'Isaias Has Been Terrible': Tropical Storm Floods Western Puerto Rico

Strong winds and heavy rains lashed the island of Puerto Rico on Thursday, July 30, as Tropical Storm Isaias made its way through the Caribbean.

The National Weather Service in San Juan said the storm was packing sustained winds of up to 60 mph and producing “life-threatening flash flooding and gusty winds over Puerto Rico.”

Puerto Rico’s electricity authority, Autoridad de Energía Eléctrica, on Thursday said 46 percent of the island’s 1.47 million residents were without power.
