Violent offender arrested after violating conditions of probation order

A man with a history of violence who was recently released from jail has been taken back into police custody after failing to comply with a probation order.

Marcel Hank Charlette, 52, was released Tuesday from Headingley Correctional Centre after serving a sentence for breaching multiple conditions of a prior release, police said in a previous news release.

Charlette is considered a high risk to reoffend in a sexual or violent manner against all people and has a manslaughter conviction in the death of a child, multiple assault convictions and sexual offences.

He is subject to multiple conditions of a probation order, including a daily curfew between 9 p.m. to 7 a.m. daily, with limited exceptions, and also must notify his probation officer of any type of relationship with a woman, police said.

He's also prohibited from possessing or consuming drugs or alcohol, from attending any place or event where selling alcohol is a primary purpose, and from possessing any pornography depicting violence.

On Friday, Winnipeg police went to Charlette's court-ordered residence for a curfew check and found that he wasn't there, police said in a news release on Sunday. Police issued a warrant for his arrest for breaching his conditions.

At 3:20 p.m. on Saturday, downtown foot patrol officers located Charlette at the Millennium Library and arrested him without incident, police said. Police officers also found he was in possession of a small quantity of methamphetamine.

Charlette was charged with being in possession of an illegal substance and three counts of failing to comply with a probation order, police said. He was detained in custody.
