A Newfoundland and Labrador company is using a new online campaign to call for a provincial anti-bullying task force and updated bullying statistics across the country.Samantha Gerbeau founded Newfoundcare in 2004, and wanted to create an anti-bullying campaign as an educational tool for people in the province. When she began researching bullying statistics, she says she was surprised by what she saw."I found Bullying Canada … and unfortunately the last set of research that's there is from 2012," she said earlier this month."There's a fair amount for school-age children and bullying, but when it comes to adults and bullying there's not a lot. There's one line for workplace bullying … and there's one line for cyber bullying."In an effort to help push for updated bullying statistics, Gerbeau created the BullyBeKind campaign. The campaign took place over the course of November, offering people a platform to share stories, publicly or privately."A lot of people, what they have been doing is getting in touch with me privately, and I create the stories to share online for the public to view and see to hopefully gain some research out of those aspects," she said.Gerbeau believes one reason for a lack of updated bullying statistics could be because few incidents are reported, both in schools and the workplace.In a statement to CBC News, the Newfoundland and Labrador English School District said all bullying complaints are investigated by school staff, but are not documented unless found to be valid.The district also uses online tools to track bullying instances and note behavioural trends or issues with individual students.Better first contact points neededBeyond social media, the campaign will end with a workshop outlining what a provincial anti-bullying task force would look like. Gerbeau said a task force could help establish better first points of contact for those facing bullying and help grow support networks by getting local support groups on board."They are the first point of contact for a lot of people who are dealing with bullying, yet they're not under one umbrella," she said."I think with their expert advice as well as experience, they are the best people to be speaking with in regards to how do we prevent bullying, and how do we overcome the bullying aspect that happens to victims and provide them with the necessary support.… Those sort of things have to be explored."> The sooner that one can get the help that they need, the better the outcome for that person. \- John DinnSeveral community organizations, including the Royal Newfoundland Constabulary and the Canadian Mental Health Association, will be taking part in the workshop on Monday.John Dinn, workplace mental health coordinator of the Newfoundland and Labrador chapter of the Canadian Mental Health Association, believes in the idea of a task force, as bullying can have an effect on people's mental health."Some cases, bullying over an extended period of time can lead to people experiencing PTSD, anxiety, depression, burnout," Dinn said."In some cases, unfortunately, it can cause people to have thoughts of suicide depending on the situation they're in."According to statistics from the Canadian Mental Health Association, 45 per cent of Canadians targeted by bullying suffer from mental health problems, while 40 per cent say they have experienced bullying in the workplace at least once."Targets can endure bullying for almost two years before they finally come to the point of filing the complaint," Dinn said."The sooner that one can get the help that they need, the better the outcome for that person," he added. "It's basically letting the victim know that they're not alone out there, that help is available in their situation."Ahead of the workshop, Gerbeau said she hopes to potentially present the idea to the provincial government."An umbrella is the main goal for the anti-bullying task force, in that it would house all the aspects of bullying for Newfoundland and Labrador." she said. "Then, for instance, to explore the idea of a 1-800 number perhaps for the public to call in order to receive support or intervention. Also, education. Members of the Little Salmon Carmacks First Nation are electing a chief and council today.The first thing voters will encounter at the polling centres will be COVID-19 stations meant to prevent the spread of the virus, said Chief Electoral Officer Raelina Jobin.She said that includes a package with latex gloves, a disposable mask and a pencil to mark their ballot. Hand sanitizers will be available, said Jobin, and voters will put their names down on a list in case contact tracing is needed later.The voting process is set up to encourage physical distancing and voters will leave by a different door, she said.There are polling stations at the Heritage Hall in Carmacks, Jobin said, and in the Fireside Room at the Yukon Inn in Whitehorse.She said citizens can also arrange to cast a special ballot at a different location such as their home if they choose. CandidatesThe polling stations are open from 10 a.m. to 8 p.m.There are two people, Edward Skookum and Nicole Tom, running for chief.Two people, Shirley Bellmore and Willian Van Fleet are running for elder councillor.Terry Billy, Chantelle Blackjack, Toni Blanchard and Joseph O'Brien are running for one of the two Crow clan councillors.Six people, Veronica Burgess, Cody Cashin, Calvin Charlie, Bill Johnnie Jr., Jo-lene Mullett and Tanya Silverfox are in the race for one of the two Wolf clan councillors.
TOKYO — A brightly burning meteor was seen plunging from the sky in wide areas of Japan, capturing attention on television and social media.The meteor glowed strongly as it rapidly descended through the Earth's atmosphere on Sunday.Many people in western Japan reported on social media seeing the rare sight.NHK public television said its cameras in the central prefectures of Aichi, Mie and elsewhere captured the fireball in the southern sky.A camera at Nagoya port showed the meteor shining as brightly as a full moon as it neared the Earth, the Asahi newspaper reported.Some experts said small fragments of the meteorite might have reached the ground.The Associated Press

Council of People With Disabilities is urging Islanders to avoid making assumptions about those not wearing masks in public places."They don't know that person's history, their experiences, and they do not know what health conditions they may be living with at this current time," said Marcia Carroll, the organization's executive director."Understand that your reality is not everybody's reality."On Nov. 20, masks became mandatory inside all public places on P.E.I. However, there are exceptions to the rule for children under the age of two and those who cannot wear one for medical reasons.> People who are going to comply will comply. And the people who can't comply should be treated with the same respect. — Marcia CarrollBut according to Carroll, those medical reasons aren't always apparent."If you saw somebody in a wheelchair or somebody using a white cane ... and they were not following a health directive, you might not confront them because their disability is visible," said Carroll."But for somebody who has an invisible disability, again, they still have a disability."'It's public shaming'Carroll said singling those people out over not being able to wear a mask not only leads to social isolation, it can also be extremely stressful."It's a way of shaming and it's public shaming. And quite frankly, it's a little bit of bullying," she said."People who are going to comply will comply. And the people who can't comply should be treated with the same respect."For now, Carroll said she recommends people keep their judgment to themselves and if you can wear a mask, wear it."Wearing masks does not just protect yourself, it protects other people. That also includes the people who can't wear masks," she said. And for those who have already experienced being called out for not wearing a mask, Carroll also has a message: "I'm sorry.""Your health is your own personal business." she said. Food bank usage across Ontario was already increasing in the year leading up to the COVID-19 pandemic, says a new report. Then came a further surge in demand as people grappled with unemployment, closures, and loss of income throughout the pandemic. Feed Ontario's annual hunger report released on Monday analyzes food bank usage across the province, makes recommendations, and also looks at the impact of the pandemic on food banks and vulnerable populations. Following a year where people made 3.2 million visits to food banks, the number of first-time food bank visitors spiked by 26.5 per cent during the first four months of the pandemic, the report says. "That means that we're seeing brand new people who have never come to our services, and those who have already accessed our services experiencing further difficulties in life than they've already had to deal with," said executive director Carolyn Stewart. "It's extremely concerning for us."Before the pandemicBetween April 1, 2019 and March 31, 2020, the report said 537,575 people accessed food banks — an increase of 5.3 per cent over the previous year — and that one third of those visitors were children. Total visits amounted to 3,282,500, which is up 7.3 per cent from last year.Feed Ontario lists a lack of affordable housing, insufficient social assistance programs, and a growth in precarious employment (like part-time and casual work) as the top three drivers of food bank usage.Ontario also has the highest number of minimum wage workers in the country, Stewart added, noting precarious work has been greatly impacted by the pandemic. The report says 65.7 per cent of food bank visitors cite social assistance as their primary source of income. There has also been 44 per cent more employed people accessing food banks over the past four years. "As these numbers continue to grow, it really creates concerns for us that the income is not keeping up with what everyone needs to afford their most basic cost of living," Stewart said. "Things are becoming increasingly out of reach for everyone."Paying for housing means no financial cushionPrior to the pandemic, people were already living with the extreme stress that comes with living in poverty, stretching dollars and potentially being unable to make ends meet, Stewart said.Around 86 per cent of food bank visitors are rental or social housing tenants spend most of their monthly income on housing. Feed Ontario notes this makes it near impossible for low-income people to have savings or a "financial cushion" to offset losses during times of emergency.Coupled with a year that prompted further anxiety and called for additional expenses — like PPE, staying home for health reasons, and the loss of social services — "hundreds of thousands of people" were without the means to afford basic needs. The top three reasons people would skip meals was to help afford rent, utilities, and phone or Internet bills, the report says."I think it's extremely problematic. No one should have to make those choices. Those are impossible choices for anyone to have to make," said Stewart. Surge in demandDuring the first two months, access to food and meal support also became the number one reason people called Ontario 211 — the community and social services help line.Stewart said this might have been out of fear these essential services would be closed. But food banks have been working around the clock, she said, with limited resources and staff to meet pandemic guidelines. None have shut down. They've implemented new emergency food support programs, and upped the amount of food provided to reduce number of visits. Some also put in a home delivery service and opened a drive-thru service. Here's a look at how demand increased at different centres across the province once the pandemic hit: * The Daily Bread Food Bank in the GTA serviced nearly 20,000 people a week. * The Mississauga Food Bank saw a 120 per cent increase in first time users. * Ottawa Food Bank had 400 per cent more calls from people needing food support. * The Unemployed Help Centre in Windsor had double the amount of households access their services. * The Salvation Army in Owen Sound saw over 400 people in the first nine days of the pandemic, which is near the number of people it would service in a month. * Community Care West Niagara in Lincoln had a 20 per cent increase in those using their services. * A Sudbury Food Bank agency saw a 150 per cent jump in people accessing emergency food support.Eviction, financial challengesIn September alone, there was 10 per cent more visits to food banks compared to the same time last year. When Feed Ontario surveyed around 200 food bank visitors in September, it found one out of two food bank visitors said they were worried about facing eviction or defaulting on their mortgage in the next two to six months.One participant said, "Everything is hard. Paying rent is hard, going to the doctor is hard, accessing groceries and food are hard. Everything is so much harder now."Over 90 per cent were also navigating extreme financial challenges due to the pandemic and incurring a significant amount of debt. Ninety-three per cent of respondent were borrowing money from friends and family, accessing payday loans, or using a credit card to help pay bills. Though Feed Ontario doesn't collect data related to race, immigration or refugee status, it notes that Black and Indigenous people are disproportionately impacted by poverty and food insecurity, and are three times more likely to be food insecure than non-racialized households. Support from provincial and federal governments helped food banks meet an initial surge at the start of the pandemic, said Stewart. But as these supports wound down through summer and into fall, the numbers have increased again. The supports showed that "investing in income supports for individuals can provide that essential safety net that people need," she said. Stewart pointed to the 2008 recession where food bank usage went up by almost 30 per cent over two years. "It's never gone back down," she said, adding that the network is "quite fearful" that without those supports food bank use will grow "exponentially" over the coming months."While food banks do their very best with very little to meet the need in their communities, and they do incredible work, they do not replace good, public policy," she said. "We are not a solution to poverty." Feed Ontario says it's calling on the provincial government to: * Provide immediate support to low-income families, including developing a rent relief or payment program for tenants facing rent arrears or eviction. * Reinstate the emergency benefit for social assistance recipients. * Align Ontario's social assistance rates with the national standard set by CERB. * Develop stronger labour laws and policies, like reinstating paid sick days and quality jobs with a livable wage.
An 80-year-old man who is visually impaired and received a $13,000 bill from Virgin Mobile is no longer on the hook for the large sum."I think right now they could be doing a little better, but I'm satisfied with that," said Willie Guerard, who lives in Amherstburg, Ont. "They're not going to get my best wishes, you know what I mean?"Guerard and his wife, Yvonne, who by their own admission are not tech-savvy, told the CBC earlier this month that they don't really even use the internet on their phone.They said it was their understanding that their service would be cut off if their account balance reached $200 in any given month, so they were surprised when they received two bills, for approximately $5,000 and $7,000, respectively.Virgin Mobile said it had removed spending caps such as those after the pandemic began up until the beginning of July but it continued to charge for any costs for overages people incurred.Guerard and his wife said they contacted Virgin Mobile after receiving the large bill and were told they had to pay it. It was only after CBC made inquiries published in a web story earlier this month that the company took a second look at the massive bill."At least they're paying attention now. Before that I couldn't get nobody [to look into it], I just got the runaround," Guerard said.Significant reductionInitially, Virgin Mobile said that Guerard, who was an active data user, had twice requested to increase the amount of data on his account and consented to it. The company was unaware of Guerard's visual impairment and that it would be significantly reducing the outstanding balance in his account.Last week, they said they'd reduced the amount he owed to what his usual monthly bill would have been."We took another look at Willie's account and couldn't verify that he received the notice about removing spending caps during COVID," a written response from the company read.Guerard said after he called them, he found out the amount he now owes is $281, which he plans to pay. But he said he'll only be doing so once he gets it in writing.
The Canadian Mental Health Association (CMHA) is putting a call out for Islanders to find their old phones and consider donating them. The phones would go to clients of the My Place Housing First program, run by the CMHA. Some of the clients of the program had told staff that securing a reliable cellphone was a challenge for them, said Tessa Rogers, a housing support worker with the CMHA.The program works with those who are homeless or at risk of homelessness, trying to get them into more secure and stable housing situations. "A big part of this is weekly meetings with our clients, getting them into stable housing, but then also connecting them with different resources in the community and, you know, potential employers, things like that," she said."In order to do this effectively, it's very beneficial typically if they have a cellphone, just so you can reach them easily." The organization sometimes has trouble contacting clients, having to call neighbours or friends to get in touch with them, said Rogers. "Some of our clients have reported to us, you know, it's very challenging to book my appointments with you folks, book my appointments with my doctor, various community resources, just because they don't have that reliable communication tool," she said. Keeping connectedAny phone can be donated, said Rogers. Anything from an old brick, all the way up to the latest and greatest — it just needs to hold a charge and not have a shattered screen, she said. "Some of them are looking for something that they can just, you know, quickly answer and have a phone conversation," Rogers said. > Our goal is to meet clients where they are and, you know, connect them to those community resources. — Tessa Rogers, CMHA"And then some of our other clients are looking for something that's more up to date that they can use their social media on and maybe play games to reduce some isolation." The ability to use the internet is important, not only for reducing isolation in the time of COVID-19, but also to be able to access resources if public health measures tighten in the province. "If something does come up with the second wave, and having to shut down, this would allow those clients to still, you know, utilize those resources, whether it be Zoom meetings, Skype, anything like that," she said. Always a needRogers said they've had a number of people already reach out and offer to donate phones. All of the phones will be cleaned, sanitized, and staff will ensure that no data is left on them before passing them on. When the client gets that phone, if the phone gets a plan and how it's paid for is decided on a case-by-case basis, said Rogers. "Our goal is to meet clients where they are and, you know, connect them to those community resources. So a few of our clients are already connected with those resources. Some have it within their budget already. If not, it might look like us advocating for them," she said. "Some of our clients might not even necessarily want a phone plan and just want a phone that they can use with Wi-Fi. So it's really just meeting that client where they are and kind of assessing their needs and working with them to meet that goal." Rogers said there's no set number of phones they're looking for, because they constantly have new clients and there's always a need. More from CBC P.E.I.
Shelburne Deputy Mayor, Steve Anderson is a crusader for inclusivity of all people in his com-munity and fervently believes that one should be judged on their aims and accomplishments.He also serves as the County Councillor of Dufferin and is the first born Canadian in a fam-ily of six siblings, with Jamaican parents.Steve grew up in Jane Finch, in Toronto, attended the University of Windsor for his Hon-ours Baccalaureate in criminology, started Law School at the University of Detroit Mercy and finished his degree at the University of Ottawa. He was subsequently hired by the Toronto Transit Commission to work in their legal department as a litigator. Considering his present position as a vocal advocate for civil rights and the inclusion of all people and races in todays society, it begs the question why choose litigation law rather than civil rights of some similar field?Steve’s answer was simple. He did not start out imagining himself leading some great advocacy charge. Rather, he knew he wanted to make a dif-ference in the world and saw the law as a poten-tial pathway to achieving it. Steve said the TTC gave him the chance to build his own platform. Once he found himself working for such an iconic institution, people saw him as a possible resource.He was a lawyer when working for the TTC and someone who could go into schools to speak with youth. This resulted in many opened many doors for Steve. He was asked to speak to schools and many organizations about his experiences. This, in turn, reverberated with his bosses and their bosses and they supported it wholeheartedly. In part, because of its benefit to the youth of the community and in part, because it reflected positively on them. Steve and a friend of his, Ian, worked together in Steve’s old neighbourhood of Jane Finch, to help youth there. They assisted in achievement awards for academics, community service and other accomplishments. They have done this for over ten years and still continue today, but with COVID-19 precautions.From Steve’s work in Toronto he learned a lot about the potential to impact change through politics and a seed was planted. The seed sprouted when he had just moved to Shelburne with his family and the munici-pal elections were underway. He thought about entering the race, but realized that he knew noth-ing about the issues of his new community, so he waited. But while he waited, he began to follow the local political scene and learned about issues affecting ShelburneHe did not yet know the community, but he knew the issues. It was then that the Town asked for members to become a part of the Transit Task Force. It was a perfect fit for a TTC veteran. The task force was composed of CAO John Telfer, Ron Monroe and Steve. The plan was to run a transit system in town for two years and then have Go Transit take it over. Unfortunately, the plan never came to fruition, but it made Go Transit aware of the town and its desire for tran-sit.Several years later, Steve was part of bringing Grey County transit buses to Shelburne.It was shortly after the task force dissolved, that Councillor Tom Egan suddenly passed, creating a vacancy on Town Council. Steve decided that he should throw his hat in the ring and try to become a part of the commu-nity’s political machine. He faced an uphill battle. Tom Egan had been a much loved member of the community for many years and he left very big shoes to fill, no matter who took over, let alone a new resident, not well known in the community. After going through the selection process, Steve won the appointment and the rest is his-tory, but, not history without effort. Realizing how big of an achievement he had just accomplished, Steve decided that he had to hit the ground running if he was to have any chance of wining the hearts and minds of Shel-burne’s residents and continue in his political endeavours.His first goal was to honour Tom Egan and he did so by getting Council to create the Tom Egan Community Service Award.When Steve was going through the selection process and even before that, on the Transit Task Force, the question came up as to what he thought could be done to make the old and new resident communities more inclusive of each other.The slogan, “Shelburne Stronger Together” originated from this thought. This is what char-acterizes Steve’s community involvement, bring-ing the community together. He was the first councillor in Shelburne, to hold a “meet and greet “ at the Town Library, where constituents could come and meet him, hear his views and present their questions and opinions.Following his first 10 months, Steve let the community know who he was and what to expect. Then came the 2018 municipal elections. As he tells it, Steve never wanted to be Deputy Mayor. He had formed a close friendship with Geoff Dunlop, the Deputy Mayor preceding him and he wanted to see Geoff remain in that posi-tion. I would have been happy just to win a full term on council, he said. But life had other plans and Geoff decided to bow out of politics, leaving Steve feeling like he should run for the position after all. He revealed that his reason for doing so, almost reluctantly, is because if he did not, he felt the community “was going to go off in a direction that he did not think it should be going.”Steve knew he would have to be exceptional to win the seat, but he believed in his vision for the direction of the community and so he took up the challenge.Following his election to the position of Dep-uty Mayor, his political life has become almost as demanding as his career as an attorney.Partially, the reason for this is because of his dedication to welcoming and supporting all the different cultures and populace diversities of Shelburne, while working to help solve the many municipal government problems in the Town. When looking back on his campaign to become Deputy Mayor, one of the things Steve feels most strongly helped him was going door to door with Councillor Walter Benotto. Walter is the longest serving member of council and is very well known in the town, yet together they complimented each other in going door to door. In the newer subdivisions, frequently Steve was recognized and introduced Walter, while in the established parts of town, it was the other way around, but together, they made a solid impres-sion of cooperation and a shared commitment to a Shelburne both embracing the new and holding onto the establishment.When asked if he would consider running for Mayor, Steve was adamant, he will not. He thinks Wade Mills is a good Mayor and a good working partner. They share a similar vision of the Town and Steve is happy being the Deputy Mayor. Serving as Mayor is demanding rand requires a considerable amount of time, which Steve feels, for him, would be better spent continuing his current efforts. One of those efforts was epitomized for Steve in the Black Lives Matter March that was held in Shelburne. He was overwhelmed by the turnout and by the diversity of people who participated. “Black, white, you name it,” said Steve. It was then that the realization came that if he and the Mayor and the Town ever needed a man-date, it was there. The people overwhelmingly were in support of the fundamental right for all people to be included in society as equals. It was a clear indi-cation that it was time to take action and that action became the Anti Racism and Discrimina-tion Taskforce, established by Shelburne Town Council.The task force was established to confront social issues and seek to correct them. One point that was brought up by Steve in the context of having difficult conversations about racism, was that having these conversations does not mean pointing fingers at people. Pointing fin-gers defeats the purpose of discussion. What is needed is collaboration and a willing-ness to listen and work towards rectifying issues, said Steve.Council has set aside $20,000 in its 2021 Bud-get to follow the task force recommendations and advocated for money in future budgets to con-tinue the work and to support new initiatives that may come from this.With the next election only two years away, Steve has put thought into what he wants to do and what he has been able to accomplish. He told the Citizen he isn’t interested in pro-vincial or federal politics, nor the Mayor position but is content being Deputy Mayor and staying in municipal politics, where he can get things accomplished. Steve likes to be able to point to the promises he made and kept, he is proud of his personal brand and what he stands for. He has not done all that he wants to do in Shelburne, he may never, but he wants to try. Steve believes that a man is judged by his accomplishments, not just by his promises and in municipal politics he can live by his own stan-dard and not the will of the party. A prominent Canadian forecaster says the country's residents could experience everything from winter wonderlands to spring-like spells in the months ahead. The Weather Network says cooler Pacific Ocean temperatures off the coast of South America, also known as "La Niña," will create a strong jet stream separating warm southern air masses from their colder northern counterparts. Chief Meteorologist Chris Scott says this means most Canadians can brace for a wildly variable winter with major departures from seasonal norms. In British Columbia and the Prairies, for instance, Scott says forecasters are calling for above-average snowfall levels and temperatures below seasonal norms. He says major swings in both temperatures and precipitation levels are on tap for Ontario, Quebec and the Atlantic provinces, with stretches of both extreme cold and unusually mild air forecast alongside a mix of storms and dry spells.Scott says Newfoundland and Labrador and northern Canada are slated to buck the trend, with the eastern-most province set to experience a more typical winter while colder than average conditions are expected across all three territories. But Scott said the long-term patterns may not be evident at first, since the December forecast is calling for conditions that defy the overall forecasts. In broad strokes, he predicted an overall milder month for western Canada with more wintry conditions likely in Ontario and points east. "It's going to be quite a winter," Scott said in a telephone interview. "A lot of extremes within the given regions. The first two vaccines against the novel coronavirus could be available to Americans before Christmas, Health Secretary Alex Azar said on Monday, after Moderna Inc became the second vaccine maker likely to receive U.S. emergency authorization. The Food and Drug Administration's outside advisers will meet on Dec. 10 to consider authorizing Pfizer Inc's COVID-19 vaccine. "So we could be seeing both of these vaccines out and getting into people's arms before Christmas," Azar said on CBS' "This Morning."
The Saskatchewan Health Authority (SHA) is warning people about a "large number" of COVID-19 cases linked to curling clubs in Regina.A news release sent on Sunday said anyone who visited the Highland Curling Club between Nov. 13 to 23, or the Caledonian Curling Club between Nov. 16 to 24, must immediately self-isolate and call HealthLine 811 if they experience any COVID-19 symptoms.The release also said anyone who was at either club when the exposures occurred should consider getting tested, even if they don't have symptoms.SHA also said on Saturday there's an increased risk of COVID-19 exposures at curling clubs in Christopher Lake and Shellbrook.Letter sent to club membersThe Highland Curling Club has paused its season after a COVID-19 outbreak at a bonspiel held at the club, according to a letter on the rink's website.The outbreak happened at a seniors and masters bonspiel held at Highland Curling Club in Regina from Nov. 13 to 15. The tournament included divisions for senior men and women in the 50 and up category, as well as a masters division for men aged 60 and older.In the letter, general manager A.J. Scott said it was an "extremely isolated" event. "The rink was closed to the public and kept exclusively for the athletes competing in the event," the letter said. "We only ran two sheets at any single time, as well as made sure to run only the men's or women's divisions at one time. The teams all respected our safety protocols we have here at the rink and routine scheduled cleaning was done more than every 60 minutes as well as after every draw."In the middle of the tournament, a team pulled out due to flu-like symptoms. Scott wrote that the club asked the remaining teams "if they felt safe and confident enough to want to continue play," and all the teams said they did, so the tournament finished as planned.Shortly after the bonspiel, the club was notified that members of the team that pulled out had COVID-19.The club's website says curling has been postponed until Dec. 7 while the facility gets a "professional deep cleaning."
SURREY, B.C. — Surrey RCMP say a man is dead following a shooting in Fleetwood Sunday evening. They say officers responded to a shooting call around 7:40 p.m. in front of a shopping complex at the corner of 152 Street and Fraser Highway. They say paramedics also attended and provided aid to a wounded man, but he died at the scene. Investigators say the victim is known to police and that they believe he was targeted. No names or suspect information was immediately released. The Mounties say they're assisting the Integrated Homicide Investigation Team with the case and are asking anyone who witnessed the incident or has pertinent video surveillance or dash-cam video to contact them. THE HAGUE, Netherlands — Russia came under renewed pressure Monday to explain the nerve agent attack on opposition figure Alexei Navalny as the annual meeting of the global chemical weapons watchdog got underway amid measures aimed at reining in the spread of coronavirus. Navalny fell ill on Aug. 20 during a domestic flight in Russia, and was flown to Germany for treatment two days later. His allies accused the Kremlin of poisoning its fiercest opponent. Tests carried out by labs in Germany, France and Sweden and by the Organization for the Prohibition of Chemical Weapons established that Navalny was exposed to a Soviet-era Novichok nerve agent. The organization's director-general, Fernando Arias, told Monday's meeting that according to the Chemical Weapons Convention, “the poisoning of an individual through the use of a nerve agent is a use of a chemical weapon.” A group of 56 nations issued a statement as the start of the annual meeting of the OPCW's member states urging Moscow to disclose “in a swift and transparent manner the circumstances of this chemical weapons attack.” Russia, which denies involvement in Navalny's poisoning, reacted bullishly in its written statement to the conference. “Instead of trying to look into what had happened, Germany and its allies resorted to megaphone diplomacy, unleashed a mass disinformation campaign against Russia and started to demand some ‘independent international investigation’ under the auspices of the OPCW,” Moscow's statement said. In October, Moscow asked for OPCW experts to visit Russia to provide “technical assistance” in its investigations. Arias said talks are underway to define “all the legal, technical, operational and logistical parameters in order for this visit to take place.” The European Union has imposed sanctions on six Russian officials and a state research institute over the poisoning. Moscow responded earlier this month by announcing that it had adopted sanctions against a number of German and French officials. The OPCW's annual meeting has been broken into two parts amid the coronavirus pandemic. Two days of talks this week will focus on approving the proposed 71.74 million euro ($86 million) annual budget for 2021. The second half of the meeting will take place next year. Financial therapist Lindsay Bryan-Podvin of Ann Arbor, Michigan, specializes in helping people deal with their anxieties about money. But since the pandemic started, Bryan-Podvin has been hearing more about guilt than fear.Several people who still have jobs and financial security felt guilty about having been spared while others suffered, says Bryan-Podvin, author of “The Financial Anxiety Solution.”“I would start to hear things like, ‘I shouldn’t be complaining — my partner has it so much worse,’ or ‘I can’t even believe I’m telling you this because so-and-so in my neighbourhood lost their job,’” she says.The feelings clients expressed and the language they used were almost identical to what Bryan-Podvin hears from people with post-traumatic stress disorder, a mental health disorder that can be triggered by experiencing or witnessing a terrifying event.“What I started to see was survivor guilt,” Bryan-Podvin says. “They feel like they somehow didn’t deserve what they have.”GUILT CAN TURN INWARDSurvivor’s guilt is a symptom of PTSD, often felt by people who wonder why they lived while others died. While financial survivor’s guilt isn’t an official psychological diagnosis, Bryan-Podvin says that recognizing the similarities has helped her treat clients who are struggling.People experiencing this kind of guilt may feel sad or even hopeless, she says. They may have obsessive thoughts, wondering why they were spared or what they might have done differently to protect others. They may feel paralyzed, numb or burned out.“Survivor guilt is like any other type of stress,” she says. “It can impact your sleep, it can impact your parasympathetic nervous system, it can impact your ability to fully rest in the present.”Recognizing what you’re experiencing can help you cope, says certified financial planner Edward Coambs, a marriage and family therapist in Charlotte, North Carolina. One reason people feel survivor’s guilt is because we’re hard-wired to want justice and fairness, he says.“That’s really what’s getting activated,” Coambs says. “Like, how is it fair that I still have my job but this segment of the market no longer has their job?”Not everyone feels bad about inequities, of course. But those who do can experience financial self-shaming, where they feel that it isn’t OK to have money, jobs or opportunities that are denied to others, Coambs says. At the extreme, they may give away too much, volunteer to be furloughed or otherwise put themselves at financial risk because they feel guilty.“It’s not your fault what’s happened to this other person,” he says. “Sometimes survivor guilt can be about taking on more responsibility than is appropriate.”COPE IN WAYS THAT HELP OTHERSA more productive approach is to look for sensible ways to help others, therapists say. That may be working at a food bank, donating to a cause, helping someone update their resume or making introductions that could help them find a job.“Some level of service, some level of giving back tends to help us feel better,” Bryan-Podvin says. “It’s about knowing that you’re taking steps and you’re taking action to help.”But be careful about going overboard. Some people may rush in with referrals and networking suggestions when a jobless friend is still in shock, for example. Maybe your friend just needs an empathetic listener right now.When your goal is to alleviate your guilt, it’s easy to miss what the other person actually needs, Coambs says.Also, resist the urge to share the setbacks you’ve experienced, Bryan-Podvin says.“It’s better to say, ‘I’m so sorry that happened. That must be really hard,’” she says.MAKE ROOM FOR GRATITUDEAnother way to cope with financial survivor’s guilt is to start noticing and appreciating the positives in your life.“Turn the ‘g’ in guilt to gratitude,” says financial therapist and CFP Preston D. Cherry of Lubbock, Texas. Research shows that writing gratitude lists, keeping a gratitude journal or just contemplating what you’re grateful for can lower stress, improve sleep and make relationships better.Feeling bummed out about layoffs and economic turmoil is normal, but experiencing sadness and guilt for weeks at a time is not, Bryan-Podvin says. If you can’t sleep, you’re too distracted to work or you keep forgetting important things, like what time your kids need to be in online classes, consider getting professional help. The Financial Therapy Association is one place to look for referrals. Louis Vuitton LVMH is set to rejig the team that oversees its online strategy after Ian Rogers, recruited from Apple as the group's digital chief in 2015, left to join a French start-up focused on cryptocurrencies. Rogers said in a note posted on his Twitter account that he would remain an adviser to Paris-based LVMH, the world's biggest luxury goods group. LVMH, meanwhile, is set to promote Michael David, a Vuitton executive in charge of online retail at the brand, to a new group-wide role as chief omnichannel officer, according to an internal memo seen by Reuters.
While the province watches as COVID cases rise across the province, the Town of Nipawin is working on ways to share information among their residents and businesses. The Interagency Pandemic Oversight Committee, an informal emergency operations centre consisting of 20 organizations from across the town, have been meeting for the last few weeks to, “share resources and communication about COVID in our area and makes sure each organization is aware of how each agency is handling...education, chamber, social services, housing, health,” said Rennie Harper, Nipawin’s mayor. While they do not make any decisions regarding the pandemic, Harper said they have been mobilizing to assist those residents and communities that are in need of supplies. “It's a way for all of these organizations, the hospital and the health authority and others to communicate together about what's going on about the numbers and how can we help somebody.” The group also has been releasing messaging about public health orders like mandatory masking across the province and staying home as much as possible. Harper understands that people are tired of COVID and pandemic measures but she urges people to be vigilant. “We have to keep focusing on it, we have to keep going. Otherwise, the numbers will get higher here. And that's what I'm concerned about. An animal sanctuary west of Calgary provides a permanent home for wolfdogs, a cross between a wolf and dog. The Yamnuska Wolfdog Sanctuary is home to 37 of the animals many of which would be euthanized if it didn't exist.
At least two people were injured Sunday night during three separate shootings in Montreal's Rivière-des-Prairies neighbourhood.Montreal police say it's still unclear whether the three incidents, which happened in the course of an hour, are related.Around 9:30 p.m., a 58-year-old man was shot at a home near the corner of 63e Avenue and Perras Boulevard. Police say the man had just gotten out of his car, which was parked in his driveway, when another car pulled up and someone started shooting.The victim was conscious on his way to the hospital. The suspects fled the scene.About 10 minutes later, someone walking through a residential parking lot opened fire on a man sitting in a parked car on Jean-Rainaud Avenue.The victim fled the scene in the car. Police have no information about the victim's status.And then at 10:20 p.m., another man was shot while standing on a second-floor balcony at a home on Armand-Bombardier Boulevard, near Jean-Vincent Avenue. Police say they believe the shooter was standing in the building's courtyard at the time.The victim was taken to hospital and is expected to survive. Police spokesperson Const. Raphaël Bergeron said in all three cases, there is no information about the suspects. A fourth shooting occurred earlier in the evening in Montréal-Nord. Around 5:30 p.m., police received a call about shots fired near the corner of Lapierre Avenue and Pascal Street.When they arrived, they found bullet casings but no suspects or victims.An hour later, a man showed up at an unspecified hospital with what appeared to be gunshot wounds, but it is unclear whether he was involved in the incident in Montréal-Nord.Police issued a statement Monday evening, saying they would increase their presence and visibility in the area over the next 24 hours.
