrats have privately expressed concerns – likely to deepen with Durham’s appointment as a special counsel – that nominating Yates would lead to a messy confirmation process that focuses on the Russia investigation, instead of focusing on reforms and shifting priorities at the Justice Department, people familiar with the matter have said. They spoke on condition of anonymity to discuss private conversations.Others potentially in the mix for the role include Lisa Monaco, a former homeland security adviser and senior Justice Department official in the Obama administration, and outgoing Alabama Sen. Doug Jones, who famously prosecuted Ku Klux Klan members who bombed a Birmingham church in the 1960s.The question for Biden, however, is how to balance top Cabinet picks as he attempts to fulfil his pledge for racial, ethnic and gender diversity. Many of Biden's leading nominees so far have been white, which could work against Yates, Monaco and Jones.Some Black Democrats are attempting to elevate former Massachusetts Gov. Deval Patrick, who is Black and led the Justice Department's civil rights division under President Bill Clinton, in discussions about potential attorneys general.Whoever emerges as the nominee will be pressed to demonstrate independence from the new White House after Biden campaigned on a pledge to depoliticize the Justice Department.That could be tough, however, if the future attorney general faces calls for new probes into the Trump administration. Some investigations into Trump have been frozen because of the immunity he enjoys as president. Others swirling around members of his family and associates have been simmering for years.On Tuesday, an unsealed court filing revealed an investigation into a potential plot to solicit political donations in exchange for the president using his pardon power.Barr, for his part, insisted that he was trying to keep politics out of the Durham probe, explaining that is why he delayed announcing the special counsel appointment until a month after the election.“With the election approaching, I decided the best thing to do would be to appoint them under the same regulation that covered Bob Muller, to provide Durham and his team some assurance that they’d be able to complete their work regardless of the outcome of the election,” Barr said in an interview with the AP on Tuesday.“I wanted to have the team, both Durham and his team understand that they be able to finish their work,” Barr said.Durham has already been a huge disappointment for Trump and his allies, and prompted a dispute with Barr over why things weren’t moving faster and why the investigation did not yield major prosecutions in the weeks before the election. Venezuela's opposition is discussing scaling back the interim government of opposition leader Juan Guaido that has won diplomatic recognition by dozens of countries that disavowed President Nicolas Maduro, nine legislators told Reuters. Guaido, the leader of Venezuela's opposition-controlled parliament, in 2019 called Maduro a usurper following his disputed re-election and assumed a parallel presidency based on articles of the constitution that make the head of the National Assembly next in line to rule the country. Guaido's lawmaker allies have said they will continue to insist that they are legitimate parliamentarians after Jan. 5, arguing that their constitutional mandate remains intact because Sunday's vote is rigged.
Homicide investigators say a fourth person has been charged in the Remembrance Day shooting of a man in Surrey, B.C., last year.Andrew Baldwin, 30, was killed Nov. 11, 2019, at a house in the 10700-block of 124 Street. The Integrated Homicide Investigation Team announced Wednesday that Munroop Hayer has been charged with first-degree murder.Supt. Elija Rain with the Surrey RCMP said Hayer is well known to police in the Lower Mainland.Jordan Bottomley and Jagpal Hothi have already been charged with first-degree murder in the case.Jasman Basran, 21, was charged in May with being an accessory to murder.Baldwin was gunned down just weeks after his younger brother, 27-year-old Keith Baldwin, was shot and killed in Chilliwack, B.C. Both men were known to police.Sgt. Frank Jang with IHIT read a statement Wednesday from Baldwin's mother, Julie. Don’t travel over the upcoming holidays. But if you must, consider getting coronavirus tests before and after, U.S. health officials urged Wednesday.The federal Centers for Disease Control and Prevention said that the best way to stay safe and protect others is to stay home.The agency also announced new guidelines that shorten recommended quarantines after close contact with someone infected with coronavirus. The agency said the risk in a shorter quarantine is small, but that the change makes following the guidance less of a hardship.The no-travel advice echoes recommendations for Thanksgiving but many Americans ignored it. With COVID-19 continuing to surge, the CDC added the testing option.“Cases are rising, hospitalizations are increasing , deaths are increasing. We need to try to bend the curve, stop this exponential increase,” the CDC's Dr. Henry Walke said during a briefing.He said any travel-related surge in cases from travel would likely be apparent about a week to 10 days after Thanksgiving.The virus has infected more than 13.5 million Americans and killed at least 270,000 since January.“The safest thing to do is to postpone holiday travel and stay home," said Dr. Cindy Friedman, another CDC official. "Travel volume was high over Thanksgiving,'' and even if small numbers were infected, that could result in ’’hundreds of thousands of new infections.”‘’Travel is a door-to-door experience that can spread virus during the journey and also into communities that travellers visit or live," she added.For those who decide to travel, COVID-19 tests should be considered one to three days before the trip and again three to five days afterward, the CDC said. The agency also recommended travellers reduce non-essential activities for a full week after they return or for 10 days if not tested afterward. And it emphasized the importance of continuing to follow precautions including masks, social distancing and frequent hand-washing.The revised quarantine guidance says people who have been in contact with someone infected with the virus can resume normal activity after 10 days, or seven days if they receive a negative test result. SIOUX LOOK — Sioux Lookout Ontario Provincial Police have released the name of a woman who died in a house fire last month as they continue to determine the cause of the fire. Clara Ash, 37, of Sioux Lookout has been identified as the individual who died in a house fire on Nov. 19. In a news release issued Wednesday, Dec. 2, police say the cause of death was smoke inhalation. Police responded at approximately 6 a.m. on Nov. 19 along with fire and emergency crews to an apartment on First Avenue in the municipality of Sioux Lookout. Two individuals were extracted from the building and neighbouring units were safely evacuated, according to a news release. A third deceased individual was located by firefighters. OPP continue to investigate the cause of the fire under the direction of the criminal investigations branch, the chief coroner, and the Ontario Fire Marshal. A Labrador-based shipping company says in order to stay afloat after a rocky year, it has little choice but to lay off some of its Canadian workers and operate in international markets for the next few months, a move raising the ire of the sailors' union.Woodward's Coastal Shipping Limited will be switching flags on its fleet of tankers from Canadian ones to those of the Marshall Islands at the end of the month, a move known in the industry as "reflagging.""We hear once in a while that a company will do this, and we absolutely disagree with this behaviour," said Patrice Caron, the executive vice-president of the Seafarers International Union of Canada, which represents workers aboard Woodward's ships.Caron said the move allows the company to swap out its Canadian workers for international ones, who are paid less.While Woodward's has changed flags in previous years, including in 2019, Caron said "it's shocking and insulting," to union members who will now be without work for months, despite their qualifications.The union and the company don't agree on how many workers will be affected. Caron said about 60 people will be laid off, while Woodward pegged that number at closer to 30, with half the crew staying on to provide "continuity with the management of the ships," said Woodward's president and CEO Peter Woodward.Woodward said some people who have been offered international work may choose a layoff instead, leaving the total number up in the air. But what isn't up for dispute is the reason for the switch: a money-saver in the midst of what he calls a "terrible" year."We're basically managing our business to try and keep it going," Woodward told CBC Radio's Labrador Morning.Oil and gas painsThe Coastal Shipping fleet delivers fuel to areas like Labrador's northern coast and Nunavut. But the struggles in the oil and gas sector have rippled down to delivery, and Woodward said he's seeing work dry up, with competitors tying up their fleets at rates he hasn't seen in more than a decade."It's been a tough year for the oil business. Demand is down and major oil companies are going through tough times, and it's reflecting on the people that service the oil industry as well," he said.The union agreed 2020 has been challenging."We do have shipping companies throughout Canada that are feeling these shortages, especially in the oil and gas trade. And that'll be terrible because that will end up with significantly more layoffs than we hoped," Woodward said.The switch is expected toward the end of December and last until May, he said.Less money, for everyoneGoing international means competing at international rates, said Woodward, which pay about half as much as similar Canadian work. That means reducing costs, he said, such as payroll.While foreign crews make less than their Canadian counterparts, Caron said organizations such as the International Labour Organization and the International Transport Federation are addressing workers' living conditions and wages. On the latter, Caron said the gap is closing."We're not there yet, but it's getting closer. So if the company wanted to keep Canadians, they could do it, and I don't think it would be that much more expensive for them," he said.To Woodward, the bottom line matters."I have a lot of empathy for our crew. We have a lot of great crew members. We're just trying to run the business so that it's sustainable and that we'll be around for next year," he said.But as Canadian owned-ships continue to reflag, Caron said the issue is a perennial one."We're complaining each time, but it's very difficult to make them understand when there's dollar signs at the end. Waterloo Region council will vote Dec. 2 on whether to get rid of the five child-care centres it operates. Parents and advocates say the move would harm quality of care and leave hundreds of children in the lurch. Tania Gonzalez said her son Marcus has been well cared for since going to Christopher Children's Centre in Cambridge in mid-2019, when he was an infant. Caretakers at the centre recognized when Marcus was behind on his speech and made her aware of it. Marcus started talking around March, said Gonzalez, just before the province declared a state of emergency and closed all child-care centres. When Marcus returned to Christopher in July, they “lost all the progress,” Gonzalez said. “Not for lack of trying at home, but again, we ... don't specialize in children's development,” she said, adding, since returning to Christopher, Marcus is using easily up to 50 words. “It's not just a daycare. It's not just a babysitter. It's a whole system looking out for my kids.” Tania Resendes said her kids Leo, three, and Matteo, one, really love seeing their teachers at Christopher. Matteo, who has hearing loss, could only speak around three words when he started out and saw a “significant difference” within a month of being at the centre, using over 12 words. Resendes said parents should have “options,” and believes it would be hard to find care of the same calibre in a private daycare system, especially for children with special needs. She said she has tried calling around to child-care centres, but it has been hard to find available spots during the pandemic, when child-care centres are operating at a around 70 per cent capacity. “The prospect of closing or off-loading child-care centres during a pandemic is absolutely shameful,” Carolyn Ferns, policy co-ordinator at the Ontario Coalition of Better Child Care (OCBCC) stated in a media release. “The regionally-operated child-care centres play an important role in the child-care system in the Region of Waterloo. “High-quality, public child-care centres are a benchmark for decent wages, pensions, and benefits for educators who are predominantly women.” With the closures, the region would lose around $2.2 million in fees from parents and would free up $4.3 million in provincial financing earmarked for child care, a consultation review found. Closure would also, it found, require the region to immediately shell out up to $6.4 million in severance pay as the region is projected to be $25 million in the red. CUPE Local 1883, which represents workers in each of the five child-care centres, said the move would leave parents, caretakers and the children in the cold. “Hundreds of working families in the region are already at their breaking point during this brutal pandemic,” says Noelle Fletcher, president of the local. “Losing public child-care spaces due to closures or off-loading them to the community will result in a destabilization of care. “Many parents and caregivers may have to quit their jobs and rely on unlicensed, private care with exorbitant fees or be placed on lengthy wait lists in community-based centres.” Staff recommend eliminating Cambridge Children’s Centre, Kitchener’s Edith MacIntosh Children’s Centre, Kinsmen Children’s Centre and Christopher Children’s Centre, both in Cambridge, by mid-2021. Elmira Children’s Centre is recommended to be closed at a future date. As a result, around 250 children would lose support and 62 full-time staff would be permanently laid off. In 2015, council voted against the closure of all five centres amid public pressure. This time, Resendes said, parents were given too little time to prepare. “From the moment that we found out to when it's going to vote, we've been given three weeks to try and advocate, do our research ... and figure out exactly what's going on.” The meeting takes place at 6 p.m. Dec. 2 and will be livestreamed. TORONTO — A hospital in midtown Toronto is offering a "virtual emergency room" so patients can see a doctor without risking exposure to COVID-19.Sunnybrook Health Sciences Centre says the service is available for anyone over the age of 16 with a valid Ontario health card.The hospital says patients will connect with the doctor via secure video on the same day, on a first-come, first-served basis.Virtual 15-minute appointments are available Monday to Friday, from 2 p.m. to 9 p.m., with the online booking system opening at noon every weekday.Sunnybrook says that the service is intended for non-life threatening injuries or sickness.Examples of symptoms or conditions that the hospital says the online system is designed for include bites and stings, rashes, frostbite or sprains and minor injuries.This report by The Canadian Press was first published Dec. 2, 2020. The prospect of another rainy evening has led to one more delay for Santa's convoy through Charlottetown neighbourhoods. Wednesday night's cancellation means the short procession will have its schedule stretch into Sunday. Here's the current plan for when neighbourhoods will be visited by the "Santa Claus Comes to Town" tour, starting at around 5:30 p.m.: * Thursday: East Royalty, Hillsborough Park, and Sherwood-Parkdale (between Brackley Point and St. Peters roads). * Friday: Winsloe and West Royalty. * Saturday: Sherwood-Parkdale (between Mount Edward and Brackley Point roads) and the city centre (north of Euston Street, east of Spring Park Road, and south of Kirkwood Drive-Allen Street). * Sunday: City centre (north of Brighton Road-Euston Street, west of University Avenue, and south of Capital Drive).City staff organized the convoy to replace the traditional Christmas parade, lessening the roadside crowds and thus the chances that COVID-19 might be passed along. Drivers have been told to expect minor delays if they find themselves behind Santa's convoy for the next several evenings. The Lower Thames Valley Conservation Area wants residents to voice their opposition to changes made by the provincial government to the Conservation Act. On Nov. 5, the Ontario government held its first reading of Bill 229 known as the Protect, Support and Recover from COVID-19 Act. Of the many changes in the omnibus bill included the Conservation Act. Mark Peacock, CAO secretary treasurer of LTVCA said he takes particular issue with changes that now limit the scope of what a conservation authority’s mandate is. “Basically, the object or purpose of conservation authorities, since 1946, has always been the same; to do watershed management to better the watershed. We’ve been doing that for 70-some-odd years and made significant connections with our farmers, communities and took local action to make our watershed better and protect the species,” he said. Peacock said the new mandate would limit authorities’ programs and services related to the risk of natural hazards. “That’s not what a conservation authority is all about or what the public expects us to be.” Bill 229 would also allow the ministry to “arbitrarily make a decision” regarding permits for developers who would be allowed to appeal conservation authorities’ decisions directly to the ministry. The current system was put in place after Hurricane Hazel struck southern Ontario in 1954, killing more than 80 people living on flood plains. In response, the provincial government amended act to enable conservation authorities to acquire lands for recreation and conservation purposes, and to regulate that land for the safety of the community. “One of the challenges we have is we are trying to make it so people can work together. You can very well make it so one person’s piece of shoreline blows out. We are trying to get neighbours to work together to support each other, If people start appealing this stuff, decisions may be made that don’t necessarily work to follow larger shoreline problems,” Peacock said. One of the first principles passed in the early days of the Conservation Act was that the costs of projects should be shared by municipalities and by the provincial government. A local conservation authority follows the natural boundaries of the watershed, not municipal lines, Peacock explained. However, the new act would make it so that the municipal councillors who sit on LTVCA are only responsible for their municipalities. “But the purpose is to get all the member municipalities together to work for the betterment of the watershed, not just the municipality. Takes away from the whole concept of what we are about,” he said. “We are saying Lakeshore and Chatham-Kent have to get together because if Lighthouse Cove floods, that affects everyone. So farmers have to work together to be responsible to everybody on the river.” Peacock said Bill 229 is only an enabling act so the full effects it will have on conservation authorities will not be known until regulations for the act are passed. WASHINGTON — President Donald Trump teased running again for president in 2024 as he hosted a holiday reception at the White House. “It’s been an amazing four years,” Trump told the crowd, which included many Republican National Committee members. “We’re trying to do another four years. Otherwise, I’ll see you in four years.” The video of Trump's appearance Tuesday was streamed live on Facebook by one attendee, Pam Pollard, who is national committeewoman for the Oklahoma GOP. It showed dozens of people crammed into the broad Cross Hall of the White House state floor, standing closely together. Many seen in the video were not wearing masks. The Trumps began hosting holiday receptions this week, intent on celebrating a final season before Trump leaves office on Jan. 20. According to social media postings reviewed by The Associated Press, the events have featured large crowds of often maskless attendees gathered indoors — violating the very public health guidance the U.S. government has pressed the nation to follow this holiday season as cases of COVID-19 skyrocket across the country. White House press secretary Kayleigh McEnany on Wednesday defended the Trumps' decision to host the parties. She noted that the guest lists are smaller than past years, hand sanitizer is made available to guests and social distancing is encouraged. “So you know if you can loot businesses, burn down buildings, engage in protest, you can also go to a Christmas party,” said McEnany, who noted that Trumps also plan to host Hanukkah celebrations. In the video, Trump is heard continuing to air baseless allegations of election fraud to explain his defeat by President-elect Joe Biden despite his attorney general, William Barr, telling the AP earlier Tuesday that the Justice Department had not uncovered evidence of widespread voter fraud and had seen nothing that would change the outcome of the 2020 presidential election. Coughing can be heard from the audience as Trump addressed the gathering. “It’s certainly an unusual year. We won an election. But they don’t like that," Trump told the group, adding: “I call it a rigged election, and I always will.” The White House has been the site of at least one suspected COVID-19 superspreader event, and dozens of the president's aides, campaign staffers and allies have tested positive in numerous outbreaks. Trump himself was hospitalized for the virus in October, and the first lady and two of his sons have tested positive. Numerous others have had to quarantine. Stephanie Grisham, the first lady’s spokeswoman and chief of staff, had said last month that the White House would be moving forward with events, “while providing the safest environment possible." Homelessness in Hythe and the possibility of establishing a shelter in the village have become hot topics in the wake of this year’s economic downturn. The Village of Hythe is requesting feedback ahead of proposed virtual town hall to discuss the issue. “This is the first time to my knowledge that we’ve really experienced the issue, so we’re looking at options for how to deal with it,” said mayor Brian Peterson. No date has yet been set for a virtual meeting, said Leona Hanson, village chief administrative officer. Peterson said he doesn’t believe homelessness is widespread in Hythe, but it poses a great problem to those directly affected. “It’s a small-scale problem, but with large impacts to individuals,” he said. Peterson said he doesn’t believe the number of homeless residents exceeds a half dozen. There is a combination of causes of local housing instability; COVID, falling oil prices and their impact on the economy, he said. The former 7 Lakes Motel near Tags had provided long-term housing for many people and its closure earlier this year has contributed to the issue. Some of the former residents have found other accommodations, but others haven’t, Peterson said. Though rumours have been circulating on social media that the former motel will be re-purposed as a homeless shelter, nothing concrete has been received by the village, said Peterson. A number of concerned citizens have begun discussing how to address homelessness in Hythe, and the idea of re-purposing the motel has been suggested, he said. The group isn’t yet well-established and it hasn’t yet proposed a plan, Peterson said. If the former motel were to be converted into a shelter the village would need to approve that re-purposing through a development permit process, he said. Village CAO Hanson is working on a potential virtual town hall before a plan is advanced, Peterson said, adding the village isn’t considering funding a facility because it lacks the resources. Peterson said there’ve been no applications for a development permit yet, but the process has typically taken months. Homelessness is an urgent issue, but he said the process needs to ensure a good plan for a shelter is in place. “You need to do it right, and ask, ‘Is it the right place?’” Peterson said. “The shelter is a basic concept, but I need a lot more information than that.” He said he’s heard concerns from residents about having a shelter in the community, including whether the village can handle issues often associated with homelessness, mental health and addictions. “Those are valid concerns, and how do you deal with that and what resources are available?” Peterson said. “We certainly don’t have those resources available here today.” That said, some Hythe residents are already struggling with housing instability and mental health or addictions and Peterson said he’s not aware of anyone moving to Hythe to use the shelter. IQALUIT, Nunavut — Nunavut's two-week lockdown to slow the spread of COVID-19 was lifted in almost all communities Wednesday as the territory had more recovered than active cases for the first time. Schools, businesses and workplaces were allowed to reopen, except in Arviat, which had 65 active cases. The coastal community on the western edge of Hudson Bay is to remain shut down for at least two more weeks.Nunavut had 80 active infections Wednesday and 113 recovered cases for a total of 193. There were 11 new cases — all in Arviat. The territory had not had any cases at all until early November.Dr. Michael Patterson, Nunavut's chief public health officer, said his team hadn't yet determined if community transmission in Arviat is ongoing."I know this is a difficult time as these strict measures continue, but please understand it is not meant to punish Arviat. This is the best way to break community transmission and the fastest way to eventually loosening these restrictions," Patterson said. The Canadian Red Cross has been on the ground in Arviat to help people self-isolate and to contact trace. Rankin Inlet and Whale Cove, in the same region as Arviat, still have active COVID-19 cases, but no evidence of community transmission.Masks remain mandatory in all public spaces in the three communities, although students in Whale Cove and Rankin Inlet do not have to wear them in classrooms as long as they are physical distancing, Patterson said.He credited Nunavut's shrinking case count with residents observing public-health orders and the work of contact tracers to "break chains of transmission."Prime Minister Justin Trudeau announced Tuesday that the federal government will provide rapid-testing machines to Nunavut's isolation hotels in Winnipeg. Patterson said Winnipeg is currently the jurisdiction that poses the biggest risk to Nunavummiut who travel there. Using the Panbio COVID-19 Ag rapid-testing device, which provides results in 15 minutes, Nunavummiut staying in the hubs will be tested several times throughout their stay. "The testing will be initially offered to everybody, whether they have symptoms or not ... as a way to augment the current isolation practice and reduce the chance of COVID getting through the isolation hubs," Patterson said. Nunavut's first cases of COVID-19 were individuals who completed 14 days of isolation in Winnipeg hotels. Patterson said it's still unknown how exactly they contracted the novel coronavirus while in isolation and an investigation into how it happened continues.The Northwest Territories, which has a similar isolation rule, announced Tuesday that residents who leave the territory for non-essential travel will have to pay for their two-week isolation stays. Lorne Kusugak, Nunavut's health minister, said Nunavut has considered a similar move, but isn't making residents pay for isolation stays at this time. According to the Impacts and Strategies report, 1,163 Ontarians lost their lives due to opioid-related causes from January to September 2019. The report estimates one Ontario resident dies from opioids every 4.7 hours. "There are no excuses in today's environment for these harmful drugs to be distributed through our communities,” OPP Commissioner Thomas Carrique said in a media release. “We will continue to pursue those who are knowingly trafficking harmful opioids, such as fentanyl, and we will hold them responsible for their actions.” From 2017 to 2019, investigators laid charges in 16 overdose-related death investigations across the province. A total of 134 charges were laid against 31 persons, including, manslaughter, criminal negligence causing death, and unlawfully causing bodily harm. OPP officers are mandated to conduct a thorough investigation of overdose incidents, focusing on the protection of victims and the pursuit of drug traffickers. OPP officers have saved more than 100 lives by using naloxone to reverse the immediate effects of an opioid overdose. The Good Samaritan Act allows users to call 911 without fear of criminal charges for simple possession of a narcotic. The OPP analysis of the opioid situation in the jurisdictions the service covers, including much of Simcoe County, shows a significant increase in the harmful effects of the crisis. Barrie police and South Simcoe police are the only municipal police services in the county. The report shows: • Fentanyl was identified in 106 samples in 2012, and rose to 2,729 samples in 2018, representing an increase of more than 2,400 per cent. • The OPP responded to 897 overdose occurrences in 2017; 1,381 in 2018; and 1,625 in 2019. This represents an 81 per cent increase over a three-year period. • For the reporting period of 2017-2019, 19 per cent of all overdose-related occurrences in OPP jurisdictions have been fatal, with that percentage consistent through all three years. Pro wrestling trailblazer Pat Patterson has died at the age of 79.WWE announced the passing of the Hall of Famer on Wednesday morning.Born Pierre Clermont in Montreal, Patterson rose to prominence as a wrestler in the Pacific Northwest and San Francisco territories during the 1960s and 1970s before moving to the New York-based World Wrestling Federation in 1979.He was the first-ever intercontinental champion for the WWF — now known as WWE — before transitioning to a behind-the-scenes role in the 1980s.Patterson worked with wrestlers to help them develop the narrative beats of their matches and specialized in coming up with memorable finales."Pat Patterson was the Yoda to my Luke," said former WWE champion Chris Jericho, who is from Winnipeg, in an Instagram post. Mussel growers on P.E.I. are excited about a new project that will help them selectively breed mussels to be more resistant to climate change. The $800,000 project was created by Genome Atlantic and $300,000 of that came from the Atlantic Fisheries Fund. Tiago Hori, director of research and development at Atlantic Aqua Farms in Vernon Bridge, P.E.I., told Island Morning's Laura Chapin that growers will look at which mussels have a higher degree of resistance to warming ocean temperatures. Then they can figure out which parts of the genome cause that trait. "We think that temperature resistance can be an important trait for mussels, if indeed the climate keeps changing towards hotter temperatures," said Hori. Warm waters big challenge P.E.I. provides 80 per cent of North America's mussels, in an industry that employs around 1,500 people. The biggest challenge for Island mussel farmers right now is water temperature, Hori said, because mussels are grown in shallow estuaries, where temperatures can increase quickly. "We are concerned that if the climate keeps warming, that we're starting to reach critical temperatures that might be lethal to the mussels and could lead to large losses of product," said Hori. Kristin Tweel, the director of sector innovation for Genome Atlantic, explained that selective breeding has been used for centuries. "Genomics simply allows us to identify a lot more quickly the traits that we're most interested in breeding, without making any artificial changes at a genetic level," said Tweel. Hoping to grow the industry Along with selecting mussels for their ability to survive warmer temperatures, Hori said another goal of the project is to use genomics to improve the growth of P.E.I. mussels. "If we can reduce the growth cycle, then we can increase growth but we also can increase efficiency," said Hori. "You could stay with the same target of production, but in a reduced number of leases. Hori confirms that the taste and texture of the mussels would still be a top priority. "When you breed an animal, you don't select for a trait … in a blind way. You select it based on that trait, but taking into consideration other things, like meat yield and taste," he said. "You want an animal that grows fast but that retains the characteristics that are essential to that product." Untapped aquaculture potential Hori also pointed out that because of climate change, we'll likely be eating more and more seafood in the years to come. "If you look at some of the estimates the UN has for the consumption of seafood in the next 20 years, there will be a significant increase in the amount of seafood required to provide seafood to the human population." Halifax councillors want to crack down on landlords who purposely make rental units unlivable as a ploy to pressure tenants to move out of their homes. Rosanna Chilton, a renter in Halifax, said the door to her basement apartment on Joseph Howe Drive was removed on Dec. 1 for 24 hours."My roommate was there when he removed the door and ran away with it," she said. "He wanted to bully us out of here."Chilton had to miss work and make a number of calls before the door was put back. She is looking for another place to live, but has not been able to find one that she can afford.Councillors are hearing from other tenants with similar stories."I just had another note from a young woman who had her doors and windows taken off," said Coun. Pam Lovelace. "Landlords should know that Halifax will not put up with this."Councillor calls for $10K finesThe province handles landlord-tenant disputes, such as overdue rent, through the tenancy board. The municipality is responsible for health and safety standards of rental buildings."If the tenancy board has problems, that's an issue for landlords to take to the province," said Coun. Waye Mason. "But in the interim, they can't do these things that put people's lives at risk."Mason said there should be a $10,000 fine per day, per incident, and the municipality should have the ability to send in a contractor to immediately replace a door or window.HRM officials are already working on a new rental bylaw that will have occupancy standards and a rental registry. Mason is calling for new fines for health and safety violations to be included in the bylaw, which is expected to be ready by April."I think our bylaw officers need the biggest stick possible," he said. With just over three weeks until Christmas, going out and getting your own live Christmas tree or getting a load of wood to stay toasty over the holidays just got easier. The Alberta government announced Nov. 26 that the $5 fee for a permit to harvest trees for personal use is no longer being collected. The change will save Albertans close to $100,000. It is important to note, however, that getting a permit before harvesting Crown timber is still the law since it helps the province track how many trees are harvested. Fines for harvesting without a permit can range from $50 to several thousand dollars, as well as running the risk of further legal prosecution. Timber harvested under a Personal Use Forest Products Permit is limited to three Christmas trees, five cubic metres (or three level truckloads) of firewood, five cubic metres of roundwood and 20 tree transplants. The permit is good for 30 days. New membership is bringing new ideas to one Tay Township neighbourhood. Several of those new ideas were presented to council at a recent meeting by Victoria Reaume,president, Talpines Property Owners' Association. “Waubaushene has changed over the last few years and it's still changing a lot,” she said. “We see young families and retirees moving into town. They're looking for wonderful new things to do in the community.” One of those, said Reaume, is to enhance the usability of the Tay Trail. “We've raised a number of issues with bylaw about motorized vehicles,” she said. “The township did do some stakeouts and managed to catch some folks who were riding motorcycles on the trail and other types of vehicles.” But the trail, said Reaume, is increasingly being used by bike clubs and there seem to be no speed limits. “They will ride by in numbers like 20 and it's scary when they drive by at that speed,” she said. “We're asking for more signage because clearly people are not seeing the signage that exists.” The group is also looking to beautify Pine Street Beach with a mural on the tin building in the vicinity, said Reaume. “It's a very popular site and we're starting to see people use it more,” she said, talking about the beach. “We also mentioned last year a ramp or stairs at the beach so people with mobility problems could have better access to the beach. We don't want a boat ramp for sure. We do want a pedestrian ramp, something that people can use to walk down more easily.” As well, Reaume said, a lot of the seniors and kids go down to enjoy the beach, where there's no shade. “We know that other parks in Tay have gazebos,” she said. “We just want something to provide a bit of shade; we don't need anything fancy.” At least two councillors expressed support at the meeting. “We could maybe look at accessibility grants out there to make that beach more accessible,” said Coun. Mary Warnock. “I'm sure there are artists out there looking to paint something so you could collaborate with them. And I'm sure staff would appreciate the help in getting some money for signage.” Coun. Jeff Bumstead said he could watch out for opportunities through the Cultural Alliance Committee channel.
