Man who fatally choked Jordan Neely on NYC subway to face manslaughter charge

Nearly two weeks after Daniel Penny used a fatal chokehold to restrain a man on the floor of a New York City subway car, the 24-year-old will face criminal charges, prosecutors said. The white U.S. Marine Corps veteran is expected to be charged Friday with secondary manslaughter for killing Jordan Neely, a 30-year-old Black man who experienced homelessness and suffered from mental health problems. Neely’s violent death sparked days of protests in New York after police questioned the killer but then released him from custody the same day as the incident. Read more

Federal judge blocks Biden from 'paroling' migrants hours before Title 42 lifts

A federal judge in Florida on Thursday blocked a Biden administration plan to release migrants in the U.S. on "parole" because of a surge expected after Title 42 ended.

Title 42 permitted the more rapid expulsion of migrants during a public health emergency. President Joe Biden acknowledged earlier this week that its end would be chaotic.

US accuses South Africa of secretly arming Russia as war in Ukraine escalates

The U.S. accused the South African government on Thursday of secretly providing weapons to Russia last December, escalating an already contentious geopolitical controversy for the Biden administration over whether the U.S. ally is getting too cozy with Russian President Vladimir Putin. At a news conference in the South African capital, U.S. Ambassador Reuben Brigety said the Biden administration is certain that arms were loaded onto a vessel in the dead of night at the Simon’s Town naval base over three days and then transported to Russia, according to reports of his comments by South African news outlets. Gay, bisexual men in monogamous relationships can donate blood under new FDA policy

The Food and Drug Administration is ending a requirement that gay and bisexual men must abstain from sex for three months prior to donating blood. The decision finalized a long-awaited plan that will allow more people to donate blood, potentially expanding the number of eligible donors in the U.S. Now, the agency will ask every blood donor - regardless of their sexuality - the same questions to determine their risk for HIV. People who report having a new sexual partner, having more than one sexual partner in the past three months or having anal sex in the past three months will not be able to donate, the FDA said. In an effort to clear his name and get a job, former NFL punter Matt Araiza has sent NFL teams a piece of evidence that reveals several startling facts about what happened the night he was accused of raping a 17-year-old girl in San Diego. It’s an audio recording of a meeting Dec. 7, when a San Diego County prosecutor met with the woman and her attorney. It’s 101 minutes long and was not released to the public. But USA TODAY Sports obtained it recently, then interviewed Araiza and the woman separately to break it down in detail. Read more
