Deal to re-build Wilcox Lake Road from Co. Rd. 4 to fill site

Wilcox Lake Road will be built from County Rd. 4 in Ceylon south to the entrance of the fill site at the expense of the operators.

Ceylon citizens have been bringing their complaints to Grey Highlands for several years about effects from trucks headed to a fill area off Wilcox Lake Road.

The work is to start within six months of the signing of the agreement and be substantially complete by July 1, 2025. That includes the shoulder grading and the first lift of asphalt. There will be a warranty period of a year, followed by a final inspection.

FILL OPERATION

At the beginning of 2020, the municipality, the Grey Sauble and Saugeen Valley Conservation Authorities were consulted. No formal approvals were needed from the municipality for the fill project.

The site engineer for the operation furnished details to the Owen Sound MOE about the operation by letter in February, 2020.

Complaints from residents included speeds of trucks and material left on the road. Over time, the condition of Wilcox Lake Road became an issue.

A staff report in May of 2023, said that the operator, Canadian Environmental Resource Management (C-ERM), committed to upgrade about 400 yards of Wilcox Lake Road from the Ceylon Fill Site to Grey Road 4.

The agreement was approved last Wednesday, but a few more steps, such as Grey County approvals and locates need to be completed before the deal is executed.

The heavy traffic from trucks hauling to the fill site (an old gravel pit on property owned by Doug Sinclair) has reduced the life expectancy of the road significantly, staff said.

The company said it would work with the municipality, acknowledging “our truck traffic has adversely affected Wilcox Lake Road.”

Road work will include excavating 600 mm of the road base, upgrading the granular base and shoulders and applying a total of 100 mm (4”) asphalt surface.

At that time, the company expected the fill site work would be completed by 2025, and promised to make sure the road is well-maintained.

After the operation ends, the company said it would correct any pavement and shoulder issues and apply a surface course of asphalt and shouldering

The municipality plans in the future to re-construct Wilcox Lake Road between County Road 4 and Durham Road B.

An earlier staff report noted that the company doing the work on the 400m stretch will be a cost saving for the municipality on that future project.

Director Chris Cornfield confirmed that doing the rest of the road is in the present 10-year plan.
