Top Republican says he won't vote for investigation into U.S. Capitol riot

The U.S. House of Representatives is set to vote on a bipartisan plan to conduct a public investigation into the Jan. 6 attack on Congress. House Minority Leader Kevin McCarthy now says he won't vote for it because its scope is not broad enough.
