The regular meeting of the Council of the Rural Municipality of Fish Creek No. 402 was held on January 12, 2021 at 121 Main Street Wakaw, SK with the following members of the council present: Reeve Bob Kramchynski and Councillors Lawrence Sosnowski, Hollie Remenda, Peter Roslinski, Corey Venne, Chris Dutchak and Maurice Werezak. Councillors Chris Dutchak and Maurice Werezak participated via electronic means. Also in attendance were CAO’s Terrence Schneider and Lois Gartner. Reeve Kramchynski called the meeting to order at 9:05 a.m.
The agenda was presented and Cllr. Remenda moved that it be accepted as presented. Crd.
The Minutes of the previous meeting held on December 1, 2020 were read. As no further business arose from the Minutes, Cllr. Remenda moved that the Minutes of the previous meeting held on December 1, 2020 be approved as read. Crd.
Next the Statement of Financial Activities were presented and Cllr. Dutchak moved that the Statement of Financial Activities for the month of December 2020 be approved as read. Crd.
Several items of correspondence were received namely: Saskatchewan Public Safety Agency- Mandate/Preparedness/ Response; Agriculture Health and Safety Network – Fall 2020; Hudson Bay Route Association – Membership Invitation; SARM – Deadline for 2021 Convention Resolutions – Jan. 22, 2021; Statistics Canada – 2021 Census Year; Silver for Gold – Childhood Cancer Support – Pop Can Tabs; SMHI – 2020 Premium Report; Rural Integrated Roads for Growth – Clear the Path. Cllr. Sosnowski moved that the correspondence be accepted as information. Crd.
The CAO presented the Accounts Payable report and Cllr. Werezak moved that the accounts totalling $588,134.93 as attached to the Minutes be approved for payment. Crd. (* Note these are attached to the official Minutes of the Jan. 12 meeting.)
With no Council Member reports to discuss the Council moved on to the Unfinished Business of the In-coming CAO Terrence Schneider’s Employment Contract. Cllr. Roslinski moved that the Reeve be authorized to sign the Terrence Schneider CAO Employment Agreement between the Town of Wakaw and the RM of Fish Creek No. 402. Crd.
Cllr. Remenda moved that the RM of Fish Creek No. 402 terminate the employment of Ed Martens as Foreman effective January 12, 2021, and provide him with 3 months severance in lieu of notice. Reeve Kramchynski called for a recorded vote: In Favour – Cllrs. Lawrence Sosnowski, Hollie Remenda. Opposed – Cllrs. Peter Roslinski, Corey Venne, Chris Dutchak, Maurice Werezak and Reeve Bob Kramchynski. Defeated. * Foreman Ed Martens joined the meeting at 11:00 a.m. and left at 11:40 a.m.
Council then turned to the new business on the table. Saskatchewan Association of Rural Municipalities (SARM) is lobbying government to recognize Rural Internet Broadband Connectivity as an Essential Service. To that end, Cllr. Venne moved that Council supports SARM’s lobby efforts towards achieving reliable internet broad band connectivity and signs off on the SARM correspondence dated February 19, 2021 directed to the Federal Minister of Rural Economic Development and the Provincial Minister responsible for SaskTel. Crd.
Further SARM business followed and Cllr. Sosnowski moved that the RM of Fish Creek No. 402 authorize payment of the 2021 SARM Membership Fee. Crd. Cllr. Roslinski moved that the renewal of the SARM Fidelity Bond Self Insurance Plan for the policy period January 1, 2021 to January 1, 2022 which includes Fidelity Bond Coverage of $25,000.00, Registered Mail Coverage of $50,000.00 and Mail & Securities Coverage of $5,000.00 be approved for payment. Crd. Cllr. Venne moved that the SARM Liability Self Insurance Plan for the period January 1, 2021 to January 1, 2022 which include Basic, Assessment, Population and Road Length/Class Premiums, be approved for payment. Crd. Cllr. Dutchak moved that the SARM Excess Liability Insurance Plan for the period January 1, 2021 to January 1, 2022 which includes $1,000,000.00 Excess Liability Insurance and $500,000.00 Errors and Omissions Insurance Coverages be approved for payment. Crd. And finally, Cllr. Sosnowski moved that the SARM Property Self Insurance Plan for the period January 1, 2021 to January 1, 2022 which includes building, contents, municipal equipment, additional fire fighting expense reimbursement and equipment rental fee reimbursement, be authorized for payment. Crd.
Cllr. Sosnowski moved that the municipality allocate the following portions of its population for the Sask Lotteries Grant: Wakaw Recreation Board – 197 persons; Cudworth Recreation Board – 112; Alvena Recreation Board – 36 persons; for a total of 345 persons as per the 2016 Census. Crd.
The next item on the agenda was the website contract for 2021. Cllr. Remenda moved that Council approve the website contract with The Wakaw Recorder (Gilberto Maraboto) for 2021 at a cost of $700.00. Crd.
To act as an Emergency Management Officer (EMO) Cllr. Sosnowski moved that Council appoint Ray Baumann as EMO Coordinator for the RM of Fish Creek No. 402 for the year of 2021. Crd.
Cllr. Dutchak moved that 2021 Sask Workers Compensation coverage for members of Council be set at the minimum rate of $38,442.00. Crd.
Cllr. Roslinski moved that the Conexus operating Line of Credit in the amount of $500,000.00 be renewed for 2021. Crd. Cllr. Remenda further moved that a Conexus Credit Card with an $8,000.00 credit limit be approved and issued to the RM of Fish Creek No. 402 and that credit cards be issued to Bob Kramchynski, Reeve and Terrence Schneider, CAO. Crd.
Regarding the Saskatchewan Public Safety Agency – Fire Dispatch Agreement, Cllr. Remenda moved that the RM of Fish Creek No. 402 agrees to acquire 911 dispatching services, provided by the Saskatchewan Public Safety Agency for fire service, as per agreement dated December 1, 2020. Crd.
The Lakeview Pioneer Lodge had presented a 5-Year Infrastructure Funding Proposal and Cllr. Remenda moved that upon reviewing the Lakeview Pioneer Lodge January 4, 2021 5-year Infrastructure Funding Plan request, the RM of Fish Creek No. 402 commits to paying $1500.00 annually for infrastructure support from 2021 to 2025. Crd.
Cllr. Venne moved that the recall dates for the Foreman Ed Martens and Grader Operator Lloyd Read be February 1, 2021. Crd. Cllr. Venne further moved that the RM of Fish Creek No. 402 advertise for a Universal Equipment Operator with a minimum of a 1A drivers license with a start date to be determined in 2021.Crd.
Cllr. Sosnowski moved that Council enter and “In Camera Session” at 1:00 p.m. CAO’s Terry Schneider and Lois Gartner left council Chambers. Cllr. Sosnowski then moved that Council return to regular meeting at 1:15 p.m. and CAO’s Terry Schneider and Lois Gartner returned to chambers.
Cllr. Roslinski moved that the meeting be adjourned at 1:20 p.m. Crd.
