Tuesday October 6, 2020 the council of the RM of Fish Creek held a Public Hearing for the Discretionary Use Application Intensive Livestock NE ¼ 35-41-27 W2 Carlton Trail Polar Pork Farm Ltd. The Hearing was held at 121 Main St. Wakaw, SK.
The members of Council present were Reeve Brian Domotor, Councillors Lawrence Sosnowski, Hollie Remenda, Bob Kramchynski, Les Corbett, Chris Dutchak, and Maurice Werezak, and Administrator Lois Gartner. The hearing was called to order by Reeve Domotor at 8:00 am.
No written, verbal or electronic submissions had been received regarding the application.
There were no verbal questions from the general public as there was no one in attendance.
Cllr. Werezak moved that the hearing be adjourned at 8:10. Crd.
A regular meeting of the Council of the Rural Municipality of Fish Creek #402 was held on Tuesday, October 6, 2020 at 121 Main St., Wakaw, SK. Members of the Council present included Reeve Brian Domotor, Councillors Lawrence Sosnowski, Hollie Remenda, Bob Kramchynski, Les Corbett, Chris Dutchak, and Maurice Werezak. CAO Lois Gartner was also present. Reeve Domotor called the meeting to order at 8:10 am.
Cllr. Dutchak moved that the minutes of the previous meeting held on September 1, 2020 be approved as read. Crd
Cllr. Kramchynski moved that the statement of Financial Activities for the month of September 2020 be approved as read. Crd
Cllr. Sosnowski moved that the following correspondence being dealt with be filed:
1) Ron Bodnar – ditch block
2) Government of Saskatchewan – Safe Restart Program Funding
3) Canadian Centre for Health and Safety in Agriculture – letter of support Crd.
Cllr. Werezak moved that Council authorize CAO to draft a letter of support to the Canadian Centre for Health and Safety in Agriculture for research on a project to look into issues of farm stress, mental health and sleep problems in rural Saskatchewan. Crd.
Cllr. Kramchynski moved that accounts totalling $118,067.59 be authorized for payment. Crd. [These statements are attached to the official minutes.]
Cllr. Corbett moved that Council authorizeRecreation Board Funding to be distributed to the local Recreation Boards (Wakaw, Cudworth, and Alvena) and financial statements provided to the RM once projects are completed each calendar year or funding be returned to the RM if not spent in that calendar year. Crd.
Cllr. Remenda moved that Council authorize the road allowance upgrade to SE 29-41-01 W3, Division 2, at the cost of the private land owner Gerald Sorokan, with supervision of Division 2 Councillor, and furthermore all Saskatchewan Workers Compensation, construction signage and insurance to be in place by contractor. If required, culverts and gravel to be provided by the RM. Road is to be constructed to Class 5 road requirements. Crd.
Cllr. Kramchynski moved that Council authorize the Road Allowance upgrade to NW 12-41-01 W3 Village of Alvena boundary (extension of Railway Ave. in Village of Alvena) leading south to Hwy 41 by Northfield Services for a cost of $1000.00. Crd.
Cllr. Kramchynski moved that Council approve and honorarium for EMO Co-ordinator Ray Baumann of $200.00. Crd.
Cllr. Sosnowski moved that Council approve the discretionary use request for Carlton Trail Polar Pork Farms Ltd. To re-establish an Intensive Livestock Operation to be located on NE ¼ 35-41-27 W2. Crd.
Cllr. Remenda moved that Council authorize the RM Solicitor to proceed with applying to the Mediation Board for consent to take title of Roll 233 600, portion of NE 23-41-28 W2. Crd.
Cllr. Werezak moved that Council acknowledge the dismissal of employee Percy Symak effective September 04, 2020. Crd.
Cllr. Dutchak moved that Council acknowledge the resignation of employee Scott Wylie effective September 14, 2020. Crd.
Cllr. Remenda moved that Council approve the layoff of outside employees as of November 13, 2020 by means of Layoff Letter. Employees, at the discretion of Council, may continue to work dependent on weather. Crd.
Cllr. Kramchynski moved that Council authorize employees: Sheldon Doetzel and Lloyd Read for winter snow clearing duties. Crd.
*Cllrs. Dutchak and Werezak declared conflict @ 1:20 pm due to being part of an immediate family being part of Tax Enforcement and left chambers.
Cllr. Remenda moved that Council approve 2020 Tax Enforcement List. Crd.
*Cllrs. Dutchak and Werezak returned to chambers @ 1:30 pm.
Cllr. Kramchynski moved that Council proceed to give the 6 month notice on the following properties: Roll 553 000, NW 22-42-27 W2 and Roll 139 000, SW32-41-27 W2. Crd.
Cllr. Remenda moved that Council approve development permit #4/20, Waren Mierke-Farm Storage Building. Crd.
Cllr. Corbett moved that meeting be adjourned at 1:35 pm. Crd.
