WASHINGTON — Outgoing Attorney General William Barr's decision to appoint a special counsel to investigate the handling of the Russia probe ensures his successor won't have an easy transition.The move, which Barr detailed to The Associated Press on Tuesday, could lead to heated confirmation hearings for President-elect Joe Biden's nominee, who hasn't been announced. Senate Republicans will likely use that forum to extract a pledge from the pick to commit to an independent investigation.The pressure on the new attorney general is unlikely to ease once they take office. With the special counsel continuing to work during the early days of the Biden administration, it may be tough for the Justice Department's new leadership to launch investigations of President Donald Trump and his associates without seeming to be swayed by political considerations.Barr elevated U.S. Attorney John Durham to special counsel as Trump continues to propel his claims that the Russia investigation that shadowed his presidency was a “witch hunt.” It's the latest example of efforts by Trump officials to use the final days of his administration to essentially box Biden in by enacting new rules, regulations and orders designed to cement the president's legacy.But the manoeuvring over the special counsel is especially significant because it saddles Democrats with an investigation that they've derided as tainted. Now there's little the new administration can do about it.“From a political perspective, the move is so elegantly lethal that it would make Machiavelli green with envy,” Jonathan Turley, a professor of public interest law at George Washington University, wrote in an op-ed for USA Today.A special counsel can only be dismissed for cause. And as was the case during Robert Mueller's Russia investigation, such probes can sometimes stray from their origins.The Biden transition did not respond to a request for comment on the special counsel appointment.But Barr's decision could influence whom the president-elect puts forth as a nominee for attorney general. One leading candidate, Sally Yates, was already viewed skeptically by some Trump-aligned Republicans for her role in the early days of the Russia investigation. Her nomination could face even greater challenges because she's connected to some of the work that Durham is examining.As deputy attorney general, Yates signed off on the first two applications to the Foreign Intelligence Surveillance Court to monitor communications of ex-Trump campaign adviser Carter Page, a process that has been among the focuses of the Durham investigation.A Justice Department inspector general report found significant flaws and omissions in the four applications to the court, though it also found no evidence that Yates or any other senior Justice Department officials were aware of the problems.Some Democrats have privately expressed concerns – likely to deepen with Durham’s appointment as a special counsel – that nominating Yates would lead to a messy confirmation process that focuses on the Russia investigation, instead of focusing on reforms and shifting priorities at the Justice Department, people familiar with the matter have said. They spoke on condition of anonymity to discuss private conversations.Others potentially in the mix for the role include Lisa Monaco, a former homeland security adviser and senior Justice Department official in the Obama administration, and outgoing Alabama Sen. Doug Jones, who famously prosecuted Ku Klux Klan members who bombed a Birmingham church in the 1960s.The question for Biden, however, is how to balance top Cabinet picks as he attempts to fulfil his pledge for racial, ethnic and gender diversity. Many of Biden's leading nominees so far have been white, which could work against Yates, Monaco and Jones.Some Black Democrats are attempting to elevate former Massachusetts Gov. Deval Patrick, who is Black and led the Justice Department's civil rights division under President Bill Clinton, in discussions about potential attorneys general.Whoever emerges as the nominee will be pressed to demonstrate independence from the new White House after Biden campaigned on a pledge to depoliticize the Justice Department.That could be tough, however, if the future attorney general faces calls for new probes into the Trump administration. Some investigations into Trump have been frozen because of the immunity he enjoys as president. Others swirling around members of his family and associates have been simmering for years.On Tuesday, an unsealed court filing revealed an investigation into a potential plot to solicit political donations in exchange for the president using his pardon power.Barr, for his part, insisted that he was trying to keep politics out of the Durham probe, explaining that is why he delayed announcing the special counsel appointment until a month after the election.“With the election approaching, I decided the best thing to do would be to appoint them under the same regulation that covered Bob Muller, to provide Durham and his team some assurance that they’d be able to complete their work regardless of the outcome of the election,” Barr said in an interview with the AP on Tuesday.“I wanted to have the team, both Durham and his team understand that they be able to finish their work,” Barr said.Durham has already been a huge disappointment for Trump and his allies, and prompted a dispute with Barr over why things weren’t moving faster and why the investigation did not yield major prosecutions in the weeks before the election. The investigation wasn’t expected to result in many more criminal charges, and there has only been one so far — a former FBI lawyer who pleaded guilty to a single charge.But the investigation is worth more politically than practically.A nearly 500-page inspector general report chronicled in great detail the errors and omissions FBI agents made in a series of applications to surveil Page. Declassified documents released by congressional Republicans have raised additional questions while not undercutting the overarching legitimacy of the Russia probe. Venezuela's opposition is discussing scaling back the interim government of opposition leader Juan Guaido that has won diplomatic recognition by dozens of countries that disavowed President Nicolas Maduro, nine legislators told Reuters. Guaido, the leader of Venezuela's opposition-controlled parliament, in 2019 called Maduro a usurper following his disputed re-election and assumed a parallel presidency based on articles of the constitution that make the head of the National Assembly next in line to rule the country. Guaido's lawmaker allies have said they will continue to insist that they are legitimate parliamentarians after Jan. 5, arguing that their constitutional mandate remains intact because Sunday's vote is rigged.
People in Halifax will be able to order an Uber starting Thursday afternoon, and at least one other ride-hailing company is eyeing a launch in the city before the end of the year.Uber said in a news release that its smartphone app, which connects people looking for transportation with a driver, will go live for the Halifax region at 1 p.m. Thursday.However, the company encouraged residents to stick to public health guidelines and only use it for essential travel like getting to a doctor's appointment or pharmacy.Uber did not share any more information when asked about details by CBC, including how many drivers are active in Halifax, or how many have applied.A map of Uber's coverage area on its website shows that the urban core will be included, as well as more suburban and rural areas like Timberlea, Fall River and Eastern Passage. The company said its service area will expand as the number of drivers increases. Uber also said it's providing 2,000 free rides to front-line workers and families in need, through Partners for Care's Helping Healthcare Heroes program and Ronald McDonald House Charities Atlantic.Council cleared the way this fallUber's app puts the company in direct competition with members of the taxi industry, something that has sparked outcry in places like Toronto. Still, some people in Halifax have complained that the taxi industry in the municipality doesn't meet people's needs and there are often long delays in getting cabs at peak times. In September, Halifax council gave ride-hailing services like Uber the green light to operate in the municipality. They have stated they hoped to launch in the city before the end of 2020.The Canadian ride-hailing company Uride has yet to launch in Halifax, but its founder said it will be live by the end of the year.Cody Ruberto said the company has had over 700 people apply to be drivers, but could not immediately say how many had been accepted.In an email, Ruberto said he believes both Uber and Uride can operate in the same city since this is the case in many other areas. Halifax "deserves" this type of service, Ruberto said, and residents want choice. "Uride is a homegrown Canadian rideshare business, and we really care about the people here. This past summer of discontent against police has set the stage for Norm Lipinski, the new top cop in Surrey, who is vowing a slew of changes in one of Canada’s fastest growing and most culturally diverse cities. From more cops on bikes to walking the beat and welcoming soirees for new Canadians, Lipinski’s central goal revolves around creating a force that will police the plurality of Surrey with constant engagement and strident enforcement. “That will begin with creating a command structure that reflects the diversity of Surrey both in ethnicity and gender,” Lipinksi told NCM as he prepared for his new role that will begin later this month. “We can learn a lot from the anti-police sentiment that has swept many parts of the world this past summer, especially in the U.S. and from the great work of the RCMP has done in Surrey. But now is a time for change to remove tensions and rebuild confidence in police,” he said. “We can do it and build a more modern, inclusive, accountable, and community-based model,” said Lipinski, who brings 42 years of policing experience to Surrey, where close to half of residents are immigrants. Lipinski said the first order of business will be to hire a complement of senior staff and officers that will be reflective of the community with recruitment efforts targeting ethnic and Indigenous communities and women. The RCMP employs nearly three-quarters of B.C.’s 9,500 police with 18 per cent of its officers coming from visible minority groups and another five per cent comprising Indigenous persons. About 20 per cent of RCMP members across the country are women. While these numbers may be representative for rural communities, it is out of whack for places like Surrey, where 34 per cent of residents speak English as a secondary language and where females outnumber males in the general population. Statistics Canada said in a report last week that people designated as visible minorities report less confidence in police than non-visible minority people. Just over one-third (35 per cent) of Canadians belonging to population groups designated as visible minorities reported having a great deal of confidence in the police in 2019, compared with 44 per cent among non-visible minority people, the national number crunchers said. Confidence levels also varied among different visible minority groups. For example, Southeast Asian (25 per cent) and Chinese (26 per cent) Canadians were less likely to report a great deal of confidence in the police compared with non-visible minority people (44 per cent). Lipinski, a former assistant commissioner for the RCMP’s E-Division in B.C., said he will be reaching out to faith leaders, community groups, NGOs, neighbourhood associations and local media among others as he works on a strategic plan for the Surrey Police Force, which will have 1,150 employees — 805 police officers, 325 civilian positions and 20 Community Safety Personnel (CSP). Surrey currently is the only one of 19 major Canadian population centres with more than 300,000 people without a local police department. A self-described data geek, with a Master of Business Administration degree as well as a Bachelor of Laws degree, Lipinski plans to use the community consultations to draw up a delivery service model that will hinge on a $200 million budget annually. “If the data shows we can deliver better service by having officers out of their cars and walking the beat or on bikes, we will do it,” said Lipinski. As the death toll from illicit drug overdoses continues to mount unabated in B.C., advocates want more specialized services and harm reduction measures to help protect young people. Another 162 fatalities occurred in October due to toxic drug supply, for a total of 1,386 deaths in 2020, according to the BC Coroners Service's most recent figures. Of those killed this year by the overdose crisis, 19 per cent, or 269 deaths, were young people aged 29 years old or younger, with 14 of the dead under the age of 19, the coroners service figures show. Kali Sedgemore, a youth outreach worker and peer harm reduction advocate in Vancouver, said the ongoing public health emergency is in its fifth year, and COVID-19 is only exacerbating the harms. “We don’t even have time to grieve because we know we will hear about another (death) the next day,” Sedgemore said. The dangers of the toxic illicit drug supply are being compounded as people following pandemic protocols use illicit drugs alone and as harm reduction services have been reduced, or wait times have increased at overdose prevention sites (OPS) during the pandemic, Sedgemore added. Youth do not make up the largest number of fatalities, but all overdose deaths are largely unnecessary and preventable, Sedgemore said. In 2020, 70 per cent of those who have died from the toxic drug supply fall between the ages of 30 and 59, and males account for 80 per cent of the deaths to date. Most overdose fatalities involved people dying alone indoors. One immediate way to reduce the harms from toxic illicit drugs to youth is to provide harm reduction and OPS services dedicated strictly to their demographic, Sedgemore said. “Youth are vulnerable to manipulation by adults,” Sedgemore said, adding young people are at risk of being exploited sexually or for money or other reasons. Specialized harm reduction services are already hard to come by in urban areas such as Vancouver but are even more scarce in smaller communities and rural areas, Sedgemore said, noting they originally came from a small community from the northern part of Vancouver Island. Plus, young people — especially those under the age of 18 — are often deterred from using harm reduction services or supplies by providers due to their age, or can come under increased scrutiny from staff at these locations, they said. Both of these situations make youth uncomfortable, Sedgemore said. It’s also critical that medical professionals, social workers or other service providers don’t push youth into treatment before they are ready, Sedgemore stressed. Doing so only puts youth at increased risk, forcing them to be more secretive about any illicit drug use and increasing the unwillingness to use harm reduction services or call emergency services in case of an overdose. Research shows abstinence education, or the "just say no to drugs" approach, is not as effective as talking openly about illicit drugs, the associated risks and, if youth should choose to use them, how to do it safely, Sedgemore said. However, there is also the need for more youth treatment beds and shorter wait-lists for youth seeking help, Sedgemore said, especially closer to their own communities. “I don’t think it’s great sending a youth away from their own hometown and the people youth are used to seeing every day.” The B.C. government plans to double the number of treatment beds for youth aged 12 to 24 who are struggling with substance use. A total of 60 young people under the age of 24 lost their lives to fentanyl poisoning from toxic street drugs from January to June 2020, according to the Ministry of Mental Health and Addictions. The province committed $36 million to create another 123 treatment beds for young people, in addition to 20 beds recently established at a new youth facility in the Fraser Valley. Prior to the recent announcements, B.C. had 103 treatment beds for youth. The new beds are part of a broader continuum of care the B.C. government is planning for young people that will include culturally safe, youth-specific services in both rural and smaller city centres, the ministry stated. Building on its network of youth-specific mental health and substance use services, the province will develop eight new Foundry centres, for a total of 19 youth hubs. Foundry centres provide primary care, youth and family peer supports, walk-in counselling, mental health and substance use services and social services all under one roof. Steve Ayers, program manager for the Foundry located in Campbell River on Vancouver Island, agreed that youth benefit from specialized services and being in charge of any decisions about their drug or alcohol use. “If a counsellor is going to really be impactful, they have to let the client drive the process of making changes around substance use,” Ayers said. “The objective of substance use counselling is to help youth have a better life, and what are some concrete ways that might happen, depending on their choices of course,” he said. Many youth use substances to deal with trauma or anxiety, so alternate tools or strategies need to be developed to help young people deal with that suffering, he added. It’s dangerous to assume youth overdoses due to illicit drugs are only a big-city problem, Ayers said. “It’s absolutely a misconception,” he said, adding the issues that fuel youth substance use exist in every community across Canada. However, youth generally don’t tend to be as entrenched with illicit hard drugs as some other age demographics, especially in rural areas where supply might be limited, Ayers said. “If there’s no supply (of illicit drugs) kids will find other things to do to cope with what they are struggling with,” he said. However, kids and families in rural or remote communities such as the Discovery Islands or small communities across North Vancouver Island can face additional challenges or gaps in accessing supports, Ayers said. Many Foundry services are now available online to try to mitigate the challenges for youth living in more isolated communities who need support, especially with travel limitations due to the pandemic, he said. The youth hub also works with schools to meet with students during class time for those who have to bus in and out of Campbell River. Young people and their families just need to reach out and the Foundry will try to find a fix for any stumbling blocks to service, Ayers said. “We always seem to be able to find them and reach them with help,” he said. “Unless they're just not reaching out at all. Líídlįį Kúę High School in Fort Simpson has reported a case of chickenpox among its students. The school’s principal, Marty Leach, used Facebook to inform families a letter had been issued by the village health centre's nurse in charge regarding the case. Chickenpox is a highly infectious viral illness which has symptoms like an itchy blister rash and mild fever. It can develop two to three weeks after contact with an infected individual and can spread five days before the rash appears. Pregnant women, newborn infants, and people with weakened immune systems who haven’t been vaccinated, nor had chickenpox or shingles in the past, should see a healthcare provider as soon as possible if they are exposed. “Please contact the Fort Simpson Health Centre if your child has not had the chickenpox disease or vaccine,” the letter reads. Chickenpox can be deadly for people with health issues and newborns. Those who may need to see a physician regarding chickenpox should call first to ensure they do not come into contact with others, especially vulnerable people. People who have or think they may have chickenpox should avoid public areas for at least five days after the first signs of the disease appear. Infected individuals should not go out in public until the last marks have scabbed over. Clothes should be washed or disinfected if they have come into contact with chickenpox or any discharge from the throat or nose. WASHINGTON — Federal Reserve Chairman Jerome Powell and Treasury Secretary Steven Mnuchin urged Congress to approve COVID-19 relief funds without further delay, though Democrats continued to attack a decision by Mnuchin to allow five Fed lending programs to expire during the pandemic.In his most direct comments so far, Powell told the House Financial Services Committee on Wednesday that it's “very important” for Congress to provide economic support.New funding would serve as a “bridge” for the economy to get from the current environment in which virus infections are spiking, to next year when vaccines should be widely available, Powell said.“We are trying to get as many people across that bridge as we can,” Powell said.Without more assistance, Powell said, people will lose their homes and small businesses will fail. “You could lose parts of the economy,” which would slow any recovery next year, he said.“We are hearing from all over that small businesses are really under pressure," Powell told lawmakers.For a second day a number of Democratic lawmakers on the committee challenged Mnuchin’s decision to allow five Fed lending programs to expire at the end of this year, contending that his reading of the law was incorrect. They say it's a political manoeuvr to hobble the incoming Biden administration financially.“There is no justifiable reason for taking these tools away,” Rep. Maxine Waters, chair of the House panel, told Mnuchin. “It is foolish and reckless.”In a rare split with Treasury last month, the Fed issued a statement saying that it believed it was important to continue providing an economic backstop after Mnuchin said he was terminating the programs.Mnuchin has repeatedly insisted that he was just following the CARES Act law.When Powell was asked if he agreed with that interpretation, Powell deferred to Mnuchin.Powell did say Wednesday that the Fed had issued its statement to make it clear that the central bank was committed to providing further support to the economy.“We were concerned that the public might misinterpret (Mnuchin’s action) as the Fed stepping back and thinking our work is done,” Powell said.Asked what Congress should put in a relief bill that could pass in the lame-duck session this month, Mnuchin said his priority would be an authorization allowing the Treasury to use $140 billion in left-over funds to provide small businesses with a second round of Paycheck Protection Program loans.The PPP program allowed businesses to get loans to keep their workers on the payroll with the loan forgiven if the business met certain terms geared at avoiding layoffs.Mnuchin said Congress should also consider extending some of the emergency unemployment benefit programs that are being used by around 11 million workers. Those programs will expire at the end of this month without Congressional action.Lawmakers have been unable to reach agreement on further economic relief after many programs in the $2 trillion CARE Act expired in August. Democrats are seeking more funds than the GOP-controlled Senate has been willing to provide.On Tuesday a bipartisan group of senators introduced a aid bill totalling around $908 billion, raising hopes that the legislative impasse might be broken. Mnuchin said he was in discussions with House Speaker Nancy Pelosi, who since this summer has insisted on a larger bill. Mnuchin said unfortunately Pelosi has insisted that a half-a-loaf measure would not be good enough.“I would encourage Congress in the lame duck," Mnuchin said. With the ongoing COVID-19 pandemic, that will mean a few adjustments, but the annual festival is still going forward starting Thursday from 7 to 9:30 p.m. Speaking Tuesday, Michelle Day, executive director for Nikka Yuko, said things could change as the event goes on and to stay tuned for updates and check online for any other details. “We need our community support and that comes with patience and being able to be flexible,” said Day. “Working with Alberta Health Services and the City of Lethbridge, we are going to be able to continue our Winter Light Experience. We’re going to continue to monitor the guidelines as they may change. They may have new ones or they may relax them in the future. By this time, it’s going to be as much of a touch-less experience as possible. But we’re encouraging everybody in our community to show support and come out to our Winter Light Festival as it is a safe experience.” With the current guidelines, the first weekend of the Horse and Wagon rides and the first Shakespeare in the Garden performance have been cancelled. “But we’ll continue to monitor (the situation) and as we go along, we might be able to add more programming as the guidelines change, and that’s where we need the communities support and flexibility in the sense (the events) might happen after Christmas or in January,” said Day. As for the events going forward — following COVID guidelines laid out by AHS – a maximum of 100 people will be allowed in the garden per half hour, said Day. “We’re staging the entry ways and all access to the garden has to be done online,” said Day. “I know our community is used to just showing up and going to the visitors’ centre but, unfortunately, we can’t do that. We feel it’s important we work with Alberta Health Services to ensure the tracking is there.” Private events are still able to be booked, said Day. “What we’re asking our companies and our customers during their private events is no gathering-like activities, so no speeches. But we can hand out things at the door and stage entry. “We’re also making sure we have things for people to take home. We’re going to have an enhanced brochure to give everybody when they come to learn more about Japanese and Canadian winter customs.” For the kids, Nikka Yuko has teamed up with local artist Eric Dyck to provide a colouring package. “With Panasonic and their projectors, we’ve teamed up with a local anime gentleman, Keith Morgan (a local CG-Generalist and compositing artist) and he’s going to be telling a story throughout the garden (with) one-minute episodes,” said Day. “So people can space, but enjoy a story and experience along with the lights. It may sound obvious, but if you're arrested in Saskatchewan the easiest way to not spend time in jail is to not be sent there in the first place.The province's justice and corrections systems have a handful of checkpoints where someone charged with a crime may be released before going to a correctional centre.But once a person is remanded by consent, or after an unsuccessful bail hearing, the options for release dwindle dramatically.The primary tool for getting out at this point is a detention review."Every time a client of mine is remanded, I've been running their detention reviews after 90 days," said Saskatoon defence lawyer Aleida Oberholzer."The Supreme Court basically said it's mandatory that you take a look after 90 days whether or not this person should still be in custody, but especially now with what's going on at Saskatoon Correctional, people really want to want to get out of there and they really do want to run their detention reviews."These reviews take place at Court of Queen's Bench.Oberholzer said there are several points after an arrest but before remand when a person may be released, thus keeping them out of jail at least until their trial: * Immediately after their arrest, police have the discretion to release a person with a promise to appear in court. * Failing that, the person may appear off-hours (weekends or evenings) before a Justice of the Peace and be released. * A person held until their first appearance may be released by a provincial court judge that same morning. * A person not released after that appearance may then have a bail hearing, at which point they could be released.Two other programs also come into play that — if they don't lead to release — at least speed up the process.The Sunday Project and the Rapid Response to Remand (RRR) both aim to reduce the amount of time a person must wait to find out what's happening.For example, on Wednesday there were eight new arrests on the 9 a.m. docket at provincial court in Saskatoon.Three of the accused were referred to the RRR program. One person was released in the morning. Four were remanded.The Sunday Project intends to get people arrested on the weekend into court by Monday afternoon. The RRR applies the same principle to weekdays, said prosecutor Frank Impey."The idea of the (RRR) program is to pick those files where something more meaningful can happen on that very first appearance, therefore sentencing on the same day, show cause hearing on the same day, perhaps consent releases on the same day," he said."If defence, for instance, proposed a plan or presented a plan that meets public safety requirements, then that person can be released at two o'clock, whereas on the surface of the file at nine o'clock in the morning, this was not someone we were prepared to consent the release of."Impey said that the impact of COVID-19 on the correctional centres and the community plays into — but doesn't define — what prosecutors are weighing.Some people who may not have been released on a set of charges a year ago are now avoiding jail until their trial dates."You will see there will be less remands of individuals with property offences, less remands of individuals with offences against the administration of justice," Impey said."But always with a mind toward public safety."
Mussel growers on P.E.I. are excited about a new project that will help them selectively breed mussels to be more resistant to climate change. The $800,000 project was created by Genome Atlantic and $300,000 of that came from the Atlantic Fisheries Fund. Tiago Hori, director of research and development at Atlantic Aqua Farms in Vernon Bridge, P.E.I., told Island Morning's Laura Chapin that growers will look at which mussels have a higher degree of resistance to warming ocean temperatures. Then they can figure out which parts of the genome cause that trait. "We think that temperature resistance can be an important trait for mussels, if indeed the climate keeps changing towards hotter temperatures," said Hori. Warm waters big challenge P.E.I. provides 80 per cent of North America's mussels, in an industry that employs around 1,500 people. The biggest challenge for Island mussel farmers right now is water temperature, Hori said, because mussels are grown in shallow estuaries, where temperatures can increase quickly. "We are concerned that if the climate keeps warming, that we're starting to reach critical temperatures that might be lethal to the mussels and could lead to large losses of product," said Hori. Kristin Tweel, the director of sector innovation for Genome Atlantic, explained that selective breeding has been used for centuries. "Genomics simply allows us to identify a lot more quickly the traits that we're most interested in breeding, without making any artificial changes at a genetic level," said Tweel. Hoping to grow the industry Along with selecting mussels for their ability to survive warmer temperatures, Hori said another goal of the project is to use genomics to improve the growth of P.E.I. mussels. "If we can reduce the growth cycle, then we can increase growth but we also can increase efficiency," said Hori. "You could stay with the same target of production, but in a reduced number of leases. And that would lead to a huge increase in efficiency and a huge decrease in costs, because now … you're having to do less with management and all of that."> You want an animal that grows fast but that retains the characteristics that are essential to that product. — Tiago Hori, Atlantic Aqua Farms Would any of this selective breeding have an impact on the next bowl of P.E.I. mussels you may order in a restaurant? Hori confirms that the taste and texture of the mussels would still be a top priority. "When you breed an animal, you don't select for a trait … in a blind way. You select it based on that trait, but taking into consideration other things, like meat yield and taste," he said. "You want an animal that grows fast but that retains the characteristics that are essential to that product." Untapped aquaculture potential Hori also pointed out that because of climate change, we'll likely be eating more and more seafood in the years to come. "If you look at some of the estimates the UN has for the consumption of seafood in the next 20 years, there will be a significant increase in the amount of seafood required to provide seafood to the human population." Pro wrestling trailblazer Pat Patterson has died at the age of 79.WWE announced the passing of the Hall of Famer on Wednesday morning.Born Pierre Clermont in Montreal, Patterson rose to prominence as a wrestler in the Pacific Northwest and San Francisco territories during the 1960s and 1970s before moving to the New York-based World Wrestling Federation in 1979.He was the first-ever intercontinental champion for the WWF — now known as WWE — before transitioning to a behind-the-scenes role in the 1980s.Patterson worked with wrestlers to help them develop the narrative beats of their matches and specialized in coming up with memorable finales."Pat Patterson was the Yoda to my Luke," said former WWE champion Chris Jericho, who is from Winnipeg, in an Instagram post. JERUSALEM — Israel took a major step toward plunging into its fourth national election in under two years on Wednesday as lawmakers — supported by Prime Minister Benjamin Netanyahu’s main coalition partner — passed a preliminary proposal to dissolve parliament. The 61-54 vote came just seven months after the coalition took office following three inconclusive elections in just over a year. Netanyahu's Likud party and Defence Minister Benny Gantz's Blue and White said they were seeking national unity to confront the coronavirus crisis. But since then, the rivals have been locked in infighting. The vote gave only preliminary approval to ending the alliance and forcing a new election early next year. The legislation now heads to a committee before parliament as a whole takes up final approval, perhaps as soon as next week. In the meantime, Gantz and Netanyahu are expected to continue negotiations in a last-ditch attempt to preserve their troubled alliance. By joining the opposition in Wednesday's vote, Gantz’s party voiced its dissatisfaction with Netanyahu, accusing him of putting his own personal interests ahead of those of the country. Netanyahu is on trial for a series of corruption charges, and Gantz accuses the prime minister of hindering key governmental work, including the passage of a national budget, in hopes of stalling or overturning the legal proceedings against him. Gantz and other critics believe Netanyahu is ultimately hoping to see a friendlier parliament elected next year that will give him immunity from prosecution. Opposition leader Yair Lapid, whose Yesh Atid party sponsored the bill to trigger new elections, accused the government of gross mishandling of the coronavirus crisis and its economic fallout. He said the one thing all citizens share is “the feeling that they lost control over their lives.” The government still has not yet passed a budget for 2020, a result of the deep divisions produced by its power-sharing agreement. The lack of budget has caused severe hardships and cutbacks for Israelis at a time when unemployment is estimated at over 20% because of the pandemic. In a nationally broadcast news conference Wednesday evening, Netanyahu delivered a mixed message, calling on Gantz to remain in the government but also sounding very much like a politician on the campaign trail. Netanyahu began his address by claiming credit for leading the battle against the coronavirus, forging diplomatic agreements with Gulf Arab countries and protecting Israel against its enemies in the region. He derisively referred to Gantz's party as “an opposition within the coalition" and skirted around questions about passing the budget or honouring the rotation agreement with Gantz. “In dramatic times like these, we don’t need to go to elections. The people of Israel want unity, not ballots. It wants vaccines, and not campaign ads,” he said. "The only way we can defeat corona is defeating it together. We need to put politics aside.” Gantz, meanwhile, released a video blaming Netanyahu for the political paralysis and economic damage resulting from the pandemic. “We all know the truth. You know the truth,” Gantz said in the video. “If there was no trial, there would be a budget. If there was no trial, there would be a functioning government. There would be unity.” Israel has gone through two nationwide lockdowns since March, and officials are already warning that rising infections could result in a return to strict restrictions that were only recently lifted. If a budget for 2020 isn’t passed by Dec. 23, Israeli law stipulates an automatic dissolution of parliament and new elections three months later in late March. Under the coalition deal, Netanyahu is to serve as prime minister until November 2021, with the job rotating to Gantz for 18 months after that. The only way Netanyahu can hold onto his seat and get out of that agreement is if a budget doesn’t pass and new elections are held. There were no indications that either side is interested in preserving their partnership for the long run. Instead, the battle is expected to be over when the election will be held. Although Gantz's party has plummeted in opinion polls, he appears to have concluded that elections are inevitable and the sooner they are held, the better. By pushing for an election early next year, he seems to be banking that Netanyahu will be punished by voters for a still-raging pandemic, a struggling economy and the resumption of his corruption trial. Starting in February, Netanyahu's corruption trial is scheduled to kick into high gear, with a string of witnesses testifying against him. The prime minister expected to be a frequent visitor to the courtroom. Netanyahu, on the other hand, is expected to try to drag out budget talks to delay elections until the summer in hopes that a vaccine will arrive and the economy will begin to recover. If he can put together a hardline coalition at that time, he might finally be positioned to push through an immunity bill or appoint new judicial officials to freeze or overturn his case. “Over the last two years, the only question you need to ask is not what is best for the country and not what is best for this or that party, but what is in the best interest of Benjamin Netanyahu," Gayil Tashir, a political scientist at Hebrew University, told reporters. She said it looks like Netanyahu thinks it is his best interest to hold an election next summer. One wild card in any Israeli election will be the administration of President-elect Joe Biden. Netanyahu has had a close relationship with President Donald Trump after clashing with President Barack Obama for the previous eight years. Israeli officials fear that Biden, who was Obama's vice-president, will return to the policies of that era, especially renewing possible diplomatic engagement with archenemy Iran. Tashir said this would be a “big issue” in the next Israeli campaign. “Netanyahu is going to put forward an argument which says 'I’m the only Israeli leader who can actually stand up against a Biden administration,'" she said. Un montant de 4 038 837 $ est prévu pour ce poste budgétaire, soit plus du double qu’en 2020 alors qu’il bénéficiait de 1 846 393 $. C’est ce qui a été dévoilé le 25 novembre alors que le conseil des maires était réuni en assemblée ordinaire de façon virtuelle. « Il s’agit d‘une année exceptionnelle en terme de développement », a déclaré la préfète Micheline Anctil en parlant des prévisions budgétaires pour 2021. « Cette croissance en faveur du développement s’explique, entre autres, par une participation financière accrue des instances gouvernementales. Ce choix du conseil des maires en faveur du développement aura des impacts considérables au cours des trois prochaines années », explique le directeur général de la MRC, Paul Langlois. Effectivement, de nouveaux fonds verront le jour en 2021 et toucheront « à plusieurs domaines tant la relance économique, l’agroforestier que le culturel », dévoile Mme Anctil. Le Fonds pour le rayonnement des régions sera doté d’un troisième (Innovation et signature) et quatrième volets (Vitalisation et revitalisation). Ils bénéficieront respectivement de 197 000 $ et 977 000 $ annuellement pendant cinq ans. De plus, le nouveau réseau de transport mis en place par Hydro-Québec sur le territoire de la MRC permet la récolte de redevances d’un montant de 1 900 000 $ à dépenser sur deux ans selon un protocole d’entente qui sera signé en février. « Les MRC sont appelées à devenir des intermédiaires du gouvernement pour le développement économique des régions. Les transferts gouvernementaux totaliseront 6 213 314 $ et les services rendus procurent 1 645 595 $ à la MRC. Les autres revenus d’intérêts rapportent 31 000 $ dans les coffres et les revenus d’investissement 1 460 000 $. Homicide investigators say a fourth person has been charged in the Remembrance Day shooting of a man in Surrey, B.C., last year.Andrew Baldwin, 30, was killed Nov. 11, 2019, at a house in the 10700-block of 124 Street. The Integrated Homicide Investigation Team announced Wednesday that Munroop Hayer has been charged with first-degree murder.Supt. Elija Rain with the Surrey RCMP said Hayer is well known to police in the Lower Mainland.Jordan Bottomley and Jagpal Hothi have already been charged with first-degree murder in the case.Jasman Basran, 21, was charged in May with being an accessory to murder.Baldwin was gunned down just weeks after his younger brother, 27-year-old Keith Baldwin, was shot and killed in Chilliwack, B.C. Both men were known to police.Sgt. Frank Jang with IHIT read a statement Wednesday from Baldwin's mother, Julie. "Andrew was a caring, giving person and his loyalty to his family, friends, loved ones and co-workers was unwavering," the note read. "We will all miss him, every moment of every day."

Huronia West OPP officers and trail wardens stopped 65 riders in County of Simcoe Forests Sept. 27, with the majority of the trail users in full compliance with regulations. Police remind ATV riders that under provincial laws a helmet, licence plate, registration, insurance and driver's licence are required when operating off-road vehicles on public trails, road allowances and Simcoe County Forests trails. VICTORIA — A long-running study of more than 50 dead killer whales in the Pacific Ocean concludes human activities pose deadly threats to the orcas.Killer whale deaths from Alaska to British Columbia, south to California and west to Hawaii linked to human activities were found in every age class from calves to adults, said the study published Wednesday in the open access journal Plos One. The findings indicate that understanding and being aware of each threat is vital for the management and conservation of orca populations, said Stephen Raverty, a B.C. scientist and the report's lead author.Some of the direct causes of orca deaths were attributed to blunt force trauma from collisions with ships or cuts from the propellers of vessels, while indirect causes were related to ingested fish hooks, various human-caused pollutants and malnutrition, Raverty said in an interview."In one case in Alaska, a young animal swallowed a hook that perforated the back of the throat and resulted in bacteria entering the body and the animal died of a blood-borne bacteria infection," he said.In another necropsy conducted on an older orca, a triple-barbed fishing hook was found in the animal's colon, but it did not appear to impact its health, Raverty said.Raverty, who's a veterinary pathologist at the B.C. Agriculture Ministry and a marine mammal researcher, said the study also provides a baseline understanding of orca health necessary for future research."There have been a variety of indirect things that have been demonstrated to impact killer whale health and what we're saying is this is more direct evidence of human activities that impact the overall well-being of these animals," he said. The study involved necropsies on the remains of 53 killer whales found from the North Pacific to Hawaii from 2004 to 2013. It also examined the data from 35 other orca deaths from 2001 to 2017, said Raverty.The study was able to confirm the cause of death in 22 of the 53 orcas, and "death related to human interaction was found in every age class."It said necropsies showed evidence of 15 infectious agents and 28 pathogens with the potential to affect orca health, but "non-infectious health concerns include impacts from accumulated persistent pollutants, human interactions including vessel collisions, interaction with fishing gear, the effects of noise and consequences of reduced prey availability."Raverty said the study's results should support federal government efforts to reduce and slow down shipping traffic and noise pollution to protect threatened orca populations, including the West Coast's southern residents that now number 73 members.The federal government recently expanded orders for B.C. whale-watching vessels, requiring them to stay 400 metres away from orcas on their viewing voyages."You think of these animals as being very agile and being able to avoid impact with vessels, but that doesn't appear to necessarily be the case," Raverty said. President Donald Trump's threat to veto a defense bill if it does not repeal legal protections for social media companies faced stiff bipartisan opposition on Wednesday, setting the stage for a confrontation with lawmakers scrambling to pass the massive bill by year-end. Unusually, members of Trump's Republican Party broke from the president to join Democrats in objecting to his threat to veto the annual National Defense Authorization Act, or NDAA, a $740 billion annual bill setting policy for the Pentagon, if it does not include a measure eliminating a federal law - known as Section 230 - protecting tech companies such as Facebook Inc and Twitter Inc. Lawmakers announced on Wednesday that congressional negotiators had completed the conference report on the fiscal year 2021 NDAA, a compromise between separate versions of the bill passed earlier this year by the Republican-led Senate and Democratic-majority House of Representatives.
HALIFAX — Nova Scotia reported 17 new cases of COVID-19 on Wednesday and New Brunswick reported six as the stream of cases from ongoing outbreaks continued in both provinces.Health officials in Nova Scotia said 16 of the cases identified were in Halifax, including one at St. Margaret's Bay Elementary school that was reported late Tuesday. The other case was in the province's northern health zone and was related to travel outside of Atlantic Canada.The province's total number of active cases is 127.In New Brunswick, health officials reported six new cases of COVID-19. The Moncton, Saint John, Fredericton and Edmundston regions each had one case, while there were two in the Bathurst region. There are now 119 active cases in the province.During an online news conference Wednesday, Nova Scotia Education Minister Zach Churchill said St. Margaret's Bay Elementary was closed for cleaning and would remain closed on Thursday because of a scheduled professional development day.He said a decision on reopening would be made later this week."That is yet to be determined because the investigation hasn't been completed," he said.Churchill also said it was likely that students at two schools in Cole Harbour that were closed after cases were identified last week would return to classes on Monday.The minister, who announced a further $14.3 million in funding to help support schools during the pandemic, was asked his thoughts on the fact there have only been five cases identified to date in the school system.He credited good guidance from the provincial public health department and said Nova Scotians have followed that advice."I think our teachers, principals, support staff, our cleaners, our students should be proud," Churchill told reporters. "It seems at this point that the majority of people are doing their part to make a difference and protect people from the virus."Still, he said talks were ongoing about the possibility of extending the upcoming Christmas break if needed.The money announced for schools on Wednesday is from a federal fund announced in August, and Churchill said it would go toward a range of programs and initiatives to help keep schools safe. He said $3.8 million would be used to boost school water supplies through the purchase of 950 touch-free water-filling stations, while $2.7 million would be used to ensure maintenance and inspections of school ventilation systems."This is above and beyond the (ventilation) assessments that have been done and the regular assessments," he said. "If any issues crop up, this funding will allow us to deploy resources very quickly to deal with any maintenance issues."Another $1.5 million would be used to purchase additional personal protective equipment such as masks and hand sanitizer for students and staff, while $4.1 million would go toward new online math and literacy programs. Money would also go toward school food programs, including $500,000 to meet increased demand for the existing school healthy eating program, and $1 million to support an emergency food fund that can be accessed if at-home learning is needed.The announcement followed one last month that will see $21.5 million in federal relief money used to purchase 32,000 new computers for students and to upgrade servers and Wi-Fi systems in schools.Meanwhile, one new case of COVID-19 was reported by Newfoundland and Labrador on Wednesday, bringing its number of active cases to 30. Health officials said the case was related to travel and involved a man between 20 and 39 years old in the eastern part of the province.In Prince Edward Island, the government announced that those with lower incomes can now get free face masks at all food bank locations across the province. For the last three years, members of the Lighthouse Fellowship Baptist church have hosted professional development day events geared towards children in junior kindergarten through Grade 4. Restrictions in place because of the pandemic presented committee members Laura Connell, Vanje Watson, Jessica Kelly, Hannah Coolidge and Pastor Gordon with the challenge of how to provide a fun and meaningful experience for children while maintaining everyone’s safety. “We thought, we do Zoom church services, so why not do a Zoom PD day?” said Connell, who has been at the helm of the project. The result of their planning and efforts came together on Nov. 27, when 98 children, who had all pre-registered for the party, enjoyed a free, entertaining and engaging morning of activities, crafts, story time and games, from the comfort and safety of their own homes. The committee arranged for each child who pre-registered for the party to pick up a gift and party bag - drive-through style to prevent close contact -filled with activities including a nativity story book, activities, crafts, games and an advent book. The activities were thoughtful and promoted kindness and charity. Connell tells of one activity that encouraged children to be aware of how good life is, and use a checklist of how many good things they enjoy, and donate a nickel or dime for each item checked. The money could then be used as a donation to a favourite charity. “We are so very blessed,” said Connell. “We have so much.” The bags even included a Christmas DVD, popcorn, hot chocolate and candy cane, to be enjoyed with family members after the party. Connell worked behind the scenes, purchasing items and coordinating registrations. When she reached out to the church congregation for support, she found everyone was on board and wanted to do their part. “(We have) a whole crew that volunteered and a bigger group that donated,” said Connell. “There were many, many people involved.” The party was set up Zoom-style, but the participating children were seen only by the camera man, John Reeve, to protect the privacy of the children. Reeve, who owns Reeve Technologies, volunteered his expertise and time to facilitate the meeting. At 10 a.m., the programming began, and for the next 90 minutes, under the lead of Watson, Connell and Kelly, children were invited to explore the items in their gift bags, make puppets, play bingo, take part in a scavenger hunt and win prizes. Watson, who brought her own two girls with her to take part while she was on stage, brought lots of energy and positivity to the presentation. She spoke to Zoom attendees as though they were all in the same room. “I love working with kids and I love sharing the real meaning of Christmas,” said Watson. “We felt this was a great opportunity to build hope in families and the community.
