Helen Hughes, who served as a city councillor in British Columbia's capital city for close to two decades, has died. Hughes was first elected to Victoria's city council in 1990 and spent 18 years at city hall. According to former Victoria Mayor Alan Lowe, Hughes died May 13. She was 89.
