TNRD opens Request for Proposal for third-party audit

The Thompson Nicola Regional District (TNRD) has released a Request for Proposals (RFP) publicly on BC Bid for an independent, third-party financial audit and review of the TNRD’s financial records.

The TNRD recently came under scrutiny when former CAO Sukh Gill’s expenses were found to total more than half a million dollars between 2015 to 2020. Many of these expenses, including lavish hotel stays, extravagant retirement gifts for staffers and catering and meal expenses costing thousands in single day time frames, were considered to be inappropriate.

“Given the awareness and the media exposure that we’ve had in recent weeks, I feel that it needs to go to a third party for judgement versus the newspaper article,” said current TNRD CAO Scott Hildebrand, referencing the documents compiled by Kamloops This Week reporter Jessica Wallace.

It was determined at the Mar. 11 TNRD Board of Directors Meeting that a forensic audit be conducted, examining all relevant records and policies.

“The financial review will be carried out independently by the successful Proponent with full cooperation from the TNRD,” reads the RFP.

“The review will not be limited in scope and will include a thorough review of all management and Board of Director expenses and expense reporting, examination of past accounting and financial controls, contracting and purchasing practices and a review of current policies and processes, with the goal of making recommendations and identifying areas for improvement. It is expected that the successful Proponent may further add to the scope and will develop a terms of reference for the work.”

The RFP will remain open on BC Bid until April 12, 2021.
