The regular meeting of the Council of the Town of Wakaw was held on Thursday, November 5, 2020 in the Council chambers at 121 Main Street, Wakaw, SK with the following members of council present: Mayor Steve Skoworodko, Councillors Greg Boschman, Gary Harrison, Chad Parenteau, Michael Markowski, Terry Ostafichuk, and Doug Penner, as well as CAO Lois Gartner.
Mayor Skoworodko called the meeting to order at 7:10 pm.
Cllr. Penner moved that the minutes of the previous meeting held on October 14, 2020 be approved as read. Crd
Cllr. Ostafichuk moved that the Statement of Financial Activities for the month of October 2020 be approved as read. Crd
Cllr. Markowski moved that the correspondence being dealt with, namely the REACT minutes and the Wakaw & District rec Board minutes be filed. Crd
Cllr. Parenteau moved that the accounts in the amount of $127,449.56 be authorized for payment and attached to the minutes. Crd (Note: These are attached to the actual minutes of Town Council)
Cllr. Parenteau moved that council approve the executive appointments to the Wakaw & District Recreation Board as per Recreation Board Minutes November 2, 2020 presented to Town Council November 5, 2020. Crd
Cllr. Penner moved that council acknowledge the layoff notification of seasonal employee Herman Lysitza effective October 30, 2020. Crd
Cllr. Parenteau moved that council approve the hiring of a second permanent Utility Worker and furthermore agree to hire Jason Sosnowski effective immediately, wages and benefits as per the CUPE Agreement dated February 14, 2019. Crd
Cllr. Osrafichuk moved that council approve the hiring of “Terrence Schneider” for the position of CAO. Details of start date, salary, & holidays to be determined. Crd
**CAO Gartner declared a Conflict of Interest due to the discussion of CAO wages and left the chambers at 8:30 pm.
Cllr. Harrison moved that the salary payable to CAO Lois Gartner for the year 2021 be set at $100,000.00 with the RM of Fish Creek No. 402 responsible for 40% and the Town of Wakaw responsible for 60% under the Joint Administration Agreement. CAO follows the terms set out as per CUPE Agreement with the exception of Group Insurance Premium paid in full by municipality and Life Insurance Premium paid in full by CAO. Crd.
**CAO Gartner returned to chambers at 8:45 pm.
Cllr. Penner moved that council approve the Discretionary Use Application for an Integrated Cannabis Retail Outlet within the Crossroads Restaurant located at # 201 Highway #2 pending approval of SLGA Cannabis Retail Permit. Crd.
Cllr. Parenteau moved tha council acknowledge the review of the water quality records. Crd.
Cllr. Harrison moved that council indemnity for the fiscal year 2021 be set as follows:
-Mayor $250.00 and Councillors $200.00 per meeting as well as per diem while away on municipal business.
-Evening Committee meetings be set at $200.00 per meeting.
-Vehicle mileage at $0.59 per kilometre.
-The Remuneration policy procedure to remain in effect as attached to minutes. Crd.
Cllr. Harrison moved that the 2021 indemnity payable to members representing the Town on the following boards be set at $200.00 per meeting and mileage at $0.59 per kilometre:
1) Wakaw Lake Regional Park
3) Lakeview Pioneer Lodge
4) Wheatland Rail
5) Recreation Board
6) Health Council

Cllr. Boschman moved that the following be appointed as solicitors for the Town: Neil C. Raas – Zatlyn, Bendig, Klaasen & Raas; Marianne Kramchynsky – Parchomchuk, Sherdahl, Hunter; Steven Seiferling – Seiferling Law. Crd.
Cllr. Ostafichuk moved that council reappoint Grant Thornton LLP, as the Auditor for the Town of Wakaw for the fiscal year ending December 31, 2020. Crd.
Cllr. Penner moved that rental rates for the Wakaw Rec Centre and Council Chambers remain the same as 2020 rates. Lions rate will be set at $100.00 per Bingo. Crd.
Cllr. Harrison moved that this meeting be adjourned at 9:40 pm. Crd.
