WASHINGTON — President Donald Trump pardoned his former national security adviser Michael Flynn on Wednesday, ending a yearslong prosecution in the Russia investigation that saw Flynn twice plead guilty to lying to the FBI and then reverse himself before the Justice Department stepped in to dismiss his case.“It is my Great Honor to announce that General Michael T. Flynn has been granted a Full Pardon," Trump tweeted. “Congratulations to @GenFlynn and his wonderful family, I know you will now have a truly fantastic Thanksgiving!”The pardon, in the waning weeks of Trump's single term, is part of a broader effort by Trump to undo the results of a Russia investigation that shadowed his administration and yielded criminal charges against a half-dozen associates. It comes just months after the president commuted the sentence of another associate, Roger Stone, days before he was to report to prison.A Justice Department official said the department was not consulted on the pardon and learned Wednesday of the plan. But the official, who spoke on condition on anonymity to discuss internal deliberations, noted that the president has the legal power to pardon Flynn.The move is likely to energize supporters who have taken up Flynn as a cause celebre and rallied around the retired Army lieutenant general as the victim of what they assert is an unfair prosecution, even though Flynn twice admitted guilt. Trump has repeatedly spoken warmly about Flynn and, in an indication of his personal interest in his fate, asked then-FBI Director James Comey in February 2017 to end a criminal investigation into the national security adviser.In a statement, Flynn’s family thanked Trump “for answering our prayers and the prayers of a nation” by issuing the pardon.Democrats lambasted the pardon as undeserved and unprincipled. House Speaker Nancy Pelosi called it “an act of grave corruption and a brazen abuse of power," while Rep. Adam Schiff, the Democratic chair of the House Intelligence Committee, said a “pardon by Trump does not erase” the truth of Flynn's guilty plea, “no matter how Trump and his allies try to suggest otherwise.”“The President’s enablers have constructed an elaborate narrative in which Trump and Flynn are victims and the Constitution is subject to the whims of the president," House Judiciary Committee Chair Jerry Nadler said in a statement. “Americans soundly rejected this nonsense when they voted out President Trump. ”The pardon is the final step in a case defined by twists and turns. The most dramatic came in May when the Justice Department abruptly moved to dismiss the case, insisting that Flynn should not have been interviewed by the FBI in the first place, only to have U.S. District Justice Emmet Sullivan resist the request and appoint a former judge to argue against the federal government's position and to evaluate whether Flynn should be held in criminal contempt for perjury.That former judge, John Gleeson, called the Justice Department's dismissal request an abuse of power and said its grounds for dropping the case were ever-evolving and “patently pretextual.”As Sullivan declined to immediately dismiss the prosecution, Flynn lawyer Sidney Powell sought to bypass the judge by asking a federal appeals court to direct him to drop the matter. A three-judge panel did exactly that, but the full court overturned that decision and sent case back to Sullivan.At a hearing in September, Powell told Sullivan that she had discussed Flynn's case with Trump but also said she did not want a pardon — presumably because she wanted him to be vindicated in the courts.Powell emerged separately in recent weeks as a public face of Trump's efforts to overturn the results of his election loss to President-elect Joe Biden, but the Trump legal team distanced itself from her after she advanced a series of uncorroborated conspiracy claims.The pardon spares Flynn the possibility of any prison sentence, which Sullivan could potentially have imposed had he ultimately rejected the Justice Department's dismissal request. That request was made after a review of the case by a federal prosecutor from St. Louis who had been specially appointed by Attorney General William Barr.At issue in the prosecution was an FBI interview of Flynn, days after Trump's inauguration, about a conversation he had during the presidential transition period with the then-Russian ambassador.Flynn acknowledged lying during that interview by saying he had not discussed with the diplomat, Sergey Kislyak, sanctions that the outgoing Obama administration had just been imposed on Russia for election interference. During that conversation, Flynn advised that Russia be “even-keeled” in response to the punitive measures, and assured him “we can have a better conversation” about relations between the countries after Trump became president.The conversation alarmed the FBI, which at the time was investigating whether the Trump campaign and Russia had co-ordinated to sway the election. In addition, White House officials were stating publicly that Flynn and Kislyak had not discussed sanctions, which the FBI knew was untrue.Flynn was ousted from his position in February 2017 after news broke that Obama administration officials had warned the White House that Flynn had indeed discussed sanctions with Kislyak and was vulnerable to blackmail. He pleaded guilty months later to a false statement charge.But last May, after years of defending the prosecution, the Justice Department abruptly reversed its position.It asserted the FBI had no basis to interview Flynn about Kislyak and that any statements he made during the interview were not material to the FBI's broader counterintelligence probe. The department also pointed to internal FBI notes showing agents had planned to close out the investigation weeks before interviewing Flynn about Kislyak.Flynn, of Middletown, Rhode Island, was among the first people charged in Mueller's investigation and provided such extensive co-operation that prosecutors did not recommend any prison time, leaving open the possibility of probation.But the morning he was to have been sentenced, after a stern rebuke about his behaviour from Sullivan, Flynn asked for the hearing to be cut short so that he could continue co-operating and earn credit toward a more lenient sentence.After that, he hired new attorneys — including Powell, a conservative commentator and outspoken critic of Mueller's investigation — who took a far more confrontational stance to the government and tried to withdraw his guilty plea.Eric Tucker, The Associated Press
If you happen to pop by Ranchland Mall in Pincher Creek this Wednesday you’ll see a booth manned by purple-clad staff from the Pincher Creek Women’s Emergency Shelter. On top of sporting purple fashion, the workers are handing out information and resources raising awareness for Family Violence Prevention Month, as well as recognizing Nov. 25 as International Day for the Elimination of Violence Against Women. Throughout November, family shelters and resource groups across the province have been participating in a public and social media campaign through gopurpleAlberta to help individuals and families feel safe in their homes and in their communities. The campaign is especially important as Alberta has the third-highest rate of self-reported spousal violence in Canada. Lori Van Ee, executive director for the shelter, says community members are asked to don purple throughout the day to help highlight efforts to prevent family violence. The shelter’s plans extend beyond the day of Nov. 25 and into the night as well. “We are encouraging community members to take part in our first-ever Shine Your Light Event,” says Lori. “This event will ask community members to shine their outside light, put a glow stick in their window, or turn on their holiday lights for the remainder of the night to help raise awareness.” The goal of Family Violence Prevention Month is twofold: help provide resources that prevent family circumstances from deteriorating, and ensure people in an unsafe domestic situation find the information and the help they need. Helping families through stress, says Kayla Strandquist, is the main focus for the Crowsnest Pass Women’s Resource and Crisis Centre. The centre provides counselling and support services for anyone who may be feeling stressed or overwhelmed. Though acknowledging that reaching out for help can be tough, Kayla emphasises the centre is a safe place to talk. “There’s always someone that will be willing to listen. Lots of times people don’t think that they can reach out for help, but there are people out there willing to help,” she says. “Sometimes people feel isolated or scared to ask for help, but just know that you’re not being judged.” Though the centre has shifted the majority of its counselling services to telephone or virtual sessions, people without access to technology are still welcome to come for conversations in person as long as they wear a mask. The centre is also running a Coats for Kids program and can provide free household items for families in need. A Christmas toy hamper will also be starting in December. Should anyone find themself in a situation where their safety is in danger, the centre can also provide same-day transportation from Crowsnest Pass to the shelter in Pincher Creek. The shelter, explains Lori, is more than a bed for women fleeing abuse. “Our residential program is a 21-day stay and assists women to assess their danger levels, create a safety plan, provide the necessities, and work with women to attain short-term goals such as finding housing independent from their abuser,” she says. “Women’s shelters remain the safest place for women fleeing violence. Our staff are trained to help women assess their danger levels and create a safety plan,” Lori continues. “We encourage anyone facing immediate danger to call 911. You are not alone.” The shelter also runs a support program to help moms meet the needs of their children, as well as facilitating age-appropriate activities for children staying in the shelter. Helping get women out of immediate danger is only one aspect of the shelter’s mandate. An outreach program also helps clients identify their needs, helping put women on a path to living independently and productively from abuse. The program lasts up to six months but can be extended as needed. Additionally, Lori says, women do not have to be living in the shelter to access the outreach program. “We can take referrals from community agencies and or community members themselves who see a need to access the supports that our outreach program can offer,” she says. A host of resources are available for anyone experiencing family violence. Any individual can contact the Pincher Creek crisis line at 403-627-4868 or 403-627-2114. In Crowsnest Pass, anyone in need of assistance can contact the resource centre at 403-563-9077. Provincially, a toll free crisis line is available at 1-888-354-4868. Nathan Hann has been a long-time member of GoodLife in Grimsby, and lately has been seeing a lot of new faces at the gym on 9 Industrial Drive. Hann, a health-care professional and pharmacist by trade, said he began noticing changes at the gym just as restrictions in Hamilton increased, limiting the number of people allowed to book appointments at gyms and fitness centres as the region moved from orange to red under the province’s COVID-19 alert system. “When I have been going to book an appointment, I have been noticing that it has been really full and I haven’t been able to get in. I gave GoodLife a call to ask why, and they told me a lot of Hamilton people are coming down to the gym.” The potential influx of gym-goers from Hamilton, where cases of COVID-19 are higher than here in Niagara, has Hann concerned, not just for his own personal safety, but also about the potential spread of the virus across regions, as people living in areas with higher restrictions travel to cities with fewer limitations. In Niagara, which currently sits in the orange ‘restrict’ category, a maximum of 50 people are allowed in gyms at a time, while in Hamilton, the number is 10. Hann said he has already seen the impact first-hand. “I know people who usually go to the Hamilton location, they are all coming to the Grimsby location now, because they can’t get into the extremely limited appointment slots available in Hamilton. “My concern is that if they keep doing this, then Niagara is going to get hit even harder than we already are.” Tracy Matthews, vice-president of operations for GoodLife Fitness, said with gyms in Hamilton still open, the company has currently not placed any restrictions on members, and which locations they may choose to visit. "Gyms in Hamilton are not closed, and we did not ask Hamilton members to limit travel because their gyms are still open.” Matthews did add though that in previous situations where gyms have closed in certain regions across the province such as the GTA, GoodLife has placed members living in those areas on a temporary freeze, asking they refrain from visiting clubs outside of their region. With gyms and fitness centres still open in Hamilton though, GoodLife members are free to travel to other locations in Grimsby, or anywhere in Niagara where booking an appointment is easier, and spaces are more plentiful. Of course, that could change if Hamilton is moved into the lockdown measures currently seen in the GTA, or if GoodLife updates its policies as conditions develop, something Matthews said is possible in the future. “We will continue to review and update policies and procedures where needed to ensure we are providing our members with the best experience possible while meeting or exceeding government and public health protocols in relation to health and safety." In the meantime, Hann said he will continue to take all safety precautions necessary, including wearing a mask at all times, and keeping distance from other members, adding that he continues to see potential public health risks with a system that puts people in a position to move from region to region during a pandemic. “The virus is not going to spread on its own. It is only going to go where people take it. PRISTINA, Kosovo — Kosovo’s foreign minister said on Wednesday that Serbian President Aleksandar Vucic would not be allowed to visit the country until he apologized for “genocide” against Kosovo's population.Meliza Haradinaj-Stublla also posted on Twitter that no entry permission would be granted for Serb officials until Serbians are held accountable for “genocide” in an international court.“I repeat once again the only and permanent response to all future demands from Vucic and others: there is no permission for you to visit Kosovo if you do not apologize for the genocide committed on our people and until responsible persons of this genocide are held accountable,” she said.Vucic and other Serb officials have to ask Kosovo's permission before visiting ethnic Serb minority areas in the former Serbian province.Kosovo’s 1998-99 war, which ended after a 78-day NATO air campaign, left more than 10,000 people dead, mostly ethnic Albanians.Haradinaj-Stublla reacted following Vucic' presence at the inauguration of a hospital in Belgrade where a mass grave of 744 ethnic Albanians killed in 1999 has been found.Several mass graves with the bodies of Kosovo Albanians killed by Serb troops during the 1998-99 war have been discovered in various parts of Serbia. NEW YORK — “No New ‘Movies’ Till Influenza Ends” blared a New York Times headline on Oct. 10, 1918, while the deadly second wave of the Spanish Flu was unfolding.A century later, during another pandemic, movies — quotes no longer necessary — are again facing a critical juncture. But it’s not because new films haven’t been coming out. By streaming service, video-on-demand, virtual theatre or actual theatre, a steady diet of films have been released under COVID-19. The Times has reviewed more than 460 new movies since mid-March.Yet until recently — with only a few exceptions — those haven’t been the big-budget spectacles Hollywood runs on. Eight months into the pandemic, that’s changing. Last month, the Walt Disney Co. experimented with the $200 million “Mulan” as a premium buy on its fast-growing streaming service, Disney+ — where the Pixar film “Soul” will also go on Dec. 25. WarnerMedia last week announced that “Wonder Woman 1984” — a movie that might have made $1 billion at the box office in a normal summer — will land in theatres and on HBO Max simultaneously next month.Much remains uncertain about how the movie business will survive the pandemic. But it’s increasingly clear that Hollywood won’t be the same. Just as the Spanish Flu, which weeded out smaller companies and contributed to the formation of the studio system, COVID is remaking Hollywood, accelerating a digital makeover and potentially reordering an industry that was already in flux.“I don’t think the genie will ever be back in the bottle,” says veteran producer Peter Guber, president of Mandalay Entertainment and former chief of Sony Pictures. “It will be a new studio system. Instead of MGM and Fox, they’re going to be Disney and Disney+, Amazon, Apple, Netflix, HBO Max and Peacock.”Many of the pivots in 2020 can be chalked up to the unusual circumstances. But several studios are making more long-term realignments around streaming. WarnerMedia, the AT&T conglomerate that owns Warner Bros. (founded in 1923), is now run by Jason Kilar, best known as the former chief executive of Hulu. Last month, Disney chief executive Bob Chapek, the Robert Iger heir, announced a reorganization to emphasize streaming and “accelerate our direct-to-consumer business.”Universal Pictures, owned by Comcast, has pushed aggressively into video-on-demand. Its first major foray, “Trolls,” kicked up a feud with theatre owners. But as the pandemic wore on, Universal hatched unprecedented deals with AMC and Cinemark, the largest and third-largest chains, respectively, to dramatically shorten the traditional theatrical window (usually about three months) to just 17 days. After that time, Universal can move releases that don’t reach certain box-office thresholds to digital rental.There’s widespread acknowledgement that the days of 90-day theatrical runs are over.“Windows are clearly changing,” says Chris Aronson, distribution chief for Paramount Pictures. “All this stuff that’s going on now in the business was going to happen, the evolution is just happening faster than it would have. What would have taken three to five years is going to be done in a year, maybe a year and a half.”That condensed period of rapid change is happening at the same time as a land rush for streaming market share, as Disney+, HBO Max, Apple and Peacock try to wrestle for a piece of the home viewing audience dominated by Netflix and Amazon. With theme parks struggling and worldwide box office down tens of billions, streaming is a bright spot for media companies, and the pandemic may offer a once-in-a-lifetime opportunity to lure subscribers. “Wonder Woman 1984” and “Soul” are essentially very expensive advertisements for those streaming services.It can be easy to cheer such moves, even if their financial performance remain cloudy (no studio has been transparent about its viewership numbers or digital grosses) and their long-term viability uncertain. Can you replicate $1 billion in box office in new subscriptions? And for how long will the one-time bounce of a new movie (unlike a series staggered over weeks or months) drive subscribers once streaming services are closer to tapping as many homes as they can?“The whole thing is more complicated than people want it to be,” says Ira Deutchman, the veteran independent film producer and Columbia University professor.Deutchman considers the idea that people, after a year of quarantines and lockdowns, won’t want to leave their living room “ludicrous.” But he does imagine continued mergers and acquisitions, and “a new equilibrium” for distributors and theatre owners.“It could be about pricing," he says. "It could be about the way film rental is split between them. There are a lot of things that are potentially on the table.”So what could that mean on the other side of COVID, if moviegoers are once again comfortable sitting in packed theatres on opening weekend? It will almost certainly mean the months-long runs of films like “Titanic” or “Get Out” are a thing of the past. It could mean variable pricing on different nights. It could mean an even greater division between the franchise films of the multiplex and the boutique art house, with everything in between going straight to streaming.Some things, though, will stay the same.“If you’re going to be in this business, no matter what you do or where it plays, whether it’s streaming or in cinemas, you’re going to make hits and you’re going to make flops," says Guber. Trying to make sense of the shakeup at city hall? It's a bit of a puzzle, but a comparison of the old and new organizational charts - aided by a memo from acting city manager Walter Babicz that was leaked to CKPG - provides a certain amount of clarity. In essence, one half of a department has been scrapped and another has taken on a significantly bigger workload under a COVID-induced revamping at city hall. At its centre, the infrastructure and services department is being eliminated and replaced, in part, with a new civic operations department that will take on five divisions largely related to the public works side of its predecessor: transportation and technical services, project delivery (previously named infrastructure delivery), parks and solid waste, roads and fleet, and utilities. With the move, the old department's general manager, Dave Dyer, has gone into retirement and public works director Gina Layte Liston and infrastructure services director Adam Homes are no longer on the payroll. In turn, the planning and development department has been renamed the planning, development and infrastructure services department and has taken on two divisions previously under infrastructure and services - asset management and infrastructure and planning and engineering. As well, Babicz said in the memo that the environmental services division, previously part of infrastructure and services, has been reduced and split between civic operations through its utilities division, and the development services division within the planning, development and infrastructure services department. The bylaw services division, meanwhile, has been moved to the community services and public safety department from planning, development and infrastructure services department, while the financial services department has taken on the financial management functions for both the community services and public safety department and the old infrastructure services department. In an email, city spokesperson Mike Kellett confirmed that in addition to their roles as acting city manager and acting deputy city manager, Babicz and Ian Wells will continue as the heads, respectively, of the administrative services and planning, development, and infrastructure services departments. Blake McIntosh, who has been manager of the roads and fleet division, is acting director of the civic operations department, while Kris Dalio remains head of finance, Adam Davey head of community services and public safety and Rae Ann Emery head of human resources, now known as human resources and corporate safety. And strategic Initiatives and partnerships, which is led by Chris Bone, now reports to Wells in planning, development, and infrastructure services. Babicz has said the changes were made to reduce costs in the face of a major hit to revenue due to the pandemic. He has declined to say publicly who has lost their jobs as a result but in an emailed statement to the Citizen early this month, he did say six management and four unionized positions were eliminated. One of the management positions was to be refilled and one of the unionized jobs was vacant prior to the changes. SAUGERTIES, N.Y. — Rocky the stowaway owl is back in the wild.The tiny Saw-whet owl was named Rockefeller after it was found by a worker setting up the holiday tree Nov. 16 at Manhattan’s Rockefeller Center. The owl was apparently trapped in the 75-foot-tall (23-meter-tall) Norway spruce when it was cut down 170 miles (275 kilometres) north, in upstate New York on Nov. 12.The female owl, initially thought to be male, was uninjured but hadn't eaten for at least three days when she was discovered and sent to Ravensbeard Wildlife Center in the Hudson Valley town of Saugerties. There, a rehabilitator nursed her back to health for a week with plenty of mice before Rocky was cleared to continue her migratory journey south.On Tuesday evening, rehabilitator Ellen Kalish held the winsome raptor aloft in a field against a backdrop of rounded mountains. MILAN — Though the first real snow has yet to fall across much of Europe, ski buffs are imagining with dread a once-unthinkable scene: Skiing in Zermatt in Switzerland while lifts idle across the border in Italy's Aosta valley.The leaders of Italy and France are resisting pressure to reopen ski resorts before Christmas, pushing for European co-ordination so their industries don’t suffer during the pandemic while others flourish. But the Alpine countries of Switzerland and Austria could well be spoilers.Ski resorts were one of the major sources of contagion in the deadly spring surge of COVID-19.So far, restrictions to slow the curve of infections have kept lifts closed in Italy, France, Germany and Austria, as well as countries further east. But skiers are already heading to mountains in Switzerland, drawing an envious gaze from ski industry and local officials in mountain regions elsewhere on the continent who lost most of last season due to the virus. They are warning of irreversible economic damage if they are not permitted to open this season.Both Italian Premier Giuseppe Conte and French President Emmanuel Macron said this week that pre-Christmas openings are unthinkable. While such skiing luminaries as world and Olympic champion Alberto Tomba argue that it is an individual sport conducted in the open air, the leaders point to the risks of contagion in crowded lift lines and lodges, as well as closed cable cars.Top health officials in Italy appeared aghast when they were asked at a briefing Tuesday about the prospects for opening ski season, minutes after they had just reported a resurgence-high 853 deaths in a 24-hour period.“I admit I have a difficult time inside commenting on arguments relating to ski areas and what will happen at Christmas, thinking about these numbers,’’ said Dr. Franco Locatelli, head of Italy’s national scientific council.French mountain industry representatives met with the French prime minister Monday to press to be able to reopen, but apparently their pleas weren’t heard.“It seems impossible to me to imagine a reopening for the holidays, and much more preferable to favour reopening in January, in good conditions,’’ Macron said as he laid out plans Tuesday night for a gradual easing of the current lockdown.Plans for reopening also remain on ice in the eastern countries of Poland, Slovenia, Slovakia and the Czech Republic — although Serbia is prepping for the winter season in full swing, as if COVID-19 did not exist, counting on both domestic and foreign visitors.Austria, whose current lockdown runs through Dec. 6, has been for months saying that it hoped to reopen the slopes this season and rejected Italy’s idea of keeping them closed until Jan. 10. The famed resort of St. Moritz, a favourite destination for well-heeled Italians, is set to open about 60% of slopes this weekend.But much of the fun of skiing getaways is missing: Zermatt's slopes may be open, but its restaurants are not — meaning a warm cocoa, mulled wine or cold beer at pubs or eateries after mountain runs is out.So far, just 10% of the country’s 250 ski stations are open as only the highest altitudes have gotten enough snow, according to Switzerland Tourism spokeswoman Veronique Kanel. Rebecca Irving has applied to the Supreme Court of Prince Edward Island, asking it to quash a decision by the province's minister of land regarding a controversial land transfer that took place in 2019.Irving is part of the larger Irving family, which has multiple corporate holdings throughout New Brunswick and P.E.I.In June of 2019, a company listing Rebecca Irving as its director, Haslemere Farms, became the owner of 2,200 acres of land in the area of Summerside and North Bedeque that had belonged to a family-owned farming operation.A previous attempt to purchase the same land involving several corporations with connections to the Irvings had failed to receive the necessary cabinet approval.But in the Haslemere Farms transaction, Minister of Land Bloyce Thompson said the transfer had not been put before cabinet for approval. He asked the Island Regulatory and Appeals Commission to investigate, and vowed to close "loopholes" in the Lands Protection Act, legislation that sets limits on individual and corporate land ownership on P.E.I.Haslemere Farms has since changed its name to Red Fox Acres. Under P.E.I.'s corporate registry, Rebecca Irving is the only person listed under the heading of "directors and shareholders."Minister says he asked for divestitureSixteen months after Thompson asked IRAC to investigate, the commission delivered its report to government in October. However, neither IRAC nor the province has released that report to the public. The minister said he would do so after it's been reviewed by P.E.I.'s privacy commissioner.Thompson issued a written statement Oct. 27 saying the investigation had found "there are reasonable and probable grounds that two individuals and the corporation involved contravened the Lands Protection Act by having aggregate land holdings in excess of the prescribed limits."The statement went on to say "the involved parties have received correspondence from government asking them to divest land and become compliant with the Lands Protection Act within 120 days," but the statement did not disclose who those involved parties are. Under the Lands Protection Act, individuals are limited to owning 1,000 acres of land. For corporations, the limit is 3,000. With allowances for leased and non-arable land, those limits increase to 1,900 acres for individuals and 5,700 acres for corporations.The act also includes measures to prevent corporations "directly or indirectly controlled by the same person, group or organization" from stacking up land limits in order to control more land. Minister exceeded jurisdiction, says IrvingTwo court applications for judicial review filed Monday, one from Rebecca Irving and the other from Red Fox Acres, ask the court to "nullify" the minister's decision, and seek an interim order affirming the status quo until a final ruling can be delivered.The two court applications argue Thompson exceeded the jurisdiction granted him under the Lands Protection Act and "erroneously interpret[ed] the provisions of the Lands Protection Act."The filings also argue Thompson breached "his duty of fairness" to Irving and Red Fox Acres for, among other things, failing to provide proper notice and opportunities to respond at various points throughout the investigation process. Jonathan Coady, legal counsel for both Rebecca Irving and Red Fox Acres, sent this statement to CBC News: "The filing made by the company was to preserve its right to court review, if it became necessary to do so. MOSCOW — Thousands of people in Russia's Far East region of Primorye remained without heating or electricity on Wednesday, as local authorities and emergency services wrestled with the consequences of an unprecedented ice storm that hit the region last week.According to Russia's Energy Ministry, 5,800 Primorye residents as of Wednesday were still cut off from power, and 3,300 people in the city of Vladivostok, the region's capital, still had no heating, the ministry said.The region was hit by freezing rain on Nov. 18, and thousands of its residents woke up in dark, cold apartments the next day. Thick layers of ice covered trees, cars, roads and power lines, many of which broke under the weight.The region hasn't seen weather like this in 30 years, Primorye Gov. Oleg Kozhemyako said on his Instagram page. The ice storm continued for several days. On Saturday, nearly 180,000 people in the region had no electricity, heating or water, according to the regional government's website.The authorities have been working on restoring power supplies in the region for a week. Shelters and hot meals for those affected were organized. The government allocated 700 million rubles ($9 million) of assistance to the region, where a state of emergency was declared Friday.Commenting on the situation, Kremlin spokesman Dmitry Peskov said Monday that the ice storm was rather severe and “inflicted colossal damage onto the urban infrastructure" and pointed out that, while the authorities were taking all necessary measures to deal with the situation, the consequences from the force of nature couldn't be eliminated quickly.The Associated Press
School divisions were unprepared for the announcement that thousands of Alberta students would be temporarily vacating the classroom in a bid to slow the spread of COVID-19, says Trisha Estabrooks, chair of the Edmonton Public School Board. As announced by Premier Jason Kenney during a public briefing on Tuesday, students in Grade 7 to Grade 12 will move to online learning for three weeks starting Monday. Estabrooks said school divisions received "not one inkling" of advance warning. The first time she heard about the measures was on Tuesday night, as the school board paused its regular public meeting to watch Kenney's news conference. Estabrooks said school divisions should have been forewarned about the changes. "We learned about it at the same time the public did," Estabrooks said in an interview Wednesday with CBC Radio's Edmonton AM. "We didn't get a heads up. We didn't get a quick phone call from the minister, saying, 'Hey, this is what's going to happen.'" Kenney described the new restrictions as a "bold and targeted" attempt to limit the spread of COVID-19, as Alberta reported a record 1,115 new cases of the disease and declared a public health emergency. "There's very limited transmission within the schools, but more community transmission is affecting the schools and their ability to operate," Kenney said Tuesday. "Teenagers are much more likely to transmit the virus than younger children. A longer period away from school for these older students will help to reduce broader community transmission." Despite the lack of warning from government officials, Estabrooks said school administrators were quietly bracing for possible restrictions in the classroom. She said the changes ahead are daunting but the school board will be ready to welcome students online on Monday. "I think back to the situation we were in in the spring and ... that was a really quick, and really turbulent, pivot. We learned a lot," she said. "The reality is, we have something like 32,000 students already learning online. In a very short two months, Edmonton Public Schools has got the technology and got our teachers up to speed. "I'm not going to say it's going to be completely smooth, but certainly I know that staff and administration have learned from the experiences of the last few months." I'm supportive of yesterday's decision, as tough as it is going to be. - Trisha Estabrooks The change to online learning for junior-high and high-school students is among a series of new measures that will have an impact on Alberta classrooms. Beginning Nov. 30, all students in Grades 7-12 will immediately transition to online learning until they begin their winter break. In-person learning for all students will be delayed a week until Jan. 11. Diploma exams are now optional for the rest of the school year. Estabrooks said she has no doubt the new measures are the "right decision." Many Alberta schools are already nearing their breaking point. 'A step in the right direction' "I look at the trajectory of the number of cases and the burden that was being put on our teachers, our staff, our entire system over the last couple of weeks. And this absolutely is a step in the right direction. "I'm supportive of yesterday's decision, as tough as it is going to be for all those thousands of junior-high and high-school students." A report from the Edmonton Public School Board on the impact of COVID-19 on the first quarter of the school year showed 10,500 students and 1,075 staff were recommended or required to self-isolate. Cases were found in 111 of the division's 215 schools. Tuesday's public school board meeting was dominated by concerns over the spread of COVID-19 in local classrooms, a lack of detailed data on in-classroom transmission, and an apparent breakdown in the contact-tracing system in Alberta classrooms. School symptoms Estabrooks said school finances are strained. Teachers, students and their families are exhausted. Schools are seeing a "sharp increase" in the number of students and staff in isolation and that's put an added strain on staffing, she said. Last week alone, 3,000 students and 335 staff had been forced into isolation at home, Estabrooks said. On Tuesday, with substitute teachers in high demand, more than 100 teaching positions were left unfilled. "That to me, is one of the one of the symptoms of how COVID-19 is really being reflected in our schools," she said. In a statement to CBC News, the Edmonton Catholic School Division said it supports supports the premier's decision to move older students online and to make diploma exams optional. "In the past few weeks we have seen a steady increase in the number of COVID-19 cases in all levels, including junior and senior high," reads the statement, which will be send to parents later Wednesday. "While this increase mirrors the higher numbers of COVID cases in the community, it places additional pressures on staffing to ensure the continuity of learning for all students. "We agree that elementary students should remain in school as we are better able to serve our youngest learners. "The extension of the Christmas break for students in kindergarten to Grade 12 may provide a necessary break in the transmission of COVID-19." Estabrooks urged Albertans to help contain the spread of the virus. She said community transmission is putting pressure on local classrooms. If the virus continues to escalate, students will continue to face disruptions in their education. "If we have any hope of sending our children back to in-person classes on Jan. 11, let's do our part," she said. "Let's listen to what was announced yesterday so that we can open these schools back up. Because, really, that is the best situation where we can have — students in person, with their friends, with their teachers."
The Northern B.C. Crisis Centre could use some help when it comes to helping others. In the time since the novel coronavirus pandemic took hold, the centre has seen a 25-per-cent increase in calls to its phone lines from people feeling anxious, depressed and suicidal. The jump has translated into about 600 calls per month from people in the Northern Health region plus a further 400-500 calls per month the centre fields from the national suicide prevention line. "Things really ticked up in March and they haven't really stopped. We've been very busy," Sandra Boulianne, the centre's executive director, said. She said there have been similar upticks in the past, such as during the two major wildfire seasons, but nothing as sustained as this. Adding to the trouble, Boulianne said the centre is short-staffed. The centre works on a hybrid model with trained volunteers taking calls during the days and evenings and paid staff working the overnight shift. The roster of volunteers has waivered between 25 and 30. Ideally, Boulianne said the count should be over 40. As it stands, the centre's call answer rate averages about 70 per cent. "So we're missing 30 per cent of our calls," Boulianne said. "It's not good." Moreover, the volunteers are typically university students looking for some practical experience while pursuing their degrees. While she welcomes them, Boulianne said she would like to have a broader representation of the community not only because they may be able to better relate to some of the callers but they may last longer than the two to three years a student typically does. "Sometimes it feels like we're training people as fast as we're losing people," she said. Retired folks and stay-at-home mothers with some spare time are among the kinds of people Boulianne said she is seeking, adding the centre also has a youth-serving-youth line. Newcomers go through 70 hours of training, delivered online, and once completed, they're asked to put in one four-hour shift per week, either from home or at the centre. "It's difficult work but it's very rewarding," Boullianne said. She added that she joined the centre after earning a social work degree as a mature student at UNBC and had intended to stay for just two years. That was eight years ago. "I can honestly say I've fallen in love with the work," Boullianne said. "I love the authenticity of people when they're calling anonymously and confidentially and I love the skills that we use to help people open up." On the bright side, the centre was one of 10 across B.C. to receive a $10,000 from Pacific Blue Cross. Boulianne said it has made a difference to the non-profit which relies largely on funding from Northern Health and the United Way of Northern B.C. "We're very, very grateful," she said. Pacific Blue Cross provided the funding after a survey indicated two-thirds of British Columbians predict their mental health will deteriorate in the coming months. "We know that those who engage early support through crisis lines, are less likely to require acute care later," said Jim Iker, Chair of the Pacific Blue Cross Health Foundation. "With BC now facing its second wave of the pandemic, supporting our community and our health care system has never been more critical.” Boulianne attributed a significant amount of the jump in calls to people stuck in quarantine or other forms of isolation brought on by the virus. For some, it's also meant they have been unable to access face-to-face counselling in a timely manner and just need someone to talk to while they're waiting. "The beautiful thing about crisis lines is you can talk to somebody right away," Boulianne said. "We are not counsellors because our service is anonymous and we don't have a therapeutic relationship with our callers but we're able to diffuse a situation in the moment." Even if the centre needs more volunteers, Boulianne said those in need of help should still call. "You don't need to be suicidal to call a crisis line," she said. "We take any kind of distress call. If anything is worrying or distressing an individual, we want to be there to support them and so, no issue is too small," she said. "It's really anything, all the way from social isolation and loneliness to suicidal ideation and everything in between." Those interested in volunteering can get more information at crisis-centre.ca. Three men's hockey teams in southern Saskatchewan have had COVID-19 outbreaks, according to the Saskatchewan Health Authority.Two senior hockey teams — the Balcarres Broncs of the Qu'Appelle Valley Hockey League and the Assiniboia Rebels of the Notekeu Hockey League — had outbreaks declared on Nov. 22 and Nov. 23 respectively, the SHA said.While Fort Knox, a team in the Prairie Junior Hockey League based in Fort Qu'Appelle, had an outbreak declared on Nov. 22.Fort Knox has five cases, none of which came from the team's "hockey environment," the team said in a news release."They all live together and the source was determined to be a social event," Kelly McClintock, general manager of the Saskatchewan Hockey Association, said via email.Fort Knox believes all public health precautions were followed from an organizational standpoint, the team said in the news release. An Indigenous-led business has partnered with a top-notch environmental company to do mould remediation at CFB Trenton. Cambium Indigenous Professional Services (CIPS), located in Curve Lake First Nation, not only does consulting work, business planning and business model design, but also provides environmental services with a professional team. It has been awarded a contract to complete the project at the army base. The project began on Nov. 21. Michael Jacobs, CEO of CIPS, issued a release on the joint venture. “This is a long time in the making, this is not something that happened overnight. We’ve been working on this for two years,” says Jacobs. He adds the work will take approximately two weeks. A 10,000-square-foot building on the base has been out of commission for a while due to mould. Jacobs says once the work is compete, the building will be usable again. After, Jacobs says a third party company will assess for any mould or other contaminants. CIPS partnered with QM Environmental to secure the contract. QM deals with services from demolition and decommissioning to waste management and facilities, training, water treatment, hazardous material abatement and environmental remediation. Defence Construction Canada awarded the project to CIPS, which Jacobs says is a milestone for his business. “We couldn’t have done this without our partner QM, and they wouldn’t have gotten it without us, so it works out well,” adds Jacobs. “It’s a great partnership.” Jacobs says his staff of eight professionals are excited for this new relationship. He says he sees the collaborative opportunity as a starting point for an Indigenous team to scale up its abilities across Canada. He adds by winning the bid, he hopes more opportunities are open to his business. Tabatha Bull, president and CEO of Canadian Council for Aboriginal Business, congratulated CIPS on the new partnership with QM and said the opportunity for both companies to work together is one of growth. “Joint ventures are an excellent way for Indigenous and non-Indigenous businesses to develop mutually beneficial relationships,” says Bull in the release. Jackson recently got to do something he's been yearning to do for months — sing and dance again with his Broadway cast.Jackson is one of the stars of “Ain’t Too Proud — The Life and Times of The Temptations” and he reunited with castmates for the first time since theatres shuttered to prepare for the Macy’s Thanksgiving Day Parade on Thursday.“I was most happy with just seeing all my old friends I haven’t seen in months, some who flew in specifically for the show to do this,” he said. “It was different, but it was still great to do.”The pandemic, which shut down theatres in March, may have upended most traditions this holiday season, but the annual New York City parade will march on with balloons, dancers, floats, Broadway shows and Santa — albeit heavily edited for safety.“Traditions like this are comforting and they’re uplifting,” said Susan Tercero, executive producer of the parade. “New York has always been a tough city. It bounces back. It takes its blows and then it continues on. And I think it’s extremely important for us to be that display this holiday season. Regardless of what’s happened, New York needs to be that beacon of light in the darkness and this parade, I think, is symbolic of that.”The Macy’s parade has been a traditional holiday season kickoff for more than 90 years, and spectators often line up a half-dozen deep along the route to cheer about 8,000 marchers, two dozen floats, entertainers and marching bands. At last year's parade, the big fear was high wind. This time, it's a pandemic that has made crowds untenable.The biggest change this year is that the usual 2 1/2-mile route through crowded Manhattan has been scrapped in favour of concentrating events to a one-block stretch of 34th Street in front of the retailer’s flagship Manhattan store. Many performances have been pre-taped and most of the parade’s performers will be locally based to cut down on travel.In addition to “Ain’t Too Proud," the parade will feature performances from the Broadway casts of “Hamilton,” “Mean Girls” and “Jagged Little Pill,” a musical built around the music of Alanis Morissette. The Broadway performances were taped days before the parade.Things felt a lot different for actor Derek Klena, who was in the 2017 parade as part of the cast of “Anastasia.” This year, he's Tony Award-nominated for his role in “Jagged Little Pill” and helped perform “You Learn” from the Tony-nominated show.The cast was quarantined for two weeks before taping and tested regularly for the virus. Cast members rehearsed in masks until the moment cameras started rolling and kept socially distant. They sang live this time instead of years past when casts lip-synched."Although the circumstances were much different, it was still so magical and fulfilling to get to share that experience with your fellow castmates after being distant for so long," said Klena.“I think it was important to everybody to find a way to still celebrate this event and celebrate the shows and the companies that all get to share in this amazing event.”Both Jackson and Klena said everyone adhered to the show's strict safety protocols — enforcing the 6-foot rule, frequent testing and requiring face masks plus face shields, as well as a fresh mask after their performance. “I’m appreciative of it because it is built to keep you safe,” said Jackson, though he noted “dancing in a mask is a tough feat.”This year's lineup of balloons includes Snoopy, “Diary of a Wimpy Kid,” “The Elf on the Shelf,” Chase from "Paw Patrol," Pikachu, the Pillsbury Doughboy, Ronald McDonald, SpongeBob SquarePants and “Trolls.” New this time are “The Boss Baby” and Red Titan from “Ryan’s World.”The giant cartoon-character balloons will be flown without the traditional 80 to 100 rope-pulling handlers assigned to each inflatable and will instead be tethered to specialized vehicles.Pentatonix, Ally Brooke, Keke Palmer, Sofia Carson, Leslie Odom Jr. and Jordin Sparks will perform, and there will be floats from “Blue’s Clues,” “Teenage Mutant Ninja Turtles" and Lego. There will be a New York City Ballet ballerina with a performance from “The Nutcracker,” an all-female samba drumline and acrobats from “The Big Apple Circus,” and the Rockettes will be out in force. The parade ends with an appearance from Santa Claus.Another change this year was the decision to spotlight many of the New York City parades that were cancelled in the spring and fall due to the pandemic — the St. Patrick’s Day Parade, the Mermaid Parade, the Puerto Rican Day Parade and NYC Pride March.“We’re going to be highlighting them, and we’re going to be really giving them a chance to shine,” said Tercero. “You’re going to be able to see creativity in this entertainment come to life that has sort of been dormant for the past seven months.”For the Broadway performers, there's a silver lining to the changes this year. Usually on Thanksgiving Day, they'd be freezing in Midtown, having woken at dawn and been dancing and singing for hours. The Town of Bay Roberts has awarded a tender in the amount of $316,277 to CanAm Platforms & Construction Ltd. for new ballfield lighting. There was some discussion on whether that tender price would include new dehumidifiers, as the tender was for ballfield lighting and stadium dehumidifier upgrades. “I’m 99 percent sure that’s just the ballfield lighting,” said councillor Dean Franey, who noted the Town had already awarded the dehumidifier upgrade. “I’ll have to check with the director, but I’m pretty sure councillor Franey is right,” agreed Chief Administrative Officer Nigel Black. “What happens is the project name was called Ballfield Lighting and Stadium Dehumidifier. It was all lumped into one project.” Councillor Silas Badcock raised a concern about the awarding of the tender. “This is the company that put up our building at the recreation complex, where we’re having trouble with the roof?” asked Badcock. Black confirmed it was. Badcock said it didn’t make sense to him to award the contract unless the roof was fixed first. Black replied that the company met all the requirements of the tender, which had been reviewed by Municipal Affairs and the Town’s consultant, Crosbie Engineering. “There’s no way in the world we can say, ‘Fix our roof before you get this contract?’” asked Babcock. Black said the roof is being fixed and there is no outstanding claim against the company. “There was an outstanding problem with the roof, and they’re fixing it,” said Black. Councillor Geoff Seymour asked how much interest there was in the tender, and Franey said that there were 10 bids— including one from a company from Nova Scotia. “There’s not much work out there, I’ll put it to you that way. While the development of a COVID-19 vaccine could generate billions of dollars for some pharmaceutical companies such as Pfizer, concerns over accusations of exploiting the pandemic will likely temper profits, experts suggest. "It doesn't really make sense to profit from this pandemic," said Tinglong Dai, associate professor of operations management and business analytics at Johns Hopkins University Carey Business School in Baltimore."This is a perfect time for [pharmaceutical companies] to develop their brand equity, which will serve them well for longer -term profits. In the long run, what's really important for pharmaceutical manufacturers is in brand equity. So people trust Pfizer, for example."Vamil Divan, a senior biopharmaceuticals research analyst with Mizuho Securities, said he believes these companies are very aware of the need to be responsible for their pricing and not to overcharge."I think they think it's appropriate to get back the investment they made. But I imagine they are being reasonable about it," he said.The giant pharmaceutical company Pfizer and the upstart biotech firm Moderna, which both have announced test results showing their coronavirus vaccine candidate is 95 per cent effective, have indicated they will make some profit from their ventures.Some companies say they won't profit during pandemicHowever, some other companies, including Johnson & Johnson and AstraZeneca, have pledged they will not profit from their vaccine, although they have suggested this would be limited to the time during the pandemic. Stacie Dusetzina, an associate professor of health policy at Vanderbilt University, said for an industry that has not been popular with the public, this is an opportunity for pharmaceutical companies to get back in their good favour, at least to some degree. "I think they have a lot going for them if they don't mess it up," she said.Still, Dusetzina noted, "I'm sure everyone will make quite a lot of money."Just how much money is difficult to determine. Michael Levesque, senior vice-president of Moody's Investors Service, said there's very limited data that would allow for a precise estimate."We do believe that the Pfizer vaccine will generate profits for Pfizer in 2021, but we haven't made an explicit estimate of that profit," he said.What is known is that Pfizer, along with its COVID-19 vaccine manufacturing partner, BioNTech, will be selling the vaccine at $19.50, that two doses are needed and that it will be able to provide 1.3 billion shots worldwide by 2021. Using that data, Cinney Zhang, an equity research analyst for Bloomberg Intelligence, calculated that in 2021, Pfizer and BioNTech could expect $24 billion of revenues. Meanwhile Moderna, which has said it will charge somewhere between $25 and $37 per dose, could add almost $30 billion to its revenues, estimated market analyst Peter Cohan, writing in Forbes.Game changer for smaller companiesCertainly for a smaller company like Moderna, the vaccine could be a game changer, said Divan. And while Pfizer is looking at some big revenue numbers,"it doesn't really change the trajectory" of the company.Pfizer generates about $50 billion a year in revenue, with up to around $16 billion in profits, said Damien Conover, director of health-care equity research and equity strategy for the financial services company Morningstar.The COVID-19 vaccine, he said, will likely mean a "pretty substantial windfall" for Pfizer. Canada's men's basketball team won't play in two FIBA AmeriCup 2021 qualifying games later this month due to concerns around COVID-19.Canada was scheduled to play Cuba on Nov. 29 and the US Virgin Islands on Nov. 30 in a bubble format in Punta Cana, Dominican Republic. Playing the games would have contradicting not just the recommendations of medical professionals, Canada Basketball said, but also the federal government's travel regulations. Canada Basketball's president and CEO Glen Grunwald in a release the organization is working with FIBA on options to reschedule the games. The next qualifying window is Feb. 18-22. Canada Basketball said the decision to withdraw was made after consultation with team doctors and support staff, as well as medical professionals throughout the Canadian sport system, as well as those with Sport Canada, Own the Podium, the Return to Sport Task Force and the Canadian Olympic Committee.Canada is in Group C of the qualifying stage with Cuba, the Dominican Republic and the U.S. Virgin Island. Le feuilleton du redécoupage électoral qui a occupé Rimouski pendant des mois vient de prendre fin, et son épilogue soulagera les résidents du Bic : la Commission de la représentation électorale (CRE) a décidé que ce district conservera ses limites actuelles, qui sont celles de l’ancienne municipalité annexée par Rimouski en 2009. Pour justifier sa décision, la CRE dit avoir considéré « les commentaires émis par les électeurs du district numéro 11 du Bic relatifs au sentiment d’appartenance à leur quartier ainsi qu’au respect et à la préservation de l’identité villageoise et patrimoniale du Bic ». L’éloignement entre Le Bic et le centre-ville de Rimouski a également joué dans la réflexion des deux commissaires Pierre Reid et Serge Courville. Si le caractère villageois du Bic a été largement évoqué tout au long des consultations sur la nouvelle carte électorale, les résidents du district voisin de Sacré-Cœur ont également fait valoir leur sentiment d’appartenance depuis le début de cette saga. Eux aussi peuvent souffler : la CRE considère que les districts de Sacré-Cœur et du Bic forment des communautés naturelles distinctes, et qu’on ne peut donc transférer une partie rurale du premier vers le deuxième. « Il a été démontré que les liens socioéconomiques des citoyennes et des citoyens du district numéro 1 de Sacré-Cœur sont davantage tournés vers les secteurs centraux de la Ville de Rimouski », écrit la CRE dans sa décision. Cette décision porte l’écart de population entre le district du Bic et la moyenne des autres districts de Rimouski à 34,4 %, bien au-delà de la limite de 15 % prescrite par la loi. Du côté de Sainte-Blandine/Mont-Lebel, autre district rural particulièrement affecté par le redécoupage, la CRE a entériné la proposition de la Ville de Rimouski. Celle-ci agrandit le territoire du district tout en lui conférant un statut d’exception, puisque l’écart de population avec la moyenne des autres districts est de 25,8 %. Défaite pour la Ville Avec cette décision, la CRE a infligé ce qui a toutes les apparences d’une défaite cinglante à la Ville de Rimouski, tant celle-ci s’est obstinée pendant des mois à défendre l’agrandissement du district du Bic en dépit de l’opposition des citoyens. De nombreux avis publics et présentations ont été produits pour défendre coûte que coûte ce projet alors qu’il ne s’est jamais trouvé aucun résident de Rimouski pour donner son appui aux différents redécoupages proposés. Cet épisode laisse surtout l’impression d’un gâchis de temps et de ressources, puisqu’on en revient à une situation très proche du statu quo en faveur duquel avaient voté deux conseillers début mai, Grégory Thorez (Sainte-Odile) et Virginie Proulx (Le Bic). La conseillère du Bic s’est réjouie de ce dénouement sur sa page Facebook ce matin, tout en félicitant les citoyens qui se sont mobilisés au cours des derniers mois. « C’est une victoire pour la démocratie, une victoire qui montre encore une fois la pertinence de consulter ses citoyens en amont des décisions au bénéfice de tous », écrit-elle. Mais il est clair que c’est aussi une victoire personnelle pour elle : elle fut la seule à s’opposer au règlement actant le redécoupage et le déplacement de la frontière Bic/Sacré-Cœur, tout comme elle fut la seule à informer de manière proactive les citoyens de son district sur les impacts du redécoupage et sur les manières de le contester. Incidemment, on peut conclure de la décision de la CRE qu’il existe bel et bien une corrélation entre le district électoral et le « district d’appartenance », contrairement à ce que prétendait le maire de Rimouski Marc Parent lors de la consultation publique de la CRE. « Lorsque les conseillers et les conseillères siègent au conseil municipal, c’est d’abord et avant tout pour la Ville de Rimouski qu’ils siègent, et non pas pour les électeurs qu’ils représentent dans leur district », avait même déclaré M. Parent, contredisant ce qui est écrit dans le Guide d’accueil et de référence pour les élues et les élus municipaux du gouvernement du Québec.
