WASHINGTON — Outgoing Attorney General William Barr's decision to appoint a special counsel to investigate the handling of the Russia probe ensures his successor won't have an easy transition.The move, which Barr detailed to The Associated Press on Tuesday, could lead to heated confirmation hearings for President-elect Joe Biden's nominee, who hasn't been announced. Senate Republicans will likely use that forum to extract a pledge from the pick to commit to an independent investigation.The pressure on the new attorney general is unlikely to ease once they take office. With the special counsel continuing to work during the early days of the Biden administration, it may be tough for the Justice Department's new leadership to launch investigations of President Donald Trump and his associates without seeming to be swayed by political considerations.Barr elevated U.S. Attorney John Durham to special counsel as Trump continues to propel his claims that the Russia investigation that shadowed his presidency was a “witch hunt.” It's the latest example of efforts by Trump officials to use the final days of his administration to essentially box Biden in by enacting new rules, regulations and orders designed to cement the president's legacy.But the manoeuvring over the special counsel is especially significant because it saddles Democrats with an investigation that they've derided as tainted. Now there's little the new administration can do about it.“From a political perspective, the move is so elegantly lethal that it would make Machiavelli green with envy,” Jonathan Turley, a professor of public interest law at George Washington University, wrote in an op-ed for USA Today.A special counsel can only be dismissed for cause. And as was the case during Robert Mueller's Russia investigation, such probes can sometimes stray from their origins.The Biden transition did not respond to a request for comment on the special counsel appointment.But Barr's decision could influence whom the president-elect puts forth as a nominee for attorney general. One leading candidate, Sally Yates, was already viewed skeptically by some Trump-aligned Republicans for her role in the early days of the Russia investigation. Her nomination could face even greater challenges because she's connected to some of the work that Durham is examining.As deputy attorney general, Yates signed off on the first two applications to the Foreign Intelligence Surveillance Court to monitor communications of ex-Trump campaign adviser Carter Page, a process that has been among the focuses of the Durham investigation.A Justice Department inspector general report found significant flaws and omissions in the four applications to the court, though it also found no evidence that Yates or any other senior Justice Department officials were aware of the problems.Some Democrats have privately expressed concerns – likely to deepen with Durham’s appointment as a special counsel – that nominating Yates would lead to a messy confirmation process that focuses on the Russia investigation, instead of focusing on reforms and shifting priorities at the Justice Department, people familiar with the matter have said. CANSO --There’s some good news coming out of the latest meeting of the Canso & Area Stakeholders Group held on Nov. 30, 2020; in this second wave of COVID-19, there have been no positive tests in the Eastern Zone. This news comes from notes provided to The Journal by group co-chair Susan O’Handley from the meeting Monday night. She also wrote that physician coverage will be supplied steadily up to the end of December at Eastern Memorial Hospital in Canso and the hospital is now fully staffed with nurses. In the continued effort to recruit permanent physicians to the area, a webpage is under development and housing has been located in Philips Harbour, if needed. The process for booking lab appointments has changed from calling the Eastern Memorial Hospital to calling a central intake number (1-855-867-8821) or booking online at booking.nshealth.ca. This system was adopted, wrote O’Handley, to reduce the amount of time lab staff were spending on the phone making appointments instead of being in the lab. For paramedics on the front line of the COVID-19 crisis, taking a moment to decompress after a harrowing call before gearing up for the next one can be critical for maintaining mental health.But in the Fraser Health Authority region right now, those breaks are few and far between.The Lower Mainland continues to see the highest transmission of the disease, with more cases of the virus reported in the Fraser Health region — which includes the cities of Surrey, Burnaby, Abbotsford and Coquitlam — than the other four regions combined.As the second wave of the pandemic batters the suburban regions of Metro Vancouver, those scrambling to save lives say it's their colleagues in the trenches, and the promise of a vaccine, that are giving them the strength to carry on."We can see there will be a light at the end of the tunnel," said Dave Leary, spokesperson for Ambulance Paramedics of B.C., on CBC's The Early Edition on Thursday.But right now, Leary said paramedics are not only going to work with the fear of bringing home the virus, they're also dealing with a "never-ending" onslaught of overdose calls due to the concurrent opioid crisis."We don't have the amount of time we need in between calls to decompress," said Leary. "The mental health toll is quite high."Staff, he said, are leaning on one another, and employer stress programs, for support.According to Leary, there is also a current staffing crisis among B.C. paramedics, meaning colleagues are stepping up to cover service gaps for one another and still respond to calls as quickly as possible.And when they do pull up to area hospitals with a patient in need, the scene can be very, very busy.On Nov. 24, Burnaby Hospital, one of the region's busiest, stopped taking most new admissions after a COVID-19 outbreak at the facility, which came a little more than a week after a Nov. 15 fire in the building.While the fire disruption did not definitively cause further virus spread, it caused stress for hospital staff who had to relocate patients safely on the fly."It is a bit stressed in terms of not only the availability of beds, but also staff availability as well. But we just hold on," said respirologist Susan Kwan.Kwan said given the dire situation in the region right now, and the stress it is causing the public and patients, it is more important than ever for front-line workers to stay positive to reduce fear.Like the paramedics bringing patients to the doors, Kwan said much of the staff on the other side of those doors are turning to one another to keep morale high."We are cautiously proceeding and the staff is still in good spirits overall," said Kwan on The Early Edition on Friday. When hospital employees have been isolated at home because of virus exposure, there has been incredible support from colleagues who check in regularly to offer support and prayer, Kwan told CBC on Monday.By Kwan's last count on Nov. 27, 44 staff members at Burnaby Hospital had tested positive for COVID-19."This is a battle that we are all fighting together," she said. "Without collegial cohesion, it would be much harder."It's not just the custodians, nurses, transporters, doctors, therapists, dietitians and pharmacists where Kwan works that are helping each other out, Kwan says, but also teams at other hospitals in the region.Kwan said after the Nov. 15 fire, staff had to relocate some patients and reduce bed availability. Other hospitals admitted patients Burnaby had no space for, and Kwan says the favour will be repaid if required."If we have any capacity, we will be willing to help," said Kwan.There are now 8,796 people with active COVID-19 cases in B.C. out of 33,894 cases to date. The city of Pasadena has kept outdoor dining open despite Los Angeles County restricting restaurants to takeout to reduce the spread of the coronavirus. A surge of virus cases last week in the county led to a three-week end to outdoor dining. (Dec. 2)
The N.W.T. Housing Corporation on Wednesday said it was providing a total of more than $300,000 to projects in Nahanni Butte and Colville Lake. The corporation's Community Housing Support program will give $50,000 to the Nahɂą Dehé Dene Band in Nahanni Butte to fund emergency repairs to homes in the community. A 2019 GNWT housing report identified Nahanni Butte, one of the smallest N.W.T. communities, as having among the highest proportion of houses requiring major repairs. The Behdzi Ahda First Nation in Colville Lake will receive $264,000 to help construct four log homes providing affordable housing. Materials are scheduled to arrive in April 2021. The First Nation will provide the labour to complete the project. "Log homes are an important part of Colville Lake’s history and the look and feel of our town,” Chief Wilbert Kochon of Behdzi Adha First Nation is quoted as saying. “This project will also provide the community much-needed economic development, jobs and training.” The same 2019 housing report said Colville Lake, another of the territory's smallest communities, had the N.W.T.'s highest proportion of dwellings with housing issues. Ninety per cent of Colville Lake's homes had problems at the time of the report. Leave the snow boots, parkas and glove warmers in the closet, the 2021 Sundance Film Festival is coming down from the mountain and straight to your living room.Organizers on Wednesday said that this year they will premiere over 70 films on a custom online platform during the seven day event. There will also be some socially distanced screening opportunities around the country. The festival, which is normally held in Park City, Utah, has been preparing for various scenarios for months as the pandemic has raged on.Festival director Tabitha Jackson said that this model, “Gives us the opportunity to reach new audiences, safely, where they are.”Over the course of the festival, feature films will premiere throughout the day at a dedicated time followed by a live Q&A. Ticketholders will have a three-hour window to watch. Second screenings will be available for 24 hours two days later. The rollout, organizers said, is designed to “preserve the energy of a Festival.”There will also be limited screenings at venues across the county, including Birmingham, Alabama’s Sidewalk Drive-In, Pasadena, California’s Rose Bowl, Denver's Sie Film Center and Columbus, Ohio’s Gateway Film Center.“At the heart of all this is a belief in the power of coming together, and the desire to preserve what makes a festival unique -- a collaborative spirit, a collective energy, and a celebration of the art, artists, and ideas that leave us changed,” Jackson said.The 2021 Sundance Film Festival runs from January 28 through February 3, and tickets will be available for purchase for the general public beginning Jan. 7. Rachael O'Neill and Joe Robson said they were chatting recently about how difficult this year has been and what they could do to give back and make this holiday season a bit more jolly for their fellow residents. That was when they came up with the idea of a free Christmas dinner for those in need. The duo has teamed up with Gordy's to deliver a limited number of free dinners on Christmas Eve to St. Marys residents. Please remember that quantities are limited and this is meant only for people truly in need. Shoppers hoping to pick up a unique Christmas gift or two at the Victoria Park Gallery may be able to finish their shopping, after finding the Gallery closed for the past two weeks. Ruth Nicholson, a member of the Gallery, said that many of her colleagues, some of who are seniors, became very concerned as the number of COVID cases began to climb. Because the Gallery is not considered an essential service, the group opted to close for two weeks. “We are all retired and need to stay away from it,” said Nicholson. While the doors are closed to the public, there is renovation work taking place, updating the bathrooms and electrical systems. Once the work is done, members will do a thorough cleaning before reopening. “Christmas is a big season,” said Nicholson. “The plan right now is to open on the second of Dec. and stay open until Christmas Eve.” Nicholson said the Gallery may extend its hours to allow for more shopping. Once open, the Gallery, as in past months, will maintain strict cleaning procedures and follow all other recommendations from Public Health. Editor's note: This story was first published on Oct. 7, 2020 COVID-19 has created such an unmanageable backlog of court cases that even Mothers Against Drunk Driving (MADD) agrees with a provincial policy that reduces some drunk driving cases to careless driving for fear of seeing the charges dropped altogether. Andrew Murie, CEO of MADD Canada, said the well-known national organization would be outraged in normal circumstances, but insists there are few options during the ongoing pandemic. Under a Supreme Court ruling known as “Jordan,” a criminal case must be heard within 18 months to guarantee the right to a fair and speedy trial. With a massive backlog facing Crown attorneys, many cases would be thrown out for taking too long. “We’re not prepared to have 6,000 (impaired drivers) go scot-free,” Murie said. “This is very difficult for police and MADD to stomach. This is a short term, one-time situation.” Reducing an 80-plus or impaired driving charge to careless driving means the suspect would avoid a criminal record and be convicted under the Highway Traffic Act instead. But the Ministry of the Attorney General’s policy only allows the option if the driver had low blood-alcohol level, was not involved in a serious collision, did not cause physical harm, was not impaired by drugs, did not have children in the vehicle and had no previous criminal or Highway Traffic Act record. “Prosecutors retain the discretion to refuse to offer a careless driving resolution if there are other aspects of the case that make it particularly serious or aggravating,” ministry spokesperson Maher Abdurahman said in a prepared statement. Barrie criminal lawyer David Wilcox said most suspects wouldn’t qualify under the criteria, which also excludes drivers if they had blown a “warning” during a roadside screening or refused to submit to a breathalyzer. “That’s a lot of ifs,” he said. “There are a lot of preconditions that have to be met.” Those who do meet the conditions still face some significant financial penalties, Wilcox added. “There’s still some teeth to this resolution. Crowns are told that they should seek a $1,000 fine and a period of probation, including the installation of an interlock device.” An interlock requires a driver to blow into the device to prove there is no alcohol in their system before they can start their vehicle. Renting an interlock, having it installed and removed after probation can cost about $2,000. Drivers who were charged with impaired driving, but pleaded down to careless driving, still face significant increases in their auto insurance premiums. “(The insurers) will see that you were charged with 80-plus and they will determine the fee that they’ll want without any regard of if the charge was withdrawn,” Wilcox said, pointing out escaping a criminal record is probably the most significant benefit for drivers who fall under the policy. “For a lot of people, there are real serious consequences for a criminal record of any kind.” — With files from Jeremy GrimaldiRick Vanderlinde, Local Journalism Initiative Reporter, Barrie Advance
LONDON — Britain became the first country in the world to authorize a rigorously tested COVID-19 vaccine Wednesday and could be dispensing shots within days — a historic step toward eventually ending the outbreak that has killed more than 1.4 million people around the globe.In giving the go-ahead for emergency use of the vaccine developed by American drugmaker Pfizer and Germany’s BioNTech, Britain vaulted past the United States by at least a week. The U.S. Food and Drug Administration is not scheduled to consider the vaccine until Dec. 10.“This is a day to remember, frankly, in a year to forget," British Health Secretary Matt Hancock said.The announcement sets the stage for the biggest vaccination campaign in British history and came just ahead of what experts are warning will be a long, dark winter, with the coronavirus surging to epic levels in recent weeks in the U.S. and Europe.Officials cautioned that several tough months still lie ahead even in Britain, given the monumental task of inoculating large swaths of the population. Because of the limited initial supply, the first shots will be reserved for those most in danger, namely nursing home patients, the elderly and health care workers.Britain's Medicines and Healthcare Products Regulatory Agency recommended the vaccine after clinical trials involving tens of thousands of volunteers showed it was 95% effective and turned up no serious side effects. The vaccine is still considered experimental while final testing is done.“This is an unprecedented piece of science,” given that the vaccine was authorized less than a year after the virus was discovered, said David Harper, senior consulting fellow in global health at the Chatham House think-tank .Prime Minister Boris Johnson declared that the “searchlights of science” had picked out the “invisible enemy,” which has been blamed for close to 60,000 deaths in Britain. He said that in developing the vaccine, scientists had performed “biological jujitsu” by turning the virus on itself.Other countries aren’t far behind: Regulators not only in the U.S. but in the European Union and Canada also are vetting the Pfizer vaccine along with a shot made by Moderna. British and Canadian regulators are also considering a vaccine made by AstraZeneca and Oxford University.Amid growing concern in the U.S. that Americans will greet vaccines with skepticism, U.S. Health and Human Services Secretary Alex Azar said Britain’s decision “should give Americans additional confidence in the quality of such a vaccine.” The virus has killed more than 270,000 in the U.S.Hancock said Britain will begin receiving the first shipment of 800,000 doses from Belgium within days, and people will start getting the shots as soon as it arrives. Two doses three weeks apart are required. The country expects to receive millions of doses by the end of this year, Hancock said, though the exact number will depend on how fast it can be manufactured and checked for quality.BioNTech, which owns the vaccine, said it has so far signed deals to supply 570 million doses worldwide in 2021, with options to deliver 600 million more. It hopes to supply at least 1.3 billion in 2021.That is only a fraction of what will be needed as public health officials try to vaccinate much of the world’s population. Experts have said several vaccines will be required to quickly end the pandemic that has infected more than 64 million people globally.In Britain, the first shots will go to nursing home patients and those who care for them, followed by everyone over 80 and health care workers. "But it is definitely not now.”Despite the speed with which they approved the vaccine, and the intense political pressure surrounding the worldwide race to solve the crisis, British regulators insisted “no corners have been cut” during the review process.The MHRA made its recommendation following a so-called rolling review that allowed it to assess information about the vaccine as it came in, starting back in October.“The safety of the public will always come first,” said Dr. June Raine, the agency's chief executive. “And I emphasize again that this recommendation has only been given by the MHRA following the most rigorous scientific assessment of every piece of data.”Getting that message to the public will be critical if any vaccination program is to be successful. China and Russia have offered different vaccines to their citizens before they had gone through large-scale, late-stage testing.Hours after Britain's announcement, Russian President Vladimir Putin, not to be outdone, ordered the start of a large-scale COVID-19 vaccination campaign by late next week, with doctors and teachers to be first in line to receive the Sputnik V shot, whose name was inspired by the 1957 satellite that was one of Moscow's proudest technical achievements.The Russian vaccine won regulatory approval in August but has yet to complete advanced studies of its effectiveness and safety. Division office staff in attendance included Assistant to the Director Heather Morris, Director of Education/CEO Quintin Robertson, Chief Financial Officer Keith Gervais and Deputy Director of Education Donna Kriger. Some highlights of the meeting are provided below and the full highlight report can be found at www.gssd.ca Audited Financial Statement for 2019-20 Chief Financial Officer, Keith Gervais, presented the 2019-20 Audited Financial statement to the Board of Education. He discussed the audit which was completed by Gary Kreklewich of Miller Moar Grodecki Kreklewich & Chorney. The notes from the school boar state, “The verbal report from the auditor indicated that the audit went very smooth and staff were prepared and enjoyable to work with.” All reports were filed with the Ministry of Education on time and the financial report details can be found online. Advocacy Session Advocacy groups were represented at the meeting including Karla Sastaunik, President of the CUPE 4784 local. The GSSD meeting notes stated she “began the session by sharing her appreciation for the work done at the division level during the COVID-19 pandemic. Karla referenced her conversations with CUPE members from across the province and country and expressed her gratefulness for the communication and involvement GSSD has shown to her and her members regarding the planning around the pandemic. Karla highlighted the excellent relationship that CUPE 4784 has with the leadership team of GSSD and that in many ways this was unique from other CUPE locals and their employer. Karla credited the extraordinary amount of work invested by Director Quintin Robertson, Assistant to the Director, Heather Morris and other members of the senior leadership team in keeping employees safe and in ensuring timely communication is shared across the school division.” Next, the report mentions Susan Avramenko, who made a statement representing the Deer Park Employees Association (DPEA). The highlights mentions “some of the challenges that bus drivers were experiencing regarding the failure to use proper personnel protective equipment (PPE) by a small percentage of the student ridership. Director Quintin Robertson and the Board of Education expressed their commitment to ensuring that PPE was being worn consistently and properly to reduce the risk of COVID-19 transmission to both students and drivers.” It was then stated that “Good Spirit Teachers Association (GSTA) President, Stuart Wilson, and LINC Chair, Ron Lutz, shared their appreciation for the measures put in place to ensure the safety of staff and students in schools. Stuart and Ron both identified that teachers are at times struggling with balancing the additional responsibilities and stresses that accompany life during a pandemic. Ron Lutz would have brought forth concerns regarding the many newly introduced technology platforms during the 2020-21 school year and asked that consideration be given to providing teachers with additional support with mastering the technology. Both Stuart and Ron expressed their genuine appreciation to Director Quintin Robertson, his leadership team and the Board of Education for the planning and communication that employees across the division have experienced since the emergence of the COVID-19 pandemic.” New Business Assistant to the Director Heather Morris shared that the first draft of the non-financial portion of the 2019-20 Annual Report was submitted to the Ministry for review on October 19, 2020; a second review of the draft was not required. Next, the completed financial reporting sections will be included so the annual report can be submitted and reviewed again. The approved report will then be submitted to the Ministry to be presented in the legislature and will finally be posted on the GSSD website. Organizational Meeting The Board of Education conducted its organizational meeting for the remainder of the 2020-21 school year. Bob Simpson was named Board Chairperson and Jaime Johnson was named Board Vice-Chair through acclamation. Committees of the Board were decided. Board indemnities and remuneration will remain unchanged for the remainder of the 2020-21 school year. Director’s Report Service Recognition and Sea Star Awards The Board of Education engaged in discussion regarding the presentation and awarding of the GSSD annual service recognition awards and Sea Star awards. The Sea Star awards are an annual acknowledgement of the staff throughout GSSD. Financial Update Chief Financial Officer, Keith Gervais, presented the Board of Education with an updated financial report for the current operational year. Utilizing GSSD Communiques with SCCs Director/CEO Robertson led the Board through a discussion regarding the six main roles of School Community Councils (SCC). Some of these highlighted roles included, “SCCs should have a community profile that describes the economic, social and health conditions of their community, that also identifies the community’s needs and aspirations related to children and youth learning and well-being...The purpose of SCCs is encouragement and support the involvement of parents and the community as partners to improve student learning and well-being. SCCs are an important part of the governance of the school division and a critical connecting link between both the school and community.” The report mentions how Robertson ended his discussion by sharing the many ways that GSSD has communicated with School Community Councils, endeavouring to keep them apprised of the ever-evolving business within the division. GSSD Remote Learning Donna Kriger, Deputy Director of Education, updated the Board on the GSSD Distance Learning School. The report mentioned approximately 380 students are enrolled to date in the K-12 Distance Learning School. The services of 18 full-time equivalent teachers are available to the program, along with Educational Assistants, Administrative Assistant, Interventionist, School Counselor, and Speech Pathologist, their time has been reassigned to the online school. Val Ruf (Student Services Coordinator), Mark Forsythe (Superintendent of Education) and Donna Kriger (Deputy Director) will oversee the services and operations for the program. Edsby and MySchool Sask Heather Morris, Assistant to the Director, gave a background, as well as an update regarding MySchoolSask (MSS) and Edsby; these are two new platforms that staff are using to manage student information and how they report grades. Morris allotted to what each platform is capable of accomplishing, and that the implementation of the platforms has brought some challenges. She is confident that they will bring overall improvement to the security necessary for student information, reporting student grades and increasing communication through an improved parent portal. Transportation Scan Cards The Board of Education was given an update that involves a pilot project where eight GSSD buses will use student scan cards to track ridership. The scan card project will allow the Transportation Department to track students on boarding and disembarking of division buses. The report stated that this “will allow the division to make informed decisions regarding out of attendance area requests, courtesy ridership and future fleet requirements. Most importantly, the real-time data provided by the scan cards would supply important information in the event of a lost child or bus accident. Communication will be sent to families who will be affected by the new technology. Families across the County of Grande Prairie can benefit from a diaper drive running now until Dec. 10, courtesy of county Regional Enforcement Services. During the campaign the county will collect disposable diapers and cash donations to assist residents in need during the Christmas season. The campaign marks the first diaper drive held by Regional Enforcement Services, but it will hopefully become an annual effort, said peace officer Lindsey Hennigar. “Being a mom of three, I know first-hand diapers are not cheap,” Hennigar said. “It touches every parent’s heart to think how worrisome it would for another parent to wonder, ‘Do I have enough diapers to change my child this day?’” Hennigar said she came up with the idea after considering how food banks have food drives and other organizations collect hygiene necessities and toys. She thought Regional Enforcement Services could fill a gap with a diaper drive, she said. “We’re a family-oriented department and we thought this would be a great way to help residents in need of diapers,” she said. “It’s our way of giving back to the community.” Disposable diapers, related products like wipes and diaper cream and cash donations can be made at numerous locations. These are the Beaverlodge, Wembley, Valhalla, Sexsmith, La Glace and Elmworth libraries, Clairmont’s Wellington Resource Centre, Hythe’s village office and Bezanson’s Knelsen Centre. Monetary donations can also be made online at www.countygp.ab.ca/diaperdrive. The diapers will then be distributed by the Sexsmith and Area Food Bank. While the Sexsmith Food Bank is distributing the donations, Hennigar said families in the west county can also benefit from the program. The drive began last Thursday and she said so far there’s been a lot of interest. Midland Coun. Bill Gordon has found his way onto the 'wall of shame' --- again. This time, the elected official is being brought to the stand for inappropriate decorum, messaging that amounts to abuse, bullying or intimidation, and interfering in the operations of the town, thereby, undermining staff's capability in the field, an integrity commissioner's report found "This is just proving my whole weaponization of the code of conduct argument," Gordon said, adding he wasn't shocked by the move. "They didn't speak to me about any of this. "I'm not arguing any of these things didn't happen. I take full responsibility for it. But taken without context, anything can be found to be insulting and inflammatory." The three complainants this time are Deputy Mayor Mike Ross and councillors Jim Downer and Jon Main. However, in the integrity commissioner's report, which will be discussed at next week's council meeting, only an exchange between Main and Gordon has been mentioned. The report says that in the email exchange with Main, Gordon said, "Please don’t mistake my assertiveness for aggression. I have little to no personal respect for many of you or a couple of our senior team. I come by that honestly and have the bills to prove it. "I have to work with you and have managed to keep most of my contempt for many of you at bay preferring to simply ignore the public attacks on my integrity and carry on with my work despite everything that’s gone on this term." In a second exchange between the two, Gordon calls Main a 'snowflake.' The report says, in a Facebook direct message, Gordon said, "That is far from bullying Jon. Don’t be such a snowflake. The truth may not be a defence in the CoC [Code of Conduct] – which is absurd – but I will do politics my way just as you do it your way. "We are polar opposites it seems. That is actually quite healthy for democracy. As for decorum I think I toe that line with grace and dignity considering the despicable way you treat me. I have no respect for most of you as a result. Should not be a shock to you." Moreover, Gordon has also been accused of interfering with the operational aspects of the town staff's responsibility by asserting 'influence' on a developer responsible for clean up on Taylor Drive. The report details that, on Aug. 28, 2020, the developer emailed Gordon that following their discussion and for the developer to avoid a notice of motion, the developer would undertake grass cutting on the town parkette as a courtesy to the town and Taylor Drive clients/homeowners. Further, the developer also promised, relocation of masonry materials and reduction in the slope of stockpiled sand. In the report, Gordon defends his intervention with the developer as simply availing himself of the process. He denies that he engaged in any threats or intimidation, but merely pointed out that the town might be compelled to draw on the letter of credit to rectify performance issues. In a conversation with MidlandToday, Gordon said he wasn't willing to divulge his entire defence. "I don't want to give a statement because it gives them 'yeah, but...' arguments," he said. "The reason I don't want to do that in this case is because they didn't recommend any monetary sanctions, which I'm kind of shocked about. What I suspect to happen is that the three complainants, especially Jon Main, will be argue for monetary sanctions. I want to let that happen organically." Addressing the snowflake comment, Gordon said, it was during a private Twitter back and forth that occurred in March. "(Main) sat on it all this time and decided to advance it now," he said. "Basically, they were just collecting evidence." Gordon adds that if he had been approached about the issue 'like adults' there would definitely not have been this conflict. "I can only speak for Jon, because I never said this to Mike Ross or Jim Downer," he said. "If he'd contacted me or even during that interaction we had, I would have apologized and told him what I'd actually been meaning to say instead of the word snowflake." Gordon said he uses the word snowflake because it's a quicker way of spelling out someone who is indecisive or can't handle pressure and make decisions. As for interfering with the operational side of the corporation of the Town of Midland, he said, at its core, that's what people expect from their councillors. "They can come to them with whatever their tale of woe is...if they're having an issue with a lack of performance by the town," said Gordon. "Your elected official doesn't have a lot of influence. The only influence, which I promised during my Zoom chat, is that I would bring it forward to council as a notice of motion." And this is where it gets sticky, he added. "I didn't reach out to the developer," said Gordon. "The developer watched my Zoom meeting and called me to say if we do these things, would you bring the notice of motion to council. And why would I, if they were doing what was being asked?" He said he welcomed the integrity commissioner's report and findings and looked forward to speaking to council. OTTAWA — The Liberals have officially started the clock toward a key vote that will determine the fate of billions of dollars in new pandemic-related aid — and the minority government.The federal government introduced a bill in the House of Commons Wednesday that would enact spending measures proposed in this week's fall economic statement.The Liberals will make passage of the legislation a confidence vote, meaning the minority government could fall and trigger an election if it doesn't garner the necessary support.Conservative finance critic Pierre Poilievre said his party would carefully read the bill to make sure it does what the government claims.Monday's update outlined just over $25 billion in new spending to top up and expand existing programs and create new, targeted support for hard-hit industries.The Liberals are also promising $1,200 per child under six for families earning up to $120,000, and $600 for families earning over that amount. The first payment is supposed to happen right after the bill passes, but the government is only suggesting it needs to introduce the legislation, not pass it, before MPs go on a winter break, Poilievre said."The government needs to tell us how it plans to make that payment if it doesn't have the legislation passed," he said after a morning caucus meeting.The economic statement also noted the deficit was on track to hit $381.6 billion this fiscal year, but warned the figure could close in on $400 billion if public health restrictions are extended or expanded in the coming weeks.The federal debt is set to push past $1.2 trillion, with more on the way in the coming years before accounting for the government's proposed three-year stimulus fund the Liberals say will be between $70 billion and $100 billion.Credit rating agency DBRS Morningstar, in an analysis Wednesday, said the cost of extra spending and debt could be worth it to avoid long-term scarring to the economy, which could take the form of people permanently out of jobs and more businesses closing for good.The agency added that the government will have to "recalibrate public finances" to keep deficits from becoming permanent. That won't be easy with a long list of policy promises, the agency said, pointing to a national child-care system, reform of the employment insurance system, green infrastructure spending and demands from provinces for increased health-care transfers."Given the medium-term fiscal outlook, there is limited space to fund sizable increases in permanent spending in a sustainable way without also raising revenues," the report said. More small- and medium-sized businesses will be able to apply for a provincial grant under a recently extended program. Applications for the small and medium enterprise (SME) relaunch grant were due last week but a second round of applications will now be available until March 31, according to the Alberta government. “A lot of our small- and medium-sized businesses have taken advantage of (the grant),” said Larry Gibson, Grande Prairie and District Chamber of Commerce chairperson. Gibson said the chamber has heard from approximately a half-dozen businesses that have applied since the program was introduced in June, including a couple near Clairmont. The SME relaunch grant benefits businesses, co-operatives and non-profits that have experienced significant revenue loss during the pandemic. The SME grant is for 15 per cent of the business’ pre-COVID monthly revenue, or a maximum of $5,000, said Justin Brattinga, Jobs, Economy and Innovation department press secretary. “Five thousand dollars doesn’t go far these days, but it is a helpful program when you’re looking at added expenses,” Gibson said. “Most of the (local businesses) are using the grant to offset some of the extra costs, in plexiglass shields, the masks and sanitization.” Gibson said Grande Prairie-area businesses that have shown interest in the grant represent a variety of sectors, including retail, small manufacturing organizations and the restaurant and hospitality industries. To qualify, a business must have fewer than 500 employees and be affected by provincial restrictions, or have revenue losses of 40 per cent, according to the Alberta government. Initially, the SME grant required the business to have revenue losses of 50 per cent, a threshold lowered to 40 per cent retroactively to March, Brattinga said. The lowered threshold will enable thousands of more businesses across the province to benefit, he said. The chamber observed many small- and medium-sized businesses experience losses in the range of 40 and 50 per cent between April and May, Gibson said. GUYSBOROUGH – There’s nothing like the smell of a fresh cut Christmas tree. But if you don’t get one soon, you might not get one at all. The first thing on your Christmas shopping list this year should be the tree, according to the buzz on the lot at the Northeastern Christmas Tree Association (NECTA). Norman MacIsaac, the association’s manager of marketing, told The Journal last week that they will soon stop shipping because they are getting low on trees. And, while the association ships to the United States and doesn’t sell locally – when they can’t find enough trees to ship, that indicates a shortage in supply across the entire market. The NETCA, located on South River Lake Rd. near Goshen, procures trees for the U.S. market mainly from growers in Guysborough, Antigonish and Pictou counties. The association has 100 members and markets trees for approximately 60 of those members. This year, MacIsaac said, there is a big demand for trees,but not much of a supply. But that, according to him, has nothing to do with the pandemic; it’s due to competition and the plight that faces most of the agricultural sector – the demographic involved in the industry. “The average age of the grower is between 65 and 70 years old; people are getting out of it.” And the competition, that’s coming from below the border. “There are buyers from the U.S. coming in offering more money in some cases,” said MacIsaac. The draw for U.S. buyers is profit, of course. MacIsaac told The Journal that “prices are going up definitely; probably about 10 per cent more than last year and last year was probably about 10 per cent more than the year before.” The actual price per tree varies based on size and grade,but MacIsaac said, “If you’re dealing with premiums, you’ll get a pretty good dollar for them … a 7-8-foot tree of the highest grade would probably get $18 or more [wholesale].” MacIsaac said he isn’t seeing any difference in the tree business this year as far as COVID-19 is concerned, but he does expect it will be a good year for retailers. “I think there is going to be a big demand because people are going to be stuck in their homes because they can’t travel. Retailers are going to do really well, I think.” And he’s not the only one who’s predicting a good season. All over North America the Christmas tree market is booming. Shirley Brennan, the executive director of the Canadian Christmas Tree Growers Association told Global News, “People realize ‘I’m not going away for Christmas this year, so I am going to get a real tree.’ Families want a tradition and want to embrace this holiday season because they missed so much this year because of COVID.” While the pandemic might be making you rethink your holiday traditions, it might make you rethink your career choices as well. If that’s the case, here’s some potential advice from MacIsaac. “There are some young people in it, and they are going to reap the benefits of the low supply. They are doing a lot of planting and a lot of grooming. I think they are going to be set up pretty good. The Kincardine Theatre Guild has devised a way to bring live, local entertainment to the homes of residents who are pining for theatre and a boost for their Christmas spirit, during the pandemic. The 2020 Advent Calendar – a gift of theatre, will showcase short video clips, submitted by the public, to help bring some holiday spirit to the community. Earlier this year, the Guild was in the midst of preparing for its production of Curse of the Silver Pharaoh, when the pandemic hit and restrictions were implemented. Bringing the play to the stage was put on hold and while it had hoped to resume rehearsals and reschedule performances for later this year or early 2021, the second wave of COVID struck, and all plans have been put on indefinite hold. “We were well into rehearsals for the spring 2020 show, Curse of the Silver Pharaoh, when the Covid lockdown happened,” said Debbie Deckert, a performer and Guild board member. “We kept hoping this would be a short term thing but sadly we have had to cancel the show, but plan to put it on at a future date. The way things are now, we’ve had to cancel our 20-21 season. We’re only allowed to have three to five crew members in the theatre for maintenance work, no public access.” “Theatre can get to feel like a family and it’s really tough when we can’t be together. We’re looking at alternatives and this “Gift of Theatre” gives us an opportunity to test online performances.” The initiative, which began on Dec. 1, offers a daily clip provided by members of the public. People were invited to send in a video of a song, a dance, reading a poem, or a skit, approximately three to eight minutes in length. The daily video is available for viewing on the Guild website, www.kincardinetheatreguild.com, its YouTube page or on Facebook. The performances are free to view. In lieu of an admission payment, a donation to the Food Bank would be appreciated. “If you enjoyed this presentation, please consider making a donation to the Food Bank,” said Deckert. Deckert hopes the Guild will receive enough clips to offer a new performance every day until Dec. 24. SIOUX LOOK — Sioux Lookout Ontario Provincial Police have released the name of a woman who died in a house fire last month as they continue to determine the cause of the fire. Clara Ash, 37, of Sioux Lookout has been identified as the individual who died in a house fire on Nov. 19. In a news release issued Wednesday, Dec. 2, police say the cause of death was smoke inhalation. Police responded at approximately 6 a.m. on Nov. 19 along with fire and emergency crews to an apartment on First Avenue in the municipality of Sioux Lookout. Two individuals were extracted from the building and neighbouring units were safely evacuated, according to a news release. A third deceased individual was located by firefighters. OPP continue to investigate the cause of the fire under the direction of the criminal investigations branch, the chief coroner, and the Ontario Fire Marshal.
