West-end restaurant, neighbours caught in red tape

A battle is brewing between the province and city hall over liquor licenses. Queen's Park says it's not its job to police noise levels and garbage, but the city says it has little power if it can't pull an establishment's licence to serve booze.

The residents of a west-end neighbourhood and the owners of the nearby Asian fusion restaurant Odd Seoul thought they had an agreement for the latter's expansion. Instead, it turns out both sides are caught in the crossfire between local and provincial officials.
