Council Approves Gould Drain Reconstruction

SOUTHWEST MIDDLESEX - Council has approved a request for the reconstruction of the Gould Drain (in the former Township of Mosa). The decision was reached during their council meeting on April 17, where Drainage Superintendent Andrew Neely detailed the ongoing issues and proposed actions for the drain, originally built in 1951 and modified in 1954.

Neely explained to Mayor Allan Mayhew and council members that following significant rainfall in the summer of 2023, the drain had become prone to water stagnation and blockages. Despite attempts to clear the drain with flushing and camera inspections, persistent issues like sinkholes near the drain's outlet prompted further investigations. These investigations revealed a partial failure and obstruction within a farm field segment of the drain, which had been temporarily remedied but highlighted the need for more substantial reconstruction.

During the meeting, questions were raised about the water flow direction, the proximity of the drain to local schools, and how nearby hydro installations might affect or complicate the reconstruction efforts. Deputy Mayor Mike Sholdice inquired about the positioning of the drain in relation to hydro poles and other infrastructure, emphasizing the logistical challenges of the project.

Neely reassured council that although the exact new route of the drain was yet to be determined, it currently runs near the high school, alongside a concession, and turns into an open ditch in the field where issues had been identified. He noted that the project would require innovative solutions to accommodate existing infrastructure like hydro substations and poles.

The council's decision followed a thorough discussion and was supported unanimously with motions from Councillor Myers and Councillor Choi.

With the council's approval, the township is set to begin the reconstruction of the Gould Drain to address the long-standing issues of drainage efficiency and safety for the area.
