Laval gives animal services contract to controversial pound Berger Blanc

The City of Laval has awarded a contract to a privately run shelter that was at the centre of an animal abuse scandal.

Berger Blanc will become Laval's animal services provider after submitting a bid that was less than half the price of its closest rival.

The pound became notorious five years ago. At the time a Radio-Canada investigation with undercover cameras revealed a number of questionable practices, including the euthanasia of healthy animals without sedation and euthanasia conducted by general employees instead of veterinarians.

As a result of the investigation, Berger Blanc lost many of its clients, including the City of Montreal.

A spokesperson for Laval said its decision to award the contract to Berger Blanc was legal.

The company that currently holds the animal services contract, Zen Refuge, said it bid $4 million for its renewal.

Berger Blanc's bid was $1.8 million, according to Laval officials.
