Police investigations found that between 2020 and 2021, Phoon failed to wear a mask in accordance with safe distancing laws at Marina Bay Sands, Newton Food Centre, and Mandarin Orchard hotel.

She was also seen not wearing a mask as she arrived at the State Courts for her trial, and took off her mask as she exited the State Courts.

Her jail term was backdated to the date of her remand, which was 24 July 2021.

Videos of Phoon last year not wearing a mask at various locations were widely shared on social media.

In one incident at MBS, Phoon was seen in a video not wearing a mask despite being asked by a safe distancing ambassador (SDA) to do so. Phoon was heard in the video questioning the SDA, "If you have no badge, why are you asking me to do something? Who are you representing?"
