Members of Caldwell First Nation are celebrating after obtaining reserve status for the first time.An 80-hectare property at Bevel Line Road and Seacliff Drive in Leamington, which was acquired a decade ago in a land claim settlement, has officially been designated a reserve. This means members of the nation now have a permanent home on the ancestral lands they have been fighting to access for hundreds of years. "This is not only an historic moment for Caldwell First Nation, it is a profound milestone in Canadian-Indigenous Truth and Reconciliation as Caldwell was one of only three First Nations in Canada without reserve lands," the nation said in a news release Tuesday.Caldwell has had two claims to land in the region. The first dates to 1790, when land on the north shore of Lake Erie was surrendered to the Crown. The First Nation said this happened even though Caldwell was not a signatory nor a beneficiary to the treaty.The second occurred during the War of 1812, when Caldwell was promised retention of land at Point Pelee in return for fighting for the British. In the 1920s, they were burned out of their homes by the RCMP, a news release from the nation states."After 230 years, the promise from the Crown has finally come to fruition," the news release says.Focus on language, culture, jobsRobyn Perkins, an elected councillor with Caldwell, told CBC News the nation has big plans for the land."We're hoping we can provide job opportunities for members to really drive them back to the community," she said. "Our cultural department is going to be expanding. We're hoping to have more focus on language and culture so that will also be on that 200 acres."That comes with an opportunity to educate the public about the history of Caldwell First Nation and its relationship with the land. While the nation's main settlement was on Point Pelee, Perkins said farmers in the area of the new reserve-status land have found artifacts such as pottery and arrowheads."We feel that over centuries, our histories have kind of been skewed, it's been misunderstood, and we just want the true story and the true history of Caldwell and our warriors, our ancestors, to be remembered — that we were on this land," she said.Perkins said they are also inviting interested members of the nation, who are spread across the continent, to move back to their ancestral land. And while Perkins admits it may be hard to convince members of the nation living in the balmy American sunbelt to come back, she's optimistic overall."Our hope is that we'll have more members than not move back," she said.To that end, the nation plans to build a net-zero residential development along with an administrative building and community facilities."It's been long anticipated, long awaited, and it's just such a huge milestone for everybody," said Caldwell First Nation director of operations Nikki van Oirschot."We've been planning and working toward this moment for quite some time, and so we're ready, we're ready to move forward with the nation," said Caldwell First Nation Coun. Stan Scott.End of a long processThe nation was not able to host an in-person community celebration because of the COVID-19 pandemic, but they say they plan to have one next year.Acquiring the land and getting reserve status was not an easy journey and took a decade. The nation says it had to work with many government agencies at both the federal and provincial level, which included getting environmental assessments for the land.But, given that the nation has waited centuries to get the land back, 10 years did not seem like much."Hurdle after hurdle after hurdle was presented to the people, and to our ancestors, and it's taken 230 years for us to get to this point. So it's been quite a journey, and it really speaks to the resilience and strength of the Caldwell people," van Oirschot said.For Perkins, the significance of the news can't be overstated. "When I first received the news, it felt like the heart of the Caldwell First Nation was beating properly, that there was some healing happening," she said. "I feel like we can finally become one again. Caldwell's heart is finally beating the proper beat."
The Limerick Friends’ Club hosted another takeout dinner to raise money for a worthwhile local cause. The dinner was held Nov. 14 at the Limerick Community Centre, and people came to pick up their meals from 4 p.m. until 5:30 p.m. According to Jo-Anne Carrol, they served over 60 people, down from the number of patrons who came to the takeout dinner back in September, but not bad either, considering the ongoing pandemic. Proceeds from the dinner went towards the Coe Hill Food Bank, to help out with their Christmas baskets. Even though they weren’t able to attend the dinner on Saturday, Councillor Ingo Weise and his wife Bonnie, who is a member of the Friends’ Club, helped set things up the day before. He acknowledged the impact that the Limerick Friends Club has had in raising money for worthy causes in years past, and how difficult it has been this year with COVID-19. “The Friends’ Club has most recently donated money to Wollaston Township for Halloween candy because the children couldn’t go door to door. These dinners have also provided an important social function in the community where people could get out and meet their neighbours. The roast beef dinner on Nov. 14 was held as a take-out so the social aspect will be missing although the volunteers themselves were finally able to get back together. The township of Limerick gratefully acknowledges the important service the Friends Club and all our volunteers provide to our community.” Dawn Lockhart, the chair of the Limerick Friends’ Club was busy in the kitchen on the evening of Nov. 14, but described the menu when she came out to deliver a few dinners to patron Lawrence Hiltz. “There’s roast beef, mashed potatoes, vegetables, a little bit of horseradish in there too, nice fresh homemade bread, coleslaw and gravy,” she says. “We also have a delicious triple layer cake for dessert and when that runs out, we have four different types of pie; apple, blueberry, strawberry rhubarb and cherry.” Jo-Anne Carrol was also helping out in the kitchen, and described the volunteers’ routine getting everything together. “We started yesterday peeling potatoes and things like that, and then the meat was cooked at 8 a.m. this morning. Then we came back at noon to do the rest. We’re getting to be a well-oiled machine. Our first one [the takeout dinner back in September] was a little delayed, but this one worked out really well. It’s a real learning curve,” she says. The price for this takeaway dinner was $15 for adults, $7 for children aged six years to 12 years, and kids under five years old ate for free. Sharon Boomhour was outside the community centre collecting money for the dinners and accepting donations. All told, they ended up raising around $850. Diane Percy explained that they intended to donate the money in the form of gift cards to the Coe Hill Food Bank’s Christmas baskets. “They put them in the baskets and we’ll be giving them a bunch of gift cards for that. And then we’ll also be donating some money to the seniors’ program for the lunches they serve down in Tudor and Cashel,” she says. The people coming by to pick up their meals seemed to be pleased that they were happening, even if it was takeaway versus an indoor dining experience. Nicolette Mitchell came by to pick up a couple of meals. “I think it’s great. I used to come for all the dinners so I try to make it for these,” she says. Geraldine Woodbank agreed with that sentiment. “Oh, yeah! If you want good cooks, you come here,” she says. Margaret Park comes by for all the dinners, as she lives just up the road from the community centre. “I kind of miss it where everyone’s inside because you get to see people and catch up,” she says. Students and schools in the Municipality of Grey Highlands are seeing an increased police presence after a new School and Community Engagement Officer position was established with the Grey-Bruce Ontario Provincial Police (OPP) detachment earlier this fall. “It's been really good to get back into the schools with this enhancement and have one-on-one time in the classroom,” said OPP Constable Nick Wilson, during a Grey Highlands Police Services Board meeting held earlier today. In September, the Grey-Bruce OPP department welcomed Wilson to the new position of school and community engagement officer. And despite a slow start due to COVID-19, he has been actively introducing himself to the student body. “Once I was allowed to go back into the schools, almost every day of the week has been taken up with either a presentation or a safety plan review,” Wilson said. Since coming on board, Wilson has engaged with Grey Highlands Secondary School, Osprey Central School and Macphail Memorial School with lockdown drills, fire drills, and safety plans. “The majority of the presentations have been kids programs in the elementary schools and various presentations at the high school for things like consent, and bullying, etc,” Wilson said. He also held a meeting with Hanley Institute to discuss police involvement in an after-school mentoring program for students in Grade 7, 8, and 9. “There's a couple of after-school youth mentoring programs that are starting to get up and running, one specifically in Flesherton that we've been involved in, so that'll be going forward as well,” he added. Along with regularly scheduled visits to the schools, Wilson also responds to school and youth-related calls. “From September until today, for example, I, with the enhancement position, looked after 82 calls. I would say the majority of those coming from the schools,” Wilson said. This month alone, Wilson says he has responded to 32 calls for service just from Grey Highlands Secondary School. The OPP September/October detachment report outlines a number of issues Wilson responded to, which included an investigation into an occurrence with drugs regarding possible drug trafficking between high school students; assisting school staff with a mental health incident affecting a youth; and an effective response regarding a threats complaint against staff and students. “We can really see when a municipality has a community engagement officer, it does reap some significant benefits,” added OPP Constable Nigel Heels. Wilson says that moving forward, he hopes to establish a regular routine at the schools, even creating an office in some locations, so that the students know when and where they can find him. “I'm in the process right now of working with the high school to formulate a plan,” he said. “In the meantime, I am there every day, and if not every day, at least three, four times a week.”Jennifer Golletz, Local Journalism Initiative Reporter, CollingwoodToday.ca
Sun Peaks stakeholders are adapting to the start of a winter season unlike any other, facing new COVID-19 protocols and restrictions that will greatly impact the resort and community. On Thursday, Nov. 19, provincial health officer Dr. Bonnie Henry announced a number of measures meant to tamp down community spread of COVID-19, after the province faced successive days of record-breaking new cases. The measures included a provincial order for British Columbians to minimize socializing—which in most cases means seeing only their own household—wear a mask in indoor public and retail spaces and suspend all events and community-based gatherings, including religious services. Indoor group physical activities, such as spin classes, hot yoga, and high intensity interval training (HIIT), are also suspended. The order is in effect from Nov. 19, 2020 at midnight to Dec. 7, 2020 at midnight. Henry also sent out a strong recommendation to the public against non-essential travel throughout the province, and specifically called on Vancouverites to “go to local mountains,” in addition to an already standing order against travel to or from the Fraser Valley Health (FVH) or Vancouver Coastal Health (VCH) regions. On Wednesday B.C. Premier John Horgan called for all non essential travel to and from the province to cease, cutting off other important markets for the resort. The situation creates a host of issues for Sun Peaks and other Thompson Okanagan resorts, which are reliant on destination guests, especially in light of international travel restrictions still in effect. Though the changes are significant, the mountain is prepared and they won’t change much in terms of their day-to-day operations, said Aidan Kelly, chief marketing officer for Sun Peaks Resort LLP (SPR). “There was nothing in the orders yesterday, that really changes much of how we were planning to operate,” said Kelly. “It just just means that our visitation is going to drastically change.” Kelly said the resort operator is encouraging the public to follow the provincial guidelines and offering a full-refund for both ticket sales and accommodation until Dec. 7,the end date of the period covered by the provincial order. “We’re urging people to respect the recommendations and, and alter your plans accordingly,” said Kelly. Kelly said SPR has already seen cancellations for the period in question. “The phones have definitely been ringing in terms of people cancelling and changing [plans],” said Kelly. “But the good thing is that….your first few weeks of opening, are very heavily skewed towards the local market anyway, so not a massive amount of people that were planning ski vacations at this time of year.” Kelly said the resort has sent a memo to staff, highlighting its refund policy and asking them to encourage the public to follow the provincial health officer’s recommendations. Sun Peaks Mountain Resort Municipality Mayor (SPMRM) Al Raine said the situation is “tricky” from an enforcement perspective for small municipalities. Bylaw workers, he added, can face threats by people who don’t want to follow the rules. “You can see across the country and in other countries, that sometimes when people are confronting people about not wearing a mask they, they can get rude or violent,” said Raine. “But certainly, our instruction to our bylaw people is that if there is ever a physical confrontation, they should back off immediately and call the police.” Raine said he does encourage the public to contact bylaw if they see a situation, such as a party. “If they see behavior that threatens community health they should inform the bylaw immediately,” said Raine. Raine added the municipality will also look into its policy regarding staffing, as some staff have returned to work in the last couple months, after previously working from home. “I suggest we may have to take another look at that,” he said. The surge in recent cases have cast a great deal of uncertainty over the season, as SPR local businesses and accommodation providers are staring down the potential of a loss of the important Lower Mainland and Alberta markets over the busy Christmas season. Kelly said he’s hopeful the next couple weeks will stem the tide of the virus and that the recommendation won’t be extended. “We’re hopeful that this is a bit of a circuit breaker, and it doesn’t have to extend out through the end of December or anything like that, because then it’s a different kettle of fish that you have to evaluate then.” Matthias Schmid, owner of McSporties rental and retail, said the prospect of the Lower Mainland and other regions being cut off for the long-term would have a significant impact on local businesses, many of which reported a strong summer season fuelled by domestic travellers after having had to shutter their businesses in March. “During the summer months Sun Peaks saw a ton of traffic front the Lower Mainland. They were coming to do the VRBOs, they were renting bikes and hiking,” said Schmid. “The Lower Mainland really fed Sun Peaks this summer, so I would say that’s a major artery for us that’s cut off.” Schmid said the rapidly changing situation has caused significant challenges from a planning perspective, as clients from around B.C. and other provinces face uncertainty about whether or not they will be able to come to the resort. “It’s really hard,” he said. “That’s probably the most challenging thing I’d say, it’s the lack of sort of being able to plan.”Joel Barde, Local Journalism Initiative Reporter, Sun Peaks Independent News Inc.
Council will be scrutinizing staff recommendations around budget items at its special council meeting this Thursday morning. One of the items to be added to the operating budget is capacity to bring on a second summer municipal law enforcement student next year. Staff rationalizes the increase in budget by stating in its agenda report that an additional hire in that position would assist in dealing with the increase of a seasonal influx of complaints, as well as provide additional enforcement on weekends and holidays during summer months. The anticipated impact to the 2021 operating budget for the Protective and Development Department would be $12,270. Further in budgeting, council will have the opportunity to indulge in detailed discussions around operating and capital budget recommendations coming forward from the various divisions within the corporation. Part of it involves not increasing wages for council and volunteer firefighters and changing the summer student staff complement from 10 summer students hired for 18 weeks to four positions hired for 26 weeks and two summer students hired for eight weeks changed to three summer students hired for 18 weeks. It's not clear how this affect students away at university or college, who aren't home for more than half the year. The staff report also alludes to discussions being held between the YMCA and township staff about a loan that will be offered to the non-profit, in collaboration with neighbouring municipalities. The staff report goes on to list the total community grants given this year. The number comes out at $251,000 and increases to $290,000 for next year based on requests that have already been received by council. Staff is also recommending deferral of a few capital projects that were identified in bridge inspections reports over the years. The suggestion is to defer the projects for another couple years. The three projects to be deferred until 2022 are the Granny White bridge, Rumney Road culvert replacement and Rosemount Road - north bridge. In concluding the report, staff is still bringing forward a 2.7% increase in tax rate for 2021, unless reserve funds are used to bring it down to the 2% council has requested. In addition, staff is presenting options for acquiring infrastructure funding to support projects such as Oakwood Park improvements, upgrades to Tay Community Rink, Port McNicoll fire hall health and safety upgrades and resurfacing Tay Shore Trail. The province has put Grey-Bruce into the “yellow” stage of its framework, based on the numbers and trends in COVID-19 cases. There were 47 confirmed active case in the two counties as of Nov. 24, with about 250 “close contacts.” “We have been seeing a deeply concerning trend of a significant increase in the number of cases locally, and in the number of close contacts of these cases.,” the press release said. “These findings are indicative of fatigue related to following public health measures.” The shift came into effect Monday. The following are the provincial restrictions in the yellow zones, provided for information for the general public. Those operating in each sector should seek guidance directly from Public Health. The limits in numbers for private gatherings, organized public events and religious services, weddings and funerals remain the same. Among changes are more restrictions on bars and restaurants, sports and rec facilities, personal care services, retail spaces and other businesses private gatherings. Bars and restaurants must only sell liquor from 9 a.m. to 11 p.m., and must close between midnight and 5 a.m. A limit of six people may be seated together. Limits to the numbers in sports and rec classes are lower: 10 instead of 50 indoors, with spacing increased to three metres. The description of league play remains the same – modified to avoid contact, 50 people per league. In retail, the change is that a mall must have a safety plan, as do personal care service providers, who must take contact-tracing information. “Collectively, it is in our control to change our designation back to Green as soon as we can – but it will take an effort from all of us,” the media release from the Grey-Bruce Health Unit said. The release also reinforced the following: Wash your hands frequently; Watch your distance (ideally 2 m); Wear your face covering correctly; Avoid Crowds; Arrange for outdoor activities instead of indoors whenever possible; Stay home if you are sick. The Canadian tradition to give thanks on the second Monday in October isn't the only Thanksgiving some in southwestern Ontario celebrate.This year, like almost every other for the last 73 years, members of the Cottam United Church in Essex County will put together a feast.It's normally a big event, even attended by Americans. This year, the COVID-19 restrictions won't allow for that, but the members of the church aren't ready to let go of the tradition."It's more than just a meal. It has been an event that has brought our community together beyond just even the community of the church. It's generally the community of both people who live in the area and our American cousins," said Rick Mayea, an organizer of the event.Deciding to still host the dinner was the easy part, he said. The challenge was how to do it and keep the community safe. In the past, hundreds dined in the 150-capacity hall from 3 p.m. to 7 p.m. with another 400 to 500 takeout orders. Since that large of a group gathering isn't currently allowed, they came up with a simple plan with the help of the Windsor-Essex County Health Unit."Just consider it an average Tim Horton's drive-thru," Mayea said. This year each dinner costs $18. They're filled with turkey, mashed potatoes, gravy, stuffing, cranberries, peas, squash, then a choice of pie, either apple, cherry or blueberry.So far about 800 meals have been pre-ordered, but they expect more. Normally the group serves about 1,200 meals. The event only comes together thanks to dedicated volunteers. Only 50 can be inside of the church at one time, but Mayea said they've been able to make it work. "It'll be a little bit different than trying to serve a person a meal," he said. "People will come through and be packing the meals."He says they can produce and pack 100 meals in about 15 minutes and are prepared for a different traffic situation in the parking lot. "We have people out there controlling things," Mayea said. "We do have people greeting cars as they arrive and kind of directing them where to go."This year all the meals must be pre-ordered for pick up by Tuesday night. Church volunteers will start peeling the potatoes to feed an estimated 1,150 starting Wednesday.

Recently there has been an informal change in health directives in the Saskatchewan Rivers School Division when a student tests positive for COVID-19. Last weekend Saskatoon Public Schools changed their guidelines where entire classes have to isolate after a single positive case in a class. Saskatchewan Rivers School Division director of education Robert Bratvold explained that they have been following a similar guideline in their division for over a week. “There is some variation but essentially the increase in community cases increased demands on the Health team so much that they cannot do the full contact tracing in a classroom. Now when a case occurs, all the students and staff in that classroom are sent home for isolation,” he explained. For example, when Saskatchewan Rivers announced a series of cases on Sunday each of the classrooms in in Debden Public School, Ecole Arthur Pechey School in Prince Albert, John Diefenbaker Public School and Carlton Comprehensive High School all had affected classrooms isolate. When a case was reported at Carlton on Nov. 2 only close contacts were placed on 14 day isolation. Schools in the division have remained open when a case has been detected in a classroom. There was also an outbreak, which means more than two cases in the same location, declared at the Global Sports Academy in Carlton on Nov.13. Another outbreak in the division was declared at W.P. Sandin School in Shellbrook on Oct. 30. The other active school outbreak is at the Prince Albert Catholic School Division’s Ecole St. Mary High School and was declared on Oct.24. All of these outbreaks are still listed as active by the province. Outbreaks have to declared over by an SHA Medical Health Officer before they can be removed from the list. According to a n SHA release sent out Tuesday, eight per cent of all infections come from educational institutions. Cases are more likely teachers or staff and test positivity is higher in the 14-year-old to 19-year-old age range for students. The Ministry of Education and Ministry of Health were not available to comment as to whether isolating whole classrooms is a provincial policy as of deadline. REGINA — The Saskatchewan Opposition wants Premier Scott Moe to convene a multi-sector working group to deal with the province's increasing spread of COVID-19. NDP Leader Ryan Meili wrote in a letter to the premier Tuesday that more people are falling ill and ending up in hospital because the Saskatchewan Party government's approach isn't working. Health officials on Tuesday reported 175 new daily cases of COVID-19. Some 105 people were in hospital, 20 of them in intensive care. The seven-day average of daily cases in the province stood at 209. Meili said he wants Moe to assemble a group with the NDP, health and education officials, and representatives from business, labour and Indigenous communities. The group would come up with a co-ordinated approach to get the virus's spread under control and to share important information and advice. "The COVID-19 situation is moving quickly in Saskatchewan," Meili wrote. "Every day presents an opportunity to take additional action to slow the spread and provide the support families, communities and businesses need to make it through this challenging time." In a statement, Moe said public-health officials are already listening to the groups Meili listed in his letter for input on virus-prevention guidelines. "We will continue to do so," Moe said. The premier was to provide an update on the province's fight against COVID-19 on Tuesday from his home in Shellbrook, Sask., where he was self-isolating after getting tested for COVID-19. But the briefing was postponed until Wednesday. "Further measures are under active consideration and development," communications director Jim Billington wrote in a statement. "The decision was made to postpone the press conference to allow for additional actions to be developed and communicated to the public tomorrow afternoon." Billington said Moe was asymptomatic and waiting for his test results. Public-health officials have spent the last two weeks issuing stark warnings about needing to limit people's number of contacts to slow the virus's spread and relieve pressure on contact tracers. The Saskatchewan Health Authority said the province's daily test positive rate from Nov. 12 to Nov. 18 sat at 6.7 per cent. In an update posted online Monday, the authority said the test positivity rate was highest in adults between 20 to 39 and lowest in children under 10. It also said COVID-19 was primarily spreading through households and close contacts, while 25 per cent of transmission was coming from recreational facilities such as ice rinks, bingo halls and casinos. Weddings, funerals and house parties were the next most likely source of infection. Cases have also been found in different schools across the province, as well as personal and long-care homes. The Ministry of Corrections and Policing said four inmates in jails in Saskatoon and Regina have COVID-19. Twelve correctional staff have also tested positive, eight of whom work at the Saskatoon Correctional Centre, while the others are at facilities in Regina and Prince Albert. A spokesman said all offenders are to receive masks. Moe has rejected calls from hundreds of doctors, a nurses union and the Opposition to close non-essential businesses, including gyms, casinos and bars, for two to three weeks to keep the health-care system from being overwhelmed by hospitalizations. On the weekend, he told a radio talk show that a shutdown would mean disaster for small businesses and his government would look at all other options to avoid sweeping closures. EDMONTON — The ivy and tropical plants spread across a living wall in the lobby of a landmark Alberta government building are being cut down earlier than planned because of a bug infestation.The United Conservative government had intended to remove the 223-square-metre plant installation in the Edmonton Federal Building's lobby next year to save the annual $70,000 maintenance cost.But the acting press secretary for Infrastructure Minister Tricia Velthuizen says a bug infestation was discovered recently, so it was decided to order the wall's immediate removal.About half of the greenery was torn down Monday, exposing the metal space which used to collect the fresh air generated by the plants to send through the rest of the building.Velthuizen said the living wall — which Hollywood actor Leonardo DiCaprio said he thought was cool when he visited Edmonton — was something nice that the province can no longer afford.She said the wall will eventually be replaced with art from the provincial collection as part of upgrades to the building's heating, ventilation and air-conditioning system. Velthuizen did not say when the new system will be in place or how much it will cost.The Edmonton Federal Building is just northeast of Alberta’s legislature. It was originally built by Canadian government to house its main federal offices in Western Canada. It underwent extensive renovations and, in 2015, more than 600 government staff and members of the legislature moved in.The building made headlines years ago when a tony penthouse apartment was added to the renovation design for then-premier Alison Redford and her daughter. The suite became known as the "Sky Palace" in the ensuing controversy. The company Nedlaw Living Walls Inc. installed the plants in 2014 and was hired to maintain the installation. Spokesman Adam Holder said the wall was built as part of building's heating, ventilation and air-conditioning system and provided fresh air. He said he was disappointed to hear the decision to remove it and suggested maintenance costs could easily have been trimmed if the UCP government had asked."Before they rip the wall out, it would have been of paramount importance for them to know that they literally could have cut their $70,000 year maintenance bill by three-quarters," Holder said."It was extremely healthy, (and) if they were able to do quarterly maintenance on it (instead of monthly), that's where I get my 75 per cent from."Holder added the UCP government may face more costs than it expected ripping out the wall."This is going to cost almost seven figures for them to not only rip it out, (but also to) redesign the space and re-engineer the air-handling system. This was literally connected to a lot of ductwork throughout the entire building, not to mention the rooftop units, and the actual air extraction system was designed with this wall," he said."So now it has to be recalibrated. And you may be in a situation where you have to buy new equipment, or re-engineer old equipment. It's certainly not just a matter of, you know, kind of ripping out a floor lamp and that's the end of it."Jim Hole, son of former lieutenant-governor Lois Hole and the operator of a well-known greenhouse just north of Edmonton, said he understands why some people would be upset about the wall's removal."The downside is, of course, you lose the beautiful esthetics. You lose that nice humidity that comes from the plants. VANCOUVER — An RCMP officer tasked with overseeing the electronics seized from Huawei executive Meng Wanzhou says he doesn't recall a senior officer telling him that he shared information about the devices with American investigators. Const. Gurvinder Dhaliwal was the "exhibits officer" in charge of documenting and securing anything seized from Meng in 2018 during her arrest, which put a chill on Canada's relations with China. Dhaliwal was questioned in B.C. Supreme Court on Tuesday about a note from his supervisor that said Staff Sgt. Ben Chang had provided serial numbers to Meng's devices to a Federal Bureau of Investigation agent and attributed the information to Dhaliwal. "I recall no conversation with Staff Sgt. Ben Chang," Dhaliwal said under cross-examination, adding he only recalls forwarding emails from Chang on to his supervisor. Dhaliwal is testifying as part of an evidence-gathering hearing where Meng's lawyers hope to collect information that will support their allegations that Canadian authorities improperly gathered evidence to aid American officials under the guise of a routine immigration exam. Meng is wanted in the United States on charges of fraud over allegations related to U.S. sanctions against Iran that both she and Chinese tech giant Huawei deny. She is the company's chief financial officer and daughter of its founder Ren Zhengfei. Dhaliwal has told the court that after her arrest, Meng's file was transferred to the financial integrity branch of the RCMP's Federal Serious and Organized Crime unit because it was a “complex” case. He said Chang, a senior officer in the branch, told him in an email that the FBI asked for descriptions of Meng's devices, including serial numbers, makes and models, and also asked Dhaliwal to take photos. Dhaliwal told the court that he collected that information with help from an RCMP tech specialist. Under cross-examination, he said he did not consider doing so would constitute a "search" and did not seek prior judicial authority to do so. "Would you not agree with me that this is private information you were obtaining from Ms. Meng's phones?" asked Scott Fenton, one of Meng's lawyers. "It did not occur to me at that time," Dhaliwal said. Fenton also read a line from an email Chang sent that suggested Chang's team would forward some information about the devices to the FBI so they could enter a legal request for further sharing. Dhaliwal said he forwarded the emails to his supervisor but did not recall saying to her that Chang was going to be sharing anything with the FBI. The court has heard that Chang, a key witness, has obtained counsel and will not testify. Meng's legal team has also alleged that a plan was formed the night before Meng's flight arrived for RCMP to board her plane and arrest her there, but that was later changed. Ultimately, Meng's border exam took three hours before it was adjourned so she could be arrested and informed of her rights. Dhaliwal's supervisor Sgt. Janice Vander Graaf testified Tuesday that her own superior, acting Insp. Peter Lea, raised the idea of boarding the plane when they spoke on the phone. She described it as a "strong suggestion" and she communicated it to Dhaliwal that night. However, Vander Graaf said when she arrived at the airport the next morning, a meeting between border services and RCMP officers was already underway and they had determined Meng should go through customs first. Vander Graaf, who previously worked in surveillance at Vancouver's airport, testified that she didn't challenge the plan. P.E.I.'s minister of social development and housing says more transitional housing beds will soon be available for Islanders in need.Ernie Hudson said nine transitional housing beds at Smith Lodge in Charlottetown are set to open by the end of the year. He said the plan is to expand that to 20 beds by the spring of next year.Smith Lodge was initially planned to open as a 28-bed transitional housing facility this summer, and offer transitional housing to men, women and children. Hudson said the pandemic caused delays for the opening the building."If we weren't in the middle of a pandemic or had experienced the pandemic, yes we would have been in a position this fall for 20 transitional beds or units at Smith Lodge," Hudson said.Hudson said the nine beds set to open by the end of this year will only be available to men. He said when the facility eventually opens all 20 beds, half will be allocated for men and the other half for women. He said the government has also finalized an agreement to provide funding to support three emergency and transitional housing options for Islanders in need of shelter, including Bedford MacDonald House, the Community Outreach Centre and the opening of Smith Lodge.He said government will provide the Salvation Army with $3.7 million over the next three years to operate these programs. 'Last place to turn'Hudson announced the opening of the new beds while responding to questions from Liberal MLA Gord McNeilly in the legislature Tuesday. McNeilly also questioned the minister about how many shelter beds are currently available to Islanders in need of a place to sleep for the night. "Today we woke up to strong winds and colder weather, I couldn't imagine having no place to go at this time," McNeilly said. Hudson said there are currently nine beds available at Bedford MacDonald House in Charlottetown and another six at Deacon House, which provides overnight shelter for men over 19 who struggle with addictions issues. McNeilly also asked why Bedford MacDonald House only had nine beds available, when the capacity is normally 12.> At this point in time there's absolutely no plan to close Deacon House. — Health Minister James AylwardHudson said the number of beds available at Bedford MacDonald House had to be adjusted for the time being to adhere to public health protocols associated with COVID-19.McNeilly also said he's hearing concerns from Islanders about the fact that the shelter is not open 24 hours a day."In many cases these shelters, aside from providing essential services are the last place someone can turn to before being left out completely in the cold," McNeilly said. "What assurances can you provide Islanders who are worried that the shelter may be limited in the weeks and months to come?"Hudson said the Community Outreach Centre, located at the Smith Lodge is open to Islanders in need of a place to go when Bedford MacDonald House is closed.Deacon House not closingMcNeilly also said he's hearing concerns from Islanders who are worried that Deacon House may be closing. Speaking with reporters, Minister of Health and Wellness James Aylward, whose department is responsible for the facility, said the province doesn't plan to close Deacon House. "At some point it will be replaced with a newer facility," Aylward said. "But at this point in time there's absolutely no plan to close Deacon House."He said the facility is currently operating at its capacity with six available beds. As expected, the 2020 ski year will be different (by a long shot) than previous years. Get used to seeing more sanitizing stations, increased cleaning by staff and plenty of signage reminding you to be physically distanced. Each B.C. Interior resort is taking its own approach to navigating COVID-19. We took a look at the approaches of a few and compiled some of the important bits below. While there are some differences, there are plenty of commonalities. Namely, if you’re showing symptoms, stay home. For a full run-down of the rules, click on the links below, questions can be directed to a friendly guest services agent. SUN PEAKS RESORT TICKETS There will be a limited amount of day tickets available for sale each day to manage guest numbers.Tickets should be purchased online in advance to guarantee access, as window ticket sales may not be available for the majority of the season. Seasons pass sales were limited this year to facilitate on-mountain social distancing. Use tap payment when possible. WHAT TO WEAR A face covering will be required in lift lines, while riding chairlifts, and any time you’re not seated while visiting outdoor dining facilities. When indoors, guests are asked to wear a double-layered face mask that covers your nose and mouth. Outdoors, a face covering, like a scarf, is acceptable. BAGS There is no indoor storage for belongings available this winter. Guests are asked to leave all personal belongings in their vehicle, and ensure your vehicle is locked and items are secure. Parking lots are being monitored by additional security. LESSONS Private and group lessons are available with limited numbers, children six to nine years and 13 and up can have up to three participants ages 10 to 12 can have a maximum of five students plus the instructor. WHAT YOU WON’T SEE OPEN (AT LEAST FOR NOW) Tube time and bungee trampoline. Childminding is also unavailable until further notice. RIDING THE CHAIR Guests who are travelling or skiing together can be seated together on chairlifts. Groups of guests will not be seated with people outside of their bubble. Two unrelated single skiers may ride lifts together, sitting on opposite sides of the quad chairlift. But singles will not be required to ride with another guest if they are not comfortable and would prefer to ride alone. BIG WHITE PASS SALES Season passes are no longer available. Day tickets will be available for purchase online only. The tickets will be collected at one of 15 pick-up locations around the resort. Big White will be a “cashless resort,” bring your debit or credit card if you’re looking to make a purchase. TRAVEL/PARKING Express bus service from the Central Okanagan and Kelowna will be unavailable this year. On weekends and during peak periods, skiers and boarders will be greeted by a parking attendant, who will guide you to an appropriate place to park. FACE MASKS Wear a mask or face covering in all lift lines, loading and unloading the lifts, and in all indoor spaces. Plexiglass partitions have been installed at all counters where customers and staff interact. SILVERSTAR (Tentatively opening Dec. 4) FACE COVERINGS Coverings required for both staff and guests in all indoor spaces, except when seated to eat or drink. They will also be required outdoors when two metres of physical distance cannot be maintained. When riding a shuttle, waiting in a lift line, loading and riding a chairlift, or entering a facility, you will be required to wear a face covering. OPENING DATE Weather permitting, SilverStar will open for the season on Friday, Dec. 4. The resort stated on its webpage that it’s confident that this this date, which is later than its traditional opening day, will allow more acreage and lifts to be open, helping to spread guests out over the mountain. The resort will also be open to only season passholders at first as it assesses its operations and capacity limits. Information about when day ticket holders can access the mountain will be announced at a later date. PARKING SilverStar is implementing an online parking reservation system, meaning you have to let it know you will be coming in advance. The resort stated the system will help reduce crowds on peak days and enable appropriate physical distancing. LIFTS Guests will notice additional spacing measures, including extended maze designs, more lateral spacing and increased signage, to encourage physical distancing. Guests will self-group and load chairlifts with their party. Lift attendants will not require guests to ride a chairlift with people they do not know. The mountain also stated high-capacity chairlifts and closed cabin carriers “may be the exception, and may be loaded in a way that allows for physical distancing.” SNOW SPORTS To begin the season, SilverStar will offer private lessons for related parties of up to five. The resort said it may revisit offerings based on changes to the government health and safety procedures, with further information provided at a later date. ON MOUNTAIN DINING The mountain will be offering an expanded grab-and-go and take out menu. All purchases will be cashless. The resort is encouraging guests to bring their own lunch and have allocated new additional designated areas for people to eat while remaining physically distanced. REVELSTOKE MOUNTAIN RESORT (Tentatively opening Nov. 27) MASKS AND FACE COVERINGS Masks or face coverings will be mandatory for everyone throughout the resort. This includes in the village base area, all indoor facilities, lift lines and while riding in the gondola and on chairlifts. Revelstoke defined appropriate masks and face coverings are defined as any double-layer material that adequately covers a person’s mouth and nose. On-site ticket sales are being eliminated, with all ticket sales to be done online. Reservations will not be required for season passholders and any pre-purchased lift products. Daily capacity restrictions will be in place. RIDING THE LIFTS Guests will have the option to ride the lifts either in mixed or private cohorts. Mixed cohorts will be loaded onto the gondola with six passengers per gondola cabin, or four people per chair. Private cohorts can load up to eight people per gondola cabin or four people per chair. Gondola cabins have been protected with the Integral Surface Protection Program, which is used to limit the ability of viruses to stay on surfaces. Lift attendants that may need to physically assist with loading/unloading will wear the appropriate personal protective equipment. SNOW SCHOOL Group lessons will not be offered with the exception of Kids Weekend Programs. Weekend programs are being limited to residents within the Columbia Shuswap Regional District. Snow School participants will be required to undergo a self-health screening prior to starting their lesson. All Snow School staff and guests will be required to wear a face covering, except when they are moving on skis or snowboards. Private Lessons will be available for ages four and up. FOOD AND BEVERAGE Seating will be reduced in all venues with tables spread out to allow for adequate social distancing. Tables will be sanitized after every use. Face coverings will be required for guests and staff when inside any food and beverage outlet, except when seated at a table and eating or drinking. Expanded outdoor seating will be available at Revelation Lodge. Expanded room service from the Rockford Bar | Grill and Mackenzie Tavern. After six weeks, the Community Safety and Well Being survey deadline is approaching in South Algonquin Township. Due Nov. 30, this survey to hear from local residents is a joint collaboration between South Algonquin Township and three other townships in the region; Brudenell, Lyndock and Raglan, Killaloe, Hagarty and Richards and Madawaska Valley. It is part of a larger joint initiative between the four townships to come up with and implement a CSWB plan. It is being coordinated by Dr. Meara Sullivan, who also helped the seven municipalities in North Hastings come up with their CSWB plan. The Community Safety and Well Being Program was mandated by the Police Services Act and the province of Ontario’s Bill 68, the Safer Ontario Act. This requires municipalities to come up with a multi-sectional advisory committee comprised of a number of cross-cultural partners, including police services, local service providers of physical and mental health care, education, community and social services and children and youth services. This committee, with a multitude of societal perspectives, will invariably come up with a cohesive CSWB and a successful plan moving forward. The deadline for municipalities to have a CSWB in place in July 1, 2021. They are currently in the public consultation phase, which is where the surveys come in. Dr. Sullivan says that they have heard from a lot of local residents and that getting feedback is vital for the success of the planning process. “The survey is open to permanent, seasonal and occasional residents, and we really appreciate each contribution,” she says. By Nov. 21, Dr. Sullivan says that they had gotten back 73 responses from South Algonquin residents, which includes both paper and online surveys. “This is a strong response rate. However, every voice is unique and important. I would encourage others who have not yet had a chance to complete the survey to share their views and help shape the plan,” she says. Each of the four participating municipalities have different populations and have used slightly different strategies to roll out the survey, according to Dr. Sullivan, so it is too early to comment or compare the results. “It has been exciting to hear from members of the community, and I hope to hear from many more in the final weeks. Over December and January, I will be analysing the results. The analysis will include both broad summaries, across all four municipalities and local focused views, by each municipality. Once this analysis is completed, it will be summarized in a report and shared with residents,” she says. Anybody who still wants to partake in the survey has until Nov. 30. The RCMP sergeant who headed the foreign and domestic liaison unit responsible for Meng Wanzhou's arrest says she saw no problem with Canada Border Services Agency officers questioning the Huawei executive before she was taken into police custody.Sgt. Janice Vander Graaf testified in B.C. Supreme Court Tuesday that the original plan she discussed with her supervisor would have seen RCMP officers board Meng's plane on arrival from Hong Kong in order to execute a provisional arrest warrant.But by the time she arrived at the airport on Dec. 1, 2018, Vander Graaf said her officers had agreed instead that the CBSA would intercept Meng once she got off the plane and then take her to a secondary examination area to begin an immigration admissibility examination."This seemed like a reasonable course of action and it seemed like a safe course of action," Vander Graaf said."[The CBSA] had to do what they had to do, and I didn't have any input on what they were planning on doing or what they needed to do for their job or their responsibility. So I had really no sense of the timeline of how long they would take."Fraud and conspiracy chargesVander Graaf was testifying at a hearing to gather evidence in advance of extradition proceedings next year. Defence lawyers plan to argue that the delay in the arrest amounts to a violation of Meng's rights because CBSA officers questioned her about her business without a lawyer, seized her electronic devices and asked her for the passcodes, which they later gave police in error.Meng faces fraud and conspiracy charges in New York in relation to allegations that she lied to an HSBC executive about Huawei's control of a subsidiary accused of violating U.S. economic sanctions against Iran.Prosecutors claim that by relying on Meng's alleged lies to continue financing Huawei, HSBC was placed at risk of loss and prosecution.Vander Graaf is the third RCMP officer to testify so far.She took the stand after two days of testimony from Const. Gurvinder Dhaliwal, one of the two officers who was tasked with executing a provisional warrant for Meng's arrest.Conflicting evidenceDhaliwal was the exhibits officer responsible for making sure that Meng's phones and laptops were kept secure. He and Vander Graaf are at the centre of conflicting evidence relating to defence allegations that RCMP improperly shared technical information about the electronic devices with the U.S. Federal Bureau of Investigation.In testimony, Dhaliwal claimed he took pictures of the serial numbers, make and model of the devices and then sent them to the RCMP's file coordinator and a supervisor, Staff. Sgt. Ben Chang.Vander Graaf's contemporaneous notes later record Dhaliwal telling her that Chang provided the serial numbers to the FBI. But Dhaliwal told a defence lawyer Tuesday that he had no recollection of Chang telling him he had sent the information — or of telling Vander Graaf it had happened.Meng's lawyer, Scott Fenton, suggested that Dhaliwal did recall the conversation. But Dhaliwal said he was "positively sure" he didn't speak to Chang.Chang has retained a lawyer and is refusing to testify, according to the defence.'These things are fluid'By the close of proceedings on Tuesday, Crown prosecutor John Gibb-Carsley had not yet reached the topic of the discrepancy between Vander Graaf's notes and Dhaliwal's memory.He dwelt instead on the circumstances surrounding Meng's arrest. From the outset, Vander Graaf seemed to echo previous testimony in which RCMP officers have stated they were mainly concerned about safety considerations and ensuring CBSA officers were able to carry out their duties in an area that was under their jurisdiction.The day before the arrest, she says she spoke with her supervisor, acting Insp. Peter Lea, who favoured boarding the plane directly in order to arrest Meng the moment her flight landed.Vander Graaf said she didn't think it was the kind of emergency situation that would necessitate officers making the arrest on the plane.She characterized Lea's idea as a "strong" suggestion."These things are fluid and other information arises," she said. "So I would suggest a course of action, but if there was a reason to change that then that would be fine."In his testimony, Dhaliwal said he didn't see why Meng couldn't have been arrested as she walked off the plane, leaving the CBSA to conduct their examination after she had been cautioned of her rights. The defence has repeatedly suggested that Canadian authorities deliberately delayed the execution of the warrant —which called for Meng to be arrested "immediately" — so the CBSA could gather information illegally for the FBI.Meng's legal team will have a chance to make those arguments at a hearing on abuse of process sometime next spring.Those proceedings were originally scheduled for February, but on Tuesday, the Crown said they anticipated a delay which might involve the calling of even more witnesses to respond to the evidence currently being heard.Meng has denied the allegations against her.
In a year when kids have had birthday parties cancelled and activities changed dramatically, a Calgary ER nurse is doing her best to tell them Christmas won't be called off. Lisa Rutherford, a local nurse, wrote and illustrated the book Hector and the Virus Vector, which tells the story of Hector the Elf and his quest to save Christmas during a pandemic. In the book, Rutherford says Santa decides to cancel Christmas because he's trying to find a way to protect the children of the world, but the day is saved by a "science elf" and his experiments."I have a three-year-old daughter and when everything went on isolation lockdown, she was freaking out. She was so upset and everything got cancelled for her," she told The Homestretch."I just kind of was looking ahead and I'm like, 'Come Christmastime, she's not going to understand,' and so that's kind of where I got the idea from."The idea also prompted Rutherford — who has a bachelor of science in molecular biology — to use scientific terms because she thinks it's important to introduce kids to these concepts when they are young."I know (my daughter is) not going to understand what a vector is or what crystallisation is, but being introduced to those terms, I think is important and it makes it a little more interesting for me to read as well," she said.She also used the opportunity to write in people she knows in the book.In one case, Rutherford's postings on social media reached the parents of a four-year-old daughter with a heart defect."The mom was telling me that the daughter is just really concerned that Christmas is going to be cancelled," she said."She just was so excited for the book that I asked for some photos of the daughter and I drew her in the book."Rutherford is on maternity leave so hasn't had to work in the hospital amid the COVID-19 pandemic but feels for the staff involved."I've been kind of like watching my friends talk about it and, you know, the struggles that they've been having and not being able to step in because I have this small child that I have to care for. So it's been tricky."The nurse says she's decided that 50 per cent of the proceeds from the book will be donated to the Alberta Children's Hospital."My son at three months was in hospital for 10 days and it was a pretty rough experience, but they were just so amazing. A lengthy appeal process came to its end Nov. 13, when the LPAT (successor to OMB) decided in favour of allowing the application for the Petyon pit. The pit, proposed in Southgate on Grey Road 9, about three km east of Grey Road 109. was opposed by some local residents. Two of those whose names were attached to the LPAT appeal were Douglas Karrow and Jo Chisholm, who had appeared at Southgate council over the years. As a pit application, there are planning concerns which involve the local municipality. The Official Plan Amendment was passed by Southgate and by Grey County in about three years ago. There is also a separate application, and an appeal, under the Aggregate Resources Act process. The proponent, Huttonville Sand & Gravel, was represented by Stovel & Associates. Ms Chisolm, a neighbour of the pit, and Mr. Karrow raised a number of issues, one of these being the cumulative effect of the number of pits in the Holstein area. The decision referred to the planning process where the commenting agencies did not indicate they found any cumulative negative effect aft considering noise, dust, water table quality and quantity, ecology, traffic, and land use compatibility. As well, the decision found that the evidence supported the position that the applications and accompanying studies had demonstrated that there would be “no negative impacts on the natural features or their ecological functions.” No further conditions were placed on the licence, as the decision noted that the licenced area had already been adjusted, additional water monitoring wells installed and the County had addressed traffic-related requirements.M.T.
