MEXICO CITY (Reuters) -Orlene weakened into a tropical depression as it crawled farther inland, dumping heavy rains across parts of western and central Mexico on Monday afternoon, the National Hurricane Center (NHC) said. At 4:00 p.m. Central Time (2100 GMT), the Miami-based NHC said Orlene was packing maximum sustained winds of 35 mph (56 km/h) as it inched north-northeast at 9 mph.

As Newfoundland and Labrador grapples with the rising cost of living, health-care staff shortages and the aftermath of post-tropical storm Fiona, the House of Assembly is — temporarily — back in its former home. For the first two days of the 51st session, members will sit at the Colonial Building in St. John's, the location of Newfoundland's legislature from 1850 to 1959. On Monday, MHAs from all three parties said health care and the cost of living will be top of the agenda for the upcoming ses

The two-day program, run by the territory's health and social services department, is offered to employees of the territory's health authorities. The goal is to address anti-Indigenous racism. Employees received the training last month. Karen Blondin Hall, who manages the program, said she learned about cultural safety from an Indigenous professor while attending university. The Windsor-Detroit tunnel bus is back as of Nov. 20, according to the City of Windsor's website. The cross-border service, which is provided by Transit Windsor, has been cancelled since the pandemic began. Transit Windsor had said it will resume tunnel bus service to Detroit as soon as it's feasible, now that the federal government has lifted the ArriveCan requirement at the border. The city's website says that special events service on the tunnel bus is suspended until further notice. The sche
SARAJEVO, Bosnia-Herzegovina (AP) — Reformists who ran on fighting corruption and clientelism in public office appeared set to win an important race in Bosnia’s elections Sunday that could give them greater sway over the direction of the country which has never fully recovered from its 1992-95 sectarian war and remains divided along ethnic lines. The first preliminary results released by Bosnia’s central election commission early Monday showed cooperation-prone contenders Denis Becirovic and Zel

Europe faces “unprecedented risks” to its natural gas supplies this winter after Russia cut off most pipeline shipments, the International Energy Agency said Monday, warning that European nations could wind up competing with Asia for already scarce and expensive liquid gas that comes by ship. The Paris-based IEA said in its quarterly gas report that the European Union's 27 countries would need to reduce natural gas use by 13% over the winter in case of a complete Russian cutoff amid the war in U

New statistics from the Saint John Police Force are renewing calls for a suicide-prevention barrier on the Reversing Falls Bridge. Police say the force has responded to 108 incidents at the bridge since 2017, an average of about 20 per year. At Saint John city council on Monday night, Coun. Gary Sullivan said the province has been asked to install a barrier in 2017, and again in 2019, but nothing has happened. "It is sad that this was identified by the Saint John Suicide Prevention Committee in
Seemingly endless hot, dry conditions in B.C. last month broke several records for September, according to meteorologists. Environment Canada on Monday said weather across the province has so far refused to shift into fall, with little rain and higher-than-normal temperatures. "It was warmer than normal across every station that we have here for B.C.," said meteorologist Alyssa Charbonneau. "We're certainly feeling like this summer is hanging on." Charbonneau said Vancouver Island and the Lower
The Conservative Party of Quebec (PCQ) failed to elect any candidates to the National Assembly Monday but its leader, Éric Duhaime, appeared cheerful and determined as he spoke to supporters in the Quebec City region. The party managed to increase its vote share from 1.4 per cent in 2018 to a projected 13.1 per cent, putting it within two percentage points of the Official Opposition Liberals. "This is a guy smiling here," he said from a hotel in Lac-Delage, Que., a small municipality just outsid
SEOUL, South Korea (AP) — North Korea on Tuesday fired a ballistic missile over Japan for the first time in five years, forcing Japan to issue evacuation notices and suspend trains during the flight of the nuclear-capable weapon that could reach the U.S. territory of Guam and beyond. The launch was the most provocative weapons demonstration by North Korea this year as it ramps up missile tests in its push to build a full-fledged nuclear arsenal that viably threatens U.S. allies and the American
The prospects for the Northern Ireland protocol seem to be improving as the United Kingdom tries to renegotiate part of the Brexit deal with the European Union and re-establish the province's devolved assembly, a British minister said on Sunday. The event at the Conservative Party conference in Birmingham, central England, saw a softening in tone from some former hardliners in the dispute with the EU, matching a shift from the foreign minister James Cleverly, who is leading talks. "Let's hope we can put the protocol to bed, get the assembly going, and then everyone can move forward in a peaceful and prosperous Northern Ireland."
Brian Gallagher's mind flooded with memories of his daughter as he learned that the search team who had been looking for her body had discovered human remains on Friday. "When they brought the remains up, I was reminded of how many times I'd rocked the kids to sleep, and sung them lullabies … first days of school, hockey practice," he said, speaking outside the Saskatoon provincial courthouse on Monday. Megan Gallagher went missing about two years ago. A friend saw her last on Sept. 19, 2020. Sh

Sexual health organizations in Halifax are calling for more testing resources after Nova Scotia public health reported an increase in newly diagnosed HIV cases in the province.
