Ryan Fraser may need to wait until later in the summer for free transfer offers, with clubs looking at homegrown quotas and budgets before making moves.

The Bournemouth winger, 26, is a high-profile free agent this summer after running down his contract at the Vitality Stadium but suitors are prepared to be patient this summer on targets following the coronavirus pandemic closing football and changing its financial landscape.

Fraser is a Scotland international but not considered homegrown after coming through at  Aberdeen and rules stating players need to spend three years at an English or Welsh academy to qualify. Premier League clubs are limited to 17 non-homegrown players in their squad.

With uncertainty over budgets and when next season will start, squads are set to be shaped much later in the summer, which could leave players with a wait before deciding their future.

Willian and Pedro at Chelsea and Tottenham’s Jan Vertonghen are other players who have less than a month on their existing deals, which can be extended until the end of the season if they are willing show their fitness to potential clubs but also risk injury.

Bosman transfers this summer have failed to negotiate a single deal while football has been suspended and players now expect clubs to wait until a start date for the 2020-21 season is finalised before committing to new players.

Aaron Ramsey agreed a pre-contract with Juventus last season but there is unlikely to be a repeat of a high-profile early deal while next season’s dates are unknown and clubs risk paying new signings for months without playing.

Players with expiring contracts can talk to foreign clubs from January about a pre-contract. Ramsey secured his move last season, while Joel Matip agreed an early deal when he moved to Liverpool from Schalke. Zlatan Ibrahimovic signed for Manchester United in the summer of 2016 but personal terms were agreed in the months leading up to his move.

In Germany, Alexander Nübel is heading to Bayern Munich from Schalke on a free transfer at the end of the season. Bundesliga matches started earlier than the Premier League and they are seen as having an advantage in the market.
