Ex-officer tries to get sex-related court case tossed

A former Winnipeg police officer charged with nearly 30 sex-related offences is trying to have the case thrown out of court because of delays.

Richard Dow ran a modeling and talent agency — Ricoco International — as a side business while working as a police officer.

He was arrested and charged with sexual assault and sexual interference in 2006 after 27 women made formal complaints against him.

Five of the complainants were minors at the time, said police, who claim the incidents happened over a five-year span from 2000 to 2005.

Dow's lawyers were in court Monday trying to have the case thrown out because of excessive delays in going to trial.

There were issues with Legal Aid Manitoba in providing Dow with a lawyer.

If the case is allowed to go ahead, it is expected to start next week.

Dow retired from the Winnipeg Police Service in 2007, after an 18-year career.
