Council Approves 2024 Sidewalk Tender Award

STRATHROY-CARADOC - During the council meeting on July 2, the 2024 sidewalk tender award was a key topic of discussion. Council evaluated the recommendations from the Engineering and Public Works department concerning the contract for sidewalk installations and repairs across the township. CAO Trisha McKibbin provided an overview of the tendering process and the recommendations for council’s consideration.

McKibbin explained that the tender for the 2024 sidewalk program was posted on June 5, and closed on June 25, attracting 10 bids. She highlighted that an addendum was issued on June 18 to reflect the council's decision from the June 17 meeting to remove the Dell Drive sidewalk project from the scope of work. The updated tender reflected this change.

The lowest bid came from Armstrong Paving and Materials Group Ltd., at $130,100.33 plus HST. McKibbin recommended that the tender be awarded to Armstrong Paving. During the meeting, Councillor Greg Willsie inquired about the experience of working with the lowest bidders. Treasurer Bill Dakin responded, indicating that the township had not previously worked with Armstrong Paving or the second lowest bidder, 14D Construction Ltd.

Councillor Brian Derbyshire raised a point about earmarking the remaining $87,500 from the budget for future sidewalk projects specifically within Strathroy, ensuring that the funds are allocated appropriately and not absorbed into the general budget. Deputy Mayor Mike McGuire sought clarification on the removal of Dell Drive from the tender. McKibbin confirmed that the addendum issued on June 18 excluded Dell Drive from the scope, and the pricing presented did not include this project.

Following these clarifications, council moved to approve the tender award to Armstrong Paving and Materials Group Ltd. The motion was moved by Councillor Kennes and seconded by Councillor Willsie, and it passed unanimously.

The 2024 sidewalk program includes new sidewalk installations and replacements at several key locations: Queen Street, Longfield Street, Forbes Street, Bowan Street, and Adelaide Road in Mount Brydges; and Longwoods Road in Melbourne.

Various spot repairs will also address safety hazards such as large cracks, uneven sections, and improper curb cuts.
