Summerside doctor reprimanded over 'unnecessary digital rectum exams'

A P.E.I. family doctor has been reprimanded and fined and will have to take further training as part of the resolution of a complaint filed nearly two years ago.

The College of Physicians and Surgeons of Prince Edward Island investigated the Sept. 28, 2022 complaint from a woman concerned about how Dr. Paul Phelan was caring for her brother.

An investigation committee found Phelan's behaviour "may constitute professional misconduct… or incompetence" as outlined in provincial legislation and regulations.

A ruling in the matter was posted on the college's website, reprimanding him "for performing frequent unnecessary digital rectal exams, and using an outdated historic technique with the patient supine [lying face upward]."

The college has also levied a $2,000 fine against Phelan, whose practice is based in Summerside.

As well, he has to take ethics training on maintaining patient boundaries, and a review course on the proper way to perform a digital rectal exam on a patient's prostate, both at his own expense.

The college's ruling says Phelan has accepted the results of the disciplinary process.
