The A-list is back. How A-list? Try Lady Gaga and J. Lo. Inauguration officials announced on Thursday that the glittery duo would appear in person on Jan. 20, with Gaga singing the national anthem as Joe Biden and Kamala Harris are sworn in on the West Front of the U.S. Capitol, and Jennifer Lopez giving a musical performance. Foo Fighters, John Legend and Bruce Springsteen will offer remote performances, and Eva Longoria and and Kerry Washington will introduce segments of the event. Later that day, Tom Hanks will host a 90-minute primetime TV special celebrating Biden’s inauguration. Other performers include Justin Timberlake, Jon Bon Jovi, Demi Lovato and Ant Clemons. Despite a raging pandemic that is forcing most inaugural events online, it was a sign that Hollywood was back and eager to embrace the new president-elect four years after many big names stayed away from the inauguration of President Donald Trump, hugely unpopular in Hollywood. The question: How would the star wattage play across the country as Biden seeks to unite a bruised nation? Eric Dezenhall, a Washington crisis management consultant and former Reagan administration official, predicted reaction would fall “along tribal lines.” “I think it all comes down to the reinforcement of pre-existing beliefs,” Dezenhall said. “If you’re a Biden supporter, it’s nice to see Lady Gaga perform.” But, he added, “what rallied Trump supporters was the notion of an uber-elite that had nothing to do at all with them and that they couldn’t relate to.” Presidential historian Tevi Troy quipped that the starry Gaga-J. Lo lineup was not A-list, but D-list — "for Democratic.” "When Democrats win you get the more standard celebrities,” said Troy, author of “What Jefferson Read, Ike Watched and Obama Tweeted: 200 Years of Popular Culture in the White House.” “With Republicans you tend to get country music stars and race-car drivers." Referring to Lady Gaga’s outspoken support for the Biden-Harris ticket, he said he was nostalgic for the days when celebrities were not so political. “Call me a hopeless romantic, but I liked the old days when Bob Hope or Frank Sinatra would come to these events and they were not overtly political,” he said. Still, he said, Biden’s unity message won’t be derailed. “In the end, I don’t think having Lady Gaga or J. Lo is all that divisive,” he said. Attendance at the inauguration will be severely limited, due to both the pandemic and fears of continued violence, following last week’s storming of the Capitol. Outside the official events, one of the more prominent galas each inauguration is The Creative Coalition's quadrennial ball, a benefit for arts education. This year, the ball is entirely virtual. But it is star-studded nonetheless: The event, which will involve food being delivered simultaneously to attendees in multiple cities, will boast celebrity hosts including Jason Alexander, David Arquette, Matt Bomer, Christopher Jackson, Ted Danson, Lea DeLaria, Keegan Michael-Key, Chrissy Metz, Mandy Patinkin and many others. Robin Bronk, CEO of the non-partisan arts advocacy group, said she's been deluged with celebrities eager to participate in some way. The event typically brings in anywhere from $500,000 to $2.5 million, and this year the arts community is struggling like never before. Bronk noted that planning has been a challenge, given not only the recent political upheaval in the country but also the gravity of the coronavirus pandemic. Given all that, did a celebration make sense? “I was thinking about this when we were trying to phrase the invitation,” Bronk said. “Do we celebrate? This is the most serious time of our lives.” But, she said, especially at a time when the arts community is suffering, it’s crucial to shine a spotlight and recognize that “the right to bear arts is not a red or blue issue. One of the reasons we have this ball is that we have to ensure the arts are not forgotten." The Presidential Inaugural Committee also announced Thursday that the invocation will be given by the Rev. Leo O’Donovan, a former Georgetown University president, and the Pledge of Allegiance will be led by Andrea Hall, a firefighter from Georgia. There will be a poetry reading from Amanda Gorman, the first national youth poet laureate, and the benediction will be given by Rev. Silvester Beaman of Bethel African Methodist Episcopal Church in Wilmington, Delaware. On the same platform, Biden sat in 2013 behind pop star Beyoncé as she sang “The Star-Spangled Banner” at President Barack Obama's second inauguration. James Taylor sang “America the Beautiful,” and Kelly Clarkson sang “My Country, ’Tis of Thee.” At Trump’s inauguration in 2017, the anthem was performed by 16-year-old singer Jackie Evancho. A number of top artists declined the opportunity to perform at the festivities, and one Broadway star, Jennifer Holliday, even said she’d received death threats before she pulled out of her planned appearance. There was indeed star power in 2017, but most of it was centred at the Women’s March on Washington, where attendees included Madonna, Julia Roberts, Scarlett Johansson, Cher, Alicia Keys, Katy Perry, Emma Watson and many others. This year, signs are that Obama-era celebrities are returning. Dezenhall said that in the end, it's logical for organizers to go with the biggest talent. “Lady Gaga is as big as you can get, and she is very talented,” he said. “If I were being inaugurated and I could have Lady Gaga, I would take it.” Jocelyn Noveck, The Associated Press
Calling Métis an "interest group," as Premier Brian Pallister did Wednesday after touring the Brandon vaccination site, does not sit well with Manitoba Metis Federation David Chartrand. "It’s insulting," said Chartrand. When The Brandon Sun asked Pallister to explain the lack of a COVID-19 data sharing agreement with the federation, including the lack of a partnership to ensure Métis are prioritized for vaccines as First Nations have been, he was quick to bristle. But instead of answering the question, the premier spoke about Indigenous people generally, First Nations and reconciliation. "Well, Métis representatives have been at the table and have been part of this. But, of course, Métis people live integrated, for the most part, with the rest of us in the province, as opposed to a lot of the Northern Indigenous communities that do not. And, so, the considerations are not identical, as you would recognize," he said, when pressed. When pressed again, he said, "There are significant efforts being made to work with our interest groups in our province, in particular with the Indigenous and Métis people to make sure that we’re doing what’s culturally appropriate, what works well for their population, what’s acceptable, agreeable, sensitive to their needs. That work is ongoing." But Chartrand objects to Pallister’s statements. He said the only committee the federation – a self-governing political representative for Manitoba Métis – has been asked to sit on is about how best to communicate about vaccines, which has nothing to do with the roll-out. To begin with, Chartrand explained, in some villages, the clear majority will be First Nation and Métis, with very few non-Indigenous people living in them. Chartrand offers Camperville, on the western shore of Lake Winnipegosis, St. Laurent, established as Fond du Lac in 1824 by Métis, and St. Eustache as examples of predominantly Métis villages. "Those are Métis villages. The vast majority (of people) are Métis. These are historical Métis villages which existed even before Canada existed, before the Province of Manitoba," Chartrand said. "Excuse me, but I can tell you where every Métis person lives. I can tell you their chronic illnesses. I can tell you their education level. I can tell you what universities they’re going to. I can tell you what colleges they’re going to." Further, Chartrand said Pallister has a responsibility to establish a distinct process with Métis, and that he’s making excuses not to engage with Métis as a rights-holding Indigenous population. NDP leader Wab Kinew weighed in, after Pallister’s appearance in Brandon. "Unfortunately, Mr. Pallister has politicized his relationship with the Métis people in Manitoba. And I think, in this instance, it’s getting in the way of public health," he said. He said due to the strong work of First Nations health leaders, the benefits of data sharing and strategizing can be seen, and that the Métis community being able to participate in the same kind of arrangement would probably benefit all Manitobans. "If there is one group in society that – whether it’s a cultural group, a geographic region, a socio-economic group – that gets left behind, and that becomes the opening by which the virus can spread, then that affects all of us," Kinew said. "Then we all have to live with the virus or the public health restrictions that are attempting to combat it." He thinks the Métis are raising an important issue and Pallister would do well to dramatically improve his working relationship with them. Jerry Daniels, the Grand Chief of the Southern Chiefs’ Organization (SCO), concurs. "SCO supports our Métis relatives in their efforts to have allotments of COVID-19 vaccines that they can distribute to their own people," stated Daniels by email. "COVID-19 has impacted the Métis population in Manitoba and there needs to be accountability for this. There also needs to be a facts-based approach to vaccine distribution, to ensure they receive a fair amount of vaccines and can keep their most vulnerable people safe. So far, the province has been unwilling to collaborate with the Metis Nation." Meanwhile, in a follow-up email from a Pallister spokesperson, Chartrand’s previous statements on this matter were denigrated. "Contrary to the inaccurate and inflammatory comments made by the president of the Manitoba Metis Federation, the Government of Manitoba appreciates the willingness of the MMF to assist in Manitoba’s COVID-19 response," stated the spokesperson later Wednesday afternoon. "We have invited them to work with us, in partnership, to discuss how Métis communities can be supported to enhance their ability to access Manitoba’s three COVID-19 vaccination super sites. We have yet to receive a response to this invitation, but remain optimistic about the prospect of working together on this pivotal aspect of the vaccination strategy." But that’s not what Chartrand wants. He wants an allocation of vaccine, and he would partner with pharmacies to deliver them to vulnerable Métis, likely much the same way the science has dictated priority groups so far. "We’d pay them (pharmacies) to give the vaccines. We’d put up the resources to make sure it’s there. We know where our people live, we know their ages, we know their locations, we know the communities. We can quickly put an action team together and a plan – overnight," Chartrand said. When asked about a possible "plan B" if the Province of Manitoba continues to exclude the federation from meaningful participation in the COVID-19 vaccine roll-out in the province, to ensure the most vulnerable Métis are adequately protected, Indigenous Services Canada (ISC) stated the federal government places great importance on including Indigenous voices in the priority-setting for early vaccination. "ISC is working collaboratively with all provinces and territories to encourage inclusion of Indigenous perspectives to ensure an integrated and coordinated approach to support the administration and planning process of the COVID-19 vaccine for Indigenous peoples," stated a spokesperson by email. CALGARY — French oil and gas company Total says it will ditch its membership in the U.S.-based American Petroleum Institute because it disagrees on climate-related policies. The move announced Friday follows its decision last July to drop out of the Calgary-based Canadian Association of Petroleum Producers and write off $9.3-billion worth of oilsands assets in Alberta. Total said in a statement Friday it would not renew its membership for 2021 following an analysis of API's position on climate issues that has shown "certain divergences.” The company notably mentions API's "support during the recent elections to candidates who argued against the United States’ participation" in the 2015 Paris Agreement to curb climate change. Total says it is working to provide cleaner energy and its CEO, Patrick Pouyanne, said the group wants to ensure that “the industry associations of which we are a member adopt positions and messages that are aligned with those of the group in the fight against climate change.” Total said last summer it was leaving CAPP because of a "misalignment'' between the organization's public positions and those expressed in Total's climate ambition statement announced last May. At the time, CAPP CEO Tim McMillan called the decision "disappointing" and Alberta Energy Minister Sonya Savage called it "highly-hypocritical'' given Total's investments in other parts of the world. Total’s decision to leave the API is significant, said Peter Frumhoff, the director of science and policy at the U.S.-based Union of Concerned Scientists. “It’s a very big deal for an oil major to take a position basically leaving the major trade association here in the United States,” he said. With more than 600 members, API represents all segments of the oil and natural gas industry in the U.S. Frumhoff said the move came just days after API’s president, Mike Summers, made a speech in which he said the group would fight regulation of methane emissions, restrictions on drilling on public lands and support for charging infrastructure for electric vehicles. He added that Total's decision put pressure on oil companies BP and Shell, which both said they aim at fighting greenhouse gas emissions, “to put their political power where their mouth is and do the same.” President-elect Joe Biden, who has said he wants to focus on fighting climate change, has pledged to have the U.S. rejoin the Paris accord on the first day of his presidency. The Windsor-Essex region's top public health official is expressing some tentative optimism about the latest COVID-19 statistics on Friday, as the region's case total grew by 171. Dr. Wajid Ahmed, medical officer of health with the Windsor-Essex County Health Unit (WECHU), said in his weekly epidemiological update there has been a slight decline in case rates and per cent positivity. For the week ending on Jan. 9, the portion of tests that came back positive was 11.4 per cent, down from 12.3. "It's just a single-week decrease that we've seen in both these indicators, so it's a good sign but I think overall we have to recognize that we still have a long way to go," he said. A decline was also seen in the presence of the virus in wastewater, which has a correlation to the rate of infection in the community, he said. But Ahmed stressed that though the situation appears to be stabilizing, the numbers remain far worse than many parts of the province. Windsor-Essex still has the second-highest case rate in the province. Deaths continue to rise, with the health unit announcing Friday seven more people have died. Five of those who recently lost their lives to COVID-19 were residents of long-term care facilities. Of the 171 new cases announced Friday, the majority, 142, remain under investigation. Fourteen cases are outbreak related, 10 are close contacts of confirmed cases, four were community acquired and one is related to travel outside North America. The number of hospitalizations continues to surge, with 121 COVID-19 patients currently in hospital including 19 in ICU. There are a further 183 people in hospital who are suspected of having COVID-19. New COVID-19 deaths in Lambton County, Chatham-Kent Chatham-Kent and Lambton County are also reporting additional deaths Friday. Chatham-Kent announced the death of a fourth resident due to COVID-19, along with 18 new cases of the virus. Meanwhile. the health unit in Sarnia-Lambton reported two new deaths in the region, as well as a case increase of 26. 45 COVID-19 outbreaks in Windsor-Essex Since the pandemic began, there have been 10,665 COVID-19 cases recorded in Windsor-Essex and 248 deaths, according to WECHU. There are 45 ongoing outbreaks. Three are active at Windsor Regional Hospital, two on the Ouellette campus and one declared Thursday on a unit of the Met Campus. One community setting, Assisted Living Southwestern Ontario, has been in outbreak since Jan. 3. Outbreaks are active at 21 workplaces: Four in Leamington's agricultural sector. Four in Kingsville's agricultural sector. Four in Windsor's health care and social assistance sector. One in Leamington's health care and social assistance sector. Educators teaching students with special needs are raising concerns about returning to physical classrooms in southern Ontario while schools otherwise remain closed to in-person learning due to COVID-19. Students in southern Ontario are learning online until at least Jan. 25 and the government extended virtual classes for those in five hot spots until Feb. 11. Special education students who cannot participate in remote learning, however, were back in physical classrooms on Monday – a move the government said was recommended by experts. But as COVID-19 cases rise, some special education teachers say they are worried about their safety, as well as the safety of their students, some of whom are immunocompromised. "For my five- and six-year-old (children), it's not safe for them to go to school, but it's totally safe for my immunocompromised students to go to school?" asked Katie Swallowell, a teacher working for a Catholic school board in London, Ont. Swallowell, who teaches high school students with special needs, said some of her students may not wear masks or may have mask exemptions. "Some of them don't wear masks or they take them off because they hate them. Sneezing, coughing, hugging," she said. "Some of them you can't say no to. You try to say no, but they don't understand and you feel bad." Among 16 of her students, only five opted for remote learning, while the remaining 11 resumed in-person classes, said Swallowell. The teacher said she's worried about bringing the virus home to her three children, including a one-year-old. "It's either safe or it's not safe," she said, adding that there have been no added COVID-19 measures at her school since coming back from winter break. "It looks the same as it did in December." The education ministry said students with special needs can benefit from the routine and consistency of in-class learning and noted that their return to physical classrooms comes with "strong health and safety measures." "We have followed that advice, supported by the chief medical officer of health, to ensure a small number of the most exceptional children can receive the care they desperately need," said ministry spokeswoman Caitlin Clark. Laura Kirby-McIntosh, a parent of two children with autism and president of Ontario Autism Coalition, said the government's choice to resume in-person learning for special education students is the right one. Keeping schools open for those students helps them maintain normalcy and routine during the pandemic, she said. But more needs to be done to ensure consistency for students and a safe working environment for educators, she said. A good supply of personal protective equipment, regular asymptomatic testing, temperature checks and access to vaccinations are just some of the things that can help, she said. Jennifer Windsor, a physical education teacher at Huron Park Secondary School in Woodstock, Ont., said her school board only informed educators about coming back to teach in-person two days before classes resumed. "We're being told, it's not safe for students. Yet our most vulnerable sector, you're telling us it's safe to return and no changes since we left in December have been made," she said. Windsor, also a mother of three, said she had to ask her ageing parents for help with her own kids as she returned to teach at school. "For me, the potential of exposing my parents – that has a certain burden and stress. I have barely slept since Thursday, I can barely eat," she said. The resumption of special needs in-person learning means unrecognized increased risks for many education workers, students and families, the union representing Windsor and other teachers in her school board said. "(We are) concerned that the Ford government’s announcement is a half measure that does not go far enough in protecting student and staff safety during the COVID-19 pandemic," District 11 of the Ontario Secondary School Teachers’ Federation said in a statement. Union district president John Bernans said he can't understand how the government believes it's safe for the group of students and staff to return to in-person learning when it is not safe for any other group. “This government has had 10 months to put social supports in place for parents of children with special needs that keep students, families and workers safe. WASHINGTON — House Speaker Nancy Pelosi has tapped nine of her most trusted allies in the House to argue the case for President Donald Trump’s impeachment. The Democrats, all of whom are lawyers and many of whom have deep experience investigating the president, face the arduous task of convincing skeptical Senate Republicans to convict Trump. A single article of impeachment — for “incitement of insurrection” — was approved by the House on Wednesday, one week after a violent mob of Trump supporters invaded the Capitol. At the time, lawmakers were counting the votes that cemented Trump’s election defeat. As members of the House who were in the Capitol when it was attacked — several hiding under seats as rioters beat on the doors of the chamber — the Democrats are also witnesses to what they charge is a crime. So are the Senate jurors. “This is a case where the jurors were also victims, and so whether it was those who voted in the House last night or those in the Senate who will have to weigh in on this, you don’t have to tell anyone who was in the building twice what it was like to be terrorized,” said California Rep. Eric Swalwell, one of the managers. It is unclear when the trial will start. Pelosi hasn’t yet said when she will send the article of impeachment to the Senate. It could be as soon as next week, on President-elect Joe Biden’s first day in office. The managers plan to argue at trial that Trump incited the riot, delaying the congressional certification of the electoral vote count by inciting an angry mob to harm members of Congress. Some of the rioters were recorded saying they wanted to find Pelosi and Vice-President Mike Pence, who presided over the count. Others had zip ties that could be used as handcuffs hanging on their clothes. “The American people witnessed that,” said Rep. Madeleine Dean, D-Pa., one of the managers. “That amounts to high crimes and misdemeanours.” None of the impeachment managers argued the case in Trump’s first impeachment trial last year, when the Senate acquitted the president on charges of abuse of power and obstruction of justice. The House impeached Trump in 2019 after he pressured Ukraine’s president to investigate Biden’s family while withholding military aid to the country. Colorado Rep. Diana DeGette, another manager, says the nine prosecutors plan to present a serious case and “finish the job” that the House started. A look at Pelosi’s prosecution team in Trump’s historic second impeachment: REP. JAMIE RASKIN, MARYLAND Pelosi appointed Raskin, a former constitutional law professor and prominent member of the House Judiciary Committee, as lead manager. In a week of dramatic events and stories, Raskin’s stands out: The day before the Capitol riots, Raskin buried his 25-year-old son, Tommy, after he killed himself on New Year’s Eve. “You would be hard pressed to find a more beloved figure in the Congress” than Raskin, says House Intelligence Committee Chairman Adam Schiff, who was the lead manager during Trump’s first trial. He worked closely with Raskin on that impeachment investigation. “I know that part of what gives him strength to take on this burden that he now carries is knowing that this is something that would be enormously meaningful to his son.” REP. DIANA DEGETTE, COLORADO DeGette, who is serving her 13th term representing Denver, is a former civil rights attorney and one of Pelosi’s go-to allies. The speaker picked her to preside over the House during the first impeachment vote in 2019. DeGette said Pelosi trusted her to do it because she is “able to to control the passions on the floor.” She says she was surprised when Pelosi called to offer her the prosecutorial position but quickly accepted. “The monstrosity of this offence is not lost on anybody,” she says. REP. DAVID CICILLINE, RHODE ISLAND Cicilline, the former mayor of Providence and public defender, is in his sixth term in Congress and is a senior member of the Judiciary panel. He was heavily involved in Trump’s first impeachment and was one of three original authors of the article that the House approved on Wednesday. He and California Rep. Ted Lieu began writing the article together, in hiding, as the rioters were still ransacking the Capitol. He tweeted out a draft the next morning, writing that “I have prepared to remove the President from office following yesterday’s attack on the U.S. Capitol.” REP. JOAQUIN CASTRO, TEXAS Castro is a member of the House Intelligence and Foreign Affairs panels, where he has been an outspoken critic of Trump's handling of Russia. He was a litigator in private practice before he was elected to the Texas legislature and came to Congress, where he is in his fifth term. Castro’s twin brother, Julian Castro, is the former mayor of San Antonio and served as former President Barack Obama’s secretary of housing and urban development. Julian Castro ran in the Democratic primary for president last year. REP. ERIC SWALWELL, CALIFORNIA Swalwell also serves on the Intelligence and Judiciary panels and was deeply involved in congressional probes of Trump’s Russian ties. A former prosecutor, he briefly ran for president in 2019. “The case that I think resonates the most with the American people and hopefully the Senate is that our American president incited our fellow citizens to attack our Capitol on a day where we were counting electoral votes, and that this was not a spontaneous call to action by the president at the rally,” Swalwell said. REP. TED LIEU, CALIFORNIA Lieu, who authored the article of impeachment with Cicilline and Raskin, is on the Judiciary and Foreign Affairs panels. The Los Angeles-area lawmaker is a former active-duty officer in the U.S. Air Force and military prosecutor. “We cannot begin to heal the soul of this country without first delivering swift justice to all its enemies — foreign and domestic,” he said. DEL. STACEY PLASKETT, U.S. VIRGIN ISLANDS Because she represents a U.S. territory, not a state, Plaskett does not have voting rights and was not able to cast a vote for impeachment. But she will bring her legal experience as a former district attorney in New York and senior counsel at the Justice Department — and as one of Raskin's former law students. “As an African American, as a woman, seeing individuals storming our most sacred place of democracy, wearing anti-Semitic, racist, neo-Nazi, white supremacy logos on their bodies and wreaking the most vile and hateful things left not just those people of colour who were in the room traumatized, but so many people of colour around this country," she said Friday. REP. JOE NEGUSE, COLORADO Neguse, in his second term, is a rising star in the Democratic caucus who was elected to Pelosi’s leadership team his freshman year in Congress. A former litigator, he sits on the House Judiciary Committee and consulted with Raskin, Cicilline and Lieu as they drafted the article the day of the attack. At 36, he will be the youngest impeachment manager in history, according to his office. “This armed mob did not storm the Capitol on any given day, they did so during the most solemn of proceedings that the United States Congress is engaged in,” Neguse said Thursday. “Clearly the attack was done to stop us from finishing our work.” REP. South River and Machar residents should have a better idea over the next few weeks what will happen to the ice at their arena in the wake of the province's 28-day stay-at-home order. South River council will discuss the issue at its Jan. 25 meeting. South River clerk-administrator Don McArthur says the municipality developed COVID-19 protocols for the arena's four user groups that were working prior to the latest lockdown. The arena was used by the Junior A Spartans, boys' minor hockey, girls' minor hockey and figure skating. The protocols were explained to the users last fall and McArthur says when the arena opened in October, everything “worked wonderfully. “We really felt comfortable with the protocols and with the cooperation of the groups where they took on a lot of the responsibilities,” McArthur says. “They looked after their own contact tracing and what we did was buy disinfectant and sanitized the equipment.” This approach worked well, he says, and the municipality didn't have to put any extra staff at the arena. It would have been a different story had council opened the arena to public skating. “If we allowed public skating, protocols like who's coming and going would have to have been done by us,” McArthur says. “So the staffing level would have gone up considerably in order to police and look after all that information flow.” That would have become too expensive for the municipality, he says. The protocols the municipality has in place are good and “everyone feels confident that we can operate safely. “But we don't have that option (to operate) under the lockdown,” McArthur says. The South River-Machar Community Centre and Arena has been closed since Dec. 21. Assuming there's a reopening in the near future, the user groups will operate under the same protocols in place prior to Dec. 21. McArthur says staff and council are looking at various scenarios depending on when the latest lockdown ends. In the best-case scenario, the lockdown could be lifted earlier in the North, in which case “if we're delayed only two to four weeks then maybe we can add that time and run the season a little later into March or to the end of March. “Council's challenge is we don't know if or when we'll get a green light,” McArthur says. “So at what point does it become too late or no longer economically feasible for us and the user groups?” This is now a waiting game and it's not easy as options are weighed. “The big cost, beyond wages, at the arena is maintaining the ice,” he says. “If there isn't going to be anyone using it and no revenue coming in, then how long do we maintain that ice for?” McArthur adds the arena isn't only used for winter activities. It's also used for a hockey opportunity camp during the summer. In fact, the arena is at its busiest during the eight to 10 weeks of the hockey camp. The facility is only without ice from mid April to mid June. When the lockdowns first started last March, McArthur says the hockey camp “was one of the first (activities) to take a direct hit.” With the arena in shutdown mode, staff were able to carry out considerable maintenance at the site that normally would not be achievable. But with the arena down for the entire summer, it meant no revenue to the municipality. McArthur says 2020 saw the arena lose about $40,000 over and above its normal expenses. McArthur says the province's safe restart agreement helped offset part of the arena loss and council is grateful for that. Council also was able to offset the remainder of the loss by reducing the number of capital projects it had scheduled for 2020. One of those projects involved a compressor rebuild at the arena. So, while the village will still have a balanced budget for 2020, it comes at a cost because it now has to delay some of the scheduled capital projects into the future, McArthur says. OTTAWA — Activist Velma Morgan says several Black organizations were denied federal funding through a program designed to help such groups build capacity — after the department told them their leadership was not sufficiently Black.The chair of Operation Black Vote tells The Canadian Press her group received an email from Employment and Social Development Canada this week saying their application did not show "the organization is led and governed by people who self-identify as Black."The department sent a second email the next day, saying their applications were not approved because it did not receive "the information required to move forward."Morgan says her not-for-profit, multi-partisan organization that aims to get more Black people elected at all levels of government is one of at least five Black organizations that didn't get the funding.Social Development Minister Ahmed Hussen says the initial letter his department sent to unsuccessful applicants was "completely unacceptable" and that he demanded a retraction as soon as he saw it.In a thread on Twitter, Hussen says he discussed with his department's officials to how such a mistake could have happened and implemented measures to make sure it does not happen again. Regina– On Jan. 14, the Saskatchewan Health Authority provided an update on its COVID-19 immunization campaign and delivery plan, as part of the regular COVID-19 update delivered from the Legislature in Regina. Derrick Miller, Executive Director of Infrastructure Management with the Saskatchewan Health Authority, said by phone, “Our immunization campaign goals include minimizing serious illness and death, protecting those that are most vulnerable, protecting our healthcare capacity, minimizing spread and also protecting our critical infrastructure. There really guide us in what we're trying to achieve with our overall campaign.” He noted, “Our supply limitations that are being experienced with the COVID-19 vaccine require us to take a very diligent approach to sequencing the vaccine rollout.” This requires establishing priority populations, which are based on the National Advisory Committee on Immunization recommendations. In Phase 1, there are approximately 109,000 in that group. “And based on federal allocations that have been identified, so far, going to the end of March this year, that’ well have enough vaccines to vaccinate approximately 50 per cent of this group. That’s short about half, obviously, of immunizing all of the priority populations approved in this framework.” On Jan. 13, there were 1,393 doses of the vaccines delivered, the highest to date. The average per day, so far, as been just over 1,000 doses per day. He said they anticipate running out of doses before the next allocations, as the speed of delivery means they get it out as quickly as possible and wait for the arrival of the next delivery. Miller said there are “three key planks to our strategy as part of our vaccine campaign.” “The first one is faster. Speed really maters in this. Every day counts to save lives and reduced the overall impact of COVID-19.” They are establishing distribution hubs throughout for the different type of vaccines. “We're adopting an all-hands-on-deck approach to delivery, leveraging all of our appropriate health care providers that can deliver vaccines, as well as looking for and seeking support from external resources to really bring all resources to bear, as part of this strategy,” he said. This includes mobile immunization teams to go to places like long-term care and personal care homes. Locally, they are testing different delivery methods. He said, “Being able to forecast vaccine distribution, with more accuracy will help us be more prepared for rapid distribution. And we know a stable, predictable and large volume allocations will really enable us for rapid delivery.” Every corner of the province is ready, in a posture of readiness, to administer the vaccine as it is received. “The second plank of our strategy is ‘smarter,’ Miller said. “Learning matters. Using improvement is already resulting in more rapid delivery and we can see that just by the results over the last week. The health system is very experienced in delivering the influenza vaccine and other vaccinations. And we're going to leverage that as we go forward, because we know how to do this. “However, we also recognize that this is different. And there are pretty significant differences that are impacting this campaign. We do have limited variable and unpredictable allocations. They vary from week to week, and the timing varies as well. We need to sequence priority populations, based on that. We’re not able to offer a mass immunization right off the start.” This includes multiple vaccines with different logistical challenges across a geographically dispersed province. Transportation changes allow them to move vaccines in a more efficient manner. Being a single health authority makes it easier, he noted. Miller said we are learning from our partners, including Metis and First Nations partners. The third plank is safety. “Safety matters. High uptake requires strong communications to ensure the public knows the vaccine is safe. We know the COVID vaccine is safe. It is Health Canada-approved and has gone through the various regulatory reviews, and approval processes. We also know that it's effective, or 90 per cent effective, in reducing the risk of infection. And it's simple. It's just like getting a flu shot for Saskatchewan residents, our health care workers are highly experienced and have many years of successfully delivering flu vaccine to the residents of Saskatchewan, and ensuring that all safety requirements are achieved.” Challenges include delivery to high-risk populations in remote areas. The Pfizer vaccine has temperature constraints and special handling needs. The consent process can be time-intensive, especially in long-term care homes. Unpredictable allocations should hopefully be resolved in coming weeks. Adverse weather can be an issue. “At the same time, we are preparing for widespread immunization in Phase 2, or we will open up access to the general population and conduct Saskatchewan’s largest-ever immunization campaign. One of our key tasks is to ensure that our teams are ready to deliver the vaccine as soon as possible on arrival, and enhance speed of delivery. This is true in Phase 1, as we're focusing on those priority populations, and it will also be true when we go into Phase 2, and get to the point where we’re vaccinating the general public,” Miller said. He added that “Currently, our health system is at its most fragile point yet for their highest hospitalization rate, and a high case count.” Saskatchewan Health Authority CEO Scott Livingston added, “We want to make sure we're getting the vaccine out as quickly as we can to those vulnerable populations and get vaccine in arm as quickly as possible. So, it won't be in the freezer as long. As the vaccines come in, we will get them out and they will go and get administered as fast as we can in the arms of those who need it very most.” He pointed out that limited supplied are limiting their capabilities, but they are focussing on the most vulnerable. Canadian Prime Minister Justin Trudeau's swift embrace of U.S. president-elect Joe Biden illustrates the degree to which Canada, one of America's closest allies, is looking forward to turning the page on the Donald Trump era. Trudeau was the first world leader to congratulate Biden when he was declared the winner of the November election, and now hopes to be the first - or one of the first - to meet with the new president after he takes office on Wednesday. The McKellar Firefighter Association wants to help stop the spread of COVID-19 by volunteering to flood private skating rinks for McKellar residents. At McKellar's Jan. 12 council meeting, Coun. Don Carmichael commented that it was acting fire chief Ron Harrison’s idea. “We have very little public ice available,” said Carmichael. “And now (with) further restrictions of only five people can be together on an ice surface at any point in time, we have two options. One would be to flood public grounds which we would be responsible for or we can flood private grounds which is the responsibility of the homeowner.” In a report submitted to council, Ron Harrison wrote to request the use of the apparatus and equipment to assist in the initial flooding of at-home rinks to provide an opportunity for ratepayers to have additional activities to do at home to help stop the spread of COVID-19. “This is a fantastic initiative brought forth that will help the ratepayers of McKellar (by) staying home and skating,” Harrison said. “This will also pose benefit in the reduction of pressure on our municipal rink and reduce the use of the lake ice which can be unpredictable.” According to Carmichael, the fire department would be using the secondary tanker and portable pumps and said the initiative could be used as a training opportunity for the firefighters as well. “It would be another training opportunity to be doing this in freezing conditions which we don’t normally do unless in the event of a real fire,” he said. “So, this is a winter training opportunity in addition to providing a service to our private landowners.” But could it affect fire department response times? Coun. Marco Ancinelli, who is also a firefighter for McKellar, said that it wouldn’t as the fire department wouldn’t be using the main equipment. “It’s a different animal all together when you’re fighting a fire in the summertime or in the winter time so I think it’s great practice,” said Ancinelli. However, David Moore, a McKellar ratepayer, questioned the cost the township could incur with usage of the machinery that has been paid for by ratepayers. “Taking expensive township equipment onto private property seems to have insurance claim written all over it,” said Moore. “Should a malfunction or breakage occur, is there enough available equipment to contend with the next fire call?” But Carmichael said during the meeting that township staff had contacted the insurance carrier who provided suggestions on what landowners should be doing. For a ratepayer to have the fire department provide the initial flooding of their private rink, they must reach out to the township and request to have their rink flooded. Ratepayers will have to provide a site plan, sign a waiver and follow a checklist. The procedure also includes a visit from the fire department to ensure it can be done safely. While some ratepayers expressed their concerns online, Coun. Mike Kekkonen said that he thinks council has covered the due diligence aspect with any liability concerns. “With that, I feel comfortable with the firefighters giving their time,” said Kekkonen. “Some people might say that there’s a cost but then again if a child or a family gets a skating rink and have an enjoyable winter, that’s priceless.” Council voted unanimously in favour of the resolution approving the fire department to utilize the apparatus at the discretion of the acting fire chief to provide a free service to McKellar residents to flood ice rinks on private property. The fire department volunteer staff will not be paid an hourly rate nor accumulate points for this activity. Three Innu men from Quebec were fined on Jan. 7 after being found guilty of illegally hunting caribou in Labrador in 2015. The three men, Roger Mark, Jacques Mark and Jean-Phillipe Vollant, were found guilty of violating the Wildlife Act and fined $1,000 each. Vollant was also found guilty of obstructing a wildlife officer and fined $200. Prosecutor Jim Clarke had asked Judge Kari Ann Pike to impose penalties on the lower end of the range because the three men co-operated with the wildlife officers. “It was non-confrontational is what I’d suggest and that is why the Crown is leaning towards the lower end of those scales and recommending the court impose minimum fines,” he told the court at the sentencing hearing. The incident that lead to the charges happened on Oct. 25, 2015. The Fish and Wildlife enforcement division in Happy Valley-Goose Bay received a complaint that three men were illegally hunting caribou in the Birchy Lake area. Four officers were sent out to do a helicopter patrol of the area and saw a tent set up near the edge of Birchy Lake. They landed, went to the campsite and found the Mark brothers there, with Vollant offshore in a canoe. When asked to come ashore by the officers, he initially refused before complying. That refusal is what led to his obstruction charge. The officers seized hunting gear, a rifle, a shotgun, and meat and animal parts at the campsite. The meat was sent to Trent University to be identified and it was verified to be caribou. A report entered into evidence verified that the camp location and hunt was within the range of the Mealy Mountain population, which are listed as endangered. During the sentencing, defence lawyer Francois Levesque said the men, who have hunted caribou since they were children, had acted respectfully to the caribou, which the Innu have traditionally hunted for generations. “It was a very respectful manner of doing the infraction, if I may put it that way,” Levesque said. “It’s not the worst case we’ve seen of poaching, if I can put it like that. Of course, the remaining fact is that caribou is endangered. Whether it is Red Wine caribou, George River caribou, it was endangered.” Pike said it was an aggravating factor that the men had planned the trip knowing they were not allowed to hunt caribou in the area, but there were also a number of mitigating factors. When at least five centimetres of snow falls in Mississauga, the City’s army of plows, salters and other winter maintenance vehicles are dispatched to clear the slippery stuff within 24 hours. An excess snowfall volume, or limited on-site space, forces clearers to haul the snow over to a City storage facility – and there aren’t enough of them. The essential work that makes Mississauga’s streets safer to navigate during the winter months, and allows for the smooth operation of parks and recreation features, is made harder as Works, Operations and Maintenance departments vie for places to store equipment, in the same limited spaces where snow sometimes has to be stored. Now, the City is gearing up for a temporary solution by transforming the West Credit Avenue storage site originally planned for MiWay transit vehicles – near Derry Road and West Credit Avenue – to accommodate more snow clearing vehicles and other related uses. The City’s new $141-million winter maintenance contract – which includes additional snow clearing vehicles – is leaving the Works department even more strapped for space. Council opted for a short-term solution in the 2021 budget to create a temporary site at the West Credit location, ahead of the 2022 Yard Master Plan and Modernization Study. This fall, the site was used to stockpile dry leaves after three of the City’s existing yards reached capacity. The “extraordinary high volumes of leaves” that fell this November slowed the Region of Peel’s ability to transfer them to composting sites, according to a staff report that month. In other words, were it not for the West Credit site’s use as a backup storage location, the leaf collection program would have ground to a halt. Mississauga’s One Million Trees program and commitment to urban forest development will affect leaf collection in the future, the report notes. And when the seasonal storage of nature’s elements is not a factor, the City is still left needing room to tuck away equipment. Mississauga has four operations yards: the Mavis yard, built in 1956; the Clarkson and Malton yards, built in 1977; and the Meadowvale yard, built in 1996. In 2005, staff said a fifth operations yard needed to be built urgently, by 2008, for the Engineering and Works Operations, and Recreation and Parks divisions. Thirteen years after that hard deadline, the yard still has not been built. The rapidly growing city faced criticism recently for chronically neglecting desperately needed expansion of its fire service, while through the Region of Peel, which all 12 Mississauga council members represent at the higher tier, affordable housing in the city has been ignored for decades and the recent report revealed crucial infrastructure to keep streets running and parks cleared are also being kicked down the road. “This is understandable, given that yards are costly to construct and yards are not public facing like community centres and libraries,” the November 30 staff report reads. “However, yard capacity is important to maintain Council-approved service levels.” In 2022, the City will release its Yard Master Plan, and Modernization Study completed by consultants, as part of budget discussions for that year. The Works department says its snow storage capacity right now is in deficit of about 26,000 cubic metres, not including the West Credit site. That floor space alone translates to at least six-and-a-half average sized football fields. The Hurontario LRT in 2024 will result in the need for another 51,000 cubic metres of space to store snow, the report states. Earlier this year, the City’s Enforcement staff had to relinquish some of their storage space at a Mavis North facility to the Works department for winter vehicles. The City has 31 tractor and loader plow units, and added another 24 single-and tandem-axle plows, which remove snow and distribute salt at the same time. Outdated winter maintenance practises in Mississauga result in the City using 60,000 tonnes per year of road salt, which will be reduced with the addition of more plowing and be better for the environment. These changes are part of an eight-year, $141 million winter maintenance contract Council approved this summer. The contract begins next year, and will cost about $17 million in its first full year, by 2022. According to 2021 budget documents, the City will be tapping into its winter maintenance reserve to the tune of about $1.9 million, which will go toward funding priority sidewalk and bus stop clearing services. Staff are expecting that the West Credit site can be used for a minimum of a decade. The report was drafted following a request from Ward 9 Councillor Pat Saito during budget discussions last month, after some of the $3.5 million project budget line was mistakenly qualified to Council as “throwaway” costs. Saito said she did not want Council to approve the project without having a closer look at the spending. Staff were able to reduce the West Credit site cost by $700,000, to $2.8 million, after changing the type of asphalt for the project, Saito said in an interview. “If we're going to put money into anything, we need to put it into our maintenance locations because if we don't have somewhere to store the snow, to put the leaves…the parks equipment, the forestry equipment and the snow plows, we can't provide service to the community,” Saito said. We are anxious for loosening restrictions and feel we should be counting on our own numbers rather than the rest of Manitoba’s stats. I got a little worried yesterday when seeing Winnipeg’s positivity rate has dropped, but the rest of Manitoba of which we are part of didn’t. Dr. Jazz Atwal: Sorry, I don’t have all the test positivity rates off the top of my head or on a paper in front of me right now. So I do apologize. I do know, Manitoba test positivity is 10 per cent, Winnipeg is 7.1 per cent. I think it’s somewhat intuitive to know that the Northern RHA (regional health authority) likely has a high positivity rate with all the new cases and a smaller population. Again, I think we need to understand that test positivity is just one indicator that public health looks at, right? So, when we look at our epidemiology, we look at test positivity, we look at cases, we look at risk. We look at a whole bunch of different things when we’re looking at restrictions and orders and what should be done from an orders perspective, to look at those things. So, again, we don’t look at one indicator. I know people get fixated on a case number or just test positivity, or both, but there are many other indicators on top of that, that we look at. We look at hospitalizations, etc. to take those next steps, to create a sound plan for Manitobans. Follow-up question: Is it nevertheless possible to provide the region’s positivity rate or even just Brandon’s? Is it possible to tease that out for the area? The United States on Friday imposed sanctions on companies in Iran, China and the United Arab Emirates for doing business with the Islamic Republic of Iran Shipping Lines and on three Iranian entities over conventional arms proliferation. They are the latest in a series of measures aimed at stepping up pressure on Tehran in the waning days of President Donald Trump's administration, which ends on Wednesday. U.S. Secretary of State Mike Pompeo said Washington had sanctioned seven companies, including Chinese-based Jiangyin Mascot Special Steel Co and UAE-based Accenture Building Materials, and two people for shipping steel to or from Iran.
Tanya Bogatin's once pristine home is no longer quite so organized, and she's waiting a little longer between loads of laundry, but it's no skin off her back. Her priorities have shifted now that she'll be helping her two young kids attend classes from their home in Vaughan, Ont., for another month. "Things are gonna fall to the backburner," she said. "I tell my kids, don't stress about it ... relax, relax. We're happy, we're safe, we're healthy." With online learning extended until late January across southern Ontario, and for even longer in Toronto, York, Peel, Durham and Windsor-Essex, parents like Bogatin are finding a litany of strategies to manage all their responsibilities. She said she briefly panicked when she found out her kids would be learning remotely until at least Feb. 10, but then she came up with a game plan. Each morning, she and her kids get up at around 8:20 a.m., with half an hour to spare before classes begin. Once classes start, her son -- who is in Grade 4 -- stations himself in the dining room, and her daughter -- in Grade 2 -- sets up her laptop at the desk in the toy room. Bogatin sits on the stairs between them, listening in case they call for help. At recess, she said, she bundles them up in winter gear and sends them out to play in the backyard. Right after classes end, they get to work on homework. Bogatin works part-time, and as of this week she's able to do that from home. "I'm very, very lucky that I have a very flexible job," she said, noting that she's mostly able to set her own schedule, and will sometimes retreat into her bedroom for online meetings. Her days are busy, she said, but they're "good busy." Parents are making it work, said Rachel Huot with the Ontario Parent Action Network, but that doesn't necessarily mean it's easy. "It's extremely challenging to try and support children learning remotely," she said. "Your kids are not meant to learn sitting in front of a computer screen for six hours a day." Parents who have to juggle supervising kids and working -- either in or out of the home -- are stretched even thinner, she said. "Then there's the fact that we're watching the government fail us day after day. And there's no clear end in sight," she said. Huot echoed calls from teachers' unions that are requesting broader testing of asymptomatic students, smaller class sizes and better ventilation systems in schools so that kids can safely return to the classroom. A spokeswoman for Education Minister Stephen Lecce said student safety is the government's top priority. "We know that parents want their children back in class and we firmly agree, and our commitment to deliver on that is to further enhance our safety protocols and provincewide targeted surveillance testing to ensure our students can safely go back to class," she said. The government has cited rising COVID-19 positivity rates amongst children as well as soaring daily infections for its decision to have students learn virtually for longer. Justice and Public Safety Minister Steve Crocker formally established the $1.5-million inquiry, which he said will look different than past commissions of inquiry, such as the recent one on the Muskrat Falls hydroelectric project. It will be more policy based as opposed to investigative, Crocker said, and will be smaller and more focused. “It will examine the organization, the operations of ground search and rescue in the province, with a final report making recommendations on how to improve that system,” he said at a news conference. The 2012 death of 14-year-old Burton Winters after he went snowmobiling near Makkovik spurred the inquiry, which is expected to last about six months. Winters' body was found three days after he was reported missing. Search and rescue helicopters were not called to look for him until two days after he was reported missing, which caused widespread concern. Crocker said it is impossible to deny how the case exposed gaps in the search and rescue system and spurred the inquiry. “None of us know when we will require the support of search and rescue teams,” he said. “But we hope that if we need them that service will be there and be adequate and prepared to respond in a timely manner.” The inquiry was a Liberal campaign promise in 2015 and was announced on Dec. 4, 2018. Retired provincial court judge James Igloliorte, originally from Hopedale, will lead the inquiry as commissioner, and said the COVID-19 pandemic has slowed things down a little, but they have been working behind the scenes doing consultation and research since last summer. The inquiry won’t focus on any specific cases, but a hearing will be held in Makkovik involving members of Winters' family and others who knew him. Igloliorte said they want to frame the examinations and the recommendations as being the Burton Winters Inquiry, and people were affected by the Inuk teen’s death, with a lot of questions arising about search and rescue. “We will be in Makkovik and allow the entire community to speak to us if they wish, and we will make sure that, insofar as we can, we will answer any questions they may have through the presentation of various witnesses to participate in the discussions,” he said. Igloliorte said they have already been consulting with the Indigenous groups of Labrador and expect them to be a part of the process. He said due to the relationship the Indigenous people of Labrador have with the land and outdoor activities, they are more at risk, and that will be recognized in this inquiry and report. They will work with a number of groups, Igloliorte said, including the public, various search and rescue organizations, and police forces. The inquiry will be largely comprised of informal hearings, but may also include research studies, interviews and surveys, and written submissions. The Redcliff Youth Centre was able to renovate its entire space thanks to $60,000 in funding. The youth centre applied for and received $30,000 from the Home Depot Foundation. That amount was then matched by the Alberta Government’s Community Facility Enhancement Program. “The Home Depot Foundation supports at-risk youth and the organizations that help that demographic,” said executive director Janae Ulrich. “The money we were granted was specifically for renovation and restoration within our facility. “That funding ended up being matched by the provincial government, which was amazing.” The Youth Centre’s building is old and was showing its age, said Ulrich. “This was definitely needed,” she said. “I know the centre has been around for 30 years and it was pretty clear that the building needed some TLC.” Renovations began in the spring of 2019 and are just about concluded now. The money from Home Depot allowed the centre to renovate the front half of the building. When funding from the government came in 2020, the centre was able to renovate the back half. “We used to rent the back half out to a preschool,” said Ulrich. “We decided to renovate it to allow us to have better access to it. We opened up a couple of walls so we can use it for programming, but we made sure we could still rent it out if need be.” The centre got new paint, flooring, updated lighting to LED, new doors, trim, and is waiting on new furniture to arrive. “It’s just so nice to be able to give the kids a space that is welcoming and can kind of feel like home,” she said. “The space was outdated and kind of dirty. The floor was cement and it just gave off a feeling. “It’s so rewarding to know the kids can feel welcome and at home.” The youth centre was able to renovate its backyard as well, which is now complete with sod, a patio, fire pit and a volleyball court.
