Man found not criminally responsible in hammer attack ordered to high-security facility
A mentally ill man who attacked and blinded a stranger in one eye has been ordered to live at a high security psychiatric facility in Brockville, Ont., run by the Royal Ottawa Mental Health Centre.
Jeff Weber, 33, was found not criminally responsible, or NCR, following a trial earlier this year and has been staying at the Royal Ottawa Mental Health Centre.
It was the fourth time Weber had been declared NCR, which is believed to be a record in Canada.
Weber committed his latest crime in late 2014 when he beat Nabute Ghebrehiwet over the head with a hammer and left him without sight in his left eye.
The assault took place on Somerset Street W. outside the victim's apartment building.
The Ontario Review Board has ordered that Weber reside in a secure forensic unit of the Brockville Mental Health Centre.
Weber can still go into the community for medical, legal or compassionate reasons, but he must be accompanied at all times and police must also be notified. He is not allowed to possess weapons, consume alcohol or take non-medical drugs and must not contact Ghebrehiwet.
