HPPH reports on new federal dental plan

HURON-PERTH – At its May 10 meeting, the Huron Perth Public Health’s (HPPH) Dr. Miriam Klassen, the Medical Officer of Health (MOH) presented an extensive report to the board in regard to updates on certain healthcare trends, work HPPH is doing, as well as federally-funded programs such as the new Canadian Dental Care Plan (CDCP).

The CDCP program provides coverage to those who do not have access to dental insurance, are Canadian residents who have filed a tax return in the previous year and have an adjusted family net income of less than $90,000. The application process is being completed in phases as seniors were prioritized in the initial application phases with some other eligible groups, such as children under 18 years of age and adults eligible for the Disability Tax Credit able to apply in June 2024, with more groups being added in 2025. Coverage for eligible seniors began May 1, 2024.

The CDCP will only pay for health care services covered within the plan at the established CDCP fees. Individuals covered under the CDCP may have to pay other charges in addition to any co-payment directly to the oral health care provider. Individuals using the program are encouraged to speak with their provider about any costs that won’t be covered by the plan before receiving treatment. The CDCP will pay for dental services first, before Ontario’s programs.

Healthy Smiles Ontario (HSO) and the Ontario Disability Support Program (ODSP) dental coverage can be used to supplement CDCP coverage. This means that HSO and ODSP will coordinate benefits for clients who are eligible for both the CDCP and either HSO or ODSP, up to the maximums in Ontario’s schedule. Ontario Seniors Dental Care Plan (OSDCP) clients who are also eligible for the CDCP can choose to access dental benefits through the OSDCP or through the CDCP.

The CDCP covers some services that ODSCP does not e.g., immediate dentures, however, clients may then be billed for any remaining fees that are not covered by CDCP. Health units are waiting for further information on the interactions between these federal and provincial programs.
