Each is categorized as a Level 3 sex offender — those considered most likely to commit similar crimes. None is wanted by law enforcement officers at this time.

All convicted sex offenders registered to live in Tacoma and Pierce County are listed on the Pierce County Sheriff’s Department’s website at piercesheriff.org.

Jordan Rockwell

Age: 33.

Description: 5-foot-10 and 250 pounds, with brown hair and brown eyes.

Registered address: 1900 block of Milwaukee Way, Tacoma.

Criminal history: Convicted in 2006 of communication with a minor for immoral purposes in Thurston County for making inappropriate comments to a 5-year-old girl. Convicted in 2016 and 2021 of second-degree possession of depictions of a minor engaged in sexually explicit conduct in Thurston County.

Sex offender treatment: Records do not state whether Rockwell participated in a sex offender treatment program

Paul Brown

Age: 49.

Description: 6-foot-3 and 220 pounds, with black hair and brown eyes.

Registered address: 8800 block of South Hosmer Street, Tacoma.

Criminal history: Convicted in 1995 of first-degree rape and burglary in Spokane County for sexually assaulting a 73-year-old woman and cutting her throat. Convicted in 1987 of indecent liberties in Thurston County for sexually assaulting a 4-year-old boy.

Sex offender treatment: Rockwell did not participate in a treatment program while incarcerated.

David C. Scott

Age: 68.

Description: 6-foot-2 and 225 pounds, with gray hair and blue eyes.

Registered address: 600 block of South 40th Street, Tacoma.

Criminal history: Convicted in 1980 of third-degree statutory rape in Kittitas County for sexually assaulting a 14-year-old girl. Convicted in 1981 of first-degree statutory rape in King County for sexually assaulting a 6-year-old boy from church. Convicted in 1991 of communication with a minor for immoral purposes in Thurston County for attempting to solicit sexual activity from two 13-year-old boys he met at church.

Sex offender treatment: Scott participated in a treatment program while incarcerated.

William A. Manus

Age: 54.

Description: 6-foot-3 and 220 pounds, with black hair and brown eyes.

Registered address: 3000 block of North 8th Street, Tacoma.

Criminal history: Convicted in 1991 of third-degree rape in Pierce County for sexually assaulting a 16-year-old girl. Convicted in 1996 of second-degree attempted rape for sexually assaulting a woman.

Sex offender treatment: Manus has not participated in a sex offender treatment program.

James Farnan

Age: 51.

Description: 6-foot-1 and 190 pounds, with brown hair and green eyes.

Registered address: 3500 block of East Howe Street, Tacoma.

Criminal history: Convicted in 1990 of of fourth-degree assault in King County for assaulting a 40-year-old woman. Convicted in 1996 of second-degree attempted rape and fourth-degree assault in King County for sexually assaulting a 66-year-old woman.

Sex offender treatment: Farnan participated in a sex offender treatment program while incarcerated.
