The regular meeting of the Council of the Rural Municipality of Fish Creek No. 402 was held on Tuesday, November 3, 2020 in Council Chambers, 121 Main Street, Wakaw, SK with the following members of council present: Reeve Brian Domotor, Councillors Lawrence Sosnowski, Hollie Remenda, Bob Kramchynski, Les Corbett, Chris Dutchak, and Maurice Werezak, along with CAO Lois Gartner.
Reeve Domotor called the meeting to order at 9:00 am.
Cllr. Corbett moved that the Minutes of the previous meeting held on October 6, 2020 be approved as read. Crd.
Cllr. Werezak moved that the statement of Financial Activities for the month of October 2020 be approved as read. Crd.
Cllr. Sosnowski moved that the following correspondence from:
1) RM of Grant No. 372 – Response 4 way stop SE 4-41-28 W(2)
2) Town of Wakaw – Notice of Public Hearing – Cannabis Outlet
3) Alvena Library Board – Computer Purchase Request
being dealt with be filed. Crd.
Cllr. Sosnowski moved that council authorize a $500.00 grant to the Alvena Library Branch for the purchase of a new circulation computer. Crd.
Cllr. Remenda moved that the accounts totaling $84,067.16 be approved for payment as attached to the minutes. Crd. (Note: These are attached to the actual minutes of the RM.)
Cllr. Remenda moved that council approve the hiring of “Terrence Schneider” for the position of CAO. Details of start date, salary, holidays to be determined. Crd unanimously.
Cllr. Kramchynski moved that council acknowledge the signing of council members “Public Disclosure Statements” for Division 2 & Division 6. Crd.
Cllr. Sosnowski moved that council rescind resolution 119/20. Crd.
Cllr. Dutchak moved that council acknowledge Division 4 Councillor Les Corbett’s last meeting November 3, 2020 as per previous verbal resignation September 11, 2020. Crd.
Cllr. Corbett moved that council agree to participate in the Beaver Control Program (CAP-BCP) administered through SARM. The municipality will pay $30.00 per beaver tail. Reeve Kramchynski is authorized to verify beaver tails for this program. Crd.
Cllr. Remenda moved that council agree to participate in the Rat Control Program (CAP-RCP) administered through SARM. Deadline to claim is December 31, 2020. Crd.
Cllr. Remenda moved that council authorize an amendment to the Road Allowance Policy – to be added at the end of policy wording – “Bales must be removed by September 1st of each year.” Crd.
Cllr Dutchak moved that council agree to allow custom snow removal when the grader operator is passing by the land location, and a maximum time limit of 15 minutes for driveways. (Red flag to be posted at end of owners driveway by owner). Crd.
Cllr. Werezak moved that Marianne Kramchynski form the firm of Parchomchuk, Sherdahl, Hunter be appointed as solicitor for tax enforcement proceedings and that the legal team from SARM be appointed for all other matters. Crd.
Cllr. Remenda moved that Grant Thornton LLP be appointed as Auditor for the fiscal year ending on December 31, 2020. Crd.
Cllr. Kramchynski moved that council appoint Renny Grilz P. Ag. and RM Council as weed inspectors for the RM of Fish Creek No. 402 for 2021. Crd.
*CAO Gartner declared a Conflict of Interest due to discussion of CAO wages.
Cllr. Werezak moved that the salary payable to CAO Lois Gartner for the year 2021 be set at $96,390.00 with the RM of Fish Creek No. 402 responsible for 40% and the Town of Wakaw responsible for 60% under the Joint Administration Agreement. CAO follows the terms set out as per CUPE Agreement with the exception of Group Insurance Premium paid in full by municipality and Life Insurance Premium paid in full by CAO. Crd.
Cllr. Corbett moved that the meeting be adjourned at 2:45 pm. Crd.
