WASHINGTON — Outgoing Attorney General William Barr's decision to appoint a special counsel to investigate the handling of the Russia probe ensures his successor won't have an easy transition.The move, which Barr detailed to The Associated Press on Tuesday, could lead to heated confirmation hearings for President-elect Joe Biden's nominee, who hasn't been announced. Senate Republicans will likely use that forum to extract a pledge from the pick to commit to an independent investigation.The pressure on the new attorney general is unlikely to ease once they take office. With the special counsel continuing to work during the early days of the Biden administration, it may be tough for the Justice Department's new leadership to launch investigations of President Donald Trump and his associates without seeming to be swayed by political considerations.Barr elevated U.S. Attorney John Durham to special counsel as Trump continues to propel his claims that the Russia investigation that shadowed his presidency was a “witch hunt.” It's the latest example of efforts by Trump officials to use the final days of his administration to essentially box Biden in by enacting new rules, regulations and orders designed to cement the president's legacy.But the manoeuvring over the special counsel is especially significant because it saddles Democrats with an investigation that they've derided as tainted. Now there's little the new administration can do about it.“From a political perspective, the move is so elegantly lethal that it would make Machiavelli green with envy,” Jonathan Turley, a professor of public interest law at George Washington University, wrote in an op-ed for USA Today.A special counsel can only be dismissed for cause. And as was the case during Robert Mueller's Russia investigation, such probes can sometimes stray from their origins.The Biden transition did not respond to a request for comment on the special counsel appointment.But Barr's decision could influence whom the president-elect puts forth as a nominee for attorney general. One leading candidate, Sally Yates, was already viewed skeptically by some Trump-aligned Republicans for her role in the early days of the Russia investigation. Her nomination could face even greater challenges because she's connected to some of the work that Durham is examining.As deputy attorney general, Yates signed off on the first two applications to the Foreign Intelligence Surveillance Court to monitor communications of ex-Trump campaign adviser Carter Page, a process that has been among the focuses of the Durham investigation.A Justice Department inspector general report found significant flaws and omissions in the four applications to the court, though it also found no evidence that Yates or any other senior Justice Department officials were aware of the problems.Some Democrats have privately expressed concerns – likely to deepen with Durham’s appointment as a special counsel – that nominating Yates would lead to a messy confirmation process that focuses on the Russia investigation, instead of focusing on reforms and shifting priorities at the Justice Department, people familiar with the matter have said. They spoke on condition of anonymity to discuss private conversations.Others potentially in the mix for the role include Lisa Monaco, a former homeland security adviser and senior Justice Department official in the Obama administration, and outgoing Alabama Sen. Others swirling around members of his family and associates have been simmering for years.On Tuesday, an unsealed court filing revealed an investigation into a potential plot to solicit political donations in exchange for the president using his pardon power.Barr, for his part, insisted that he was trying to keep politics out of the Durham probe, explaining that is why he delayed announcing the special counsel appointment until a month after the election.“With the election approaching, I decided the best thing to do would be to appoint them under the same regulation that covered Bob Muller, to provide Durham and his team some assurance that they’d be able to complete their work regardless of the outcome of the election,” Barr said in an interview with the AP on Tuesday.“I wanted to have the team, both Durham and his team understand that they be able to finish their work,” Barr said.Durham has already been a huge disappointment for Trump and his allies, and prompted a dispute with Barr over why things weren’t moving faster and why the investigation did not yield major prosecutions in the weeks before the election. Venezuela's opposition is discussing scaling back the interim government of opposition leader Juan Guaido that has won diplomatic recognition by dozens of countries that disavowed President Nicolas Maduro, nine legislators told Reuters. Guaido, the leader of Venezuela's opposition-controlled parliament, in 2019 called Maduro a usurper following his disputed re-election and assumed a parallel presidency based on articles of the constitution that make the head of the National Assembly next in line to rule the country. Guaido's lawmaker allies have said they will continue to insist that they are legitimate parliamentarians after Jan. 5, arguing that their constitutional mandate remains intact because Sunday's vote is rigged.
SIOUX LOOK — Sioux Lookout Ontario Provincial Police have released the name of a woman who died in a house fire last month as they continue to determine the cause of the fire. Clara Ash, 37, of Sioux Lookout has been identified as the individual who died in a house fire on Nov. 19. In a news release issued Wednesday, Dec. 2, police say the cause of death was smoke inhalation. Police responded at approximately 6 a.m. on Nov. 19 along with fire and emergency crews to an apartment on First Avenue in the municipality of Sioux Lookout. Two individuals were extracted from the building and neighbouring units were safely evacuated, according to a news release. A third deceased individual was located by firefighters. OPP continue to investigate the cause of the fire under the direction of the criminal investigations branch, the chief coroner, and the Ontario Fire Marshal. The owner of the Water Street Dinner Theatre in Saint John says he gave Public Health the names and numbers of the 120 guests and staff who were present for a Nov. 13 show, but he can't say whether that was a superspreader event. Roy Billingsley says he's aware that people are speculating that his was one of " two venues" that the chief medical officer of health has described as being the source of 80 per cent of the current active cases in the Saint John zone. "The timeline might suggest that we were involved," said Billingsley. "But I've received no confirmation of that." Billingsley said Public Health notified him on Nov. 18 about a potential public exposure at the theatre on the previous Friday evening. "I was told that myself and my staff had to isolate for 14 days," said Billingsley, who has since decided to close the venue indefinitely. He said about a dozen employees were working that night, and all were tested for the coronavirus but none tested positive.Billingsley said the business was complying with the strict protocols that were in place at the time and masks were mandatory except when customers were seated at their tables. The venue can accommodate 14 tables of 10 people each, with two metres of distance between the tables. As another precaution, customers were able to place their food orders online in advance of the show, he said.> I do take some comfort in knowing that we were following guidelines. "It's unfortunate that somebody was identified as attending one of our productions having COVID-19. However, I think as long as business owners abide by the rules, anybody who lays blame is kind of foolish for doing so. We're all working within the guidelines, and I think people really need to be kind at this time."Owner not sure when dinner theatre will reopen CBC News asked Billingsley how his business has been faring since the start of the pandemic. He operates both the dinner theatre and a restaurant in the same building across from the cruise ship terminal He said the restaurant, Steamers, is a seasonal business that normally closes in November. This year he decided to close it in September. In March, Ottawa announced a ban on cruise ships in Canadian waters and later cancelled the season entirely. Billingsley said he doesn't know when he'll be able to safely open the theatre, especially since singing is part of the show. "It's been a bit of a roller-coaster," he said. "We've been very fortunate in our region that we haven't had to deal with the effects of COVID for very long … but it certainly takes a toll on you, financially and psychologically." On Nov. 20, when Dr. Jennifer Russell first mentioned the superspreader event in response to a question from CBC News, she said it involved "many" health-care workers. Billingsley said he didn't know about health-care workers attending the show but said many of the customers that night would have known each other.Russell brought up the subject again on Tuesday, without naming dates, times or locations of what she called the superspreader event. She said it occurred at two venues over the course of one evening in Saint John and was directly responsible for 60 confirmed cases in Zone 2. "Sixty people have contracted the respiratory disease from the event — 34 who attended and 26 others who were infected when they came into contact with attendees," said Russell. "This isn't about casting blame, it's really about a teaching moment."

COVID-19 restrictions have forced the Barrie Chamber of Commerce and Downtown Barrie to cancel the popular annual parade, which was slated for Nov. 21. The organizations have also cancelled the annual Tree Lighting Celebration. Meanwhile, the Chamber of Commerce hopes to maintain the history of the parade, which has been a focal point of the holiday season since the Second World War. “Our team has been working on an online format that will keep Santa in your hearts and minds this Christmas season,” said Paul Markle, the chamber’s interim executive director. There will still be lots to do this Christmas season in downtown Barrie. Visitors will be able to explore the new Dunlop streetscape while checking out all that’s planned for Noella in the City, including the Rotary Festival of Trees in Meridian Place and Heritage Park, festive window displays in downtown businesses, the Noella Tree & Wreath Lot, in support of Hospice Simcoe, and the well-known Holly Days. La MRC de La Haute-Côte-Nord consacre la plus grande partie de son budget 2021 au développement pour la première fois en plus de 20 ans. Un montant de 4 038 837 $ est prévu pour ce poste budgétaire, soit plus du double qu’en 2020 alors qu’il bénéficiait de 1 846 393 $. C’est ce qui a été dévoilé le 25 novembre alors que le conseil des maires était réuni en assemblée ordinaire de façon virtuelle. « Il s’agit d‘une année exceptionnelle en terme de développement », a déclaré la préfète Micheline Anctil en parlant des prévisions budgétaires pour 2021. « Cette croissance en faveur du développement s’explique, entre autres, par une participation financière accrue des instances gouvernementales. Ce choix du conseil des maires en faveur du développement aura des impacts considérables au cours des trois prochaines années », explique le directeur général de la MRC, Paul Langlois. Effectivement, de nouveaux fonds verront le jour en 2021 et toucheront « à plusieurs domaines tant la relance économique, l’agroforestier que le culturel », dévoile Mme Anctil. Le Fonds pour le rayonnement des régions sera doté d’un troisième (Innovation et signature) et quatrième volets (Vitalisation et revitalisation). Ils bénéficieront respectivement de 197 000 $ et 977 000 $ annuellement pendant cinq ans. De plus, le nouveau réseau de transport mis en place par Hydro-Québec sur le territoire de la MRC permet la récolte de redevances d’un montant de 1 900 000 $ à dépenser sur deux ans selon un protocole d’entente qui sera signé en février. « Les MRC sont appelées à devenir des intermédiaires du gouvernement pour le développement économique des régions. Les transferts gouvernementaux totaliseront 6 213 314 $ et les services rendus procurent 1 645 595 $ à la MRC. Les autres revenus d’intérêts rapportent 31 000 $ dans les coffres et les revenus d’investissement 1 460 000 $. The Kincardine Theatre Guild has devised a way to bring live, local entertainment to the homes of residents who are pining for theatre and a boost for their Christmas spirit, during the pandemic. The 2020 Advent Calendar – a gift of theatre, will showcase short video clips, submitted by the public, to help bring some holiday spirit to the community. Earlier this year, the Guild was in the midst of preparing for its production of Curse of the Silver Pharaoh, when the pandemic hit and restrictions were implemented. Bringing the play to the stage was put on hold and while it had hoped to resume rehearsals and reschedule performances for later this year or early 2021, the second wave of COVID struck, and all plans have been put on indefinite hold. “We were well into rehearsals for the spring 2020 show, Curse of the Silver Pharaoh, when the Covid lockdown happened,” said Debbie Deckert, a performer and Guild board member. “We kept hoping this would be a short term thing but sadly we have had to cancel the show, but plan to put it on at a future date. The way things are now, we’ve had to cancel our 20-21 season. We’re only allowed to have three to five crew members in the theatre for maintenance work, no public access.” “Theatre can get to feel like a family and it’s really tough when we can’t be together. We’re looking at alternatives and this “Gift of Theatre” gives us an opportunity to test online performances.” The initiative, which began on Dec. 1, offers a daily clip provided by members of the public. People were invited to send in a video of a song, a dance, reading a poem, or a skit, approximately three to eight minutes in length. The daily video is available for viewing on the Guild website, www.kincardinetheatreguild.com, its YouTube page or on Facebook. The performances are free to view. In lieu of an admission payment, a donation to the Food Bank would be appreciated. “If you enjoyed this presentation, please consider making a donation to the Food Bank,” said Deckert. Deckert hopes the Guild will receive enough clips to offer a new performance every day until Dec. 24. Editor's note: This story was first published on Oct. 2, 2020 Recycling company Geep is in a legal battle with Apple Inc. over the tech giant’s claim that the Barrie-based company allegedly stole and resold nearly 100,000 iPhones, iPads and Apple Watches it was supposed to destroy. According to a report in the Financial Post, Apple has filed a lawsuit demanding $31 million in damages and any proceeds from the resale of goods. In September 2019, Geep Canada merged with the Shift Group of Companies to form Quantum Lifecycle Partners, which has a large recycling plant on John Street in Barrie. Quantum is not named in the lawsuit. The Financial Post also reports that Geep has denied all wrongdoing and filed a third-party suit claiming employees stole the Apple devices without its knowledge. Apple’s lawsuit claims 11,766 pounds of Apple devices left Geep’s premises without being destroyed. These allegedly misappropriated devices were then subsequently sold at a significantly higher price than other recycled materials, the lawsuit claims. None of the allegations have been proven in court. Quantum Lifecycle Partners (formerly Geep) has no comment because the case is before the courts. It may sound obvious, but if you're arrested in Saskatchewan the easiest way to not spend time in jail is to not be sent there in the first place.The province's justice and corrections systems have a handful of checkpoints where someone charged with a crime may be released before going to a correctional centre.But once a person is remanded by consent, or after an unsuccessful bail hearing, the options for release dwindle dramatically.The primary tool for getting out at this point is a detention review."Every time a client of mine is remanded, I've been running their detention reviews after 90 days," said Saskatoon defence lawyer Aleida Oberholzer."The Supreme Court basically said it's mandatory that you take a look after 90 days whether or not this person should still be in custody, but especially now with what's going on at Saskatoon Correctional, people really want to want to get out of there and they really do want to run their detention reviews."These reviews take place at Court of Queen's Bench.Oberholzer said there are several points after an arrest but before remand when a person may be released, thus keeping them out of jail at least until their trial: * Immediately after their arrest, police have the discretion to release a person with a promise to appear in court. * Failing that, the person may appear off-hours (weekends or evenings) before a Justice of the Peace and be released. * A person held until their first appearance may be released by a provincial court judge that same morning. * A person not released after that appearance may then have a bail hearing, at which point they could be released.Two other programs also come into play that — if they don't lead to release — at least speed up the process.The Sunday Project and the Rapid Response to Remand (RRR) both aim to reduce the amount of time a person must wait to find out what's happening.For example, on Wednesday there were eight new arrests on the 9 a.m. docket at provincial court in Saskatoon.Three of the accused were referred to the RRR program. One person was released in the morning. Four were remanded.The Sunday Project intends to get people arrested on the weekend into court by Monday afternoon. The RRR applies the same principle to weekdays, said prosecutor Frank Impey."The idea of the (RRR) program is to pick those files where something more meaningful can happen on that very first appearance, therefore sentencing on the same day, show cause hearing on the same day, perhaps consent releases on the same day," he said."If defence, for instance, proposed a plan or presented a plan that meets public safety requirements, then that person can be released at two o'clock, whereas on the surface of the file at nine o'clock in the morning, this was not someone we were prepared to consent the release of."Impey said that the impact of COVID-19 on the correctional centres and the community plays into — but doesn't define — what prosecutors are weighing.Some people who may not have been released on a set of charges a year ago are now avoiding jail until their trial dates."You will see there will be less remands of individuals with property offences, less remands of individuals with offences against the administration of justice," Impey said."But always with a mind toward public safety."
The County of Grande Prairie launched its newly redesigned website recently, intended to be more mobile-friendly and easier to navigate, according to county communications. The website serves as “a digital one-stop-shop for information about county programs, services and initiatives,” according to county communications. “Council approved the development of a new external website for the County of Grande Prairie to better meet the evolving needs of residents and the public,” said Allison Richels, county communications advisor. “The new website (will) ensure visitors to the site will have the best experience possible when engaging with the county online.” The previous version of the website was created in 2012 and a survey on a new design was open in January and February, she said. The survey drew a response from 90 people and an additional 10 participated in focus groups in March and April, Richels said. The focus groups discussed what the website should offer and how it should be organized. She said the feedback given had an influence in “every stage of the website development.” Users can continue to give feedback by scrolling to the bottom of the page at www.countygp.ab.ca, where “Website Feedback” can be clicked. To celebrate the website launch, the county is holding a ’Tis the Season contest now until noon Dec. 14 on the website. Residents of the county and the towns and village within it, the City of Grande Prairie and Greenview can enter by subscribing for events calendar updates and filling out their contact information. Four vouchers worth $100 will be awarded to those whose names are drawn, and Richels said these gift cards can be used at any business that accepts credit cards. The $500-million expansion of the BMO Centre is on track for a spring groundbreaking, according to the Stampede, and that means the demolishing of the old Corral will start this month. The Stampede and the Calgary Municipal Land Corporation, which is in charge of the development, say construction of a new hall as part of the existing facility means work can now proceed. "Over the past 18 months, our project team has made significant progress on the preparatory work required to support the successful delivery of the BMO Centre expansion," said Kate Thompson, president and CEO of CMLC, in a news release. "While we've certainly had to adapt and respond to health guidelines brought forward from the pandemic, we are now moving into the next stage, which lays the groundwork for the expansion to be built — it's a major step for the project and the realization of Calgary's Culture & Entertainment District."Crews have already started removing materials from the outside of the Corral, as well as the Plus-15 walkway on its south side. "We have been busy on the interior of the demolition zone, the Corral and Hall A of the BMO Centre, and we've been preparing the building for demolition," said Jim Laurendeau a vice-president at the Calgary Stampede. "Demolition will get underway early next week and we'll be beginning with the smokestack of the Corral and bringing that down. And over the weeks to follow, the remainder of the building will start to slowly come down."The Stampede says in a news release that "memories and memorabilia of the Stampede Corral have been carefully preserved and placed in storage." It says those items that could not be preserved, including the neon cowboy and large concrete figures on the outside of the building, have been documented and could be recreated in the future. The BMO expansion is one of four projects identified by the city as a priority capital investment — including the new arena that will be built nearby — and received funding from both the province and Ottawa in addition to the city's contribution. The expansion project will double the capacity of the convention centre, and proponents say it will put Calgary on the map for large conventions and events. The BMO Centre's current size of 285,000 square feet limits which conventions it can accept. The Calgary Stampede has previously said the venue turns down 11 to 14 large conventions each year.The Stampede estimates the new BMO Centre and other elements, including the controversial events centre, could draw private infrastructure investment of roughly $1 billion.The expansion will break ground next spring and is expected to be complete by 2024.
Schools across Nova Scotia will be getting new touchless water stations and extra school supplies, as well as money to test drive new online math, language and literacy programs.Teachers, students and staff will also receive new face masks and have access to more personal protective equipment as part of a spending spree to use up almost all of the almost $48 million promised by Prime Minister Justin Trudeau last August.Nova Scotia Education Minister Zach Churchill laid out his department's shopping list during a virtual news conference Wednesday from the Tri-County Regional Centre of Education office in Yarmouth."Today I am pleased to announce the province is providing $14.3 million to our students and staff for well-being and learning," he told reporters.That spending includes: * $4.1M to pilot new online math and literacy programs * $3.8M for 950 touchless water stations in every school * $2.7M for additional inspections to ventilation systems and needed repairs * $1.5M for breakfast and lunch programs or for food deliveries if schools are closed * $1.5M for personal protective equipment * $700,00 to move furniture and supplies if students need to change schools as part of blended learningIn August, Trudeau announced the creation of a $2 billion Safe Return to Class Fund. Nova Scotia was promised almost $48 million from the fund to "ensure a safe return to school and (to) protect the health of students and staff."The Nova Scotia government has announced where all but $6 million of that money has been or will be spent. Churchill is holding back the remaining money in case it's needed down the road."We do have approximately six million left that we're going to deploy in areas that we believe are necessary moving forward, but we don't just want to spend it all," he said. "There's nothing to spend it on."We want to respond to issues that are emerging as challenges that we want to deal with, and having some additional resources in place to do that, I think is a wise thing to do."On Nov. 23, Churchill announced the purchase of 32,000 Chromebooks to go home with students if they are forced to move to online learning. That $21.5 million expenditure is from the fund. So too is the $5.5 million announced Nov. 3 to hire cleaning staff and buy supplies so that school gyms could reopen to community groups and sports teams.Although the province was ready Wednesday to announce the purchase of 950 water stations, Churchill was unable to provide a timeline for when they might be installed."That's going to be managed at the regional level so I don't have a schedule on which schools are going to be done (and) when, but the work on this will commence immediately," he said.The $1.5 million earmarked for school breakfast and lunch programs will be used to meet the increased demand for both programs, as well as for food hampers or to but grocery gift cards if students are sent home again if COVID infection rates warrant the closure of schools.Deanna Rawding, principal at West Northfield Elementary School near Bridgewater, said her school has seen an increase in demand for both its free breakfasts and its equity meal program, which offers a free lunch to students who cannot afford to pay for it."I've seen an increase in need ... because we had some families that lost jobs due to COVID or were unable to get the hours they needed to support their family," said Rawding.She said the extra funds to be able to continue to help those students would make a difference in the classroom."That makes them feel good and that makes them better learners throughout the day," she said.MORE TOP STORIES
Nisga’a Nation declared a state of local emergency on Nov. 26 amid rising COVID-19 cases and an exposure in the Nisga’a Elementary Secondary School community. Six school aged children have tested positive for the virus. Other positive cases are linked to two family gatherings in Gitlaxt’aamiks (New Aiyansh). As of Dec. 2, Nisga’a Valley Health Authority (NVHA) has confirmed 34 positive COVID-19 tests. “We are all in this together,” said Eva Clayton, Nisga’a Lisims president in a media release. “We must follow all provincial and Nisga’a health orders to ensure we stop further spread of this serious virus.” Until Dec. 10, entrance to Gitlaxt’aamiks will only be allowed from 8:00 a.m. to midnight — security personnel are monitoring the entrance to the village and patrolling the village from midnight to 7:00 a.m. According to a Nov. 26 Gitlaxt’aamiks Village Government communique, family gatherings and house-parties are prohibited and all offices, churches, and the recreation centre are closed. Masks are mandatory in the village and visitors to Gitlaxt’aamiks are prohibited. The communique states that the majority of COVID-19 cases in the Nass Valley are in Gitlaxt’aamiks and that house parties continue to be a concern. The Saskatchewan Health Authority (SHA) is expanding its visitor ban to Regina hospitals on top of long-term care and personal care homes.The new restrictions come as Regina continues to see rising COVID-19 case numbers.The changes go into effect at 8 a.m. CST Thursday and will be reassessed in 14 days, SHA said.The SHA is limiting family presence and visitation to compassionate care only in all Regina SHA acute care facilities. Compassionate care reasons may include, but are not limited to, family or support persons during end-of-life care, major surgery, intensive care, pediatrics, and inpatients and outpatients with specific challenges."The decision to restrict family presence is not taken lightly. These measures are in place to keep you, your loved ones, and health-care workers safe," said the SHA in a press release. On Tuesday the province reported that Regina was the zone in the province with the most new cases, with 67. As of Tuesday, Regina had 26 people in hospital and another seven people in intensive care due to COVID-19.
Tay council wrangled with budget-item options in an attempt to bring down the proposed tax levy as much as possible, eventually settling on a 2% increase. The number is expected to go down to at least 1.4% or 1.2% once the blended tax rate from the county is shared with the municipality, said treasurer Joanne Sanders, who presented a detailed budget to council at its recent special meeting. She told councillors about items that had been taken off the list to help bring the tax rate down to 2%, including major expenses like repairs to bridges. "Granny White bridge, Rumney Road culvert and the Rosemount Road north bridge have all been removed from the capital budget," she said. "We did some more research there and no safety issues came up. The most recent bridge report still had those repairs in the one- to five-year category." These projects will be re-assessed during the 2020 bridge report, added Sanders. And with growth, comes surplus And it is this surplus, said Sanders, which is helping keep the tax rate down. "We are projecting a healthy surplus for the close of 2020," she said. "The greatest contributors are salaries and the supplementary assessments, which created additional income. There is a surplus of $349,500 left in the 2020 projected surplus. We do have funds to work with." Most of that money, Sanders said, has come from growth in the area. "Rather than $93,000 being covered by growth, we're looking at $128,000," she said. "That reduces our reliance on the reserve from $66,500 to $31,500." And with the additional bylaw summer student and administrative summer student positions also taken out of the budget, the reliance on surplus fell further to $19,600. Deputy Mayor Gerard LaChapelle warned about relying too much on growth. "Moving forward, we need to remember the future may not be so kind to us," he said. "We're running out of inventory. Do we require that growth to balance our budget? What impact does that have year-in and year-out?" Sanders said money from supplementary assessments as a result of growth in the area doesn't show up immediately on a budget, but trickles in over a few years. But with great growth comes higher liability, and that means higher insurance costs, she said. According to the budget Sanders shared, insurance costs are estimated to increase by 20% or $84,000 for next year, adding she doesn't see a light at the end of that tunnel. "They're not saying the landscape is going to change," said Sanders. "Last year, we looked at increasing our deductible to decrease our rate, but I don't see a huge light at the end of the tunnel." Capitals projects Coun. Jeff Bumstead wasn't sure if that move would end up saving the township any money in the long run. "If we're pushing these replacements to the end of that one- to five-year suggested range, are we looking at further cost or replacement?" he asked. Rick Bingham, interim operational service general manager, agreed with the councillor's assumption. "You need to do some rehabilitation before it gets to the point you have to do a reconstruction," said Bingham. "I think there are quite a few of them that will need to be reconstructed because they haven't had any rehabilitation done over the years. "I understand the former director had engaged the consultants to do a feasibility review and they will be providing a report over the next couple weeks on how money is best spent on bridges so we can stay ahead of the game," he added. Seeing the trend of removing projects from the capital budget, Coun. Barry Norris came up with another 'money-saving' suggestion. "The dry hydrants for the rural areas; I don't support it," he said talking about the emergency preparedness list. "The fact that we have tankers and mutual aid, I still can't support that at this point in time. Council may want to weight in to defer that expenditure." Fire Chief Brian Thomas made the case for fire safety. "The dry hydrants are a water source for the fire department to use while they're fighting fires out in the rural areas," he said. "We have $10,000 down for the next three years to find locations and get agreements with property owners so that we can enter their property to access the water sources. We do have mutual-aid agreements, but we still need the water source for all those tankers. The closer the water source is the more readily available; then the firefighters will have the amounts of water they will need." Then Norris focused on the planned sidewalk for Seventh Avenue and wondered about $127,000 expenditure. "I find it tough to increase that. The next thing we're going to have to do is clear it through the winter," said Norris, who instead suggested staff should consider putting in a base and a screen top over the pathway. "If it's substantially used, I have no problems putting a top coat on," he said. "To allow $30,000 to do that, let's see how it pans out. We can deviate that to another part of the capital." That suggestion did not sit well with Coun. Sandy Talbot, who said she wasn't sure why Norris had a problem with a project she considered a 'no brainer.' "This has been on the books for two years," she said, noting the safety of children who catch a bus there is a paramount concern. "I'm not sure if you're aware there's an incline on that road on Seventh Avenue, which is like a speedway and people are going down the road at unbelievable speeds. We need this. People walk this road on a daily basis. We need to ensure the safety of our residents." And she had support from councillors Paul Raymond and Mary Warnock. "I agree with Coun. Talbot," said the latter. "They've waited long enough. Sidewalks are important in our community to make them walkable. As we're going to see in official plans that come out, making our communities age-friendly, sidewalks are going to be a priority. I don't think there's any reason to delay this any further." With that, Norris' bid to remove those two items from the list was defeated. Expenses and overtime Talbot had her own concerns over some of the items contained within the budget. "Under expenditures, there's a cost for a rental car for $7,000. What did we need that car for?" she said. Sanders said that was thanks to COVID-19 restrictions. "It was for bylaw due to physical distancing requirements," she added. "It's on the COVID-related expenses list." Talbot then said she was concerned about the amount of overtime recorded. "It's $55,000," she said. "Can you give me an explanation of that? It's a lot of money. It's almost another position." Sanders said that wasn't just in one department, but spread across various township sections. "In a lot of cases, overtime was worked due to COVID-19, additional research and setting stuff up," she said. "There was also additional time that we felt was worked because we didn't necessarily fill positions as quickly as we would have because filling positions wasn't feasible during the height of COVID-19. So you have staff doing double-duty and that's why you see a fair bit of overtime." Talbot said she would like to see overtime kept in check moving forward. "Our aim should be reducing the overtime hours," she said. "I understand (the need) with our snowplow drivers or a public works emergency. But we need to be adherent to the lowest overtime we can allow. We're responsible for the monies of this township. In turn, we need to adhere to some kind of reduction in the overtime as possible." Grants and funding requests This section will be discussed in further detail at an upcoming December meeting, still council directed staff around two moves. "We can take the YMCA out," said Mayor Ted Walker. "They're not going to take us up on the loan offer." He took a bit of a hard line around the funding request made by the Severn Sound Environmental Association. "They had a huge increase last year and this year, the increase looks rather substantial as well," he said, talking about their request of $76,070 from 2019, that increased to $108,462 for this year and has gone up further to $122,042 for next year. "I'm wondering if we've heard anything back from them about this huge increase. Dentists travelling within the Northwest Territories to provide services are now back in operation in some communities as the territorial government, with support from Indigenous Services Canada, gave dental teams the green light to travel."Oral health and access to dentists is a critical part of overall health and wellness. I am pleased with the collaborative work across Government to resume these services," said Julie Green, Minister of Health and Social Services in a news release issued on Wednesday.All non-urgent services were suspended in mid-March due to the onset of the COVID-19 pandemic and public health guidelines to prevent the spread of the virus.Then, in mid-June, the Northwest Territories government relaxed guidelines to allow dentists to resume services "pending appropriate steps" — but some dentists said strict rules still prevented them from travelling into smaller communities to provide services.The following communities can start services, as their facilities "have met facility infrastructure dental care standards" and were given approval by the Chief Public Health Officer: * Fort Providence, N.W.T. * Sambaa K'e, N.W.T. * Fort Simpson, N.W.T. * Norman Wells, N.W.T. * Fort Resolution, N.W.T. * Aklavik, N.W.T.As well, visiting private dentists will now also be able to resume in Yellowknife, Fort Smith, Inuvik and Hay River, the release says.The rest of the communities that previously received visiting dental services will be able to be back in operation "when facility upgrades are complete, contracts are in place and facilities are inspected and meet COIVID-19 safety protocols," the release says.The government says the "necessary assessments" and required work is expected to continue throughout the coming year and that more updates will be given as more facilities in other communities are confirmed.The territory faced criticism after suspending services with many people saying it deepened the disparity in health care between larger centres and communities.The territory has been working with Indigenous Services Canada to resume the service.For now, Indigenous Services Canada will cover travel for people in communities to receive dental care until further notice, the release says.
VAUGHAN, Ont. — CannTrust Holdings Inc. is staging a comeback more than a year after its licences were suspended for illegally growing thousands of kilograms of dried cannabis in unlicensed rooms.The Vaughan, Ont., cannabis firm announced Wednesday that it will reintroduce two recreational brands, Liiv and Synr.g, to the Canadian market this month."We're confident that when the customers come back and try our products again, then they'll remember how good and how consistent and high quality they are," CEO Greg Guyatt said in an interview."We think we will win them back."That task may not be easy.CannTrust remains under Companies' Creditors Arrangement Act protection as it deals with multiple class action lawsuits and other litigation.The cases were filed after Health Canada discovered illicit cultivation at CannTrust's Pelham, Ont., greenhouse and seized cannabis from unlicensed rooms in the summer of 2019.Health Canada launched an investigation into the matter, while CannTrust dismissed chief executive Peter Aceto and board chairman Eric Paul departed the company.The company's licences for growing and processing cannabis were suspended at the time, but earlier this year, Health Canada reinstated those linked to CannTrust's Fenwick and Vaughan facilities.Guyatt is confident those problems are behind the company. "It's been a long journey, many hours and a lot of effort from everybody," he said.CannTrust spent the last 18 months going through a comprehensive remediation program focused on compliance and simplifying the business.It took a deep dive through its data and analyzed which customers it should target and what brands would resonate with them. "I'm very confident that the company's back on track," said Guyatt."So now the attention changes from the remediation and relaunch into the actual relaunch execution phase right now and getting those products back in the hands of consumers."So far, CannTrust's strategy is to focus first on Ontario, Alberta and British Columbia. Once CannTrust has established a consistent supply of cannabis in those provinces, it will expand to other markets and introduce new products in 2021. It is also promising its full line of medical products will return in the near future and that it will enter the nearly year-old cannabis 2.0 market that has focused on edibles, vapes and topicals.Unlike CannTrust initial entry into the cannabis market, these launches will include addressing a new challenge: COVID-19.Measures meant to quell the pandemic have created a patchwork of policies that have left cannabis retailers open in some cities, but temporarily closed or operating through curbside pickup in others.Postal delivery is taking longer in most provinces for cannabis orders made online.While pot companies saw a surge in sales in the early days of the pandemic, executives now say those spikes are dissipating and they're having to get creative to reach first-time or casual cannabis users.Guyatt admits these are not ideal circumstances for a comeback."Obviously the market has changed and we've been out of the market for some time, but we're going to continue to work hard to educate and inform our customers and patients about our products," he said.He believes consumers will grow to love CannTrust again and that being late to cannabis 2.0 won't be a downfall.Getting into such products after competitors allows CannTrust to quickly adjust to new demands in the market and learn from mistakes other cannabis companies made, he said."Now we're able to look at the market and look at what's worked and what's not worked and really tailor our product much more specifically to ensure that we can win."This report by The Canadian Press was first published Dec. 2, 2020.
