WASHINGTON — It's a club Donald Trump was never really interested in joining and certainly not so soon: the cadre of former commanders in chief who revere the presidency enough to put aside often bitter political differences and even join together in common cause. Members of the ex-presidents club pose together for pictures. They smile and pat each other on the back while milling around historic events, or sit somberly side by side at VIP funerals. They take on special projects together. They rarely criticize one another and tend to offer even fewer harsh words about their White House successors. Like so many other presidential traditions, however, this is one Trump seems likely to flout. Now that he's left office, it's hard to see him embracing the stately, exclusive club of living former presidents. “He kind of laughed at the very notion that he would be accepted in the presidents club,” said Kate Andersen Brower, who interviewed Trump in 2019 for her book “Team of Five: The Presidents’ Club in the Age of Trump." “He was like, ‘I don’t think I’ll be accepted.'” It's equally clear that the club's other members don't much want him — at least for now. Former Presidents Barack Obama, George W. Bush and Bill Clinton recorded a three-minute video from Arlington National Cemetery after President Joe Biden's inauguration this week, praising peaceful presidential succession as a core of American democracy. The segment included no mention of Trump by name, but stood as a stark rebuke of his behaviour since losing November's election. “I think the fact that the three of us are standing here, talking about a peaceful transfer of power, speaks to the institutional integrity of our country,” Bush said. Obama called inaugurations “a reminder that we can have fierce disagreements and yet recognize each other’s common humanity, and that, as Americans, we have more in common than what separates us." Trump spent months making baseless claims that the election had been stolen from him through fraud and eventually helped incite a deadly insurrection at the U.S. Capitol. He left the White House without attending Biden’s swearing-in, the first president to skip his successor's inauguration in 152 years. Obama, Bush and Clinton recorded their video after accompanying Biden to lay a wreath at the Tomb of the Unknown Solider following the inauguration. They also taped a video urging Americans to get vaccinated against the coronavirus. Only 96-year-old Jimmy Carter, who has limited his public events because of the pandemic, and Trump, who had already flown to post-presidential life in Florida, weren't there. Jeffrey Engel, founding director of the Center for Presidential History at Southern Methodist University in Dallas, said Trump isn't a good fit for the ex-presidents club "because he’s temperamentally different.” “People within the club historically have been respected by ensuing presidents. Even Richard Nixon was respected by Bill Clinton and by Ronald Reagan and so on, for his foreign policy," Engel said. "I’m not sure I see a whole lot of people calling up Trump for his strategic advice.” Former presidents are occasionally called upon for big tasks. George H.W. Bush and Clinton teamed up in 2005 to launch a campaign urging Americans to help the victims of the devastating Southeast Asia tsunami. When Hurricane Katrina blasted the Gulf Coast, Bush, father of the then-current president George W. Bush, called on Clinton to boost Katrina fundraising relief efforts. When the elder Bush died in 2018, Clinton wrote, “His friendship has been one of the great gifts of my life," high praise considering this was the man he ousted from the White House after a bruising 1992 campaign — making Bush the only one-term president of the last three decades except for Trump. Obama tapped Clinton and the younger President Bush to boost fundraising efforts for Haiti after its devastating 2010 earthquake. George W. Bush also became good friends with former first lady Michelle Obama, and cameras caught him slipping a cough drop to her as they sat together at Arizona Sen. John McCain’s funeral. Usually presidents extend the same respect to their predecessors while still in office, regardless of party. In 1971, three years before he resigned in disgrace, Richard Nixon went to Texas to participate in the dedication of Lyndon Baines Johnson’s presidential library. When Nixon’s library was completed in 1990, then-President George H.W. Bush attended with former Presidents Ronald Reagan and Gerald Ford. Trump's break with tradition began even before his presidency did. After his election win in November 2016, Obama hosted Trump at the White House promising to “do everything we can to help you succeed.” Trump responded, “I look forward to being with you many, many more times in the future” — but that never happened. Instead, Trump falsely accused Obama of having wiretapped him and spent four years savaging his predecessor's record. Current and former presidents sometimes loathed each other, and criticizing their successors isn’t unheard of. Carter criticized the policies of the Republican administrations that followed his, Obama chided Trump while campaigning for Biden and also criticized George W. Bush’s policies — though Obama was usually careful not to name his predecessor. Theodore Roosevelt tried to unseat his successor, fellow Republican William Howard Taft, by founding his own “Bull Moose” party and running for president again against him. Still, presidential reverence for former presidents dates back even further. The nation’s second president, John Adams, was concerned enough about tarnishing the legacy of his predecessor that he retained George Washington’s Cabinet appointments. Trump may have time to build his relationship with his predecessors. He told Brower that he “could see himself becoming friendly with Bill Clinton again," noting that the pair used to golf together. But the odds of becoming the traditional president in retirement that he never was while in office remain long. “I think Trump has taken it too far," Brower said. Though the pandemic has cancelled his daily commute to work, Verdun resident Patrick Lavery still tries to get in 15,000 steps a day. "With the pandemic and working from home I was very sedentary," he said. "There were days I didn't leave the house at all and I put on a lot of weight, probably about 20 pounds." So back in September, Lavery decided to take on a 100-day challenge to walk about 10 kilometres a day. He wears a fitness tracker on his wrist to count his steps and log his daily activity level. "In the evening, I'll look at my watch and say, OK, this is how many steps I need to hit to reach my goal," Lavery said. "I'll head out and get that goal." It turns out Lavery may be on the right track, as a recent study, published in the Journal of Medical Internet Research, shows Fitbits do help people lose weight. People with the popular wearable fitness trackers sit less and are more active, the study found. Mickaël Ringeval, a PhD student in management sciences at the Université du Québec à Montréal, is the lead author of the study. Ringeval said to make wearing a Fitbit effective, it's important to set goals — for example 10,000 steps a day — and stick to them. Ringeval said wearing the watch and setting a goal proved to be more efficient than receiving a reminder from a physician to stay active. Ringeval's findings are based on a meta-analysis of 37 clinical trials from around the world, reviewing the activity level of some 4,000 adults from 2007 to the summer of 2019. The study looked at Fitbits, since they are the most popular fitness trackers on the market. The research also found that people with chronic illness benefited the most from these devices. But the devices aren't a magic bullet for laziness, Ringeval warned, as people still have to be determined to reach that daily step goal. As for Lavery, he said being able to keep track of his activity level is just the motivation he needed to lose 30 pounds in four months. "It helps me stay on track and lets me quantify how I'm doing," he said. "I can see my results ever day."
LAKEFIELD — Opponents protested Thursday outside of a historic house in Lakefield that is scheduled to be demolished. The house at 44 Bridge St. was built in about 1860, according to Tom McAllister. “There’s only two stone buildings in the village of Lakefield and this is the largest one. It was built by the owner of the original grist mill on the west side of the Otonabee (River), so this is a historical building that goes right back to the founding of the village,” McAllister said. “The guy that bought it from him five years later went on to be a city councillor for about 10 years and then, at that point, the village reeve. One guy that owned it was a history teacher at Lakefield College School … another guy was a dentist. It’s been part of the fabric of the community for 160 years.” The current owner of the home is Habitat for Humanity, he said. “They bought it for $750,000 in 2018 and they put it on the market because they had this opportunity for a 41-unit building on Leahy’s Lane down in Peterborough,” McAllister said. “Where it stands right now, is they had received a conditional offer that expires today.” He said he’s unsure whether the prospective buyer has waived conditions and made the offer firm, or if Habitat for Humanity will remain the owner. “Right now, it’s in flux. We would welcome the opportunity to have a chance to sit down and speak with whoever the owner is, whether it’s still Habitat or whether or not there’s a new owner, to see if there is some way of preceding so that this irreplaceable piece of Lakefield’s history is not lost,” McAllister said. The building should have been included on Selwyn Township’s heritage registry, which would provide some protection with 60 days of notice required before demolition, he said. “But, unfortunately, for whatever reasons, it was not added to the registry and so the view of the building office was that when the application for demolition came through, because it’s not on any protected list, sure we’ll issue a demolition permit,” McAllister said. The municipal heritage committee has citizen members and two township representatives, including the township’s building and planning manager Robert Lamarre, he said. “When you wear two hats, one as the chief building officer of the township, and one as the staff member on the municipal heritage committee, when you’re sitting in that meeting, which of the two hats are you wearing? Because those hats are hugely in conflict,” McAllister said. Another member of the committee put the property forward as a potential addition to the registry in October, he said. “Rob was sitting in the meeting and didn’t bother mentioning to him that a demolition permit had been issued two months before,” McAllister said. “If we’d known in October, imagine what the community could have done in terms of trying to get organized and have conversations with the current owner and so forth if we had just known. There was no for sale sign put on the property so the community didn’t know it was in play.” McAllister said he’s not trying to blackball anyone. “It’s just that the people that had the information didn’t share it either by oversight, but quite frankly, more likely by design,” he said. “Ostensibly Habitat for Humanity were either told explicitly or implicitly that the site was viewed as having no historical significance and we want to make it really clear to either Habitat if they continue to own it ,or if there’s a new purchaser, that the community feels very strongly to the contrary.” Marissa Lentz is a staff reporter at the Examiner, based in Peterborough. TORONTO — A former senior employee with the Ontario government has repaid more than $11 million in COVID-19 benefits the province alleges he took fraudulently, his lawyer said on Friday.The unproven civil claim named Sanjay Madan, who had a senior IT role and helped develop the computer application for applying and approving the benefit for families with children.In a brief statement, Madan's lawyer Christopher Du Vernet confirmed his client had made the repayment."In fact, the province has recovered in excess of the funds it presently alleges Mr. Madan took from the Families Support Program," Du Vernet said. "However, it is also seeking its legal costs, interest and punitive damages, so the action continues."In its untested lawsuit filed last fall, the province alleged Madan, his wife and two adult children who all worked for the Ontario government in information technology defrauded the province of at least $11 million.The civil claim, which also sought $2 million in punitive damages, accused them and others of illegally issuing and banking cheques under the program that aimed to defray the cost of children learning at home."The Madan family exploited their positions of employment with Ontario and unique access to the (program) and payment processing system," the government alleged in the claim. "The plaintiff was uniquely vulnerable to Sanjay, particularly with respect to the integrity of the...application."The Ministry of the Attorney General did not immediately confirm the recovered money, first reported by the Toronto Star. Du Vernet said his client "deeply regrets" his actions and was awaiting results of medical opinions on his condition.According to the lawsuit, Madan and his family opened more than 400 accounts at the Bank of Montreal between April and May. They then deposited around 10,000 cheques made out to fictitious applicants with thousands of non-existent children under the support program.Most deposits were made over a four-week period starting on May 25, coinciding with a rule change that allowed more than five payments to be made to an applicant. The government alleges Madan either sparked the rule change or knew about it and took advantage.In other court filings, Madan is said to have told the government that he could explain "all of this" and that he has "helped many families."The government had served notice it intended to seize any money the family obtained fraudulently and obtained a court order to have their bank accounts turned over to the court pending the outcome of the lawsuit.The government also obtained a court order freezing the family's assets, which included a list of properties in Toronto.Madan was fired in November. ST. CATHARINES, Ont. — A representative for the Niagara Region says an investigation has started into a St. Catharines, Ont., barbershop that reopened during the COVID-19 lockdown as a film production studio. Chrome Artistic Barbering recently started booking "auditions" at its barbershop for a series called "A Bit Off the Top," telling clients they would receive a haircut "while candidly discussing life" in front of rolling cameras. Owner Alicia Hirter says the footage may be used in a future podcast or documentary series. But it's raised questions about whether her business was merely looking for loopholes that qualify it as a TV or film production, which are allowed to keep operating under Ontario rules. Niagara Region spokesperson Andrew Korchok says leaders are working with St. Catharines officials "to enforce the Provincial Emergency Management and Civil Protection Act and the Reopening Ontario Act in a consistent and fair manner." Hirter says she pivoted her barbershop's business model after growing frustrated with the second Ontario lockdown, which deemed film productions and some big-box retailers essential while largely shutting out small business. “I'm about to lose my cottage, I'm going to lose my house. I mean, what can I do?” she told The Canadian Press in an interview. “I've got a clean public health record for the last 18 years straight. The Prince Edward Island government is looking for input on a proposed Temporary Foreign Worker Protection Act, after calls the last few years to create additional protections for TFWs. The federal Temporary Foreign Worker Program allows employers to hire foreign workers to fill temporary jobs when qualified Canadians are not available. In P.E.I., many of those jobs are in the agriculture and fisheries sectors. The legislation would allow the government to do things like recover illegal fees charged to workers, and impose penalties for employers who violate the legislation. "This just adds a new level of protection for those most vulnerable workers who could be subject to certain abuses that other workers may not experience," said Patricia McPhail, director of labour and industrial relations with the province. "There's things like employers or recruiters charging inappropriate fees for recruiting temporary foreign workers for work in the province. In addition to that, there's proposed rules around providing these temporary foreign workers with contracts and information about their rights in the language that they speak." Important to economy The province says the economy relies on TFWs. "Temporary foreign workers play a very important role in helping address the labour shortage," said Minister of Economic Growth Matthew MacKay in a written release Friday. "It's our responsibility as government and Islanders to ensure temporary foreign workers are safe and have a positive work experience as they contribute to the success of our province." Feedback on the proposal will be accepted through the province's website until Feb. 12. Officials hope to receive feedback from employers, organizations and the general public, McPhail said. Westport is closing its arena for the rest of the season, effective immediately. The Westport Community Arena didn't open this winter season until October. It closed again on Dec. 7 when the village declared a state of emergency in response to an outbreak of COVID-19 in the community. "The arena never had the opportunity to re-open, as the province's lockdown orders then came into effect," said Anne-Marie Koiner, village treasurer. At the same time, demand for ice rentals is dropping off as leagues assess what remains of the season. "We just got confirmation from Leeds Minor Hockey, that they're cancelling the rest of the season," Peter Evans, manager of public works, told council. The cancellations represent a drastic drop in demand, and closing the arena now and decommissioning the ice could save the village about $25,000 this season compared to a normal season. The village usually sees a financial loss of $80,000 between September and March, according to Koiner, but as Mayor Robin Jones points out, the arena's value goes beyond the dollar figure. "The arena is such an important part of the village. So yes, we normally don't break even on the finances - but there is nothing 'lost' about our arena," said Jones. The Westport Community Arena is the recreational hub not just for the village of Westport, but for the surrounding area, providing a range of services and recreation for the larger community. The early shutdown and ice decommissioning mean the village will be out $55,000, this season because even while the facility is shuttered it has to be maintained and heated through the balance of the season. The decision to close the arena at this time was not an easy one, and its impact is going to be felt. "Businesses rely on the moms and dads who bring their hockey player children to the arena for tournaments and slip away to shop. In particular, our grocery store owner will confirm the importance of the arena during the slower months of January-March," said Jones. This year has been anything but normal and with lockdown expected to last until mid-February at best, and numerous restrictions expected to continue indefinitely, keeping the arena open for the balance of the season doesn’t make sense in light of the pandemic, officials said. Approximately 30 Canadian Armed Forces (CAF) personnel have been deployed to Garden Hill First Nation to provide humanitarian assistance and address the emergent needs of the community. Between Jan. 17 and 18, members of the CAF were sent to support an Indigenous Service Canada-led liaison and reconnaissance team to rapidly assess the situation in the northern Manitoba community. Following a formal Request for Assistance, the CAF arrived at the First Nation on Wednesday to work alongside other community members and other government departments and agencies. “In Island Lake, we have been working hard to try to mitigate the transmission of the COVID-19 virus,” Alex McDougall, executive director of Four Arrows Regional Health Authority (FARHA) told Winnipeg Sun on Friday. “Bringing down the number of cases in the region is something we want to see very quickly, and having the military personnel in the community to assist with the immunization plan is something that needs to continue.” FARHA oversees health services for all Island Lake Anishininew Nation communities, including Garden Hill First Nation, Wasagamack First Nation, St. Theresa Point First Nation and Red Sucker Lake First Nation. Garden Hill First Nation is located 610 kilometres northeast of Winnipeg and 350 air kilometres southeast of Thompson. Manitoba’s Island Lake district saw a total of 300 active cases as of Thursday with 266 of those cases from Garden Hill First Nation. According to CAF spokesperson Jessica Lamirande, tasks which the CAF has been called to do are: · Provide general duty support to the community and nursing station for clerical, maintenance, cleaning duties of isolating personnel where required; · Integrate into the local Emergency Operations Centre (EOC) command post in the community to coordinate activities with the Chief and his Council and other government partners; · Assist in the establishment and operating of a local Alternative Isolation Area (AIA), · Arrange for training and support to incoming staff in the operation of the AIA; · Provide limited assistance with patient management tasks, including triage, secondary assessment, monitoring of patients, testing and treatment of COVID-19 patients; · Where necessary assist with home wellness checks; and · Offer transportation assistance to other responding government departments in and out of the affected area for cargo and personnel, if required. Last Friday, approximately one-third of the 5,300 Moderna vaccines allocated to Manitoba First Nations arrived at Island Lake. Garden Hill First Nation received 320 doses of the vaccine during the weekend. Despite many COVID-19 cases in the region, there is still some who refuse to receive immunity against the virus. “We are seeing apprehension within the community members in Garden Hill. The situation there is bad as well as overall in Island Lake. Community members are frustrated and scared at the same time,” said McDougall. “This is a strong indicator that we need to continue with our education and awareness piece, and share with our members the importance of participating in the immunization plan,” he added. The FARHA has been working with the provincial and federal government for two decades to bring in critical infrastructure in the area such as a hospital that can provide services to the residents of Island Lake. McDougall said that patients suffering from COVID-19 in Island Lake need to be flown out to Winnipeg to receive treatment. The RM of Edenwold will go a little longer yet without a permanent chief administrative officer in place, following the retirement of Kim McIvor. A possible replacement candidate for McIvor was preparing for a move to the area in December but for family reasons was not able to make the move.For now that leaves Karen Zaharia, the RM’s assistant administrator, as acting CAO, with Jedlic also assisting with some of the CAO duties on a temporary basis. “We had initiated a search to replace (McIvor) last summer and into the fall,” Jedlic said. “We had a number of excellent candidates and ultimately one we worked with over a period of time who surely would have been an excellent candidate for the RM of Edenwold.” Due to personal circumstances, that candidate withdrew during late stages of the search process. That forced the RM of re-initiate the search process. While the CAO search continues, Reeve Mitchell Huber has also assisted with administration duties in the interim. The CAO opening has been posted by Boyden Canada, an executive search firm. Job requirements include having a Rural Class A certificate in Local Government Administration or a relevant professional degree, along with 10 years of related municipal government experience. It’s been used for a tent city twice, a community garden, a street market and informal overdose prevention site, and for an emergency medical unit during the early days of Vancouver’s overdose crisis. Now construction of badly-needed social housing for the Downtown Eastside, promised in 2016, is set to start at 58 W. Hastings St. The lot has a long history of housing protests. It was a tent city during the 2010 Olympics and again in 2016 as housing prices and rents spiked and homelessness numbers rose. The 2016 tent city lasted from July to November. In August 2016, then-mayor Gregor Robertson met with community members and agreed to bring a rezoning proposal for the site to city council, promising 100-per-cent social housing on the lot. Karen Ward, one of the community activists who met with Robertson, now works for the city as a drug policy advisor. Fundraising for the project and getting the province and federal government on board took a long time, Ward said, but she’s happy to see the project finally break ground. “We definitely need a new way to do this because the supportive housing thing is just not working great,” Ward said, referring to increasing death rates in many supportive housing buildings and friction between tenants and housing providers over visitor restrictions. After Robertson signed the agreement with Downtown Eastside community members, the Chinatown Foundation signed on to develop a 10-storey building with 230 housing units and a health-care centre run by Vancouver Coastal Health. The Chinatown Foundation also fundraised $30 million for the building, and the provincial and federal governments will fund the rest of the $115-million project. Robertson originally promised that all the housing units in the building would be rented at rates affordable to people on welfare or pensions. The current plan is to rent 117 of the apartments at the income assistance shelter rate of $375 a month, while the other 113 are to be rented at rates considered affordable for people making no more than $55,500 for a one-bedroom and no more than $67,500 for a two-bedroom unit. Some activists have protested the plan in the past because not all the units will be rented at the welfare shelter rate. But Ward defended the project, saying the non-shelter rate units will provide housing for people with low incomes who still can’t afford to rent in the private market. “People will qualify for this housing if they make minimum wage, or [work] part-time,” Ward said. Construction will displace the Downtown Eastside Street Market, which has been located at the site for a year, and an informal outdoor overdose prevention site that operates beside the market. Vendors were initially told they had to be out by the end of January, but that deadline has been extended to Feb. 28 while the city looks for an alternate spot for the market. Sarah Blyth, a founder of the Overdose Prevention Society, said she was relieved to hear the deadline had been extended because the market provides a vital source of extra income for people who live in the neighbourhood. “Obviously, we don’t want to fight housing,” Blyth said. “But there should be an alternate location if you’re going to ask people to leave.” Jen St. Denis, Local Journalism Initiative Reporter, The Tyee

The two leaders spoke by phone for about 30 minutes late Friday — Biden's first conversation with a foreign leader since Wednesday's inauguration. It was also Trudeau's first chance to express Canada's official dismay at the decision to cancel the Keystone XL pipeline, and Biden's first to explain it. One of Biden's first actions in the White House was to rescind predecessor Donald Trump's approval for the US$8-billion cross-border expansion project. Trudeau, however, is urging Canadians to look past the decision and focus instead on all the areas of mutual agreement the two countries can look forward to. In particular, Trudeau says Biden and Canada share a vision of tackling climate change while fuelling economic growth at the same time. PROVIDENCE, R.I. — The former top editor of The New York Daily News has been tapped as the next executive editor of The Providence Journal. David Ng succeeds Alan Rosenberg, who retired in December 2020 after more than four decades working at Rhode Island's largest paper. The 62-year-old said he hopes to continue the Journal's mission of serving as the “town square for its citizens” to gather to “share our stories and to exchange ideas and debate our opinions.” Lisa Strattan, a vice-president of news at Gannett, which owns the Journal, said Ng's “drive to win" and commitment to diversity and inclusion will elevate the Journal's coverage. Ng also previously served as associate managing editor at The New York Post, a former senior news editor at Newsday on Long Island and an assistant managing editor at The Star-Ledger in New Jersey. A supervisor with the Cape Breton Regional Police testified Friday that he was instructed by another department to arrest Christopher Garnier in 2017 for breaching conditions of his release. Sgt. Dave MacGillivray told a hearing of the Nova Scotia Police Review Board there was no discussion regarding a warrant when the request came from Halifax Regional Police to detain Garnier, who was awaiting trial for murder. Members of Cape Breton's municipal force did not charge Garnier after he was taken into custody. "We did not know at the time that there was a definite breach," MacGillivray told the three-member panel. MacGillivray reiterated that Halifax police were handling Garnier's file and keeping track of his whereabouts. 2 constables sent to make arrest He said two Cape Breton constables were sent to pick up Garnier in Millville, N.S., on Feb. 19, 2017 — about 33 hours after Garnier failed to show up at his mother's door as part of a bail compliance. That same year, Garnier was found guilty of second-degree murder in the death of off-duty Truro police officer Catherine Campbell. The hearing into the conduct of four Cape Breton Regional Police officers was launched Monday, after Garnier's father, Vincent Garnier, complained police violated his son's rights. Causeway handover After he was taken to a central lockup in Sydney, Christopher Garnier was driven to the Canso Causeway where he was picked up by Halifax officers. MacGillivray was asked if it is uncommon for charges to be laid outside a jurisdiction where an alleged offence took place. "It's not our practice, but in this case it did happen," he said. Governed under the Nova Scotia Police Act, the review board is an adjudicating body for complaints in relation to municipal policing organizations in the province. Board chair Jean McKenna said written arguments are expected, noting the panel could make recommendations on how interdepartmental affairs are handled. "It may seem as though there was information that may not have been properly transmitted," she told hearing lawyers and Vincent Garnier, who has been representing himself as a complainant. The board also has the authority to dismiss the matter, find a complaint valid and award or fix costs where appropriate. Hearing to wrap The constables accused of misconduct are Steve Campbell, Gary Fraser, Dennis McSween and Troy Walker. All of the men, with the exception of McSween — who was given a medical exemption — have testified. In total, 11 witnesses have given testimony, including members of Christopher Garnier's family and an ex-girlfriend. A Halifax police constable is the final person who will give sworn evidence when the hearing resumes Monday. Vincent Garnier alleges police unlawfully arrested his son, took photographs on private property without the knowledge or consent of the homeowner, and invited themselves into the home where his son was staying. The NBC Sports Network, which is best known for its coverage of the NHL and English Premier League, will be going away at the end of the year. NBC Sports Chairman Pete Bevacqua announced the channel's shutdown on Friday in an internal memo to staff. “At the conclusion of 2021, we have decided that the best strategic next step for our Sports Group and the entire Company is to wind down NBCSN completely,” Bevacqua said in the memo. NBCSN is available in 80.1 million homes, according to Nielsen's latest estimate, which is less than ESPN (83.1 million) and FS1 (80.2 million). The channel was launched by Comcast in 1995 as the Outdoor Life Network. It was best known for carrying the Tour de France until it acquired the NHL in 2005. It changed its name to Versus in 2006 and then to NBC Sports Network six years later after Comcast bought NBC Universal in 2011. Bevacqua said in the memo that Stanley Cup playoff games and NASCAR races would be moving to USA Network this year. USA Network, which is available in 85.6 million homes, had already been airing early-round playoff games since 2012. “This will make USA Network an extraordinarily powerful platform in the media marketplace, and gives our sports programming a significant audience boost,” Bevacqua said. “We believe that the power of this offering is the best long-term strategy for our Sports Group, our partners, and our Company.” The news of NBCSN shutting down also comes during a time when many of NBC Sports Group’s most valuable sports properties are coming up for renewal. This is the last season of a 10-year deal with the NHL and negotiations for the EPL rights, beginning with the 2022-23 season, are ongoing. Many have predicted that the next rights deal with the NHL will include multiple networks with former broadcast partners ESPN and Fox Sports expected to be in the mix. NBC's current deal averages $200 million per season. Premier League deals are usually for three years, but NBC secured a six-year package in 2015 by paying nearly $1 billion. NASCAR, which has its races from July through November on NBC and NBCSN, has a deal through 2024. IndyCar's contract, which includes the Indianapolis 500 on NBC, expires at the end of this year. The sanctioning body said in a statement that NBC “has always been a transparent partner, and we were aware of this upcoming strategy shift." Tag Garson, Wasserman’s senior vice-president of properties, said TNT and TBS have already proved it's possible to have a cable channel that does a good job of meshing entertainment programming with sports. “NBC has done a great job with hockey and soccer that it would be hard for anyone to walk away from that,” he said. “How many windows can your fit sports programming into at USA? That’s where the internal discussions are going to be and understanding the right balance to have between sports and entertainment.” NBC could also put additional events on its Peacock streaming service, which debuted last year. The auditor general of Canada has a "clean" opinion of the Northwest Territories government's 2018-19 financial statements. "This means that the information in the statements is reliable," said auditor general Karen Hogan. Hogan appeared remotely before the territorial government's Standing Committee on Government Operations on Friday for a belated review of the government's 2018-19 public accounts. The review was supposed to take place in May 2020, but was postponed due to the COVID-19 pandemic. Hogan made two observations during her video presentation. The first had to do with public-private partnerships, also known as P3s. The new Stanton Territorial Hospital — which has had a significant impact on the government's finances — came into being through a public-private partnership. P3s are "usually large and complex," said Hogan. "It is therefore important to have accurate reporting of costs for informed decision making." She noted that auditors found public-private partnerships were recorded accurately, with one exception, and that correcting it resulted in a $30-million increase to both tangible capital assets and liabilities presented in the 2017-18 financial statements. Hogan's second observation had to do with the recording of certain revolving funds' revenues and expenses. Revolving funds can be continuously replenished to help ensure certain government operations. A recording correction resulted in a $34-million increase in both the revenues and expenses presented in 2017-18, said Hogan. "It wasn't an error in that revenues were forgotten or expenses were forgotten, it was just the way they were presented," she said. Gov't has 'limited flexibility' to raise money The public accounts are the annual financial statements of the government and include information on assets, liabilities, net debt and the accumulated surplus or deficit. Each year the auditor general of Canada audits the territory's consolidated financial statements and gives its opinion on whether the statements are a fair and accurate reflection of the government's financial position. The auditor general also looks at noteworthy transactions to ensure that they fall within the government's powers. The 2019 public accounts show that the N.W.T. government had revenues of about $2.4 billion and had expenses of about $2.03 billion, leaving an operating surplus of about $4 million, Julie Mujcin, N.W.T.'s comptroller general, told the committee. Although the government had an operating surplus, it has "limited flexibility" to raise money, as well as "vulnerabilities" related to its revenue sources, "which requires a need for careful fiscal management," said Mujcin. She said the government's finances in 2018-19 were affected in part by the opening of the new Stanton Territorial Hospital, as well as wage increases under government workers' collective agreement. The comptroller general also noted public agencies' challenges in completing audits and reports within the legislated timeframes. Yellowknife North MLA Rylund Johnson noted that the public accounts under review were based on a budget approved by the previous legislative assembly. He also said that many revenue projections from that time were "inaccurate" because, among other factors, "COVID obviously messed up a lot of this."
WASHINGTON — Opening arguments in the Senate impeachment trial for Donald Trump on the charge of incitement of insurrection for the Capitol riot will begin the week of Feb. 8. Senate Majority Leader Chuck Schumer announced the schedule late Friday after reaching an agreement with Republicans. Under the timeline, the House will transmit the impeachment article against Trump late Monday, with initial proceedings Tuesday. House Speaker Nancy Pelosi will send the article of impeachment against Donald Trump to the Senate on Monday, triggering the start of the former president's trial on a charge of “incitement of insurrection” in the deadly Jan. 6 riot at the Capitol. Senate Democratic leader Chuck Schumer announced Pelosi's intentions Friday for the quick trial, rebuffing Republicans' proposal to push the proceedings to mid-February to give Trump more time to prepare his case. Schumer said there will be “a full trial," and "it will be a fair trial." Unlike any in history, Trump's impeachment trial would be the first of a U.S. president no longer in office, an undertaking that his Senate Republican allies argue is pointless, and potentially even unconstitutional. Democrats say they have to hold Trump to account, even as they pursue new President Joe Biden's legislative priorities, because of the gravity of what took place — a violent attack on the U.S. Congress aimed at overturning an election. The trial could start as soon as Tuesday, but timing remains uncertain as leaders negotiate. If Trump is convicted, the Senate could vote to bar him from holding office ever again, potentially upending his chances for a political comeback. The urgency to hold Trump responsible is somewhat complicated by Democrats' simultaneous need to get Biden's government in place and start quick work on his coronavirus aid package. The trial could halt Senate work on those priorities. “The more time we have to get up and running ... the better,” Biden said Friday in brief comments to reporters. A trial delay could appeal to some Democrats, as it would give the Senate more time to confirm the Cabinet and debate the new round of coronavirus relief. The timing and details of the Senate trial eventually rest on negotiations between Schumer and Senate Minority Leader Mitch McConnell, who are also in talks over a power-sharing agreement for the Senate, which is split 50-50 but in Democratic control because Vice-President Kamala Harris serves as a tie-breaking vote. Whenever the start, Pelosi said Friday the nine House impeachment managers, or prosecutors, are "ready to begin to make their case” against Trump. Trump’s team will have had the same amount of time since the House impeachment vote to prepare, Pelosi said. Democrats say they can move quickly through the trial, potentially with no witnesses, because lawmakers experienced the insurrection first-hand. One of the managers, California Rep. Ted Lieu, said Friday that Democrats would rather be working on policy right now, but “we can't just ignore" what happened on Jan. 6. “This was an attack on our Capitol by a violent mob,” Lieu said in an interview with The Associated Press. “It was an attack on our nation instigated by our commander in chief. We have to address that and make sure it never happens again.” Trump, who told his supporters to “fight like hell” just before they invaded the Capitol two weeks ago and interrupted the electoral vote count, is still assembling his legal team. White House press secretary Jen Psaki on Friday deferred to Congress on timing for the trial and would not say whether Biden thinks Trump should be convicted. But she said lawmakers can simultaneously discuss and have hearings on Biden's coronavirus relief package. “We don’t think it can be delayed or it can wait, so they’re going to have to find a path forward,” Psaki said of the virus aid. “He’s confident they can do that.” Democrats would need the support of at least 17 Republicans to convict Trump, a high bar. While most Republican senators condemned Trump's actions that day, far fewer appear to be ready to convict. A handful of Senate Republicans have indicated they are open — but not committed — to conviction. But most have come to Trump's defence as it relates to impeachment, saying they believe a trial will be divisive and questioning the legality of trying a president after he has left office. South Carolina Sen. Lindsey Graham, a close Trump ally who has been helping him find lawyers, said Friday there is “a very compelling constitutional case” on whether Trump can be impeached after his term — an assertion that Democrats reject, saying there is ample legal precedent. Graham also suggested that Republicans will argue Trump's words on Jan. 6 were not legally “incitement.” “On the facts, they’ll be able to mount a defence, so the main thing is to give him a chance to prepare and run the trial orderly, and hopefully the Senate will reject the idea of pursuing presidents after they leave office,” Graham said. Other Republicans had stronger words, suggesting there should be no trial at all. Wyoming Sen. John Barrasso said Pelosi is sending a message to Biden that “my hatred and vitriol of Donald Trump is so strong that I will stop even you and your Cabinet from getting anything done.” Wisconsin Sen. Ron Johnson suggested Democrats are choosing “vindictiveness” over national security as Biden attempts to set up his government. McConnell, who said this week that Trump “provoked” his supporters before the riot, has not said how he will vote. He said Senate Republicans "strongly believe we need a full and fair process where the former president can mount a defence and the Senate can properly consider the factual, legal and constitutional questions.” Trump, the first president to be impeached twice, is at a disadvantage compared with his first impeachment trial, in which he had the full resources of the White House counsel’s office to defend him. The daughter of a man killed Sunday says her father could make friends with anyone — even whoever took his life. Dion William McCallum, 49, was shot in his home in west Edmonton early Sunday morning. Police say they do not believe McCallum was the intended target. His death has left daughter Jaye Campiou and her family heartbroken. "He didn't deserve that, he was too nice of a guy," she said Thursday from her home on Alexander First Nation. "He really would have made his way and made himself friends with that person. And I just want them to know that my dad's probably not even mad at you. I mean, he probably already forgives you. "And he just — he just wants you to do right." McCallum — better known to friends and family as Sonny — moved to Edmonton several years ago from his home at Île-à-la-Crosse, Sask., to be closer to his children. Campiou said even before the move he would make every effort to be there for her and her three siblings. 'Every single year he would make it to every one of our graduations, every one of our school plays, every one of our birthdays," she said. "Even if he didn't have the money for it. He would hitchhike, he was that kind of guy who would make it happen." Campiou said her father loved children and was always excited to see new babies and play with kids. He had a six-year-old son, Campiou's half-brother, and had welcomed his first grandson a little under three years ago. "He was just a really big people person and kids were his soft spot." McCallum worked as a bush firefighter when he was younger. He would be gone for months at a time but came back to share stories of his adventures, Campiou said. A stroke two years ago diminished his ability to work. He took to odd jobs like fixing up vehicles. "He could fix the vehicle just by listening to it," Campiou said. "He was very big into cars." Campiou, who works in health care, limited visits with her father, who had diabetes, during the pandemic. But true to his sociable nature, McCallum stayed in contact with her, as well as friends and family, through virtual meets. "It really hurts because I really, really miss him," Campiou said. "And I told him that the safest place for him during this pandemic would be inside." The family is hoping to bring his body back to Saskatchewan, a task made more difficult by COVID-19. "We're trying our best to make it work with the limited amount of resources that we have and the family that we have," Campiou said. A GoFundMe has been set up to help raise money for funeral costs. Trend in firearms crime Police found McCallum inside a home after being called to an address near 105th Avenue and 157th Street around 6:15 a.m on Sunday. He died in hospital. An autopsy determined he died from a gunshot wound. McCallum was not known to police. Police are asking anyone with surveillance video, such as doorbell cameras or dashcam video, to contact investigators. Edmonton police Staff Sgt. Brenda Dalziel said Wednesday McCallum's death is part of a concerning trend in firearms crime. She said Edmonton police investigated 158 shooting events in 2020, 10 of which were fatal. In July, Coun. Sarah Hamilton asked city officials to take a closer look at the root causes behind the consistent high rate of crime. "I don't want to say gun crime is new to the city but we have definitely seen an increase in it this year," she said Friday, adding that police would likely say the causes are complex. "But helping us understand what's going on can maybe help us understand how we could affect it."
Trees may add aesthetics and environmental benefits, but if they are planted too close to power lines they can cause power outages and fires, a SaskPower delegation told the Town of White City at its Jan. 11 council meeting. The Crown corporation is assessing whether trees are impacting power lines in White City, and SaskPower arborist Blake Neufeld said while cutting down trees is a last resort, it is sometimes a necessity when they get too close to overhead power lines. Sometimes pre-emptive pruning can prevent the total loss of a tree. “Trees and power lines don’t mix,” Neufeld said. “Tree contacts with power lines in storms cause 15 percent of our power outages province-wide. We are trying to do preventative maintenance on our easements. In the Town of White City, there are a lot of poplars and that requires a lot of cleanup.” The tree maintenance is part of a provincial program which looks after more than 115,000 kilometres of power line right-of-ways. Within White City itself, Sask Power has two circuits it monitors, serving 2,600 homes and businesses. Approximately 500 trees are slated for removal in White City — 400 of them are on private property while the other 100 are on municipal land — though not all of those trees will fully disappear. “These town removals are not all big trees,” Neufeld said. “We have 10 larger ones while the rest of them are smaller. The way we identify a removal is sometimes we have ... a multi-stem tree, and if we take three stems off, that counts as three trees and we leave the rest of the tree.” Overall in White City 24,000 square metres of removal will be done to ensure the SaskPower lines are kept to safety standards. Neufeld said land owners are notified by SaskPower if work has to be done to prune or remove trees on their property. The assessor has already told affected landowners of the issue, and about 48-hours before the tree work is done, the contractor doing the work will also contact the landowner or resident advising of what is to take place. The goal is to have all tree work in White City completed by the end of March, when restrictions affecting elm trees come into force. For those looking at planting trees or shrubs to define their properties, Neufeld said power lines should be considered as well as the type of tree used in the area. Trees need to be three to six metres away from a power line to prevent future problems, depending on how high a tree is projected to grow. Taller trees should be at least six metres away, with trees growing more than 12 metres in height being at least 15 metres away from the power line. Yukon will be sharing its doses of the COVID-19 vaccine with neighbours in Atlin, B.C. The community is unusual in that it can only be reached by road from Yukon. It's about a two-hour drive away from Whitehorse. B.C.'s Northern Health, the B.C. First Nations Health Authority and the government of Yukon announced in a news release on Friday that immunization clinics will be held in Atlin on Jan. 27 and 28. The news release says handling requirements for the vaccine, along with Atlin's remote location, make logisitics a challenge. "[Atlin] is part of our northern health authority's jurisdiction and our region, but that said, it is in a location that lends itself, I think, to some affiliation with the Yukon," said Eryn Collins of Northern Health. Two hundred doses of the Moderna vaccine will be shipped from Whitehorse to Atlin ahead of next week's clinics. Those clinics will focus on priority groups such as elders, seniors, health care workers and the medically vulnerable. Atlin residents who are eligible for the first round of inoculations will be contacted directly and offered an appointment. People are also encouraged to contact the Atlin Health Centre or the Taku River Tlingit First Nation health team directly beginning on Monday, Jan. 25, if they have questions or live without telephone access. Yukon began its own community vaccination clinics last week, with two mobile vaccine teams travelling across the territory over the coming weeks. The territory has so far received 14,400 doses of the Moderna vaccine, with more expected to arrive in February.
